studio 1-a in new york city. how about this for a view? >> nice spot. i have been looking at your beautiful shots of washington, d.c. i thought, aren't they peaceful when they sleep? >> it's going to be a busy night in washington. i am standing above where the inauguration took place, about a month ago. let me set the scene for you. i am standing on the speaker's balcony. he doesn't know we're here. that's not true. he knows we are here. down the hall from where i am right now president trump tonight delivers his address to a joint session of congress. seated behind him, of course, will be the speaker of the house, paul ryan. we will step into his office in a moment for an interview. let us begin with nbc's peter alexander. on the east front of the capitol. good morning. >> good morning. we have another gorgeous backdrop. white house officials telling me president trump will put the final touches on tonight's speech over the course of today. already they're giving us

preview. senior white house officials saying that the theme of tonight's speech will be re newe renewal of the american spirit. president trump will focus on what he has already accomplished in his first month in office and also focus on the economy and security going forward. as he prepares for his first formal pitch before congress. president trump ready for his close-up on capitol hill, offering a preview on fox news. >> all i can do is speak from the heart and say what i want to do. we have a really terrific, i believe, health care plan coming out. i will be talking about the military. i will be talking about the border. >> mr. trump rolling out a budget blueprint of priorities. promising a massive military buildup pumping an additional $54 billion into the pentagon. intelligence agencies. >> we h

the navy s.e.a.l. killed in a special operations raid in yemen last month. the senior owens raised questions about the mission. >> i can tell him on behalf of the president his son died a hero, and the information that he was able to help obtain through that raid, as i said before, is going to save american lives. >> multiple u.s. officials tell nbc news the raid has not yielded any intelligence of value, at least not yet. as of this morning we are getting an update on the evening speech and who the president invited as his guests. the list includes maureen scalia, the widow of antonin scalia and three individuals whose loved ones were killed by undocumented immigrants. the white house tells me tomorrow the president will announce his revised travel ban executive order that's been on hold in a court for

three weeks. thank you very much. i'm joined by the house speaker paul ryan, giving us an exclusive interview. thank you very much. good time to have you. you spent time with the president at the white house going over the agenda. one of the things we learned yesterday was more about the outline for his budget. he is planning massive spending increases in the areas of the military, intelligence, national security and to offset that, massive cuts in other domestic programs. and he says he will not touch social security and medicare. does this work? >> we haven't seen the full budget yet. you just saw a piece of the budget which is what a new administration always does. but this is a promise that he made that we also ran on which is our military has been hallowed out. we have gutted the military in many ways. and we have had huge increases in domestic spending. he is trying to get that balanced right. we've long believed that we put our spending out of balance on what we call discretionary spending, we've hurt the military and given lift in other areas. we're trying to get the balance ri

made in discretionary spending and if you don't touch entitlements like social security and medicare -- i don't have to remind you, you have been talking about this for a very long time. it's not popular, but you have said we've got to make tough choices on those entitlements. can he balance the budget without touching them? >> we have never proposed -- this is what the president is talking about, we have never proposed a change in benefits for current seniors and people about a retire. within the ten-year budget window. we're not saying we're going to change benefits for anybody in or near retirement. no one has ever proposed that. what people like me have been saying is for those of us in the younger generations. x-gen on down the programs will be bankrupt by the time we get them. we have to reform them for the next generation. >> the president doesn't agree with that. >> i believe he does. on social security. that problem is not as acute as our health care problem. doing obamacare reform, replacing obamacare, is entitleme

care. i think the point he is trying to make with the first piece of his budget is our military has been hallowed out. i met with the admiral running the pacific command talking about how they're running out of munitions. they have a problem and he is trying to address it. >> you mentioned health care. let's go there. last time we sat down in your office january 12th, 2016. i said -- you cleaned the place up a little bit. i said to you then, why is it the republicans have been trashing obamacare for six years at that point seven years now and not presented a viable replacement. you masaid, by the end of the yr we'll have the plan. that deadline came and went. >> we ran on a plan last year. >> you didn't give us a plan that can be voted on now. you know republicans within their own party have deep disagreements over how to replace obamacare. so do the american people have a right to say, we have heard the criticism for year after year, and yet we still don't have something that can be put on

president's desk? >> that's exactly what we are doing right now. see, we're not writing some bill in the back room in harry reid's office like obamacare was written. we are going through the committee process, going step by step, going hearings. this is how the legislative progress is supposed to be designed. >> your predecessor made your job a little tougher last week, john boehner came out and said, all this talk about repeal and replace, it's not going to happen. he says, it's happy talk. what they're going to do is they're going to fix some bad parts of obamacare and wrap it in a conservative box. that is not repeal and replace. >> that is not what we are doing. let me say it this way. obamacare is collapsing. obamacare had -- i think the democrats got too far ahead on their ideology and gave us a system where the government runs health care. they gave us a system where costs went up, not down. they gave us a system where choices wen

they gave us a system where people lost the health care plans that they liked that they chose, that violated all the promises that were made that were given when obamacare was sold to the american people. those promises were violated. now we have a collapsing marketplace. we really believe we are in a rescue mission to prevent the collapse from occurring further. >> i want to say a lot of people disagree with the terminology that obamacare is collapsing under its own weight. >> let me read you something the president said yesterday. this is a guy who ran -- one of the things he ran on was i'm going to repeal and replace obamacare. yesterday speaking to governors about health care he said this, i am quoting. i have to tell you it's an unbelievably complex subject. nobody knew health care could be so complicated. nobody knew health care could be so complicated. as a details guy. >> i have been working on health care for a couple of decades. as a policy wonk doesn't it take your breath away when the president of the united states says nobody knew it could be so

to office not as a policy wonk working in congress on health care. >> how do you run on repealing and replacing obamacare if you don't know it's a complicated procedure. >> the bill that we're working on is the bill that we ran on last year. the bill we are working on is the bill we're working with the senate and the white house. it's much like the bill that tom price, who was sort of the gold standard reformer of health care, introduced last year. he is now the health and human services secretary. here is the point -- let's take a step back. people want peace of mind in the health care system. people want to be able to have choices in a health care system. we want to get costs down. we want to give people more choices. we believe in a patient-centered system where all the providers of health care services, hospitals, doctors, insurance companies, compete against each other for our business as patients, consumers. we should make decisions on how health care works, not some

which is restricting our choices down to the point where a third of counties in america have only one plan to choose from. >> to the bigger picture. doesn't it seem often, mr. speaker, that president trump talks about big ideas without diving into the details of how to accomplish his prom iises, le i'm going to defeat isis. i'm going to repeal and replace obamacare. i'm going to build the wall and the mexicans will pay for it. as a guy who dives into details, doesn't it frustrate you sometimes? >> i see him more as a chairman, a president. like successful presidents have been. he gets detail people around him to execute the plans. you hire james mattis as your secretary of defense to come up with a plan to defeat isis. you put tom price, an orthopedic surgeon, chairman of the budget committee, who has worked on health care for his entire adult life in charge of health care. you hire and surround good -- >> delegate the details. >> delegate the details to good people who know what they're doing and have experience in thesete

objectives are met. that the goals you ran on to improve people's lives are met. that's the kind of commander in chief i think we need in this country. >> i spoke to former president bush yesterday on the subject of possible russian ties to the trump -- to trump's associates during the campaign. he says the american people need answers. is there anything you could hear that would make i decide we need a special prosecutor to look into that? >> we -- that's the executive branch. >> i understand. >> we think we need to do an investigation here with our intelligence committees. one thing is unique about this, which is this gets into the methods of collection of intelligence data. sources and methods. it's very, very sensitive. the most sensitive tool in our national security tool box. the people here have gone through the process of understanding the tools. >> however, the intelligence committee with a majority of republicans and people want a bipartisan investigation. >> it's a bipartisan investigation. both the house and senate intelligence committees are beginning thei i

we are increasing the scope of the investigation. here is the point, matt. you have to be mindful of the sources and methods of our intelligence community so you don't compromise how we collect and gather intelligence. while we get answers to these questions. don't forget, the obama administration had an exhaustive investigation before they left office on this point. we need answers. we need to make sure that nothing happened that shouldn't have happened as we go forward. that's exactly what we do in our jobs as congress. we think the intelligence community is the right place to do it. >> i really appreciate the time. >> we fixed the place up. >> appreciate you joining us. mr. speaker, thank you so much. back to you, savannah in new york. i'll join lester holt and chuck todd for nbc's coverage of president trump's address. watch it 9:00 eastern, 6:00 pacific time. we'll have all the highlights and reaction tomorrow morning on "today." to breaking news overnight. a tragic plane crash

and it was caught on surveillance video. you can see the small plane returning from a cheerleading event at disneyland. it slams into a residential neighborhood. steve patterson is at the scene this morning. hi, steve. good morning. >> reporter: crews on the ground here tell us all the victims involved were people on board the flight. there were five of them. three were killed and two are clinging to life. meanwhile, we spoke to neighbors who not only saw the moment of impact but recall the harrowing moments that followed. horror on the ground in riverside, california, when a small plane slammed in a residential neighborhood. the impact killing passengers, leveling homes, and sending a fireball into the sky. the wreckage burning for hours, billowing black smoke seen for miles. two women who were ejected from the plane survived. witnesses were shocked to see the victims pulled from the rubble. >> i heard the lady that was pulled out when i was rushed to the hospital, i heard her scream

we didn't know where she was. it was scary. >> reporter: fire officials say five people were in the cessna 310. the victims flying back to san jose after attending a cheerleading competition at disneyland. >> it's horrible. especially when you couple together that they were going to a cheer competition, and this is supposedly a happy time. and then just to have a tragic incident like this. >> reporter: the plane went down about a half mile away from the riverside municipal airport. the two women who survived now remain in critical condition. meanwhile, the national transportation safety board will launch a full investigation into the cause. savannah. >> steve patterson, thank you so much. now a first check of the weather. mr. roker. >> severe stuff to talk about over the next two days, including stuff that stretches from the gulf coast all the way up into new england. right now we're looking at a line of showers and thunderstorms pushing through, but today we have

risk weather. risk averse weather right now. 36 million people for a fast-moving storms, nocturnal tornadoes. overnight tornadoes, could be a big problem. some could be strong. it's a wide risk. looking at tomorrow, 87 million people. this stretches from new york, new england, all the way down to the gulf. tornado threat a little weaker. widespread wind damage. chicago could be in the enhanced risk by tomorrow. the cold front pushes to the east. moving into tomorrow, the line of strong storms stretch from new york all the way down into atlanta. airport delays over the next 48 hours will be big problems here in the east coast. we'll get to your local forecast coming up in the next 30 seconds.

i'll end up at the very top of the capitol dome just below the statue for the best view of washington you'll ever see, savannah. >> we'll all enjoy the view, matt. first let's look at the headlines this morning. officials say three people were killed, two others injured, when the small plane they were on crashed into a neighborhood. it happened in rieverside, california. the plane slammed into several homes setting fires and destroying to of them. the fbi is investigating another wave of vandalism and threats against jewish institutions across the country. more than 100 headstones destroyed at a cemetery near philadelphia less than a week after a similar incident near st. louis. on monday at least 21 jewish centers and schools in a dozen states received bomb threats. two women arrested in the killing of the

i am appreciative of the opportunity and responsibility that comes with it. >> you have to be able -- you have said this to me -- to get rid of the white noise. you have to put the noise of washington and headlines aside to do your job. you went home to wisconsin a week or so ago. >> i was home this weekend. >> yeah, right. you didn't hold a town hall meeting when you were home, did you? >> no, but i do quite a few of those. i didn't this particular time. >> did you not this particular time because of what's been happening to other republican members of congress? >> no. i went to the rio grande to talk with the border patrol. i did other things i had planned long ago. >> in an interview this morning the president was asked by another network if he thought president obama was responsible for the organizing of some of the protests we have seen at town halls across the country for republican members of congress, and he said yes, i do think president obama is responsible. would you agree with that? >> i believe obamacare was responsible for it.

a health care law that screwed up the health care system -- >> i think he meant he is now behind the scenes organizing protests. >> i have no knowledge of such a thing. there is the white noise i am talking about. what i am focused on here is doing my job, making sure congress works, making sure we solve people's problems. we have been entrusted by the people of this country to fix problems. that's what i'm focused on. not the white noise and distractions of the day but on getting things done to improve people's lives and make good on the promises we made while we campaigned. we campaigned on an agenda to fix problems and we have to deliver. >> at the end of the hallway there are the doors to the house chamber. you are the guy who actually invited the president, in your official capacity, to speak to the joint session tonight. what kind of reception do you expect him to get in that room? >> we always try to make sure everyone gets a respectful reception. we did it with obama, even if

dividing our nation's capitol into its four quadrants. that is the center of washington. this is a room called the crypt here at the capitol. one floor below the rotunda. i want to show you something else. it's one floor beneath this. down this staircase, it's almost always off limits. ♪ this it called washington's tomb. it's one level below the crypt here at the capitol. now, this is where george washington was supposed to be buried along with his wife martha. he made it clear he didn't want to be buried here. he wanted to be at the family home at mount vernon. that was where he was buried. even though there is no body here, this place is still under lock and key. and the tomb is not the only secret the capitol keeps underground. most people are probably familiar with the more ornate spaces of the capitol on the upper floors by the rotunda. but down below there is an

get lost. for example, the speaker of the house travels around here in a hallway like this all the time. originally this was built or these were built so the people who worked at the congress could avoid the sometimes nasty weather in washington. no frills down here. sometimes just on a wall. to house committee on appropriations this way. while a lot of people take the subway or train to work, this one might be the most exclusive of them all. right now i am getting to do something very few people ever get to do. i am taking a ride on the subway car that travels beneath the capitol and goes from independence avenue, one office building over there, into the capitol itself. this is how members of congress travel during the day. certain cars are reserved for members only. this is really important when a member of congress has to rush back to this building to take part in an important vote. by the way, in days gone by, it

we're back with something new we're calling age-proof today. first up the big question, how long do you expect to live? over the past three decades the average life expectancy for men in the u.s. has jumped from 70 to 79. for women, 77 to 83. and the number of americans now

100 or older is up 2200% since 1950. how do you make sure you're financially prepared to live a longer life? "today" financial editor jean chatky breaks it down in her new book "age proof." good morning. >> let's dig in. age proof. what does the word mean? >> it's essentially taking care of both your health and your wealth. i wrote this book with a doctor from the cleveland clinic. he will be here tomorrow. the deal is, you can't be just healthy or just wealthy because either one on their own doesn't work anymore. you have to have them both working in the same direction. we lay out a plan in the book to get there. >> they say your health is your wealth. here is the most important question. how much do you need to be comfortable? >> how much should you save? you want to aim for ten times your final salary in retirement savings by the time you get there. i know a lot of people are

not even close. a few things can help you to adjust. if you have a traditional pension, about 17% of americans do, you can reduce the amount that you have to put away. the ten times your final salary is supposed to cover about 45% of your spending in retirement. if your pension covers 15% of that you can take it down by a commensurate amount. if you know you're not going to make it, reduce your spending now. that enables you to put away more for later and to have to spend less later on. >> i was going to ask you, if you're looking to free up money between now and then, downshift. >> that could mean moving someplace less expensive. eating out a little bit less. whatever changes you want to make so that you can save more. >> let's say you have the money saved, but now you have to divide it so that it works long-term. >> we have a pot of money. we have to make it last 30 years. that's how long retirement will last. you can only withdraw about 4% of your

single year. and fidelity recently did a study on this. they found people think they can withdraw 7%. some people think they can withdraw 12%. that's way too much. also, think about what you mean when you talk about retirement. we ask people, what are you doing when you're retired? a lot of them said, hey, we're working. >> some people want to work. >> some people want to work. as we've talked about on the show, it keeps you younger, happier and healthier. if you're going to do that, your money has more time to grow, which is a great thing. if you know, again, that you're not going to make it, correct course. the folks at age wave did research and looked at what happens if you work part-time at age 60 for another three or four years. come up with a couple hundred,000 dollarstra. >> what about an annuity. >> i want people to look at something called a qualified life annuity contract. we write about it.
