if there was an international incident, how equipped are we to handle that kind of incident? >> we're a month into this administration and the apparatus, the personnel that are necessary to handle not just the policy making, but also the response to potential crisis that may erupt, really isn't in place. there's no national security advisor. the team that michael flynn left behind in the national security council is relatively weak. there are not nominees for most of the key positions in the agencies that support the national security process. so i think there's a lot of work to get done by the president and his team to fill out that team and get the processes established. >> we'll talk about some of the folks who might be filling those positions, but there's been talk of concern about these candidates about being able to put their ownst

if the president would trust somebody enough to name them as national security advisor, why wouldn't he trust them to make their own personnel decisions too? >> i think that the national security advisor have the authority to put in place some of the people and replace am so of the people in place now so they have a team that they can trust. i think related to that is also this sort of strange organization in the white house now that is led by steve bannon that appears to be senior to the national security council, the strategic initiatives group. anyone coming in would want to understand they can put in place the team they need and how they relate to this steve bannon organization in the white house. >> based on the generals that are being considered to replace michael flynn, what can we glean

trump's national security policy? >> reporter: well, president trump seems to have an affinity for generals. the three individuals he's looking at are all senior retired military officers. he has senior retired military officers in other key positions in his administration right now. that seems to be what he feels comfortable with. i think a little bit of diversity of viewpoints could be useful, but each of those men have a good reputation. >> former cia deputy director, thank you. as the president enters his second month in office, he's taking greater aim at the media. our white house correspondent mass th has that part of the story this morning. >> reporter: as a candidate president trump often

stations across the country. we uncovered dozens of cases where questionable police tactics were used on students, including elementary-aged children being placed in handcuffs. >> i like robotics. i really like science. >> reporter: a pretty smart kid. school usually isn't tough, but one day in second grade the bullies made it a night player. >> reporter: you were yelling at them to stop picking on them. >> yeah. >> reporter: it was such a rough day, the teacher called his father. >> i walked in and my son is sitting like this and crying. my first thing is to try to get him to calm down. i was like why are you sitting like that. he goes like this. >> reporter: that was the first moment you saw the handcuffs. >> yeah, like wow. >> reporter: according to an incident report the security officer says he was screaming and appeared to be out of control.

ninth grade. he currently oversees caleb's school, but wasn't in the job at the time of the incident. he believes school police play a vital role, but their jobs need to be defined. police officers have become the disciplinari disciplinarian. >> that shouldn't be the case. >> reporter: is it okay to handcuff a child? >> i have a 5-year-old and i would lose my mind if she were to be handcuffed with something that could have been deescalated with trained school personnel. >> reporter: the child doesn't get handcuffed if the handcuffs aren't in the school in the first place, correct? >> correct. it's a conversation we need to have. >> it's something we have to do considering we can't afford to lose any more of these kids. we can't. >> reporter: the family is suing the school district for violating his constitutional rights. in court papers the district
