this morning on trump's immigration ban. deadly tornadoes in the midwest and a severe weather outbreak today could impact 105 million americans. and did the obamas just do a book deal in the $60 million range? "early today" starts right now. good to be with you i'm frances rivera. dream big, america, that's the message president donald trump delivered during his first address before congress after 40 days on the job. he hit on everything from health care to infrastructure, immigration, trade and more. but not before condemning recent race motivated threats and attacks across the country. >> recent threats targeting jewish community centers and vandalism of jewish cemeteries as well as last week's shooting in kansas city remind us that while we may be a nation divided on policies, we are a country that stands united in condemning hate and evil in

[ applause ] >> and this morn ag headlines while americans may have watched the same donald trump at the lectern, it was an entirely different and softer tone they heard. it came with great effect giving 78% positive response in cnn instant poll following the address. 68% said trump's speech made them feel more optimistic. here were some of the president's key moments. >> i am here tonight to deliver a message of unity and strength, and it is a message deeply delivered from my heart. i am calling upon members of both parties to pass an education bill that funds school choice for disadvantaged youth, including millions of african-american and latino children. [ applause ] tonight i am also calling on this congress to repeal and replace obamacare. remember, when you were told that you c

that all a of those promises have been totally broken. obamacare is collapsing and we must act decisively to protect all americans. and democratic women could be seen peppered across the congressional chamber throughout the night dressed in white in a nod to the women's sufficient raj movement. also endorsed opposition was nancy pelosi leading the movement and it was democrats who sounded the alarm giving a thumbs down and asking, what next? >> this was a steve bannon on steroids with a smile. i mean, started out with alternative fact. i inherited a mess from barack obama. no, barack obama inherited the great recession. then you go from there to taking credit for things you had nothing to do with. all these new companies are adding jobs, and then close it up with a bunch of promises that you'll never keep. >> the speech and reality have never been more detached than a presidential speech. it really doesn't matter what he said. this is like the campaign. he says one thing, but as he governs it's another. >> does the

sure it does. but so far every republican idea to replace the affordable care act would reduce the number of americans covered despite your promises to the contrary. mr. president, folks here in kentucky expect you to keep your word. because this isn't a game, it's life and death for people. >> and protesters could also be seen gathered in front of the white house. rosie o'donnell led a boisterous crowd that included the aclu.org demonstrating against trump's policies. one key component of the president's speech focused on combatting terror. and as the travel ban replanes in flux, he attacks the countries which stood over the years. >> according to data provided by the department of justice, the vast majority of individuals convicted of terrorist and terrorism related offenses since 9/11 came here from outside

we have seen the attacks at home, from boston to san bernardino to the pentagon and, yes, even the world trade center. >> those comments come as we get word the president's retooled executive order on immigration travel will not be signed today after all. and iraq could be one of the countries removed from that seven-country travel ban when the white house unveils it later this week. one turnout nbc's matt bradley in london with world reaction to the president's speech. matt, how is the international community receiving the president's speech? >> reporter: well, frances, good morning. the international community has been muted in their response, of course. there hasn't been really anything in the way of official reaction and the media has covered it really in an echo of how the american media has been covering this speech. one of the bbc commentaries basically said the speech was unconventionally conventional. and that's kind of the line you're hearing a lot from the united states. people are surprised that

or really use any of his usual tactics of speaking off the cuff and attacking his usual enemies. he did mention a couple of countries. he mentioned israel. he mentioned iran. there was no mention of russia at all, but he did mention nato. the pan atlantic alliance that he has criticized repeatedly and that criticism has caused a lot of anxiety here. take a listen to what he said. >> we strongly support nato, an alliance forged through the bonds of two world wars, that dee thrones fascism and the cold war and defeated communism. [ applause ] but our partners must meet their financial obligations. and now based on our very strong and frank discussions, they are beginning to do just that. in fact, i can tell you the money is pouring in. >> well,

actual public evidence of that, we haven't seen any budgetary changes. there are four nato countries who actually meet the threshold of 2% of gdp going towards defense spending, and that's what trump wants to ramp up. but in the 40 days since he's been president, there's been no public evidence that any of these countries are actually increasing their defense spending. frances? >> we'll see what happens in the next 40 to 60 to round out his first 100 in office. nbc's matt bradley for us. thank you. deadly tornadoes ripping through the midwest. one person killed in northern illinois. one more died in missouri. authorities there are still searching for several missing people. the national weather service reports at least 21 or nad ease has slammed that region putting millions in danger. nbc meteorologist bill karns has today's severe weather outlook. >> severe storms continue. they're going on now. we have severe storm warning. no current tornado warnings. some storms strong through lexington, little rock and areas of the southern ohio
