see snow. how much? that depends on where you live. we have team coverage of the updated snow totals and what you can expect. >> the governor of virginia has just declared a state of emergency. >> it's amazing. we have been talking about the last week about the rain snow line. that's what's been changing. the rain snow line coming closer to and maybe even past washington. >> it's going to make a huge difference. in addition, it's all about those road temperatures as well. >> we have a winter storm warning in effect for everybody here in the pink. that does include the district, fairfax county and everybody to the north and west. again, a winter storm warning in effect tonight right on through the day tomorrow. notice the purple areas. that is a winter weather

much as you move to the south and east. richmond starting to see rain moving in. temperatures there are falling. that may start off as rain. the temperatures tonight are going to have a big issue on how this storm impacts us. >> we just used this digital thermometer and checked the pavement temperatures in northwest. they were at 63 degrees. that's the power of that strong march sun. all around the region we've got pavement temperatures around 60 degrees. hovering in the mid 40s in washington. we have the temperatures in the mid 40s across most of virginia. now, here is the timeline for tonight. snow beginning by about 8:00 p.m. coming in from the south. it will likely be mixing with some sleet and rain along the i-95 corridor an

and east. going to be a lot of rain there. the highest accumulations of snow are looking west of the i-95 corridor. >> this is a classic nor'easter situation with the rain snow line right on i-95 or maybe just a bit to the west. we're just getting word that some schools in our area have already cancelled classes for storm. that includes the university of maryland at college park. right now we're waiting on a news conference to start. d.c. mayor muriel bowser and other city officials are going to talk about how the district is preparing for the snow. we are told that crews started pretreating the roads yesterday. more than 200 plow drivers are scheduled to be at their post by 7:00 tonight. >> a similar story in maryland as crews prepare for the biggest storm of the winter. m

been underway all day. mark segraves joins us live from frederick where they've already declared a snow emergency in that city. >> reporter: the mayor of frederick has declared a snow emergency in the city. that will take effect later on this evening. state police have already declared a snow emergency in frederick county, montgomery county and prince george's county. coming up later on, we're going to tell you more about how that will impact you, where you're able to park, where you're not able to park. you should be checking those routes everywhere you look. earlier today we were in montgomery county talking to officials there who said they have been out treating the road since yesterday afternoon with salt brine mixtures. they've got nearly 400 plows and salt trucks ready to go. they're at 100% capacity for the salt. they're ready to throw whatever it takes for

times and one time, quote, made out. georgetown day sent a letter home to parents calling these allegations deeply disturbing. the school placed him on leave and banned him from school grounds. a courtroom shocker this evening. this happened this morning. fairfax city's former mayor pleaded guilty. prosecutors say he used a dating website to meet men for sex in exchange for crystal meth. on august 4th he handed an undercover detective the drugs outside of a tysons hotel. silverthorn has been in court since. but the judge's decision to send him back to jail to await sentencing shocked his family and friends. he's now facing up to 40 years behind bars. we have bureau reporter david culver who's going to share what some people are saying about the judge's

the man who scaled the white house fence friday was back in court this afternoon. the charges against him carry up to ten years behind bars. the congressional budget office is set to release a report on the new gop health care plan. republicans are already pushing back, questioning whether the agency is able to analyze the complex bill. partnership has accused the obama administration of wiretapping his line during the campaign. today is the deadline for the justice department and fbi to provide any evidence to congress if it exists. in minutes we are expecting president trump to sign an executive order as we take a live look at the white house. it's going to call for the examination of all federal agencies to see where money can be saved. here's a question for you. are you missing out on your tax refund? >> you're going to want to hear about this. we are learning that there is more than $14 million in refunds that virginians are leaving on the table. what you want to do to make sure you

in the lavender that's some very light snow. the area in green is rain. 9:00 p.m. start to spread into our northern and western suburbs. we have a leading edge of some warm air coming in by midnight, this area in pink. this could be a zone of sleet and rain. south of there is rain in southern maryland the northern neck and the eastern shore. this as of 1:00 a.m. doug will be back here in just a few minutes with the timeline going into the rest of the night into tomorrow and new storm totals. at any moment we expect to hear two pieces of information about the republican's health care plan. the nonpartisan congressional budget office is expected to release its analysis of that bill. that report will include how much the plan will cost and how many people will lose coverage. over the weekend before even

house cast doubt on the cbo's ability to analyze complex bills. president trump calls them victims of obamacare. today he invited them to the white house for a listening session and to pitch his health care plan. some of the folks who came to washington today include a cattle rancher, a computer programmer and a stay-at-home mom. they took turns explaining why the affordable care act didn't live up to expectations. >> it's almost put our family in financial ruin. >> our rates are three times they were before obamacare starts. >> every single year i've had a different insurance every single year. >> i lost my plan three times during the obamacare era. >> president trump told them the republican plan will give them options they don't have now. opponents say all it's going to do is give more money to the

starting to pick up on the roadways out in montgomery county. y this is right by congressional plaza. city officials had declared a snow emergency there. that means you need to make sure you are not parked on a city street by 5:00 tonight. the clock is ticking. for a lot of folks that means getting out of town before the snow moves in. >> our local airports are filled tonight with people trying to stay ahead of that storm. reagan national airport, we can see planes still coming and going. but as adam tuss explains, these could be the final flights to take off. >> reporter: picture perfect sunrise here at reagan national airport. but this is what's coming our way. jason, happy to be getting out of the area and on his way to sunny puerto rico like he planned it this way. >> i

just luck of the draw, i dress. >> reporter: lauren also on her way out remembering back to last year's big snow. delays and cancellations will grow. already in the midwest plenty of problems for air travelers. on metro you can see your breath while waiting for the train today as the cold barrels in. >> i'll stay at home with my husband, try to stay warm. i'm not looking forward to it. >> reporter: if we do get more than eight inches of snow in some spots, that can spell travel for aboveground metro service. metro buses will likely be impacts. metro access stops running at 4:00 this afternoon. it's going to get really tricky for people. if you want to get out before the storm, the now really is your chance to do it. otherwise planes get rerouted and pushed all around. the northeast is going to be very impacted by this storm.

>> reporter: i'm in brooklyn where millions of people who rely on mass transit are wondering whether subways will be running in the blizzard and in general how new yorkers will be able to get around. we already know that new york city schools are closed, sidelining more than 1 million kids. sfwlnch >> reporter: pennsylvania turnpike authorities tell us they are preparing for some major road restrictions to happen before the snow starts falling. speeds will be reduced. there will be limits on what kind of tractor trailers can be on the roadway. and they are shutting down the high speed easy pass lanes here. we've also been talking with road crews arounds the philadelphia area. they say they are preparing for an all-nighter before, after and during the storm. g

to the north of us. you've still got a few hours before the rain and snow start falling. >> we have posted this checklist of 15 things you can do right now to prepare. it is in our nbc washington app. search snow checklist. we just got word from the office of personnel management. they are not going to decide until about 3:00 in the morning whether federal workers will have to go to work tomorrow. >> can you explain to us why it is so complex? we're talking about so many different parts of the region. >> it's really just amazing. if the temperatures in the atmosphere go above freezing by one degree, then we've got sleet or rain across parts of the region. take a look at the map right now. this is the warnings in the pink. you see the warnings in the pink. that includes the d.c. metro area, fairfax county, prince william county and

let's take it out for you and show you what's happening. nothing right now. starting to see some moisture coming in. the clouds are moving in right now. you can see those clouds racing on in here. there is some moisture here. we're watching these two systems. here's one. you can see the spin out here towards kansas city around the st. louis area. here's the other one. look at all the moisture. this is going to be a very big moisture producer. we're going to see upwards of an inch of total precipitation. we've got some very warm air moving in. 46 d.c., 45 in leesburg. if it was to start now, it would probably start as a little bit of rain right now. but i do expect temperatures to cool over the next couple of hours. timing in around 10:00. most everybody seeing the snow and starting the snow pretty

frame. also notice the rain snow line. down to the south this is all rain for you down towards southern maryland, down around the northern neck. look at the mix line. this is now mostly sleet or snow sleet and rain out of this while we still have snow back toward the west. 4:00 in the morning this sleet line, this mix goes all the way back towards the west. i think it's a little too far back. i've got it right around dulles airport through central portions of montgomery county. that is some heavy rain. again, heavy rain down toward the south and east. this whole thing does move back out. we do change back to all snow in most locations by tomorrow morning as the cold air wraps around this system. even tomorrow afternoon we'll see some snow but the accumulation is just about done. here's our new map. this is the new map. almost nothing down to the south. you may start off with a little bit of snow on the ground but then the rain comes. by tomorrow

ground. around waldorf, mostly rain. around clinton, maryland, maybe a little bit of snow on the ground tonight. by the time you wake up tomorrow it's out of there and it's rain. 1-3 inches at the airport and downtown. i am not expecting much downtown now. if we get rain -- and this is critical -- if it's sleet, we still have issues. if it's rain, the roads will be a lot better by early tomorrow morning. th notice where the line is up to 3-6 impnches, fairfax. herndon maybe around 6-10 here. that's just fairfax county. that's how critical this line is. that's what we're going to be watching throughout the night. around frederick, 10 inches, possibly evenore as

the winner took the lump sum payout of $263 million. and he told lottery officials he's not sure if he's going to keep his job. turns out that state is pretty lucky. last year a couple from indiana hit the mega millions jackpot for more than half a billion dollars. you could be one of them. about 100,000 taxpayers in the state of virginia are still literally sitting on tax refunds that they received years ago. between 2013-2015 virginia taxpayers had the option of getting their refunds put on a prepaid debit card. 1.2 million cards were issued but 9% of them were never used. it amounts to about 14 million in unclaimed tax dollars. the debit card program has been discontinued since then. search virginia t

the nbc washington app. the man accused of jumping the white house fence on friday is about to be released from custody until his next court appearance. he's facing a stiff prison sentence. he went to court this afternoon. scott macfarland was there. >> reporter: jonathan tran is facing a federal charge of entering a restricted government building or grounds while carrying a dangerous weapon. he faces ten years in prison if convicted on that charge. he did face a judge today, said little other than he was unemployed and he needed the government to provide a public defender. the secret service says tran jumped the fence just before midnight on friday and made it all the way to the south lawn while carrying a jacket and a backpack. they say the backpack had two cans of mace inside and that tran claimed to have an appointment to see the president. he is from northern california. his defense lawyers and prosecutors today asked the judge to release tran backto

california until his next hearing. the strong words from one former u.s. secret service officer about that decision to release tran tonight on news4 at 5:00. time kicking on the trump administration to offer proof of those wiretapping claims. >> now the president's own team may have made it a little more complicated. >> how will the district make sure their safe and the biggest snow of the season?

back in the storm center with tom kierein. we are tracking the storm, now just looking like a few hours away. we can already see that sky starting to darken up a bit. >> we had sun just about an hour ago. but now the over cast and dark skies beginning to close in from the south. we can see that live view from our storm team 4 tower camera. the storm is going to begin to bring us some rain and snow here in the next few hours. right now our temperatures are well above freezing. petersburg is at 50 degrees. reagan national now 46 degrees. those warm temperatures are going to play a role. we do have winter storm warnings. all this area in pink, northern virginia, the metro area, north and west of 95 corridor.

over there when and if it's needed with the snow later tonight. the mayor did just wrap up a news conference with the director of public works, transportation, metro, fire department, police. the mayor said she's uncertain about how much snow we're going to get. she says they're planning for whatever mother nature brings. let's listen. >> people should be smart and be prepared, which is what your city is doing to get ready for the snow. this morning both dpw and dds -- ddot began treating major roads in the district. >> the rail service at 5:00 a.m. which is our normal start time for both above and below ground services. we will be operating on a saturday schedule, which means we'll run in 12-minute head ways from the end points.

every 4-6 minutes. >> reporter: i thought we were going to get all the way through without snow. >> we've been preparing all during the off season to make sure we're prepared for this kind of event. >> reporter: a lot of the crews were out pretreating some of the roads but they've been off this afternoon resting up. what's going to happen tonight? >> we've been really pretreating roads for the last 24 hours starting yesterday around noon. our crews will be out on the roads tonight at 7:00 p.m. and so we'll work really throughout the night making sure that we're responding to snow, whatever like the mayor suggested, whatever we get. >> reporter: are you to the point yet of recommending that people stay off the roads for them to do that? >> well, what we are saying is that folks should be safe. safety is probably one of the main messages here.

secretary sean spicer tweeted the order will call for a thorough examination of every executive department and agency to see where they can improve service and save money. congress set a deadline today for the justice department to provide some evidence that supports president trump's claim that his predecessor tapped his phone. the deadline comes as mr. trump continues to make the obamacare repeal his top prioritpriority. >> reporter: in just the past few minutes in fact we received those updated numbers, those long awaited numbers from the nonpartisan congressional budget office that gives us our first look at how much this proposed health care plan would cost and how many people would remain uninsured. that number of uninsured higher than many people projected. by the year 2026, some 24 million more people could be without insurance compared to obamacare. we'll get to more of those numbers in a second. meanwhile, the president spent the day pushing th

taking a look at what we're dealing with right now, radar showing rain trying to make its way in across our region. most of this not hitting the ground. if i was to hit the ground, it would be rain as we're seeing temperatures in the 40s right now. one big area to the west and another large area of moisture down to the south. these are going to come together right off the coastline. that's going to become our nor'easter. but it's going to get together a little too late to keep all of our cold air in. that's why we think there will be some mixing here in the d.c. area. snow covered roads mostly to the north and west. highest impacts will be north and west of the city. that rain/snow line a huge issue with this storm. this is mostly just rain down to the south and east. it may start off as snow tonight and quickly transferer

4 things to know as we watch rain move into our region, it will turn to snow for most of us later tonight. how much you get and when it stops depends on where you live. crews are already out treating the roads in montgomery county. chopper 4 found these salt trucks earlier this afternoon in silver springs. the former mayor of the city of fairfax is back in jail. a judge ordered scott silverthorn into custody after he pleaded guilty in a meth for drugs sting. he agreed to meet men for sex in exchange for crystal

winter weather advisory. most of the heavier snow is going to be coming in after midnight tonight. the biggest problems will be north and west of the i-95 corridor. we might even have a few scattered power outages as well as we get into the evening on tuesday with some strong winds coming in. temperatures right now in the 40s. the road temperatures are around 60 degrees because of that strong march sun that we had earlier today. it's going the play a role of any snow that starts to fall. it's going to be melting quickly on any roads this evening. a little bit of light rain trying to reach the grown fredericksburg down toward richmond. this is the leading edge of the main storm system. we're on the very initial stage of formation of this storm. we're not in the part of it where it's going to be at its full force. that's going to be when it tracks along the coast and gets up towards long island and new york city. we're on the initial

this storm. here's the hour by hour timing. by 10:00 tonight all this area in lavender is light snow all across most of our viewing area. look here in southern maryland. this is some warm air pushing in. that area in pink, likely some sleet and rain by 1:00 in the morning come into the metro area and along the 95 corridor. the computer model is probably over doing this a little pafartr to the west. 7:00 tomorrow morning as cold air wraps into it we'll get some snow showers beginning to move in the rest of the day. those winds pick up tuesday evening. light snow begins back down to upper 30s. low 30s by dawn as we start off tuesday with that mix. then just a few snow showers by 11:00 tomorrow morning. here are the snow

safety. >> reporter: the accident happened thursday. it was at this intersection. a bicyclist was southbound on 13th street. she just stepped off of the curb when she was struck and died. there's been no charges. with more pedestrians and more bikes in d.c., it's becoming an issue. it was an issue today before the city council. >> for pedestrians it can be very difficult. let's say you're going downhill and you see the lights about to change, your focus may not be on someone coming into the cross walk. we just have to adapt to the fact that there are many of us and we're all using the same space. >> reporter: more on the story as well as hearing from both sides of this pedestrian versus bicyclist issue later on. a brazen burglary at a gun shop in northern virginia. >> wendy rieger is in the newsroom with some of the new surveillance photos police want you to see. >> those p

all. beautiful day in central park. it's quite literally the calm before the storm here and the last chance for millions to prepare for some extreme conditions. as flakes fall across the midwest, flights have been cancelled, roads and sidewalks are a mess. getting around even just walking the dog is difficult. it's expected to get much worse as the system builds and moves to the northeast. >> could be a very serious blizzard, one that everyone should take seriously. >> reporter: more than 19 million are now in the path of what's expected to be a crippling nor'easter. >> next day or two are going to be very challenging. >> reporter: schools will be closed, subway and bus service will be limited. 12-24 inches of snow is expected from new york through maine, pushed by winds that could gust over 50 miles an hour. right now, families are rushing to dpafr supplies while they can. >> snacks and water, milk,

by later tonight, it may look a little like this. the storm system that dumped up to eight inches of snow in milwaukee coming our way. >> i don't know if it's going to be quite that powdery. all around the area crews are getting read doy to treat the roads. how much you get depends on where you live. >> what's the latest, guys? >> you say it depends on where you live. even if you live in the same county, you could have a friend that lives on the other side of fairfax county and you may see 6-7 inches and that friend may only get an inch or two. >> we have got an amazing storm here as far as where you live and what you get. i was outside earlier today. we checked the temperature with this digital thermometer of the pavement. it was 63 degrees, the pavement temperature mid afternoon. that's the power of that strong march sun. the clouds have come in, the temperatures have dropped but they're well above freezing and going

evening. when that snow starts to fall, it's going to be melting on the roads. >> we do have those winter storm warnings in effect, areas here in the pink. that's just about every county, i-95 to the west. to the east always the delineation mark, i-95. in anne arundel county, prince george's county, stafford, spotsylvania and down to the south there are no watches or warnings at all there. this is going to be a heavy wet snow so we could see some issues with power outages. down to the south, looks like rain. richmond area is starting to see some snow. this is all coming up, two systems coming together to create a monster nor'easter. because of those road temperatures and because of the temperatures out there right now, maybe not as big of a deal in d.c. >> that strong march sun get us into the 40s this afternoon.
