forecast. >> frigid windchills in the teens with the winds only around 10 to 15 miles an hour and temperatures in the 20s. it does make a difference with the winds that light and winds increasing. right now clouds floating over the area. live view from our storm team 4 area. look at our feels like temperatures. these are the latest windchills. only feels like 12 degrees in winchester. 18 in washington. annapolis, 19 degrees the windchill. and it's going to be gradually increasing with our winds here. chills in the 20s with temperatures in the upper 30s during the afternoon. much less windy by 10:00 p.m. and much lighter winds. a look at that potential storm coming up in just a few minutes. >> thank you, tom. more than a dozen people including an elderly man were forced out of their homes into the cold by a fire. this is what we got from d.c. fire officials. the fire erupted just after 11:00

avenue. fire officials say the fire started in ae basement of a row home and then spread to all three floors threatening the neighboring homes. thankfully no injuries were reported. we're still waiting on the cause of the fire. well, right now, thousands of runners are trying to stay as warm as possible out there as they pound the pavement through d.c. >> and this year's rock 'n' roll marathon and half marathon kicked off about an hour and a half ago. expect road closures all along the route throughout the day. news4's derrick ward joining us live at the finish line at rfk stadium. he has a look at how runners have prepared for this. hey, derrick. >> reporter: hey, good morning. well, preparation is, indeed, the key. take a look. these are some of the first runners coming across. the first runner to make it across the court came through a few minutes ago. we'll talk to him. but what you need to know is what you need any time you're going out. cover up your feet of course if yore

but your hands and head. get any wet clothing off or try to have something to leech the moisture away. that's what makes it feel bad. the first guy that made it across made it about 20 seconds -- about two minutes ago, i guess. he was just coming from a race in africa where it's a lot warmer. but take a look. this is what the guy had to say, the guy who came in first. >> last week i ran a marathon in africa and that was, like, 85 degrees and sun beating down on you. yeah. i mean, i much prefer this weather as long as you dress appropriately. i have wool on my legs, my shirt. it's all about preparation. >> reporter: so these aren't necessarily ideal conditions for a lot of the runners. but they make do. this has been going on since 1998. it's a whole series of races. they have bands along the way. one runner says the music helped a little bit. he

headphones so having that helps. then sun helps as well. derrick ward, back to you. another race this time in arlington could impact your travel around town today. the four courts four miler race gets underway in less than a an hour. that's going to wind its way through. street closures in effect in that area. should wrap up by about 11:00 this morning. bitter cold weather is frosting over the chances of a strong cherry blossom peak bloom. the iconic peak bloom attracts people from all over the world, as you know. some of them, in fact, are already here. but the sub-freezing temperatures, they have forced the national park service to push it back until the 19th to the 22nd. park service officials saying about 70% of the cherry blossoms, they've already started to bloom. and that creates a real concern. >> at the stage the cherry blossoms are at right now, they're just starting to emerge.

cold temperatures. so we're going to keep an eye on not only the temperatures but the precipitation. anything below 27 degrees could lead to some loss of the blossoms. >> well, the national park service plans to release a statement about the blooms tomorrow noo igt. we were supposed to know by december then it was pushed back to march. now there are real questions whether the fbi headquarters is going to move at all. jamari stone talks with the prince georges county executive about the delay. >> reporter: executive bashern baker is unhappy the government is postponing plans to relocate the fbi headquarters to maryland or virginia. congress must first secure funding and that hasn't happened. >> we didn't get a decision in march. we were anticipating that. but i'm still confident that i think the fbi consolidated headquarters is going to go to prince georges county. >> reporter: the fbi wants to move out of its

headquarters in d.c. prince georges county has two of the potential sites in greenbelt and landover. congress needs to secure the funding. >> all we can do is make sure that our sites are ready and the things we said we'd do as a county and state are done. >> reporter: baker is optimistic. >> we're going to do everything we can to bring that site to the prince georges county. >> reporter: the gsa has not given a timeline about a final decision. news4. and for the first time, defense secretary jim mattis is weighing in on the nude photo scandal involving female service members. mattis says that type of behavior will not be excused or tolerated. female marines have said that their photographs were shared on social media without their conse consent. but now nude photos are forcing the army and the

might reach. they're now asking themselves some tough questions. >> i'm not going to lay this off on anybody else or the society. but this is our problem and i own it. >> we are told that secretary mattis will hold meetings on the investigation in the coming weeks. meanwhile, u.s. attorneys from across the country are announcing their resignations. followed the call by jeff sessions for the holdovers for the obama administration to step down. the agency says this is all to ensure a uniform transition. it's standard protocol for a new president to appoint his own u.s. attorneys. and a lot of talk this week has been on the new republican plan to overhaul the affordable care act. health and human services secretary tom price is going to sit down in an exclusive interview with chuck todd on this week's "meet the press." catch that right here on nbc 4 tomorrow at 10:30. well, bundle up when you take the dog out for its walk this morning.

the savings in bloom event at havertys. life looks good. lost but now found. nasa tracked down two missing spacecraft this week one of which went missing eight years ago. nasa used this radar to track it down. india's space aircraft went missing in 2009. nasa says because it had been lost for so long, finding it required some extra detective work. the five-foot craft was found in its orbit around the moon slightly off the original track. nasa also found its own lunar reconnaissance orbiter. well, right now people in the memphis area, this is what they're dealg

good morning. a return to winter on this saturday morning. windchills are in the teens. temperatures in the 20s but we're all dry on storm team 4 radar. just a few clouds floating through. so dress for a winterlike day here on this early spring morning. need your warmest winter gear throughout the rest of the day. and a snow shovel maybe on monday night into tuesday. we'll take a look at the latest for that. maybe a rather large storm. potential impact coming up in a few minutes. >> all right. thank you, tom. we have this

of baltimore. police say that a 4-year-old boy will survive after being shot in the chest by his 6-year-old brother. police say that the two boys, they found the handgun in their house. they started to play with it, it accidentally went off with a bullet piercing through one boy's chest. the father rushed him to the hospital. he was in stable condition last check. no word yet if there would be any charges filed. a metro fare evader is now facing charges. a confrontation went down between that person and an officer. the officer tried to stop the person from skipping out on a fare at the tenially town station. after a struggle he was sprayed with pepper spray. he's now being charged with assault on an officer. a woman is dead after being hit by a cyclist. d.c. police say the crash happened thursday evening after 7:00. it happened at 13th

in northwest. the cyclist did stay on the scene. clarke was hit by stepping off the curb on to the crosswalk. it is rare for this to happen. if you saw it, do call police. hate crimes in the district. new data released by the police department shows that bias motivated crimes jumped more than half in a year's time span. mark segraves reports on what could be behind the trend and what's being done to try to stop it. >> reporter: inside the historic sixth and i synagogue, mayor muriel bowser told people while hate crimes have gone up, it's not a reflection of who d.c. is. >> everyone feels welcome and is welcome in our city. we are a place of tolerance and respect. a place where every resident has a pathway to opportunity. >> reporter: but the mayor and chief were candid telling them the number of bias motivated

to 107 last year. an increase of 62%. as for which groups were being targeted the most, crimes based on a victim's ethnicity went up 300%. crimes based on religion, up 260%. and victims who were attacked because of their gender identity saw an increase of 90%. race was the only category to see a decrease. bowser urged residents to call 911 for police as well as other government support for hate crime victims. >> call 911 and the knowledgeable operators will know how to get you assistance. >> reporter: acting chief said the majority of hate crimes based on religion were aimed at the jewish community. as for the types of hate crimes seeing an increase -- >> with regards to simple assaults, an increase of 19. wre

stalking, increase of 11. and with regards to instruction of property, increase of 10. >> reporter: of the 107 hate crimes last year police made arrests in 36 cases. in the district, mark segraves, news4. a bill that would require maryland companies to offer sick leave, that's advancing in the state senate. according to the baltimore sun, the senate tweaked the bill is bit making it mandatory for companies with 15 or more employees to offer five or more days of paid leave. a final vote expected to happen this week. snow blanketed connecticut yesterday but didn't cause too much trouble on the roadways. hundreds of schools did end up closing after 2 to 4 inches fell across the state. today we know temperatures are expected to dip into the 20s. yao got see this. look at the tv right now. this moose was not interested in skiing down the mountain. it barrelled down a ski run in colorado. a woman and her friend

potential accumulation predictions here yet. but tomorrow, though, we'll get a better look at it. it is a weather alert day today. because of our frigid windchills, there's capitol hill with the sunshine. live view from the tower camera on this saturday morning. temperatures right now still below freezing. feeling more like mid-january here than early march. 28 degrees now at reagan national. with the winds gusting around 15 miles an hour, the windchills are still in the teens just about everywhere. windchill in washington right now at 18 degrees as we go forward. windchills here by 11:00 or so, by noontime, we'll have our windchills generally in the low 20s and teens by noon. and then by the time we get into mid-afternoon, the windchills in the mid-20s as temperatures climb into the upper 30s. going to get some exercise today? you do need to layer up as we'll have the blustery wind. we'll be up around the freezing mark. and then hovering in the upper 30

20s with the windchill. low pressure coming up the southeast coast and right around the outer banks. this was as of 11:00 on tuesday morning. looks like warm enough air, this area in green would be rain right up to the 95 corridor into d.c. and then north and west would be some accumulating snow starting late on monday night and continuing into tuesday morning. it does look like th the region. and we'll have this as a high impact event. certainly going to be causing delays and cancellations during the day on tuesday. turning into a major nor'easter. and along the 95 corridor to the new york city area. and the exact path is going to make a big difference in the total amounts we'll get. so we'll get much more refined look at that and certainly on monday. temperatures tomorrow, much more tolerable with a lighter wind. the low 40s and sunshine. then on monday, increasing clouds but

afternoon. that will play a role in any falling snow. warmer on the roads with the pavement temperatures freezing. then by dawn on tuesday, near the freezing mark. then the snow actually sticking and then accumulating. then a changeover of sleet and rain. high impact event. enough to cause some cancellations and delays. windy and cold on wednesday. temperatures in the 30s in the afternoon. maybe a few snow showers. drying out after that into next weekend. maybe a little bit of light snow next saturday morning. that's the way it looks. >> what happened to the spring? where did that go? all right. no steering wheel. no gas. no brakes. where driverless cars could hit the road and why human backup may no longer be needed. it's 8:51.

i'm melissa mollet with a look at your first 4 traffic and some things happening around town this weekend that will cause some closures. first of all, lots of folks going to be headed downtown for the rock 'n' roll washington, d.c. marathon and half marathon. that, of course, is saturday here. so let's take a look at exactly what we're going to be dealing with. most road closures will be in effect 6:00 a.m. to 3:30 p.m. streets will reopen then as runners come through on a rolling basis. and the marathon starts at 7:00 a.m.

coming when the cars are driving themselves. after a tearful reunion, a little girl is back home with her mother. >> this is a great story. you don't hear stories like this every day. 7-year-old sahara wandered away from her babysitter. this happened in germantown last saturday. sahara is on the autism spectrum and is nonverbal. it was bitterly cold that day and she was not wearing her coat. well, officer jonathan pruziner was part of a search team and he prior to this went through specialized training on how to search for people on the spectrum. well, they tend to have an attraction to water, he knew this. he followed a hunch and found her near a pond. >> i'll go check that out and went up, followed the pipe. and there she was. so just really happy it turned out the way it did. >> and so are we. sahara's mom says her little girl was shaking and she was even foaming at the mouth from the bitter cold. so kudos to him. glad she's

you. 14 people displaced after this house fire on new york avenue in northwest d.c. this is video from d.c. fire officials who say it all broke out just after 11:00 last night. the three-story fire threatened some neighboring homes there. no injuries reported and no word on a cause. the cold weather making for a tough race for thousands of runners today at today's united airlines rock 'n' roll marathon. you're looking at runners on their way here. some have actually crossed the finish line. watch out for road closures throughout this afternoon in d.c., however. and a decision on a new fbi headquarters has been delayed again. two of the three proposed reloks of the headquarters are in prince georges county. now a decision was supposed to be made in december but the general services administration is now waiting for congress to allocate more money for the project. and on top of all of that, it's freezing outside and a poteia
