it's a large apartment complex off southern aefr right across the district line. you can see the detectives are here working the scene. they say around 2:12 this afternoon a young man was shot here in the parking lot. you can see a bullet hole in the war dow car down there. you can see other debris and evidence on the ground. there are some brand new shoes here near the shooting scene. it's unclear what, if any, role they have in this. there was a silver car perhaps with an uber sticker on it seen racing away from the scene after the shooting. it's unclear whether or not that has anything to do with this. it's still relatively early. again, a young man shot here around 2:12. he died a short time later. was this a gunfight or was this a gun down? police are working the scene. i'm working the story. i'll be back at 5:

a first at 4. wikileaks has made another big document dump. >> from using smart tvs to spry on people to breaking into encrypted messaging apps. many still aren't sure how significant the revelations may be. >> reporter: it's an 8700 page docu-dump. in a statement founder julian assange called the release the largest ever publication of confidential documents on the cia. wikileaks exposing hundreds of cia hacking secrets, alleging the agency has the ability to hack into smart phones and smart tvs to spy. the documents reveal the cia's use of popular mobile messaging apps like whatsapp,

signal to monitor conversations. another reported tactic, turning smart tvs into microphones to record conversations. >> all are directed at foreign targets, foreign terrorists and foreign government officials overseas. >> reporter: edward snowden responded on twitter calling the leaks a genuinely big deal. saying there needs to be a conversation about whether the tactic's exceed the cia's mandate ed powers. wikileaks says it did redact some information, like agents' names. police are investigating a new series of bomb threats against jewish centers across the countery. this morning officials had to evacuate community centers in florida,

investigators have been looking into more than 100 bomb threats since january. they were called into nearly 100 jewish schools, child care centers and other facilities across the u.s. >> there was another threat to a jewish center right here in our area today. it comes on the same day the montgomery county council considered a bill to beef up security. >> reporter: a bill has been introduced to the montgomery county council to provide $225,000 to provide additional security here at the jewish community center of rockville. it comes on the same day other jewish centers across the country received an e-mail bomb threat. it is the sixth time this jcc in rockville has been threatened. the threat was reported to the montgomery county police and the fbi. >> we already, since we received a phone bomb threat on january 9th, has started doing a sweep

we had already done a sweep. we did a second sweep. we didn't close. we were able to keep operating as normal. >> reporter: in montgomery county sends an additional $225,000 to strengthen security at the jewish community center and the jewish day school which received a bomb threat last week, how will the money be spent? what will it buy? that's the latest in rockville. back to you. new video of the incident that stopped dozens of workers and college students in their tracks this morning. fire broke out in a george washington university dorm on new hampshire avenue near 22nd street northwest. firefighters evacuated the building and put out the flames which had engulfed someone's sofa inside an apartment on the fourth floor. one firefighter is recovering from minor injuries. police have arrested this man for a weekend shoplifting incident that turned deadly in

tomorrow, people around the world will observe a day without a woman. about 300 teachers and staff asked for the day off in the city of alexandria, forcing school officials to cancel classes. some parents

also be donating half of the profits she makes tomorrow to the two organizations she says that she supports that also support the rights of women. now protesters are expected to take to the streets some time around 11:00 tomorrow and they will be marching to the white house. president trump's pick for deputy attorney general was thrust into the debate over russia and the election today. the senate judiciary committee peppered rod rosenstein. many democrats also used the opportunity to call for attorney general jeff sessions to return to the hill and clarify his answers about russia. >> he answered a question i didn't ask. and for him to put this in his letter as a response is insulting. he should come back and explain

them big time. this weekend is going to be just as cold as last weekend. we may even throw in some snow on top of that. today, though, not cold at all. those cherry blossoms having no problems with what we have out there right now. plenty of cloud cover. look at these numbers, 70 degrees right now with those clouds. temperatures dropping through the 60s. even around 11:00 tonight we're around the 61 degree mark. best chance of showers in d.c. at 7:00. i really think it's between now and around that 7:00 hour. you could see where it's raining. 55 winchester, 66 in culpepper. 70s to the east. that rain is moving ever so close to the d.c. metro area. you see it right now from fairfax county. this is the latest picture here. you could see around loudoun county, montgomery county, fairfax county all reporting some rain. right along

you come through the herndon area and reston and chantilly. the rain is here and it's getting very close to the district. that's just one round of rain. we've got this little round, then we'll see a little bit of a break before the bulk of the frontal boundary actually moves in across our region. the temperatures ahead of this front, nice and warm. behind this front, we're still on the mild side, temperatures near 60. we're going to be in the 60s again tomorrow even though we've got this cold front coming through. a little bit of a break around 8:00, 9:00, 10:00. overnight we'll see the front come through around 2, 3, 4:00 in the morning around the d.c. metro area. even around 6:00 a.m. we could see some showers down around our southern zone.

university shows that in 198 8 56% of over weight and obese adults studied were actively trying to lose weight. that number fell to 29% in 2014. the largest drop came among black women. researchers believe motivation to lose weight is falling off because there's less of a stigma associated with being over weight. >> it appears americans aren't having as much sex as they used to. researchers at san diego state university say couples today are having less sex. in the early 2000s couples who were married and living together had sex 16 more times a year than couples do today. one reason could be age. the average population is getting older. there's still some fear about the future of self-driving cars in our country. aaa is out with a new stu

past miles long of destruction across the midwest. >> power crews are already down here. >> reporter: for the second time in less than a week, the hea heartland's been hit. communities ripped apart by storms that spawned dozens of tornados across several states. oak grove, missouri saw some of the worst of it. nearly 500 homes damaged, some completely wiped away. >> we've got a track of approximately 7 miles with some intermittent touchdowns. >> reporter: the city's mayor is breathing a sigh of relief. >> thank god there were no fatalities. >> reporter: in near smithville, another 60 homes were damaged or destroyed. the storm striking under the cover of night, lightning bolts shattering the darkness, revealing hail and driving rains. but the clearest picture of the damage came with sunrise. >> coming k,

daylight, we really didn't understand the extent of that damage until the sun came up. >> reporter: survivors and service crews have been out and working since early morning. the damage is severe and widespread. the storm taking down this airplane hangar in olathe, kansas. at least one twister hit as far north as minnesota, the earliest touchdown ever recorded in the state. back in missouri so many sort through piles of scattered debris as they begin the cleanup and come back. now, the power is still out here and across much of the strike zone right now. crews say it will likely be days before it's fully restored. of course the cleanup and recovery is going to take a lot longer. it is still the newest gambling attraction but the mgm national harbor can no longer say it's the most lucrative no

for the month of february. mgm pulled in just shy of $46 million. a few hundred thousand dollars less than what maryland live made. the mgm says it is staying busy. it's drawing an average of 22,000 visitors a day. montgomery county is about to launch a new service called bus rapid transit or brt. the buses are going to have their own dedicated lanes. officials are calling it a comfortable, reliable option. now, the first area to get this new service will be route 29. transportation officials are holding three public hearings this month to inform residents. the first meeting is tonight from 6:30-8:30 at the silver spring civic building. there's another meeting march 13th at the montgomery blair high school. developing on capitol hill, republicans are beginning the prss

proposed plan to repeal and replace obamacare. we want to help you understand what they want to change and what they're hoping to keep the same. so we begin with things that are not changing. the republican bill keep's obamacare's preexisting condition policy. it still allows children to stay on their parents' plans until they're 26 years old. it keeps the rule that requires insurance plans to provide maximum health benefits. it also stops insurance companies from imposing a lifetime maximum coverage amount. but the republican plan would change the way people get their coverage. it repeals the so-called individual mandate which requires people to have insurance or to pay a tax penalty. instead, it would allow insurance companies to charge a penalty for lapses in coverage. the plan also replaces the current income-based premium subsidy system with an age-paced tax credit system. the older you are, the higher the tax credit. the bill also

savings accounts. and it maintains the medicaid expansion implemented under obamacare but only until the year 2020. tell us what you think congress should do to the affordable care act. so far most of you are saying leave it alone. you can vote by going to the nbc washington facebook page. it's no surprise that democrats are slamming the new health care bill. mark murray is with us. conservative republicans are calling it obamacare 2.0. moderate senators are worried it doesn't go far enough to protect medicaid. >> the tension right now is between republican conservatives who think this is obamacare light. mainly because the republican replacement ends upkeeping a lot of the obamacare architecture together. it has some conservative ideas, bu

the basic framework of obamacare together. conservatives want to eliminate that completely. but on the other hand, you have more moderate republicans and particularly in states that end up expanding their medicaid who want to hold onto that key provision. how you balance that divide between conservatives who want to rip it all apart and moderate who is want to keep some of the things they actually like, that's one of the key tasks for republican leaders. >> president trump has said he doesn't want anyone to lose their insurance. at this point, are there any estimates as to how many americans this plan could leave behind? >> we haven't gotten the official estimate from the congressional budget office. there are some preliminary back of the envelope numbers that are come out, anywhere between 6-10 million. another estimate has

today the trump administration resumed two things that haven't happened since the inauguration. this afternoon the state department held its first daily press briefing. the administration has gotten some backlash for not holding those. and tours resumed this morning at the white house. people lined up early to be the first to get tours of the trump white house. >> they got a special surprise because the president himself was there to greet them. >> reporter: not a bad day to wait in line, cloudy skies and gentle breezes kept visitors cool as the buzz built up. courtney lynn and her family of five hail from arizona, all

pay for. for sure. how much are you willing to give up for that bargain flight? a new study by a travel advice website collected data from the department of transportation and other sources and ranked the ten leading domestic airlines from one to ten, ten being the worst. spirit airlines, the ultra low cost carrier came in as the worst airline, finishing last in criteria such as on time arrivals, customer satisfaction and cab inkomfort. spirit led the pack in offering some of the lowest air fares. a number of new programs have been put into place to improve performance. that is corre they have seen a 64% reduction in complaints since last spring. the top four airlines that passengers like the best, alaska, united and

andrea thomas klein speaks with a pretty brave 7-year-old. >> i was so nervous and scared. >> reporter: the 7-year-old kept his cool when his mother motioned to him to get her phone and call 911 because she couldn't breathe. >> 911, where is your emergency? >> my mommy can't breathe. >> reporter: rocco stayed on the phone were a dispatcher for nearly nine minutes. >> your name? >> rocco. >> how old are you? >> i'm 7. >> is that your mom coughing in the background? >> yeah. >> reporter: rocco stayed calm and answered questions from that dispatcher until first responders made it to their home. >> she's sitting down and coughing and not really breathing a lot. >> okay. but is she kind of awake? are her eyes open? >> her
