along a designated snow emergency route. be warned. travelers are trying to find a way out of town or to find a room for the night. we just learned that prince william county schools will close tomorrow. also university of maryland, georgetown university and northern virginia community college. >> the office of personnel management says it will not make any announcement about federal employees reporting to work or staying home until early tomorrow morning. as this list grows, we will update our list in realtime on our nbc washington app. our team of reporters are fanned out across the district, maryland and virginia tonight. we're going to begin with our coverage in the storm temperature. >> doug and tom are standing by. i've been getting the impression listening to you the last couple of days this one is really difficult to nail down in terms of just how much and exactly

event and a classic i-95 event too. we always watch that rain/snow line. >> right in our viewing area, those who live south and east of us may not see much at all. but those who are watching us just 10-20 miles north and west of us are going to see a lot. >> that's why we have winter storm warnings to the west of i-95 including fairfax county, montgomery county, prince william and everybody to the north and west. south and east, winter weather advisory in effect for arlington county, prince george's county, waldorf, stafford, down towards spotsylvania. down to the south further there no watches or warnings at all. we're starting to see some flurries. this is helping to moisten the atmosphere a little bit to get us ready for what's coming early.

coming up from the south. at the same time an area of low pressure making its way our way. th let's time it out for you. snow starting to stick mostly on grassy surfaces by about 8:00. snow to a mix around i-95. the highest accumulations will be to the west. virginia's governor has issued a state of emergency for the commonwealth. it's all hands on deck there as officials in northern virginia prepare for what might be coming. david culver is in chantilly now where vdot crews are loading up for a long night. >> reporter: you heard doug say flurries starting to come down in our area. we're starting to see them coming down

the salt dome, sand and salt in there mounted very high up. a lot of folks see this and say this hasn't been on the road at all this winter. which is actually their 13th deployment this year. this with the storm coming through, going to be their busiest all year. you can hear hums of the trucks that are set up around me. 97% of the fire truck great for vdot is made up of contractors. starting yesterday you may notice they began loading up and pretreating some of the roads. this will continue nonstop through the night until the roads are clear of any snow. here they also actually brew their own brine, that liquid pre-treatment you office seen. you can see the rock salt dissolving in a big vat. then it will be pumped into the trucks and sprayed onto the roads. vdot is responsible for 18,000 lane miles in our area. that is like driving

to northern california and back three times. vdot is also in touch with fairfax county's office of emergency management. this is the emergency operations center. officials are going to be begin feeling in there in just a couple of hours from now. it's here several different agencies and departments will monitor the conditions. you can bet for the folks headed in there, it is going to be a busy night ahead. >> half the folks that are coming in tonight are already going to be bunking here in anticipation of the bad weather overnight. some of them will be in a hotel but the majority will be staying here in the facility. >> reporter: i've noticed some of you tweeting about power outages and concern about power outage. well, we are working for you tonight. i put a call to dominion virginia power. their spokesmen are concerned given the possibility this is a

they have contractors lined up all standing by to respond here to northern virginia. they say they will come if any of the trees are knocked down because of that heavy snow and power lines go down, they will respond. they've got a storm center in herndon not far from where we are and they are staffing that around the clock, ready to respond to any of those outages. here in the district the plow trucks will be in place throughout the city within about the next hour. city officials say that regardless of how much or how little snow we get in the city, they're going to be ready. our team coverage continues. we've got tom sherwood live in southeast d.c. >> reporter: everyone knows we've had a mild winter. take a look at this. the city has plenty of road salt on hand. the city says it's ready to use it if needed. some public sidewalks already crunchy with snow melting

chemicals. road crews rushing to get work done ahead of the snow. the same with building construction crews, who until now have had an easy winter. office workers grabbing a last lunch before snow hits d.c. are you ready for snow? >> i'm never ready for snow. i grew up in florida so i'm still not ready for this. >> reporter: mayor muriel bowser rushed back from austin, texas, to be here. >> this forecast presents a danger to district residents, particularly those experiencing homelessness. we will have a cold emergency plan in place. >> reporter: with the district on the forecast edge for either a lot of snow or maybe less, bowser said the city is ready. >> we don't really know at this point how much will affect the district proper. so we are hoping for the best, but as you can

for whatever mother nature sends our way. >> reporter: and over the next few hours, about 200 snowplows and trucks will be stationed throughout the city. in southeast, i'm tom sherwood, news4. here is metro's plan for the coming storm. the trains will stop running at the usual time, which is midnight tonight. tomorrow the rail system is expected to reopen at 5:00 in the morning with service above and below ground. trains will be running, however, on a saturday schedule. that means trains will be arriving about every 12 minutes. metro access service was suspended at 4:00 this afternoon. if you depend on that, know that it will remain suspended all day tomorrow. that's metro access. as for buses, their service tonight may be delayed or detoured because of these weather conditions. metro service is going to start the day on a

operating along major roadways. we're going to let you know about those changes as soon as we hear about them. we will download them to the nbc washington app. at the airports a lot of people have been portiforced to change their plans because of this coming storm. at least 1400 flights were cancelled today throughout the country. and according to the airline tracking site flight aware, more than 3,000 flights are cancelled for tomorrow. meagan fitzgerald has more now from national airport. >> reporter: the countdown begins now. in a few hours airports like reagan national are preparing for several cancellations. and so are a lot of travelers. >> we actually have never gotten caught because of weather so we decided we didn't want to make this the first time. >> reporter: a lot of passengers are leaving today to try and avoid what will likely be a

some airlines say the major snowstorm could leave passengers stranded until wednesday. >> we decided to change and try to beat the storm. >> it's horrible, right? >> reporter: yep. trying to travel during a storm can be horrible, though airport officials are trying to get their stress relieving advice out now. >> contact your airline today for the possibility of rebooking your flight for today or a date that you know is going to be working better after the storm. >> reporter: rob i didn't thihe this runway is expected to be clear of aircraft until crews are able to safely plow the snow tomorrow morning. that means cancellations are coming. >> some airlines will have limited operations in the morning and others are going to wait until wednesday to resume flights in the d.c. area. >> reporter: bottom line is mother nature is reminding us that despite the nice weather we once had, it's not spring just yet. >> winter is still here for

national airport, meagan fitzgerald, news4. we're going to be sending out winter storm updates and school closing alerts from our nbc washington app. we inviete you to download that and make sure you turn on your alerts. we are also tracking big developments at the white house. late this afternoon president trump signing a new executive order. he says this order launches the process to reorganize federal agencies to eliminate waste. not clear yet how the order would affect federal jobs in our area. the white house has just responded to the long awaited congressional budget office review on the new health care plan and how it might affect the nation's bottom line. blaine alexander is live on capitol hill to break it down for us. >> reporter: that new review on health care is not good news for republicans who are trying hard to sell an already controversial

the numbers show this will increase -- will rather decrease the deficit over the next few years but it will also greatly increase the number of people without insurance. according to just released numbers by the nonpartisan congressional budget office, the republican's health care plan would reduce the federal deficit by $337 billion over the course of a decade. in that same time, leaving 24 million more people uninsured than under obamacare. >> it is indecent and wrong. >> reporter: democrats hoping to use the numbers as fuel to blow up an already controversial plan. >> the republican hand picked head of cbo has confirm what had we democrats have been saying all along. >> reporter: today the white house pushing back against those numbers. >> disagree strenuously with the report. we believe that our plan will cover more individuals at a lower cost. >> it's very important that we not undercut cbo. it is

republicans appointed the current director. >> reporter: this new number comes hours after president trump held a listening session with so-called victims of obamacare. >> if we end it, everyone's going to say remember how great obamacare yooused to be. >> reporter: many in washington talking about the president's still unpruoven allegations tha president obama tapped the phones at trump tower. new this evening a justice department official tells nbc news that it is unlikely that that response will come today. it's possible that we could hear something on that next week. the house intelligence committee will hold its fst public hearings on russia. they plan to question officials on those wiretapping allegations as well. our coverage of our winter storm is just getting started. the

>> if you had planned on catching a flight out of town tomorrow, it's very likely that you've already changed your plans. >> because airlines have already cancelled thousands of flights as a major winter storm starts closing in on our east coast. nbc's jay gray is in new york, where the storm is expected to dump a foot of snow. >> reporter: yeah. a foot of more here. it's chilly. but it's been a beautiful day here at central park. it's literally the calm before the storm and the last chance for millions to prepare for some pretty extreme conditions. as flakes fall across the midwest, flights have been cancelled, roads and sidewalks are a mess. getting around, even just walking the dog is difficult. it's expected to get much worse as the system builds and moves to the northeast. >> could be a very serious blizzard, one that everyone

could take seriously. >> reporter: more than 19 million in the path of what's expected to be a crippling nor'easter. schools will be closed. subway and bus service will be limited, some areas completely locked down. 12-24i inches of snow is expectd from new york through maine pushed by winds that could gust over over 50 miles an hour. officials are urging those in the strike zone to stay at home until the storm clears. >> if this storm is on track the way it appears to be right now, then it would be extremely dangerous for people to be out. >> reporter: a not so gentle reminder from mother nature that despite record warm temperatures lately, it's still winter. the governor of new york

that starts at midnight. so does a blizzard warning. 1600 snowplows are at the ready. crews will now work through the end of the storm around the clo clock. it is going to be a mess here. doug and tom, they're talking blizzard conditions up there, but not down here, huh? >> you guys said it looks awful up there. i would love to be up there. >> we know you would. >> no blizzard for us, guys. tomorrow we're going to see winds upwards of 30 miles an hour. on wednesday we get 40 miles an hour winds and windchills are going to be into the teens all day. >> really going to be feeling like winter. we are just in the early formative stages of the storm for us. so we're not taking the full bront of i brunt of it. >> that's the area in the pink that you see there. the blizzard warning right up here toward the philadelphia area in the orange.

we are in the warm wroarnings wt of i-95. southern maryland not going to get the brunt of this one. we are dealing with snow outside right now. it's all coming up from the south. look at all this moisture making it way our way. we've got an area of low pressure back to the west that's going to continue to bring this moisture in. by around 8:00 we'll probably start to see that snow sticking on some of the grassy surfaces. the roads should be okay the next couple of hours as the temperatures are still above freezing. the highest accumulations will be to the west. we're at 41. we're not going to have any problems on the roads for a while. fredericksburg now down to 37 degrees. as you move on through, again, everybody seeing the snow in here right around 10:00. but starting

steady snow around 8:00, 9:00, 10:00. notice the i-95 corridor, once again snow to the west, rain to the south and east. we're going to see that rain/snow line very close to d.c. if that rain/snow line stays just south -- look at that. look how close that is to the d.c. metro area. parts of the beltway might be okay. the western side may be snow covered. the eastern side may be just wet. this is a big deal here. that rain/snow line coming back down across the area and everybody ending as snow during the day tomorrow. who's going to get what? this is a wrcritical map. look how tight. mostly just rain. it will start as snow. you may get some quick accumulation. but then the rain quickly takes over. mostly rain to the south by tomorrow morning. 1-3 inches around the

look at bethesda, they're in the 3-6 inch range here. fairfax county, mount vernon maybe nothing by the morning. maybe an inch or two. fairfax you get the 3-6. herndon and reston, you're at the 6-10 level. if we shift this down ten miles, the city gets 3-6. if it comes back 10 miles the city gets mostly rain too. north of this we could get upwards of 10 inches or more. >> it changes hour by hour through the rest of this evening and into tomorrow morning. a lot of this going to be falling while you're asleep. it will be coming down. light snow by p.8:00 p.m. then by the time you're waking up a snow

south and east of us, temperatures in the low 30s. by 11:00 tomorrow morning into the mid 30s. the key thing is that we'll be above freezing. a lot of us going to be melting as we get into the middle part of the morning. the school forecast for tuesday quite likely most school districts will be closed. we've already heard about a lot of them closing already. stay with us. we'll have all the closures as we get them. wednesday we'll likely get some delays. >> we say those school closings, that's all north and west of the city. the city may close tomorrow and places north and west. tomorrow, 37 degrees, but look at wednesday and thursday. brutal cold here. 30 on wednesday with windchills in the teens all day. 23 for an overnight low on thursday.

a storm team 4 weather alert on this monday evening. snow is coming in fast, but how much you will see all comes down to where you live. doug kammerer continues to fine tune this forecast for you. other news tonight, two firefighters injured after a sidewalk collapsed under a fire truck in riverdale. the truck nearly fell over onto its side. the truck was on the scene of a house fire on oliver street on saturday. it was putting out the hot spots there when the concrete sidewalk underneath started giving way. the truck's bucket hit the ground with two firefighters inside. both of them are expected to be okay. nobody was home at the time except for the family dog who did not make

fire officials say this century old victorian house, a fixture in the neighborhood, built by one of riverdale park's early mayors. they say it is a total loss. no word yet on what caused that fire. virginia stopped issuing tax refunds through prepaid debit cards about two years ago. but the program is still causing some problems. for some reason, people don't cash them in. 1.2 million refund cards were issued from tax years 2012 to 2014. of those, 100,000 cards have never been activated. this amounts to about $14 million in unclaimed tax dollars. the cards are no longer active. so you have to file a claim. to see if you're owed money, just search virginia tax refunds in the nbc washington app. >> reporter: he's a convicted burglar. he just got out of jail. then the car chase, the f

now at 6:30, a winter storm inching closer to the nation's capital right now. it could mke

next day or so. >> as the snow moves in and the forecast changes here are four things you need to know. metro will be running tomorrow but it will be on a saturday schedule. that means fewer trains will be running. if you take the bus, note that many routes conditiwill be canc tomorrow and others will run with detours. >> snow emergencies have already been declared in gaithersburg, falls church, frederick, rockville, laurel, manassas and the district. that means street parking along some major roads are not allowed until further notice. more than 4,000 flights cancelled for tomorrow. some are already being cancelled for wednesday. if you're flying somewhere this week, you'll want to keep an eye on your flight status all of this as our winter storm warning goes into effect in about 30 minutes for much of the area. doug kammerer in the storm center with a quick update. >> we're

right now across the d.c. metro area. most of it very very light. we're going to continue to see some light snow here. this is like really just a little precursor to what we're going to see as we move on through the rest of the night. this is way ahead of the actual storm itself. down towards national we do have reduced visibility and some snow falling. take a look at the latest radar picture. you see exactly what we're seeing here. look at the snow right around the d.c. area. you can see it coming through prince george's county, montgomery county, prince william county. none of this will stick at all. this is not the big part of the storm. it's all down to the south. this storm is going to have a major impact on many parts of the area, but snowfall amounts down to the south, the roads just wet. this is the impact map for roads. roads just wet to the south for tomorrow morning. side streets in areas like manassas and fairfax, side streets will be a major issue. back to t

we're going to see the big snows. major delays in these areas, gaiters bu gaithersburg, martinsburg. montgomery county and frederick counties have been getting prepared for the storm all day. >> mark segraves is live in frederick where they've already declared a snow emergency up north. >> reporter: that's right. frederick city has a snow emergency and frederick county also has a snow emergency. they're not taking any chances up here. in montgomery county, their snow operations center went live this morning at 7:00. >> we're bracing for the worst. the forecast said we could get upwards of 12 inches of snow. we're prepared for it. >> reporter: here in montgomery county they started planning for this storm last tuesday. yesterday afternoon they started treating the roads with a brine mixture. today salt trucks were loading

nature dumps the snow on us and we start addressing the conditions whether it's plowing or some additional salting. >> reporter: in frederick county where they expect to get hit hard, people were getting ready as well. you want to work no matter what? >> definitely. >> reporter: you've got to have a shovel to get to work. >> definitely. >> reporter: what happened to your shovel from last year? >> i never had a shovel from last year. >> how about three inches of snow? anything more and i'll panic. >> reporter: is that right? >> yeah. i've got to get to work. >> reporter: not everybody believes a big storm is really coming. >> i don't think we're going to get anything. >> reporter: you don't believe the weather man? >> nope. >> reporter: back in montgomery county we asked when residents should expect all of the roads to be cleared. >> it will be approximately 36-48 hours after the event stops for us to have all the roads clear in the county. >> reporter: now because of all the snow emergencies in effect

you're going to want to be careful where your park your car tonight or it may not be there when you come back for it tomorrow morning. this gas station has been jamming all day. people loading up with gasoline and kerosene also for heaters in their homes. the heaviest snow is going to fall overnight. when you wake up tomorrow news4 today will be tracking and timing the snow. also be telling you about its impact. those folks get up early. they'll be on the air at 4:00 in the morning. a guy who had just gotten out of jail, on pro bus statipr again behind bars after a wild chase in montgomery county. we're getting a look at his interview with police officers. >> reporter: the man leaning back on the tab

malone. he's being questioned by police. it's not going well. >> where were you going? >> i wasn't going anywhere. >> reporter: you see malone had just been involved in a high speed chase. they say he was high on pcp. >> 80 in a 35. >> reporter: when they got a chance to talk to him, well, it didn't make much sense. >> during the interrogation mr. malone admitted he had smoked pcp. he also had delusions. he had spoken of coming up from hell to kill everybody. there were violent tendencies in his admissions. >> reporter: 18 days before this, malone had been released from jail. he was doing time for burglary. but a cop sees him speeding down 270. malone turns off into montgomery

he's doing 80 in a 35. there's a crash. he bails out and then a foot chase. brandon malone, charged with a handful of assaults and a page full of traffic violations. convicted today and sentenced to ten more years in jail. throughout his whole interrogation, malone never said why he did what he did. but i can tell you this, it all happened on the night of his birthday. in montgomery county, pat collins, news4. busted on white house grounds with pepper spray in his hands. we'll tell you what we learned about the latest case of a person coming from thousands of miles away to jump the white house fence. also, a true story starring four math wizards here in our area and how they're using their talentsto tran sf

a man from california is facing up to ten years in prison for jumping over the white house fence on friday night with two cans of mace in his backpack. his name is jonathan tran. he went before a judge this afternoon and asked for a government to appoint a lawyer for him. in krourt fi the secret service says tran made it over the fence and onto the south lawn before officers stopped him. he reportedly told secret service officers that he had an appointment with the president. he's now set to be released from custody until his next hearing. as the white house and congress consider building a new border wall and increasing border security, the feds are training those who are protecting the front lines here in our area. scott macfarland got the chance to go inside a massive facility where border agents are learning how to protect themselves and the country.

this is a tough forecast. we have a lot of them in our d.c. metro area and really anywhere along the i-95 dor d . corridor. you could see that visibility really lowering. temperatures have fallen too. just about an hour ago we were looking at some sun and clouds starting to move in. 3 rig 38 right now. where we have seen the snow we're down to 35 in fredericksburg now, 35 in culpepper, 38 d.c. after a high of 46. numbers coming down very quickly. we are seeing it just about everywhere. it's mostly light snow. this is really as i mentioned before a prelude of things to come. because the main area of moisture is still way down to the south. you see the yellows and oranges down here. that's the main area that will come in. combine two storms together to create one big nor'easter. that's what we're looking at tomorrow. overnight tonight here's your

planner. 38 degrees around 8:00. probably 36 degrees. light snow. moderate snow at 11:00. snow and a mix around 8:00 a.m. we are going to see that mix overnight tonight. snow showers during the morning and afternoon. here's the snowfall totals. you take this down ten miles and you put the 3-6 line down into d.c. right now i do think we'll see enough of a mix this will be mostly rain to the south. snow for a couple hours here and then mostly rain. by the time you wake up tomorrow morning, just wet. 1-3 inches arlington, in the district right downtown i think we're going to get enough sleet in rain that tomorrow morning there may not be much on the roads. to the west, 3-6 inches. look at fairfax county. you go from near nothing to ten inches of snow in one county. that's how tight this is. a little shift makes a huge difference. up to the north and west, this is where the bullseye area
