reach 26 and insurers will still be required to cover people with preexisting conditions. three minutes after the hour and more changes could be coming to metro. this time it will likely hit your wallet. >> justin finch is live at the king street station with a look at proposed fare hikes and service changes in a new proposed budget. good morning. >> reporter: aaron, u eun, good morning. metro says riders could feel this change very soon. they're hoping it strikes a balance between their operationoperatio operational needs and those of its riders. look at the service impacts, you could soon see reduced service at peak travel times with trains running every 8 minutes on all lines and for bus riders eligible metro access riders would not see service cuts in one-time proposed service reductions are now off the table, we have learned. now there are calls for these fare hikes here. riders would see bus and

was reported about 20 miles from that area. the hardest hit regions are parts of the midwest. missouri and kansas. a dozen tornados reportedly touching down across the midwest destroying hundreds of homes. also buildings bringing down trees and power lines everywhere. a lot of people waking up to a mess this morning and there were some reports of injuries, but luckily, no deaths, but there is still more concern on this tuesday morning the strong system still pushing through parts of the midwest and the south now. forecasters saying that there could be more tornados. back to you. >> thank you. new this morning it was a trial that had people around the country glued to their tvs and many of you were outraged when casey anthony was acquitted of murdering her two-year-old daughter caylee. now six years later we're hearing from anthony herself and her perspective on this case. she talked to the associated press in a series of recorded interviews. she says she s

world believes she killed her daughter even after she was found not guilty. >> people lie to the cops every day. i'm one of those unfortunate idiots who admitted that i lied. i see why i was treated the way that i was. even if i had been completely truthful with those officers. >> she did not report her daughter was missing for a month after she disappeared. she says to this day she does not know exactly what happened in the last moments of caylee's life. and she says she doesn't care about what anyone thinks of her and never will. it could be more than a week before we find out whose body was found near a shopping center in fort washington. chopper 4 above the crime scene yesterday. a wooded area of swan creek road. officials have not released a lot of detail in this case but they are calling it a death investigation. coming up on 7 minutes after the hour now and a teen gang member involved in the fairfax county court system is among suspects linko

and murder of a maryland girl. the boy began wearing a gps ankle bracelet four days before reyes was killed. her body was found in a wooded area in springfield last month. the revelation of the ankle bracelet raises a big question now. how was that teenager able to commit a new crime while he was being monitored? although court officials can't speak about the specific terms of supervision they tell us there was no violation before the murder. the teen suspect was arrested earlier this month. detectives say he admitted to his role in the abduction. before peter newsham is officially named d.c.'s police chief he has to go through the council today. the mayor has named newsham the acting chief and offered him the job. the council wants community members to weigh in at several public hearings. the first meeting is tonight at 7:00 at rise demonstration center in southeast. two other hearings will be held later this month. a day without a woman. tomorrow you could find

welcome back. i will take mild weather in exchange for a little rain. i will. >> i'm with you on that and that's exactly what we're getting today. >> mild weather, showers around. make sure you have the umbrella. some roads especially 81 are wet this morning because weave been seeing the rain for a little while now. some heavier showers still near winchester and it's lighting up across 81 but for the most part we have those light showers around hagerstown. a little bit heavier and we're seeing a line of some lighter rain approaching the district near fairfax, wood bridge, moving into charles county. 50 is the temperature right now in the district. a few showers still around by 7:00 a.m. by noon a peek of sunshine around 60 by noon and look at the afternoon. scattered showers, mid-60s so it looks like a wet commute for you.

bridge before m street really causing some slowdowns there. chopper 4 right now over westbound 50 at bw parkway. you can see some of those delays. had an earlier incident out of the way, but those delays still hanging around, so thank you for that, just showing folks those extra slowdowns. allow a little bit of extra time. 270 southbound is fine. top of the beltway, no major worries. 95 over to 270 this morning. 66 inbound is okay and so is quantico to the beltway. remember to listen to wtop when you hop in your car today. firefighters in colorado battling these intense flames. this wildfire has burned 30,000 acres and destroyed three homes at this point. firefighters say the blaze is 90% contained as of last night. that's some good news. changing winds made it difficult to fight the f

morning after he was pulled from a rushing river. >> angie has some incredible video to share with us from the live desk. >> that's right. this rescue in action all caught on camera. take a look. >> they had the wind and the night against them but they were able to pull it off with the river rushing all around. crews able to save this man, lift him up after he was trapped. he's pulled to safety with help from that helicopter there. this is out in arizona. the man is homeless, police say. he was apparently living at the bottom of the river and didn't realize that there was such a big threat. what an effort police say the man is okay and was not hurt in all of this. back to you. >> thank you, angie. take a look at this video as a daycare worker pushes a child down the stairs. 52-year-old sarah gable was arrested immediately after

surveillance footage captured her shoving the four-year-old. workers at the daycare had just installed a camera about a half hour before this happened. it's not known what led to the incident. the child suffered a minor knee injury and is expected to be okay. new fallout this morning in a scandal that's rocking the military. the investigation into potentially hundreds of marines who allegedly shared nude photos of female service members on facebook. now the marine veteran who first uncovered it said he is receiving death threats. thomas brennan runs the war horse, a nonprofit news organization. he spoke about the minute the story hit home for him. >> that's really what sent it home for me, seeing a woman that i knew and then, you know, later on the next morning getting my daughter ready for school. >> a formales

underway. the man faces 30 years in prison for trying to use a 73-year-old woman's credit card to buy a car in stafford county last year. he'll be sentenced in may. robinson also faces charges that he ran a fake medical practice in west palm beach, florida. a man faces charges for impersonating on immigration officer. he allegedly dressed as an officer multiple times. in one case last october, a church officer saw him dressed in a ballistic vest with customs enforcement across his chest. officers searched his home and found multiple weapons and tactical gear. it's now 6:16. overtime costs at the d.c. fire department has nearly doubled in the last year. it is costing taxpayers tens of millions of dollars. ov

million last year. already this fiscal year, overtime costs are up to $9.5 million. part of the reason in 2015 the mayor approved the amount firefighters are paid for overtime as those overtime costs go up, several members of the chief's top staff are also getting bonuses. >> i gave bonuses to chiefs and one civilian and that was for work that had been done. we've been working very hard for the last year and a half, two years and i felt that it was -- i needed to acknowledge the hard work that they did. >> the department hasn't hired in eight years. firefighter exams were recently reopened to hire more full time staff. the shortage has led to some earning well above their salaries. at least two paramedics made an additional $114,000 in overtime alone last fiscal year. all right. follow me on this one. all right? give this one a chance. if you ha

an alarm will wake them up after 207 minutes. parents may be skeptical but the school district is already seeing results. >> why are they not in science class or math class? well, they could be there, but they wouldn't be listening and they wouldn't be paying attention, and so this way we can get them to go back to class and focus. >> the national institutes of health says teens need 9 to 10 hours of sleep every night but only a third are getting eight hours. the sleep pods cost $14,000 and were paid for through a state mental health grant. most students use them a few times a year when they think they've reached a breaking point. >> i didn't see any way to get out of that other story very cleanly either. >> i didn't either. >> so a little rain finally coming back into the picture around here. and a little milder weather. >> do we need rain? >> yeah, we had one of the driest februaries on record and hardly anything in the month

rain drops around here. a little checking back in the record books here, three out of the last four marches have been colder than average and we've had at least some measurable snow in each of the last four marchs. only a third of an inch last year but two years ago we had that 12-inch snowfall in march. now, that being said, there is a chance anyway, of maybe a little rain/snow combo coming up early sunday morning. late saturday night into early sunday morning. here's what we know with great confidence about the weekend. it's going to be cold around here by the weekend. temperatures only in the 30s and 40s. whether or not it's cold enough to make an accumulating snow is a big question mark and it's still a long ways out in the future. but just know that saturday night, sunday morning, cold for sure and likely to be at least wet. whether or not it's frozen or liquid we will be keeping you posted on that. first thing this morning it will just be rain drops. temperatures are way above freezing. we're in the upper

through. future weather carries these light brief pockets of rain out of here by about 8:00 or 9:00 this morning. then some dry hours to finish the morning and get into the afternoon hours, but after about 3:00 or 4:00, another wave of rain chances comes in here. likely to be a wet second half of the commute home from work and school today. rain showers moving back on to the i-95 corridor after about 5:00 or 6:00 this evening. temperature wise in the upper 40s and low 50s now. afternoon temperatures today, nice and mild. back up into the low and mid-60s across much of the area. rest of the work week tomorrow, any rain chances are real early tomorrow. should be done by 7:00 or 8:00 in the morning. most of wednesday, breezy and mild. 65 today. 66 tomorrow. even in the 60s on thursday. the colder air starts to arrive on friday. a little chance of a light rain on friday and again, the weekend certainly does look cold and we're crackitracking that littl chance for snow saturday night o

house republicans unveiled their plan to replace the affordable care act. it gets rid of the mandate requiring people to have health insurance. it would also limit future federal funding for medicaid. and all eyes are on president trump's travel bans. >> a closer look at the revised version of that ban. >> this new order has some considerable changes from the original order. we want to walk you through it. one of the biggest changes, iraq is no longer included on the list of countries. temporarily banning travelers for 90 days. it goes into effect on march 16th. now, the order blocks people who did not have a valid visa as of january 27th and it does not apply to people who have green cards. the president's original order was blocked by federal courts. now back to you. all right. thank you. first it was the women's march, thousands poured on to the national mall and marched in cities across the country. >> last month it was ada

people skipped class, missed work and stopped shopping in response to the immigration policy. >> tomorrow it is a day without a woman and we're learning that some schools in chapel hill, north carolina, just cancelled classes. this comes after one school district in our area did the same. we're live in alexandria now to prepare you for the local impact. >> reporter: good morning, everyone. on the alexandria school district's website the superintendent says this decision didn't come lightly, but with some 300 plus staff members planning to take the day off tomorrow, they had to make a decision after looking at how to cover all of the classrooms and safety and of course, what would happen to instructional learning. school leaders cannot say for sure whether this is connected to the planned women's observance, but a decision had to be made. they will handle it as a teacher work day.

immigrant experiences were entirely different. virginia student gavin grim says he will continue to fight for transgender rights in schools. grim is suing the school board in gloucester county for the right to use the boys' bathroom. the supreme court sent the case back to the lower court without hearing arguments. he was born female but identifies as male. the lower court will now decide whether title 9 which bans sex discrimination applies to transgender students. >> i was disappointed and certainly it's an on sbstacle w didn't want but i'm determined to work forward through this process like i have up to now. >> a final ruling is unlikely to come before grimm graduates high school later this year. an executive wants to help jewish community organizations feel safer. they've asked them to fund a $225,000 request to beef up security. it would help places like the

school which was targeted by a bomb threat. the money would be used for extra surveillance cameras, reinforce windows and other security measures. >> a father from southeast washington wants the shootings near his daughter's school to stop. jones' daughter is in the third grade at eagle academy charter school on wheeler road southeast. there have been six shootings in seven days near the school. last night the council member and police held a town hall and they showed evidence from the shootings and asked for the public's help. jones said police need to do more to make wheeler road safer. >> i would like the guns to be taken off of the streets. i would like for police presence to be at that open edge drug market all the time instead of after a shooting occurs. >> police urge anyone with information about those shootings to call police. before peter newsham is

chief he has to go through the d.c. council today. the council wants community members to weigh in at several public hearings. the first meeting is tonight at 7:00 at rise demonstration center in southeast. well, you may soon have to pay more for your trip on metro. the general manager of the agency says he's requesting a fare hike. >> they're also planning to make changes to the service it provides. justin finch joins us live from the king street station to tell us more. good morning. >> reporter: good morning. and if this budget is passed it will roll out in july. now, the hope here is that yes, there will be fare hikes and also service changes but the hope again is that metro and its riders can get their needs met in all of this. let's take you now to some video here. this near $2 billion budget plan was revised after a public feedback and as far fare hikes bus and rail fares could rise between 10 cents and 25 cents, 7-day bus pass holders the price

so users avoid that fare hike but on the rails you could see reduced service at peak travel times. metro access users also retain their service and we spoke with king street about the plan. >> i hate it. my normal trip would be if i took the metro it's like $7.15 one way and you times that toward two for the day, it's like 14, $15 a day and i go to work five days aweek. add that up. >> that could be a problem especially in rush hour. come between 7:00 and 9:00 in the morning if you're reducing the number of trains you're going to have a problem. you're going to have a lot of people in the stations. >> reporter: and there were talks of cuts or changes to bus services. that appears to now be off the table. the next step for this budget plan is before the finance review board on thursday. we are live here in alexandria. i'm justin finch,

weather system out here. severe weather this morning if you're changing planes in memphis or down towards houston or dallas later today, severe weather out there. for us, we'll have a couple of dry hours here to late part of the morning and the first part of the afternoon. should be mainly dry. here's future weather to carry the light rain out here at the tail end of the morning commute. a lot of clouds today. slivers of sunshine at the most. then as we get into the mid and late afternoon hours another chance for some steadier rain showers coming on in. i think the best chance if we're going to have pockets of moderate rain, maybe an isolated rumble or two of thunder that comes after midnight and before sunrise tomorrow. temperature wise we're in the upper 40s and low 50s now. it will be a cloudy but very mild day today. temperatures up into the low and mid-60s and again, dry hours there lunchtime into the early afternoon before rain chances come in this evening. rain over very early in the day, then turning much milder and drier sunshine back for wednesday and thursday. as we get towards the weekend tho n

weather may be wet. cold and wet. any chances for snow let's go to sheena parveen and find out the details. >> good morning. there are some snow chances in the forecast, but we are watching it very closely because the computer models have been back and forth. it's going to depend very much on the track of this system which we will be watching very closely. for now though we're watching that rain today. the severe weather is off to our west. take a look at the lightning here in this video, parts of oklahoma, missouri, arkansas, seeing very severe weather this morning and this is still occurring right now. there you see a lot of wind damage across those areas in the midwest. the middle of the country, that area of severe weather stretching across but we don't expect that type of weather here. here's a look at tomorrow morning. if you're wondering about the morning commute tomorrow this rain should be clearing out. then we go into friday, small chance for some maybe rain and snow showers. saturday into sunday we get colder, but look at the computer model pushing the snow a little bit farther
