max 1. that's the feels like factor which as you can see are way down into the single numbers here early this morning but it is a cold start no matter how you slice it. temperatures are going to stay below freezing all day long today. so just know that it is not going to be much of a recovery. skies partly cloudy this morning. we'll get to partly to mostly cloudy later on. it's 18 in gaithersburg. 21 in manassas. the daily grade today for freezing. afternoon highs toel today only near 30 degrees. speaking of freezing let's go to sheena outside on the storm team 4 weather deck who is very eskimoish today. >> temperatures are feeling like the single digits. look at that. gaithersburg feels like 2 degrees right now have. the winds are whipping out here. it is very cold and aside from that you have to dodge a little ice this morning. feels like 11 in the district.

[000:00:58;00] you do want to dress like an eskimo as chuck said and as we go through the day today, it's not going to even feel like freezing. it's going to feel colder. and we're talking about that wind advisory too. so coming up in just a bit, chuck and i will be back with a closer look at your frigid forecast but now let's check the roads on this wednesday morning. do we have any ice out there? >> we do have some problems here and there. we saw that driving in this morning. but right now i would say in general, sheena, the main roads are looking quite good. we're really talking more about the sidewalks and the driveways and maybe the lesser used roads in your neighborhood. beltway right now is looking good. 66 and 95 don't have any problem there this morning. cedarville road east of 301, we're blocked each way because of those downed wires right now.

bradley pole. adam is headed to that scene here this morning so what are you seeing? >> reporter: take a look at the windshield camera here. this is the area that you're talking about. this is bradley boulevard right at river. and this is about as far as we can go. now, we can see that there are other cones a little ways down, maybe about 100, 150 yards down there that have the entire roadblocked. this is a popular cut through of course for a lot of people trying to sneak around bethesda or try to find another way so you don't have to deal with the beltway so this is something you'll be finding and you have the ice on the ground as well and the wind and the frigid conditions out there this morning, so we are out and about in the storm team 4 x 4 this morning checking on all the conditions this morning so be aware this is something you'll have to deal with first thing right off the bat. we'll keep you posted. doesn't look like much is

we met a driver out here this morning who drive in the elements yesterday. >> terrible. six hours to make it home because of the sleet and stuff. so -- >> reporter: and that driver also telling us he had a six-hour drive on 270 yesterday. a lot of it because of this here on the ground. this icy slushy snow that we're still seeing this morning. however, after the freeze we are feeling it's now even harder, so as you are driving on the roads today, be mindful of this and also the conditions you may find on the roads. we are live in frederick county. back in to you. >> all right. thank you. metro is expected to open in about 30 minutes. >> the rails will be running on a normal schedule but there are some bus changes to know about. metro says all stations will be open and all trains will be running. expect regular weekday service, but remember, safe track single

temperatures are feeling like single digits inmu area. coming up in just a bit we'll talk about how cold it's going to keep feeling today and a milder stretch as we go into the weekend. >> and a quick look at problems this winter storm is causing for other areas. the snow brought near whiteout conditions in connecticut where an elderly man was killed by a plow. police in new hartford say the driver is distraught and is cooperating with investigators. >> it was nearly impossible to see through these conditions in albany. the blizzard there slammed upstate new york with as much as 2 feet of snow in some places. new york's governor declared a state of emergency. >> and no shortage of shoveling to do in boston. some suburbs racked up 16 inches of snow. the blizzard and gusty winds didn't stop people from going out and braving the cold. see?

they're like yeah, 16 temperature watch this morning along with the national park service. >> the temperature right now 23 degrees. if it drops any more, the world famous cherry blossoms along the tidal basin will die. a look at how they're looking right now. >> reporter: good morning. 24 degrees, that is the magic number. that's the degrees where these poor cherry blossoms could die. take a look at how they're looking this morning. yesterday we had the ice, the snow and the cold and this morning we have a bone chilling cold and also high winds so it seems like it may take a small miracle for the cherry blossoms to survive. think about this. the cherry blossom festival was supposed to start today. that is not going to happen, so think about that. also, according to the national park service, this could be a history making year. peak bloom is expected to start on sunday and it might not

happen at all. year because we've never gotten to a point of so close to bloom and then winter comes. we've had years where we'll hit peak bloom and you get a heavy rain or a high wind and that gives you a shorter bloom period but the records go back to 1921 and there's not a year that shows not having gotten to peak bloom. >> reporter: so that's really a big deal. there's never been a year where the cherry blossom trees did not reach their peak bloom. what a disappointment that would be for everybody here in the d.c. area and all the tourists who come to washington to see these trees every year. so we're going to have to wait and hear from the national park service and see what happens, but again, that peak bloom was supposed to start on sunday. back to you. >> all right. darcy spencer live for us. thank you. and coming up, we'll take you outside to see how the roads are looking for you this morning. make sure you have the nbc washington app to check for the hour by hour forecast so you know how to dress your kids

toda in to keep people from getting evicted from their mobile home park in manassas. this is a long standing problem we reported on that has kept residents in limbo. catholics for housing has now offered to buy the east end mobile home park. it would allow residents to stay. the city was going to close the property and kick families out at the end of the month in order to fix the park's leaking sewer system. neighbors say they just want a solution that saves their home. >> it is my hope that you will support catholic for housing offer. that would allow me to continue to live happy in my home. >> a second nonprofit relief and water conservation resources says it will find a contractor to fix the sewer system. the property owner failed to fix it for years. it could be a pivotal day in the battle against president trump's revised travel ban.

a federal judge in maryland will hear arguments on the lawsuit challenging the executive order. they want a temporary restraining order. the new order is expected to go in effect tomorrow. prince george's county bureau chief will be at court today. you can follow her on twitter for updates. for the first time we are getting a look at part of president trump's 2005 federal tax return. >> msnbc obtained it exclusively after it was mailed to the founder of d.c. report.org david k. jonston. >> he paid $38 million. looks like $38 million in taxes. took a big writedown of $103 million. more on that later. if you add up the lines for income, he made more than $150 million in that year. >> now news4's tracie pots is live on capitol hill with more.

how is the white h even aired. they really turned this around quickly with a statement that both criticized the media for putting the tax return out there. no surprise, but also defending the president for actually paying some taxes. here's what part of that statement said. it said despite the substantial income figure and tax paid it is toetsly illegal to steal and publish tax returns. the dishonest media can continue to make this part of their agenda while the president will focus on his which includes tax reform that will benefit all americans. the tax return wasn't stolen. david k. johnson says it was mailed to him anonymously. >> and tracie, at this rate, did we learn anything from this tax return that's going to make a difference in the administration? >> reporter: yeah, so other than those basic numbers that you just talked about, there's not a lot that we learned. this is a snapshot of one year, 12 years ago. it was also interesting to take

a look at what we what we don't know from this tax return we don't have schedules and attachments. woe don't know where the income came from and we don't know what he's paid or hasn't paid in the last 11 years. >> thank you. 4:51 right now. a local nonprofit took the high road when it was left with hundreds of unused meals. >> n street village held its annual fund raising gala last night and instead of cancelling the event due to the snowstorm it donated the unused meals to the women in its homeless shelter. they help women with housing, employment and health services. all right. want to turn to sheena parveen and talk about this 23 degrees outside our studio. it doesn't feel like that. >> and you were out there without gloves. >> i didn't have gloves. don't do that. go outside with gloves and a hat and scarf. it is so cold outside your skin hurts.

>> i'll lend you mine. >> i almost grabbed them this freeze. it is that cold outside. we have areas of ice. there are patches of ice out there. mainly the untreated roadways but even on the side, the shoulder, that's where you also get into that ice territory. if it looks wet it is ice this morning so just remember that. if it looks wet does not mean that it is wet. it's probably frozen. frigid day today. winds will stay high through the afternoon. a wind advisory and in fact, that's not even going to allow temperatures to feel like freezing. we're going to feel well below freezing all day today. the good news is we start to get back into the 50s as we go into the weekend. the feels like temperature right now, it feels like 2 degrees in gaithersburg outside. in the district 11 degree social security what it feels like. pr frederick and dulles feels like 9 and it's going to stay cold.

if you are brave enough to get outside and go for a jo there's ice out there so watch out for that. it's going to be blustery today. temperatures barely reaching freezing through the day, but remember, i told you the winds are going to make it feel colder. winds gusting right now anywhere from 20 to 30 miles per hour. expect them to gust higher this afternoon. that's why we have the wind advisory out until 6:00 p.m. a very windy day and we could see some passing snow flurries. not so much around but later today we'll see some. 30 degrees for a high temperature, but again, it's going to feel more like the 20s with that wind around. and then we go into tomorrow. upper 30s and we finally start to rebound a bit. friday upper 40s and look at that on saturday. yes, we have a chance for some rain but look at those temperatures closer to 60. it's going to be nicer, milder as we go into the weekend. chuck and i are back with a closer look at the frigid temperatures but let's check the roads on this cold wednesday morning. >> good morning. it is brutal out there this morning. storm team 4 x 4 driving around for us this morning.

where adam bradley boulevard closed between river and seven locks there. that is because of a pole and wires down. he's saying they believe this is going to be out of the way here in just a little bit. inner and outer loop of the beltway, no big issues on the beltway right now. taking a live look 66 here at nutley street there's no problem there. and cedarville east of 301 blocked each way again, downed wires. we want to give you another live look at the roads right now. this is what things look like in parts of western maryland this morning. the main roads in most areas aren't too bad this morning. the side streets could give you some problems though. >> also ahead, major changes when it comes to how your credit score is calculated. how those changes should impact you. >> and should teen girls have to have a prescription for birth control?

the new research that may help to well, this morning experts say allowing teen to have more access to birth control will reduce the number of teen pregnancies. a survey from johns hopkins estimates more than half of teens have used oral contraceptives like birth control pills. researchers now believe selling the pill over the counter

without a prescription would not lead to more unwanted pregnancies. they say teens use the pill more consistently than condoms. your credit score make it easier to buy a home and even if you have had bad credit, two new choices could bring you closer to a mortgage. they're all dropping certain negative information from credit reports. credit agencies will no longer consider tax liens and civil judgments. new scoring standards will also now factor in your cell phone and cable bill history. >> what i'm seeing is huge excitement. primarily from people who have liens and judgments because now they realize they don't have to sit there and wait seven plus years for these things to age off of a credit report. >> so in july, an estimated 12 million people could see their credit scores go up by about 20 points.
