also in west virginia, hampshire and morgan county schools are opening two hours late today. and ma maryland, washington county schools are on a two-hour delay, as well. now we turn to look at your forecast today. >> we again with chuck bell for a look at this fridgit weather. chuck. >> frigid, back to you. >> you're right, another cold start to the morning. temperatures everywhere well below the freezing mark yet again. and a little bit of a breeze out there has windchills back down into that 10 to 0 degree range across most of the area. a very cold start here this morning. there is a little good news in the forecast. we'll have more sunshine today than we had yesterday. more sun than anything else. breezy at times this afternoon, so it will feel cold once again. but actual air temperatures should be 5 to maybe even as much as 10 degrees milder than yesterday. and then tomorrow, friday, finally

head into hyattstown. travel times in ten minutes. it's 6:03. in just one hour, the white house will officially unveil president trump's first budget. >> the highlights of it are already out and if it's approved, it could mean big cuts to several agencies and it could have a big impact on the federal workforce, as well. >> at the same time, there's some areas that could see more money. justin finch is live at the white house with the details we've learned. justin. >> aaron, as you mentioned, this budget process does begin today. you can bet a lot of federal workers in our area are watching this process closely because they want to see where they stand in this. this $1 trillion budget plus, it has in it potential to eliminate a lot of positions and jobs. let's take you to the winners in all of this. they include the pentagon. they could see more money for defense and military spending as well as nuclear weapons. also, veterans affairs stands

but i am only human. >> he was convicted one year ago today of trying to take a propaganda banner as a souvenir. the uva student was in north korea on a five-day tour, which is not illegal, but considered risky for an american. lawyer res working on his case, but say they are not getting very much access to see how he's doing. we're following a developing story in prince george's county now. imagine coming home to find someone lying dead in your hallway in a building. a man was found shot to death on campus way south in largo last night. prince george's county police have not identified the man or a motive in this killing. a man and his dog are recovering this morning after a harrowing experience in rock creek park. take a look at this video. d.c. firefighters shot whiling having to rescue the pair yesterday afternoon. the temperature at the time was be

the man was walking his dog a trail near 16th street on colorado avenue when the dog took off. the dog slipped down a snow covered hill and became stuck. that's when his owner tried to rescue the dog and also became stuck. >> it was probably 200 feet down on a 60-degree incline. he was holding to a tree that was keeping him from sliding further down the hill and into rock creek. >> the man and his dog was stranded for about two hours. first responders say he suffered minor injuries and the dog is okay. and you've probably seen a lot of this, snow and ice still on top the of cars across the area.. be sure to clean this off. maryland state police said at least three drivers have suffered eye injuries because of flying ice. news 4's megan mcgrath is out on the roads this morning with the warning and some tips for getting it off your car. >> all right, well, today is the day that all of those teams

you. 66 unbound and 95, no major issues. listen to wtop 103.5 fm when you hop in your car. thank you, melissa. we have breaking news out of detroit. >> two detroit police officers with visit kal gunshot wounds in the hospital this morning. they were shot during an encounter near a fatal police shooting scene and the suspect got away. but there was this massive search that followed. police arrested a 60-year-old man and say he is in custody right now. they accused that man of shooting the officers as they checked his i.d. in a known narcotics area. back to you, aaron. it's 6:15 right now. chilling video this morning of robbers trying to break into a gun store in fredericksburg. they couldn't get through the metal security gate at the ssg tactical store on tuesday night. 20 minutes before this video, though, those same robbers broke into another store but

this makes four burglars at gun store necessary on her area in the last week. last thursday, two people stole 30 guns from a stol store in rockville in about 90 seconds. police say that type of decision matches the robberies they're investigating. maryland lawmaker res now looking at possible changes to a law that could save a child's life. this comes after a prince george's county mom pled guilty in court to killing her two young children. back in 2014, sonia spoon suffocated her son and daughter inside their home. the family says there were warning signs. >> nobody helped. nobody reached out to anybody. nobody rope out to anybody to help. they let her out two days later to kill my daughter .her brother. >> lawmakers want to require anyone who learns of a threat against a child to report it not only to law enforcement, but the department of social services and the state's attorney's office. that way there is opportunity to save a child from a

situation. if you've ever been around a toddler, you know never to underestimate how much your toddler can do. that is the message from safe kids worldwide. they say the number of kids accidentally poisoned after getting ahold of medicine is enough to fill four school buses a day. the potential dangers include vitamins, eye drops and all those common hold hold cleaners and laundry detergents. be sure to lock them up in a secure space and add the poison control number to your phone. three people hoping for help with a disease that can cause vision loss actually ended up lying. the woman a macular degeneration and were having stem cell treemtd back in 2015. the problem, the treatment was never proven effective. there were some red flags during the trial. each patient had to pay $5,000. doctors say well designed and proper clinical trials should not include fees to patients.

spice. the very last one that came out of the budget was the one we got to eat. of course my mom made me eat the cabbage, too. we'll get into that discussion later. you're thinking how can we go from 80 degrees to snow in the month of march. that must be unheard of. not quite. in 1990, we had four consecutive days 80 or higher that brought out the cherry blossoms to their earliest peak bloom, march 16th of 1990. ten days after they peaked, then we had 2 to 5 inches of snow so the damage wouldn't have been done because they were already finished. unfortunately, i think this year's cold snap may be very damaging to the cherry blossom display. feels like temperatures, they're not affected by windchill like kids are. temperatures in the teens and 20s for windchill. stick your tongue out with, for sure. layer up, everybody. heavy coats and scarfs required again for today. afternoon highs, upper 30s to around 40 degrees. milder toll.

line to get a $54 billion boost in funding. now.twoing this morning, president trump's revised travel ban blocked. >> a federal judge in hawaii issued that overnight. >> that bans was supposed to go into effect at midnight, but the judge in hawaii found the 90-day ban on travelers from six countries would likely discriminate against muslims. president trump immediately reacted at that rally in tennessee and called the ruling judicial overreach. he vowed to pursue this case to the supreme court if necessary. here is how hawaii's attorney general reacted to the ruling. >> whenever you have a hostility towards a particular religion or a particular nation of origin, that is certainly going to be something that is going to be not only improper, but something that is violating the constitution. >> now a hearing challenging the ban was also heard in maryland yesterday. a ruling

compute. megan. >> oh, yeah, and really can be quite dangerous. some and folks haven't cleaned off their cars yet. take a look at our live camera here. there's some vehicles with ice on the roof. this is the thing we're talking about here. where is that ice going to go? with when it starts to peel away when you get up to speed, it's potentially going to go on the car behind you. that could shatter a windshield. we have seen some of that in the region. apparently yesterday by about 4:30 in the afternoon in maryland, state police reporting that they had a number of incidents about 20 calls where people had said that ice had gone on to their windshields and three of those cases, people, the drivers in that following car, they actually were injured. they had an eye injuries because of shattering glass. so it is a problem. folks need to go out there this morning if you haven't done so already and get that ice and snow off the top of your car. a reminder that you can get a ticket for that. maryland state police reminding people of that, that they could ticket you if it's

a man and his dog are recovering from a harrowing experience in rock creek park. take a look at this video d.c. firefighters took whiling having to rescue the pair yesterday afternoon. d.c. firefighters tell news 4 that the man was walking his dog on a trail when the dog took off. the dog slid down a hill and became stuck. the owner then went after and tried to rescue the dog, also became stuck. a passerby heard the man yelling for help. that man walked away with minor injuries and his dog is okay, as well. don't cancel your cherry blossom plans just yet. in the next few hours, we should know just how badly this week's cold weather and snow damaged the blooms around the tidal basin. >> we already know a significant number of those blossoms have been killed off. but the national park service says those that hadn't bloomed much before the cold may survive. a lot of qualifiers in there, but it could.happen. >> it did
