under president obama have been invited to testify on march 20th. and so has former acting attorney general sally yates. if the new healthcare plan is enacted how could it affect your costs? we have been looking at the numbers and focusing this morning on three groups that could see big changes. >> good morning. >> let's start as we see here with the sick. a 45-year-old woman who perhaps has diabetes. >> 9.3% of the population has it. guaranteed coverage. you can't lose the coverage if you've already got it. her premiums will stay put. the same thing is matched under obamacare. your premiums can't go up for a preexisting condition. this is how health insurance companies get around premiums, an increase in the amount you're

costs likely to move up. >> we're looking at the poor medicaid, a lot of questions around that. let's look at the example, 55-year-old in financial distress. >> this person would have had subsidies to pay for healthcare. at this point they can stay on medicaid they may be eligible for tax credits. january 1, 2020, the grants from the federal government to the states that have medicaid are going to change. they're going to become block grants and be stuck at 2016 levels. the states may slash the benefits you get if you're on medicaid. for those who are poor, but not on medicaid, if you let your coverage lapse because you just don't have the money to pay for it, when you go back to get it you'll pay a 30% penalty on top of your premium. this is to encourage people to keep buying insurance. >> that medicaid expansion, a sticking point for some bl

budget. >> this is before you get into medicare, let's say you're 60 years old, the credit in exchange for the subsidies under obamacare, the maximum credits you'll get is $4,000. you cannot get a proper policy for $4,000. you might be able to get a catastrophic policy which means if something very bad happens you'll be cover. these premiums are likely to go up. as i said, the only coverage you're going to get is the basic coverage that if the worst thing happens. if you want insurance to pay for your normal ongoing medical care, that's going to be -- you'll be out of pocket. >> as you pointed out, young adults up to 26, people with preexisting conditions. >> they get to stay -- again, as hallie pointed out this is initial stage sas a lot may cha. thank you. now to the story we talked about at the top, the explosive new document dump from wikileaks. it's hitting close do home for mins

it claims to reveal how the cia hacks phones, televisions, and other devices not in the u.s. but all over the world. peter alexander has the latest. >> reporter: good morning. wikileaks released thousands of documents and it claims how the cia can crack open devices by apple, samsung, microsoft and google. it reveals the hacking techniques to penetrate the systems around the world. this morning growing fallout in the wake of wikileaks. the most sweeping collection of u.s. spying documents ever. >> it's a very, very serious issue and congress has got to pay more attention to it. >> reporter: wikileaks posting nearly 9,000 pages of documents that it claims comes from the cia's hacking arsenal. the cia isn't commenting about them. secret techniques

security vulnerabilities in phones and smart tvs. the documents expose software tools designed to break into any iphone or android and by-pass secure apps. weeping angel, reveals how to eves drop on conversations on samsung tvs when they appear to be turned off. samsung acknowledged privacy concerns about its smart tvs. the company issued a clarification, saying the sets do not monitor conversations. but they do collect voice commands, when a user pushes a button to make a search request. many of the nation's top tech companies say they're investigating the documents. the spying tools intelligence experts say would have been used exclusively for foreign su

americans. >> when you see something that is billed as internet connected, a car, you know, a home, a light switch, whatever, just remember that that also potentially means hacker connected. >> this is the ultimate swiss army knife of hacker tools. anyone can take a tool, decide what to attack, and they can turn anybody's electronic devices into surveillance devices. >> reporter: wikileaks isn't revealing its source, but the documents had been circulated among american contractors. it puts president trump in an unusual position. after attacking the intelligence community, and during the campaign, praising wikileaks. >> wikileaks, i love wikileaks. >> reporter: the white house has declined to comment. late tuesday, apple said it has already addressed many of the issues described in the documents. it posted a statement, while our initial analysis indicates many of the issues l

operating system, we will continue to work rapidly to address any identified vulnerabilities. what they're doing right now is urging people to make sure you download the latest operating system to make sure you have the most updated security updates available. >> peter alexander, thank you. investigation is underway this morning into a deadly crash involving a freight train and a charter bus in biloxi, missouri. it's not the first time there's been a crash on those same tracks. gabe gutierrez is there for us. >> reporter: at least four people were killed, 40 others were rushed to the hospital. overnight crews removed the wreckage from the tracks. this is another train passing through. right now a team from the ntsb is on its way here to try to find out what went so horribly wrong. this morning federal investigators will begin the grim task of sorting through the

mangled remnants of a terrifying crash. police in mississippi say a freight town slammed into the charter bus tuesday at a crossing in downtown biloxi. dragging it 300 feet down the tracks. >> just a tragedy, there's no easy way to put this. there's a lot of families that are hurting. >> reporter: authorities say 48 people were on the bus. many of them seniors on their way to a casino in biloxi. >> it was like something out of a movie. >> reporter: eyewitness craig robinson said the bus had gotten stuck and several elderly passengers were trying to escape when the train barrelled through. >> i guess the bus driver, he seemed like they were in a panic they were trying to get off the bus and they got flung off. >> reporter: every year more than 200 people are killed when a train hits their vehicle. there are 240,000 railway crossing around the country. most don't have gates or stop signs, this one did

posted warning of low ground clearance. in january a train hit a pepsi delivery truck on the same tracks. the senior center outside austin, texas, had organized the casino trip. melissa flores'mom is one of the survivors. >> joy to my heart, so thankful. thankful that she's alive and that for the most part she got away with just minimal injuries. >> reporter: again, local authorities say they've had issues with these tracks before. that's now part of the investigation. at last check, eight passengers remain in critical condition. >> sunch a tragedy, gabe, thank. this morning, yet another round of bomb threats against jewish community centers and schools is under investigation. 14 across ten states on tuesday alone. nbc's kerry sanders is at a school in davie, floridaha

had to be placed on lock down. >> reporter: this morning there is a heightened vigilance to security here at the jewish day school. in just the last nine days there have been two threats taken seriously, seemingly aimed at the 650 students who attend the school here. this morning, police say it appears that the threats here and across the country are targeted and perhaps coordinated. this morning, the jewish community on edge. demanding protection and answers. yet another wave of bomb threats tuesday, targeting jewish centers and schools across the country. from portland, oregon, chicago, milwaukee, all the way to upstate new york where jewish centers went on lockdown. here near ft. lauderdale, parents in panic mode when a bomb threat forced this jewish school to evacuate for two hours. >> i'm upset that the kids are being targeted simply because they're

anti-defamation league offices received threats, including the one in new york city. >> it's scary situation. >> reporter: following a meeting with jewish leaders, new york city mayor bill de blasio called the rash of threats unprecedented. >> we've never seen such a period of concentrated threats against the jewish community. >> reporter: since january there have been 135 threats directed at jewish facilities by phone or e-mail. the alarming number, prompting president trump to include the intallerab issue in his address. >> we are a country that stands united in condemning hate and evil in all of its very ugly forms. >> reporter: lawmakers now calling on the president to take swift action. all 100 u.s. senators signing a letter, addressed to the nation's top law enforcement officials. >> we'll continue to condemn them and look at ways in wh

>> reporter: so far, the fbi has made just one arrest in the recent out break, a st. louis man accused of making only a few of the threats. to falsely implement an ex-girlfriend. this morning investigators say they're getting closer to arresting others responsible. hopefully bringing an end to this wave of fear, for a community under attack simply because of their faith. somewhat confounding to investigators, the threats by e-mail and phone appear to be cloaked by a computer. so investigators still are not sure whether these calls and e-mails are coming from within the united states or from overseas. savannah? >> disturbing. thank you. here in new york, the statue of liberty went dark for more than an hour last night. the lights went off before 11:00. her torch and crown remained lit. many people on social media speculated the outage was related to today's a day without a woman strike. but officials have now said it was due to work being

new emergency generators and that is the likely cause. as for the strike, organizers are calling for women to take today off and not to spend money to show their economic strength and impact on american society. schools may feel some of the biggest effects, roughly 3/4 of u.s. teachers are women, some schools across the country canceled classes. it coinsides with international women's day. with the deadly wildfires. firefighters are battling fires that have killed six people. officials say the powerful winds that are fanning the flames in kansas, colorado, oklahoma, and texas should diminish today, giving firefighters the break they need which brings us to mr. roker, how you doing? >> we're looking ahead at maybe another last gasp of winter the way it's shaking up right now. thursday, friday, a chance for snow on the east coast. wet snow will be on friday morning during the morning commute.

slick roads. we'll be watching that closely. and then you can see basically very light snow, one to three inches as we get into friday afternoon. we're watching a vigorous storm over the weekend. saturday, swath of snow in the midwest, storms into the south. depending on the track of this storm, we're talking about anywhere from three to six inches of snow from missouri all the way into the mountains of west virginia and even norfolk seeing upwards of one to three inches of snow over the weekend. we're going to get to your local forecast coming up in the next 30 seconds.

the search was suspended in january. officials say they do remain hopeful at some point the plane will be found. the search is on this morning for a brazen group of poachers who broke into a zoo near paris and killed a rare white rhinoceros all for its horn. nbc's kelly cobiella has the latest on the investigation. good morning. >> reporter: good morning, yeah, a real shock and loss for the animal caretakers who knew their animals were at risk. we all know these rhinoceroses are being targeted and poached at alarming rates in africa. but this is a real first, targeting a zoo in a european capital. the zoo should have been a safe haven. the young males were brought here in march of 2015. sometime monday night poachers broke through a fence and several doors and

four-year-old vince for his horn. his caretakers found him tuesday morning. he had several bullets in his head the zoo director said, his horn sawn off. trade in rhino horn is banned. on the black market it can go for tens of thousands of dollars. so valuable gangs have broken into museums to snap them off. some reserves in africa horns are sawn off to protect them from poachers. >> we're losing the animals at an alarming rate. >> reporter: numbers have plummeted to 29,000 in the wild. prince william and kate drawing attention on their royal tour of india last year. conservationists say they're being killed at a rate of three a day in south africa. >> it's escalated. the demand has grown where any rhino and any rhino horns, even antique ones are a target.
