health care. tonight, protesters led by the new dnc chair tom perez gathered outside the white house to oppose the president's revised immigration order. schools in alexandria are going to have to close later this week because of a protest inspired by the women's march on washington. and people in rockville came out to debate whether to become a so-called sanctuary city. let's begin with news4's chris lawrence, at the live desk with the gop's plan to replace the affordable care act. chris? >> yeah, we're getting some new reaction, jim, to house republicans' plan. they will hold a news conference tomorrow morning to lay out the details. but here is basically what we've learned so far. the two bills that are working their way through the house would repeal the fine for people who don't buy health insurance. but it would still impose a 30% surcharge if you have a gap in coverage. and to buy insurance, the legislation gives people tax credits of 2 to $4,000 based on their age. but it

$75,000. four republican senator threatened to vote against any bill that didn't protect low-income people who are covered under obamacare's medicaid expansion. the bill would preserve that for another three years. democrats say you can expect to pay more for worse coverage. and tonight, minority leader nancy pelosi tweeted, "the gop plan #makeamericasickagain will do massive damage to millions." members can't vote on the bill until the congressional budget office scores it, which will tell you say of us exactly what it will cost. at the live desk, chris lawrence. the trump administration rolled out the second edition of the travel ban executive order. the press secretary tweeted out this picture of president trump signing the order.

the original order, if you'll recall, was halted by a federal court. iraq is no longer included on the list of countries of banned travelers. it goes into effect in ten days. it blocks only people who did not have a valid visa as of january 27th. and it does not apply to green card holders. the changes obviously not enough for protesters outside the white house tonight. new dnc chair tom perez from montgomery county called this new order unconstitutional. >> america is at its best when we are building bridges of opportunity and not walls of distrust. >> again, that new ban does not go into effect until march 16th. with hundreds of employees planning to take the day off, alexandria is cancelling class this wednesday. it's international women's day, and the organizers of the women's march on washington are calling for a day without women. they

from work and school to demonstrate how important women are to the country. alexandria's schools say their decision to close is not political. they plan to treat this as a snow day with teachers who show up having a working day. >> i'm helping the families who have to work, low income families. >> reporter: what will you do with your little guy? >> i don't know, stay home, spend family time together. >> we checked with other local school districts tonight. montgomery county tells us their monitoring the situation. dc and fairfax county plan to be open. prince georges county schools said they had no information to share. dozens of rockville residents packed the city council chambers tonight for a public hearing on the role of the city's police department in immigration enforcement. news4's jackie bensen is live for us in rockville tonight where there was some sharp disagreement, jackie. >> reporter: jim, this

the council chambers packed with passion and emotion. >> our police force has the most important job in this city. they keep us safe. >> reporter: the dozens of people who signed up to testify packed the rockville city council hearing room and quickly outgrew the overflow room set up in a nearby conference room. at issue, the role of rockville police in enforcing immigration laws under the trump administration. a petition in favor of making rockville a formally declared sanctuary city now has more than a thousand signatures. no formal legislation has been proposed. president trump has proposed stripping funding from sanctuary cities. >> i heard third hand of a little girl who was afraid to go to school after the election because she was worried her parents would be deported by the time she got home from school.

herself as an owner of a business in rockville. >> i would sell my house immediately. why? because i know for sure the house value would go down and the property tax will go up. >> reporter: new at this hour, and in related matters, a spokesman for montgomery county tonight confirms to news4 the county is hiring a former homeland security official, leon rodriguez, as an adviser on immigration issues. live in rockville, jackie bensen, news4. >> jackie, thank you. tonight a montgomery county man is charged with impersonating a police officer and federal enforcement agents. detectives served a search warrant at his home in gaithersburg last month. they found a fake baltimore county police badge in his car. he's never worked for that department. detectives also found a loaded handgun and tactical gear in the car, and nine dre

police believe he may have represented himself as an officer in other cases. if he's ever approached you, they would like to hear from you. turning now to our weather. and some showers still out there on the storm team 4 radar tonight. >> doug, a lot of us are looking ahead to the end of the week. >> i know, i'm looking at some of the latest data coming in right now. i still don't have the weekend, but it's coming in. across our region we have some showers. most of us on the dry side. it's actually a pretty pleasant night, temperatures in the mid- to upper 40s. we're tracking showers back to the west. notice those showers back toward hardy and hampshire counties, in towards west virginia, panhandle starting to see some of that as well. showers moving from hagerstown to the north and east, all part of a bigger system that's moving across our region. and the best chance for rain tonight and tomorrow morning will be just north and west of dc. the dc area has a good chance. keep the umbrellas nd

weather, 15 tornadoes recorded already today. i'll show you what that brings. yes, we're talking some snow again. we'll have the latest, see you back here in ten minutes. >> you've got our attention, doug, thank you. hey, if you ride metro, you'll pay more but see fewer cuts to service in the latest budget proposal from the metro's gm. it includes a 10 to 25% increase to bus and rail fares starting in july. he also wants an additional $130 million from dc, maryland, and virginia. rail service would be reduced during peak travel times with trains operating every eight minutes on all lines. but off-peak rail service, originally up for cuts, will not be included. in a statement tonight, he said, quote, "i recognize that even with some relief for customers, this proposal is tough medicine for the riders and the regional and employees." metro's board will give a preliminary vote

thursday. a teen gang member is among the suspects linked to the abduction and murder of a maryland girl. news4 learned the boy began wearing a court ordered gps ankle bracelet four days before 15-year-old alexandra reyes was killed. her body was found in springfield last month. the news about the ankle bracelet raises a big question. how was that teenager able to commit a new crime while being monitored? although court officials can't speak about the specific terms of supervision, they tell us there was no violation before the murder. >> i have no indication in this case that we have any dysfunction in the gps system. there was no formal violations filed with the court in the supervision of this case. >> the teen suspect was arrested earlier this month. detectives say he admitted his role in the abduction. a total of ten people are

the district's top cop tonight says he's focused on cracking down on crime in one community in southeast. six people shot along wheeler road in a one-week span. tonight, police released new surveillance video and talked to neighbors about this new increase in violence. news4's shomari stone has our report. >> reporter: deshawn jones sr. worries about his daughter, in the third grade at eagle academy charter school, located on a dc street that's plagued with violence. >> i don't like the fact that these shootings are happening right here on wheeler road. >> reporter: tonight, a councilmember organized a town hall meeting with the dc police chief. there have been six shootings in seven days near ecology academy. >> we should not be losing our young men to gun violence in our city.

video from one of the shootings. police are looking for the car here. they believe the driver has information about a shooting that happened on february 23rd. take a look at this camera angle. it captures two men walking to a store. >> we believe those two adult males have significant information about this shooting. >> reporter: police also released video related to another shooting, this one on the 4100 block of wheeler road. a black suv shows up at the top of your screen. police are looking for the driver. the victims in both shootings refuse to cooperate with police. the chief says the community needs to help solve the shootings and people need to call police when they see illegal guns. >> every single time that we have a young man that's killed in washington, dc, i see that picture, and a pieces

a major setback today for advocates of transgender rights. it's going to take longer now to get a legal answer on the question of their treatment in schools. the supreme court sent the case of virginia transgender student gavin grimm back to a lower court without hearing arguments. grimm is suing a school board in gloucester county for the right to use the boy's bathroom. he was born biologically female but identifies at male. earlier on msnbc today he said he will continue to fight. >> i'm as determined as ever to move forward and work through this process like i have been up to now. >> the lower court will now evaluate the federal law known as title 9. how do we get o

it is something local districts have been wrestling with for years now, some even changing school start times. but several high schools in new mexico are taking a new approach. as nbc's katie beck explains, they're letting kids get a quick snooze between classes. >> reporter: like so many american high school students, overprogrammed and under stress. getting out of bed is a struggle for selema. >> when something big is happening the next day, it's harder for me to go to sleep. >> reporter: the national institutes of health says teens need nine to ten hours of sleep a night. but only a third are sleeping eight hours. you're averaging four or five hours of sleep? >> yeah. >> reporter: are you tired all the time? >> i try not to be, but yeah. it's kind of like the normal now. >> reporter: while many high schools have tried delaying their start times,

cruces, new mexico, are trying a new approach -- take a nap. in these sleep pods. >> we can get them to calm down before the exam and go in and do well. >> reporter: it's like a reset button. >> absolutely. >> reporter: some parents are skeptical. >> why are they not in science class or math class? they could be there, but they wouldn't be listening and wouldn't be paying attention. this way, we can get them to go back to class and focus. >> reporter: the pods were paid for through mental health grants from the state, costing $14,000. most students use them just a few times a year, when they say they've reached a breaking point. >> you are so recharged, like you're just like completely good. >> reporter: a siesta not for slackers but for kids trying to keep up in a demanding world. katie beck, nbc news,

one of the busiest bridges in our area received extra inspection today. a hole opened up on a bridge along i-95 in dale city back in october. now, the patch that's over the hole, not holding up. an emergency contract will be awarded to fix the bridge deck. eventually it will either need a complete rehab or it will need to be replaced. you checking your last-minute forecast there? >> actually i am. that's exactly what i'm doing here, tracking that weekend snowstorm. >> uh-huh. you can't wait. >> this is one of those things that you watch this far out, and right now we're six days out, and some days, some models, you go, okay, it's going a little north, a little farther south. we still don't know the exact track. obviously we'll have that for you the closer we get to the event. but still six days out, yeah, a lot of anticipation on what's going to happen, i'm still waiting on the next little model. no, not yet.

temperatures like this. 48 degrees, winds out of the southeast at five miles per hour. pretty nice night, on the dry and mild side. temperatures to the west a little cooler, 37 in winchester, 42 in martinsburg, 46 in huntingtown. not much in the way of rain. you notice the rain is trying to move over the mountains but just can't do it as it dries out on the eastern slopes of the blue ridge. back to the west we're continuing to see shower activity. that will be the case through the night tonight. you can see the rain back towards winchester. we'll zoom in on that area, frederick county, virginia, up towards martinsburg area, in towards west virginia. more showers moving in. and we'll see some showers overnight into early tomorrow morning. and i'm watching this. look at this, tsevere thunderstorm warnings from wisconsin to oklahoma and numerous tornado wargs

upwards of 14, 15 tornadoes already today. quite the weather outbreak. yes, that is moving our way. but what's moving in first is some milder air. look at the temperature. right now, st. louis 70 degrees. and it's at 11:00 at night, 10:00 their time, but 70 degrees. that's the kind of warm air moving our way. we're going to get warm tomorrow. temperatures will be in the 60s. take a look at the chance for showers. if you're driving in to work tomorrow, you may see wet roadways. look, most of us on the dry side, best chance still back to the west. even as the front comes through tomorrow night, not going to see a whole lot of rain. 65 degrees. showers likely, but i'm not expecting most of the day. most of the day should be dry. just carry the umbrella with you in case. it will be nice and mild. speaking of nice and mild, 66 on wednesday. maybe an early shower to the east. rather breezy on wednesday. tomorrow will be rather breezy too. 60 on thursday. friday is the dayha
