northbound 295, that's still hanging around at benning road with the right lane blocked there. 66 and 95, no big problems there and a live look at 198 in maryl. right now we're going to a story that you'll only see on news 4 that could mean life or death for someone you know. d.c.'s fire chief says the department is struggling when it comes to the availability of the life support medic unit. >> more on why the chief says things not improving. >> reporter: overall response times have improved but what the chief is specifically talking about here is advance life support calls. what does that mean? those are the ambulances staffed by paramedics who are supposed to respond to the most critical emergency calls like cardiac arrest, for instance. we first broke this

and remember, for about the last year the district has been using a private ambulance service for cases just like that. in a message sent to firefighters and obtained by news 4 the chief says response times for this advanced life support unit have not improved despite the addition of the private ambulance service. so here's what we heard from the department late last night in a statement from them saying in part, we are taking action to improve our first arriving paramedic times by aggressively hiring paramedics and adding three medic units. now, here this morning we are life outside engine 30 in northeast because this is where the mayor is expected to hold the news conference later this morning. of course we'll have that coverage for you there, but she's expected to tout some of the things sha have been going well over the course of the last year. more on this story as it develops this morning but we're live in northeast for you. back to you. >> thank you.

and will be at today's announcement. just incredible grief at the scene of a house fire that left a little boy dead despite the heroic actions of neighbors. they found the little boy dead along with two dogs. >> justin finch is live at the scene with this very sad case. >> reporter: those who called this house a home will likely never see it the same way again after that young boy was found dead inside. looking now at the damage that's still left behind here, the garage area charred black by heavy smoke and flames last night. debris about the driveway here. four adults were hurt in this, a man and woman who were inside that house who managed to escape. their ties to that

not yet clear. they are expected to recover as are two neighbors who tried to rescue the victims. one a retired firefighter, the other an offduty firefighter. this fire broke out close to 5:15 yesterday evening. responding to this house on the 8100 block of arcade street working late into the night to clear debris and stamp out hot spots. homicide and crime scene detectives are now on the scene as well as the fire marshal works to investigate the cause of this fire. you are looking live now at this scene. the house on the hill, still crime tape up. this is still an active investigation. two dogs were found dead. two dogs were able to escape as well. the names of the victims have not been released. family members of an 8-year-old boy in prince william county are also grieving this

his life yesterday. they say he crashed an atv into a tree on deepwood lane. he took the keys without his parents' knowledge or permission. franklin was also not wearing a helmet. as early as today the trump administration could roll back federal guidelines that allow transgender student to use bathrooms matching the gender with which they identify. you may remember last spring president obama called on schools across the country to adopt the new bathroom guidelines. the trump administration says that decision has given rise to significant litigation and needs to be changed. if it is changed it could have an effect on several legal cases right now including one in virginia, that of gavin grim. he's a transgender student who sued the school board for not allowing him to use the boys' bathroom. his case heads to the supreme court next month. expect huge crowds at national harbor as the

cpac will be held at the gaylord over the next several days. montgomery county police want your help finding this missing woman with autism. this is 22-year-old mascall. her mother spoke with her yesterday but she won't say where she is. they're worried for the 22-year-old's physical welfare. if you see her, call police. and we just said bye bye to bao bao and now china is saying hello. the panda almost there to her new home. >> angie is watching the flight tracker. >> i love how our viewers saying eun sounds so strong this morning even though her beloved panda are a million miles away. so people were really concerned about you. you're looking good this

we'll take a look at 270 and also a shot through prince george's county coming up. let's get you up to speed on some of the top stories we're following across the country. mass arrests could happen today at the dakota access pipeline. protesters have until 2:00 p.m. to leave that area. the army corps of engineers says the area is prone to flooding and must be cleaned out before then. a few hundred people are still at the camp there protesting the billion dollar pipeline. they say it threatens drinking water and cultural sites. >> two people trapped out in the center. >> rescuers have been busy pulling people from flood waters in northern california. at least 200 people had to be rescued in san jose. a state of emergency has been called in several parts of the state after heavy rain pounded the region. many said they were not prepared to leave. hillsides and roads have washed away and more rain is in the

forecast. liftoff of the 66 progress resupply vehicle. >> another successful rocket launch. this is new video of a russian cargo ship packed with supplies on its way to the international space station. this launch went through even more intense run throughs and inspections because another ship crashed just after launching last december. this one will arrive on friday. it could take weeks before crews can wipe graffiti off the monuments at the national mall. police found even more writings in black ink. some were on the d.c. war memorial and some were on utility boxes and even on the world war ii memorial. >> what would drive somebody to want to disrupt what we're trying to do by honoring the fallen. >> the lincoln memorial and washington monument were also hit over the weekend. police believe the same person is behind all six acts of vandalism.

smarter lunchroom that promotes good nutrition and regular exercise. the hunt for tom brady's stolen super bowl jersey is still on this morning but now it's being valued at $500,000. that is the value police attached to it making the crime a first degree felony under texas law. if you remember, someone took the quarterback's jersey from his locker after the game. last week the patriots' owner expressed confidence the jersey would be found. that's a big ticket item. a lot of us here in washington have our minds down in florida. that's because the nationals are in a brand new ballpark for spring training. you know teddy was here yesterday too? he was dancing with melissa. >> also some brand new faces on the team. we're introduced to the team's new centerfielder. >> the biggest acquisition for the nats this offseason happens to be one of the smallest guys in the league.

the loudoun county sheriff's office says perry was thrown from the jeep which slammed into a highway divider. they say a drunk driver was behind the wheel. the woman's parents say she was supposed to be taking uber home. now they're heart broken. >> she's got a very good life ahead of her. >> she had a plan. >> her dreams, she was following it. she was working hard. >> perry's parents say she was a substitute teacher in loudoun county and planned to go into marketing. her friend was also thrown from the jeep but survived. the sheriff's office has charged andre glen with dui and driving on a suspended license. glen and a third passenger were not seriously hurt. 5:34 right now. be extra careful this morning. more riders are getting hurt on metro trains and buses. a report reveals bus collision injuries were up 30% last year compared to prev

buses. falls are becoming more common on metro stations as well. metro says most happened on stopped escalators being used as stairs or when passengers were not paying attention. >> please watch your step and keep moving upon exiting the escalator. >> these could help lower the number of injuries. they're testing new audible escalator warnings. metro has listed all of its safety initiatives and solutions to prevent injuries. you can find them in the nns washington app by searching metro safety. there is a debate over this next story happening on our facebook page. an appeals court has upheld maryland's ban on 45 kinds of assault weapons and a ten round limit on gun magazines. the court says these guns aren't protected by the 2nd amendment. the national rifle association called the amendment absurd.

off his support for planned parenthood. he vetoed a bill that would have made it tougher for the organization so get state and federal money. the bill barely got to his desk. the vote was 20-19. the governor said he vetoed the measure because it would quote, harm tens of thousands of virginians. turning now to maryland's governor who is in hot water with the american civil liberties union. the group is threatening legal action against governor hogan for blocking people on facebook. they say the republican governor was deleting negative comments and banning critics from posting on his page. aides said they unblocked six of the seven comment commenters. cheaper airfare.

check it out. this could protect your money next time you use an atm. police in laurel found this device on a machine at a 7-11 in laurel. it doesn't look unusual but it's a skimming device that can steal your credit card number. now, there are a few ways you can be more vigilant. check for anything unusual including a different color card slot on those atm machines. these skimmers can also be loose or uneven and if you think something is wrong you want to call police, let the bank know

which police say shows thieves snatching wigs meant for cancer patients. this happened at a san diego salon. the two people in the video are who police are looking for. they can be seen snatching the wigs and even shattering displace. the salon owner says the wigs take several months to make and are made for each individual person. the owner hopes someone is able to recognize the suspects in the video. we're all a littleant si to get to work on time but one way drivers cut down on time could soon be illegal. and a brand new problem here on 395 as you're headed inbound. we'll also take a look at travel times coming up. and we have rain for part of the area this morning. it's mostly south of the district. mostly around culpepper but was

developing now on news 4 today, a young boy killed when flames ripped through a virginia home. >> what investigators are saying about the fatal fire. town halls take a turn. congressional reps returning home to protests. but will your representative meet with you? >> and paid family leave just passed in the district but already big changes are coming. what it could mean for your benefits. and no frills flying. budget seats are making air travel more affordable but what will you have to give up to score a seat? 14 before the hour. we turn to a developing

fairfax county that has a neighborhood feeling a lot of pain this morning. firefighters say a little boy is dead after a house fire last night. this is video from the scene. the house was completely engulfed in flames as fire investigators moved in to fight the flames. the fire happened in lorton near green drive. justin finch is live at the scene with more on the investigation. >> reporter: eun, fairfax county firefighters tell us that two neighbors tried their best to save those victims inside. one, an offduty firefighter. the other a retired firefighter but both were forced away because of heavy smoke and flames and as you can see there's still evidence of that above that garage on this two-story house here. heavy fire was in that garage and smoke moved throughout this house here on the 8100 block of arcade street. officials also tell us a man and woman were inside that house, but did manage to esc

that died are not yet clear but we do know that boy was found inside once that fire was out. two pets inside were also found dead. two others we are told did escape. this blaze broke out close to 5:15 yesterday evening and homicide and crime scene investigators are now part of what's being called a death investigation. i want to take you back out live where you can see lots of debris here on the driveway here. we are told those two neighbors who tried to go in and save those victims, they will recover from those injuries. the man and woman who also managed to escape. back in to you. family members of an 8-year-old boy in prince william county are also grieving this morning. police say franklin flores lost his life yesterday. they say he crashed an atv into a tree on deepwood

parents' knowledge. franklin was also not wearing a helmet. thousands of local students are in schools that don't have clear guidelines for how the police officers assigned to protect the campus should be interacting with children. working with nbc news, the i-team analyzed federal data on school arrests nationwide. black students or students with disabilities were three times as likely to be arrested in schools. school safety expert says numbers like these highlight a need for better training and specific rules when officers should respond to classroom incidents. >> and the leaders at the top have to set clear and concise expectations for that partnership. and if you don't have this done appropriately, it is a disaster and that is what you don't want. >> one major local school district did not provide the i-team with their specific rules for school reso

neighborhoods. >> what are you talking about? >> that is some of the reaction at congressman's town hall in virginia yesterday. they couldn't all fit into the building. he represents virginia's 7th district including culpepper. he says right now washington needs to focus on health care and the economy, some of his constituents say the congressman isn't listening to them. at the same time pressure is growing on barbara comstock to commit to her own town hall. there is a question on whether she will show up on friday. one of her supporters says he doesn't trust the group's intentions but organizers say they have no desire to be confrontational. she's answered questions by phone. neither she nor her staff immediately responded when news 4 asked about this story. now we want to get to jay gray who's

>> what are the issues voters are concerned about in these town halls and how are lawmakers reacting? >> reporter: good morning again. a lot of pushback from their constituents and as you mentioned this is happening across the country. those that aren't holding town hall meetings are finding protesters outside their home offices. the push of course is immigration. a lot of people frustrated with the new measures there, but also obamacare and health care and worries about what's going to happen with that. some of the cabinet selections are being picked on in some of these meetings as well as ties from the administration to russia. so a lot of people with a lot of frustrations and this really the first time they've been able to voice that to some of their congressional members. >> and we're also following the trump administration's plans to crack down on illegal immigration. how is he talking about carrying this out? >> reporter: well, 15,000 new federal agents will start to really push some of these new initiatives. there's still a question though

we do know that there will be no more catch and release as it's been called when an illegal immigrant is found. they will be held until they have some type of hearing. those that are illegally in the country for less than two years will be immediately deported. the lag time before was two weeks, so that's changed dramatically. dreamers though, those born in this country illegally will be allowed to stay. of course that's an initiative that president obama began five years ago. a lot to work through and a lot to sort through and a lot of people worried about what comes next. >> all right. thank you. 5:52 now. it was just passed but now there is new battle brewing over how to pay for paid family leave in the district. the law requires private employers to offer eight weeks of paid leave for a new child, six weeks for family care and two for individual care. d.c. mayor sent the legislation back to the council last week without issuing a veto clearing

now some council members want to revisit this. businesses complained of excessive costs and higher taxes to pay for the plan. changes in the law are expected to be acted on by summer. >> we're turning our attention to the forecast and we are loving these next few days. it's tough to believe we're ending february like this. >> so it could be our warmest february that we've seen in the area. it is just insane especially tomorrow and friday. we're talking about 25 degrees above normal. mid-70s. i'm so excited about it. you're going to love it. you're not going to need a warm jacket and really this morning you don't need a warm jacket but you might need the umbrella if you're south of the district. not everybody is going to see this rain. look at the motion of it basically from west to east so it looks like a majority of this should be remaining south of the district. here is where the rain is now right around culpepper. that is more moderate rainfall shown by the yellow.

we're in the 70s for tomorrow and friday. rain starting the weekend cooler on sunday. let's check the roads with melissa mollet. good morning. >> so right now take a look here southbound bw parkway, a brand new crash there. we'll send chopper 4 that way. we'll share that with you here. taking a look westbound, 50 near kennel worth avenue, a crash that we're keeping an eye on. the ramp to the northbound third street tunnel, all lanes now open there. beltway, no problems inner or outer loop. travel times 270 southbound looks good. top of the beltway is nice and clear here. this morning looking at 66. fairly normal headed inbound. remember to listen to wtop when you hop in your car for your drive to work or school. thank you. it is 5:55. lawmakers are debating a new bill in maryland that may help ease traffic and maybe even road rage. according to our news

it would allow police to ticket certain drivers who block the box. current state law says that if a car enters the intersection when the light is green or yellow, then that driver has the right of way. carr says drivers are taking advantage of that law and crowding the intersections. d.c. already has a similar law. we want to know how you feel about these brand new basic economy plane tickets. this morning american airlines is selling them. they're only for ten different routes including the one between bwi marshall and dallas fort worth. you can save 20 to 40 bucks on this round trip but you can't bring a bag for the overhead bins and you'll probably get the last seat on board. >> if you're like eun and you're sad bao bao is no longer here in d.c., take a look at this. georgetown's jack the bulldog, he's trying to step in and take over the role here. apparently he's going to make his public
