keep available for yourself. justin. and good morning. that's right. the take away here is that there are many ways to reach emergency services and more on that in a second. the federal communications commission will take a closer look at this 911 outage. the reports came in close to 8:00 last night. we were told it continued for two to three hours. customers saying when they called 911, all they got was a busy tone. social media, at&t did apologize about 10:30 last night. they gave no cause as to how this all happened in the first place. many agencies like d.c.'s office of unified communication went on social media to post additional numbers and way toes reach emergency services. >> as a city, we want to be sure that we wanted to get the best

possible to make sure folks who do need our service get it as quickly as possible. >> now, if you were in the d.c. yeah and for some reason unable to call 911 on your cell phone, give a call to 202-3 3-3700 and dial extension 1. we have other emergency numbers on our nbc washington app. back in to you. >> justin, thank you. this morning, we are working to learn how a man was killed. >> erik ga gonzalez has the latest information about a dead man. >> this is, in fact, a homicide investigation. for prince george's county. an officer that was on routine patrol stumbled across a dead man. there were no calls for this. no one alerted police to this. again, there is now a homicide investigation, but they've got so little information to go off of that they are now

reward mope for anybody that has information in this case that can help them look lead to an arrest and investigation in this case. from the live desk, i'm erika gonzalez. now what you need to know about president trump's first 100 days while you were sleeping. hawaii became the first state to sue to stop the president's revised travel ban. >> attorneys filed a lawsuit last night in federal court. the suit says the new order will harm hawaii's muslim population, tourism and students. the revised executive order goes into effect next week. a d.c. lawsuit plans to file against the trump hotel. allegeses under fair competition against that hotel on. and president trump will hit the road to sell his white house plan. the president is trying to pressure republican lawmakers who oppose the bill, calling it another version oe

affordable care act. as the president hits the road, lawmakers will stay here in washington. coming up, next 4's edward lawrence will tell us how republicans plan to convince members of their own party to vote for this new health care bill. higher fares and service cuts. metro will take a preliminary vote on ary advised budget today. rail fees could increase from 25 cents to 50 cents a ride. metro says the changes are needed to close a nearly $300 million budget gap. a final vote is set for march 23rd. adam tuss will be in the board room for that vote and break it down for us throughout the day. follow him on twitter. it looks like you have a to wait a bit longer for the beloved cherry blossoms to bloom. >> megan mcgrath is live at the tidal basin this morning checking in on the cherry blossom progress. i had a feeling this could happen,

you know, mother nature can be tricky. first she set things up, they whangd the bloom date to reflect that. then the forecast changed. you can see we're at this elongated bud stage here. they're not yet open, but you can start to see that pink hue here. as people go into the weekend, it will impact the bloom of the cherry blossoms here. march 14th through the 17th was the original forecast. now the national park service is pushing that to the 19th through the 22nd. and the peak bloom, of course, is when 70% of the blossoms are out down here at the tidal basin. if you've been down here before, you know how gorgeous that is. the cherry blossom was pushed up to march the 15th. so on th

is being supported, we are told, by u.s. air strikes and syrian forces. from the live desk, i'm erika gonzalez. 5:15 right now. the nationwide opioid crisis is hitting hard in our own backyard. the police tell the capital in you newspaper that just this week, three people have died from overdoses. police say that all of that happened within a 24-hour period. the county health department says these cases mean whatever is being sold, either illegal or prescription drugs, is very potent. if you'd read that long commute to the office, you may envy those who get to work from home. but a new study says it can actually cause more stress and loneliness. real simple reported that the study showed people who worked out of the office tended to work longer hours and reported a feeling of on isolation. president trump will continue a white house tradition. >> the easter egg roll is on. it's scheduled

5:23 now. a tennessee man has been arrested in the murder of a nurse. police say christopher mclawhorn was charged with criminal homicide and other charges. they say he stabbed the nurse, tiffany ferguson, multiple times before burglarizing her apartment. officers say the community came together to help police track him down. >> we believe he was trying apartment doors looking for easy access and that this particular apartment door was open to him. >> mclawhorn has previous arrests in nashville for public intoxication and misdemeanor theft. and a big earthquake could hit southern california any minute. scientists just uncovered a fault line that could unleash a magnitude 7.4 earthquake. that line runs from san diego bay to seal beach in orange county and on land through the los angeles basin. that puts about 20 million people in danger. farther north, scientists

the beltway looks pretty good. we're going to take a look at travel times for new ten minutes. now to the top stories we're following this morning, president trump's revised travel ban is facing legal challenges. while you were sleeping, hawaii became the first state to file a lawsuit to stop the ban. the suit says the new order has the same legal problems as the first one and undermines the constitution. coming up, edward lawrence will explain the republican strategy to gain support for their new health care bills. and cell phone problems affected a lot of people in our area and across the country. at&t customers were unable to call 911 if needed last night. erika gonzalez is at the live desk with more. >> the federal communications commission, the fcc, is now investigating this. at&t has not confirmed how widespread the outage was. but emergency authorities across

headed towards the lincoln memorial. we're told not all power has been restored just yet. in honor of international women's day, the empire state building was illuminated in the color magenta last night. isn't that pretty? one of my favorite colors. for nearly more than 40 years, the iconic structure has lit up for organizations. the color magenta rises he for she, a movement whose mission is gender equality. it was created by the united nations entity you for women. >> when i was little, magenta was the crion in the crion box that i always wanted to find. >> red? no. magenta. thousands of men and women took to the streets to support women's issues, including equal pay. protests like this happen in cities all over the country. women were encouraged

they're very tinder. if you have a cold snap like what we're expecting, if you have wind, that could reek havoc on them, damage them, blow the petals off. what is going to happen here is we're going to see a slowing down, meaning the peak bloom period that everybody looks forward to, that is going to be pushed back. we are now expecting that peak bloom to happen march 19th through the 22nd. now the cherry blossom festival has been pushed up to march 15th. mother nature can't seem to quite make up her mind, so she's cooling things down and so we are going to see things slow down here at the tidal basins. but there will be blossoms for the festival. the peak bloom is when 70% of blossoms are open here around the tidal basin. gorgeous. a great time to come out with the family and soak et al. in.
