education in montgomery county right now, betsy devos, and larry hogan spent time reading to kids at carter ox springs elementary in bethesda and rallies formed for and against them. chris gordon saw people rallying for public schools saying they are against devos' push for school choice. >> new this morning, someone was just arrested for making bomb threats against jewish community centers all across the country. the suspect lives in israel. the fbi says a u.s. and israeli citizen living there was taken into custody this morning. he's only 19 and is jewish. he's the primary suspect in the wave of bomb threats against community centers and schools, including several in maryland and virginia. officials say he made all of the calls from his bedroom. >> and breaking news right now, in the last hour, we learned that an american died in the attack in

his brother-in-law said he was celebrating his 25th wedding anniversary and his wife was also hurt in the attack. this morning we're learning more about the man police say was behind the attack and the terror investigation. here's nbc's bill neely. >> reporter: terror outside parliament. this car a weapon used to kill and dozens others on westminster bridge. the brutal attack caught on cctv, accelerating in a cycle lane and woman diving into the river thames and car swerving on the sidewalk. the attacker was known to them but his name has not been released. overnight police in birmingham north of london made arrests. homes in london were raided too. >> we continue to go after our investigation, and was inspired by international terrorism. >> reporter: he had driven his suv across the bridge towards big ben, mounting the sidewalk to

students and tourists. he reached one of them as heavily protected buildings in europe and parliament and crashed before stabbing an unarmed police officer. armed police then open fire. running as shots rang out. the attacker was surrounded and disarmed. at least one knife clearly visible on the ground beside him. fearing another attack, parliament was in lockdown for hours. this morning, parliament got back to work. >> we know that the victims include three french children, one italian, one american. >> in london today, more police on the streets but defiance too. >> the prime minister, theresa may, said the attacker was british born and that years ago he was investigated by the internal security service mi5 over what she calls concerns about violent extremism but it was concluded he was a

riveral figure and wasn't part of the current picture. he did act alone. so far eight people being questioned about links to this attacker. we have new video this morning of a baltimore man accused of a racially motivated murder. this is james harris jackson, he went there with the soul purpose of killing african-american men. police say jackson stabbed timothy coughman in the back with a sword and happened earlier this week. they say he turned himself in after seeing security footage on tv. according to investigators, jackson stated that he has hated black men for a decade. nurses and doctors are working to keep a child alive after being hit by a car in upper marlboro. this accident happened on route 301 and queens court. state police tell us the juvenile was hit by a car and medevaced to the hospital. the child is listed in critical condition and we'll update the store requiy as we

at rockville high school a day after receiving a series of threats. justin finch live outside the school now. justin? >> reporter: erika, good morning, montgomery county public schools say security is stepped up at all of its schools but here at rockvale, montgomery county police remain on the scene patrolling as rockville works to keep the students safe from threats and violence. on foot police could be seen circling the campus here at rockville, a direct response to a wave of threats that began coming in on wednesday. calls threatening violence to the campus from bomb hoaxes to a report of a threat to shoot undocumented immigrant students. this comes amid the report of a rape of a 14-year-old girl in the school bathroom on thursday. suspects two, male suspects ages 18 and 17,

gaithersburg and 37 in lorton. i think by noon today more areas will be right around 40s, still chilly outside but nice and sunny through the day today. 4:00 p.m. near 50 degrees, that's where we're going to top out today. by 7:00 p.m., chilly if you're going to be out and about but at least we'll be nice and dry. we'll talk more about the big warm-up for the weekend and next chance for rain straight ahead. at this hour, metro school board is set to vote on a plan to raise fares and cut service. if approved here's what that could mean for you an extra quarter and metro rail will cost an extra dime during peak hours and 25 cents more during offpeak. new fares will take effect in july. a religious discrimination case involving a virginia move is going before a judge. the islamic center of culpepper wants to build a new mosque on this land outside culpepper. yesterday a federal judge in

hearing. the justice department and sclus have filed a hearing against the board of supervisors, the board denied the sewage permit. their decision was based on land use issues. earlier this month it filed its own lawsuit against the county. the search continues for a missing teenager who is believed to be with her teacher. we'll have the very latest on the investigation.

>> all right, this morning we are joined now by virginia governor terry mcauliffe. we thank you for joining us this morning on "news 4 midday". >> we want to right off the bat get your thoughts about what's happening on capitol hill, the expected vote on the president's health care plan. do you think this is going to end up passing tonight? >> i don't. first of all they should not have a vote until the cbo comes out with numbers and cost as well as what these new amendments will mean and who will get care and who will not get care. i can tell you, this bill would be a disaster for the commonwealth of virginia. between 2020 and 2026 i would lose $708 million. we have a lot of individuals, 400,000 folks who signed up on the federal marketplace and their premis

for the country and needs to go down. conservatives and liberals hate it. i even had one of our moderate members republican, we've had three republican members from virginia have come out against it, including rob whitman and i would hope others member of our delegation. i briefed them and met with our entire congressional delegation, if you love virginia, then you cannot vote for this piece of legislation because this will do ir rerep perable harm to our commonwealth as well as our citizens. >> governor mccalliffe, what do you think of the idea that able bodied medicaid recipients should have a work requirement in the legislation? >> well, we'll see what comes out at the end of the day. let me tell you what we have in virginia, right now two-thirds of the cost of it are those who are elderly and long-term facilities and disabled. so those are the individuals that take two-thirds of the cost thate

we have a very lean medicaid program in virginia. right now if you're a single mother with two children in certain parts of virginia you have to make less than $6,700 a year. now i'm open to looking at any reforms that we can do but if you look at our lean medicaid, unfortunately we're only a 50% match state and also a state that did not expand medicaid which is very unfor natd. we lost $10.4 billion of our taxpayer money that my republican legislature would not bring the money back and it hurt us and hurt our hospitals and workforce and those 400,000 folks we paid for them to get it. we're a nonexpansion state and looking at this bill, those nonexpansion states are going to be hurt in perpendicul pid tudd. millions of americans have health insurance because of it. it needed to be tweaked. we're in agreement.

because of political rhetoric, we cannot throw these people on the streets. people will die. we got elected to office to help people not hurt people. >> governor mccalliffe joining us from our news partners at wtop. tell us where this idea comes from, sir? >> it comes from because i've had enough. we've had enough in virginia. we need answers to metro, we have to make sure the system is safe and reliable. and there's been too much conflict and information coming out. yesterday we decided that we were going to go out and ask for an independent review from someone -- a noninterested party outside. so i called secretary lahood who served four years as secretary of transportation and republican member from illinois and said i wanltd you to come in and i want management and look how we're spending our money and know our governance. pu

community, independent review, not interested top to bottom review. we're losing our funding next year which is $150 million from the federal government. the feds are not interested in reauthorizing this money until they know what we're doing we need to do at the local level and reached out to mayor bouser and hogan. i've been able to speak to governor hogan, 100% in. if you want to help pay for it, great, we're going forward by the end of the year i want recommendations, we keep getting xtd for more money and they can't tell me how it is going to be spent. this review will give us a blue print of transportation experts what we need to do for the metro system. i'm sick and tired of not getting the actions i wanted so we're now going to do it. >> governor mcauliffe thank you for joining us. >> great to be with you. >> we're learning more about the case of that tennessee teen who police say was

former teacher, nbc's tammy whitener explains more about the girl's troubling past. >> reporter: new signs this morning that 15-year-old elizabeth thomas had a troubled home lifelong before she went missing. her mother kimberly thomas was arrested last year, charged with child abuse and neglect of her children in 2014 and 2015. according to court records, elizabeth and three sisters were allegedly beaten by their mother. in some cases until they bled. elizabeth told investigators her mother threw her down the basement stairs and locked her down there. >> do you know that elizabeth had a hard life at home? yeah, she did have a hard life. she would break down sometimes and sometimes she couldn't stop herself from crying rmt ashley knew her best friend elizabeth was in a secret relationship with a guy she said was amazing and perfect. ashley now believes that relationship was with 50 idea tad

into tomorrow. tomorrow will be warmer. there's a small rain chance to start the day and into the weekend, 70s are on the way. it's also national puppy day. get out there with your dog if you can and walking the dog the forecast looks really good. that's my dog by the way. 4:00 p.m., near 50 degrees and sunny skies and you'll need sunglasses and jacket but we do stay dry all day today. temperatures are currently in the 30s and feeling like the 30s because we don't have much wind out there but eventually we'll get to near 50 degrees, nice and sunny and nice and dry. tomorrow morning that's going to change a little bit. here's future weather, for the rest of the day today, we'll keep the sunshine in the forecast, clouds move in early tomorrow morning. this is 9:00 a.m. and see this pink on the computer model trying to pick up on maybe the potential for a brief period of freezing rain. that is certainly possible if temperatures way north of the district stay at freezing once the rain moves in. we'll watch that very closely.

house republicans are hoping today is the day the house is expected to vote on a repeal and replace plan for the affordable care act but the chances are up in the air right now. a group of conservative hardliners are leaning towards voting no although president trump is trying to flip them right now. virginia senator tim kaine talked about what will happen if the bill moves onto the senate. >> and then our job is to take it seriously. it's health care for god's sake, most important expenditure anybody makes and largest sector of the american economy. >> kaine

committee. no official word from the speaker's office on when or if the vote will happen today. we'll have updates in the nbc washington app. there's also confusion over new claims about surveillance on president trump. >> house intelligence committee chair devin nunes has read documents that would suggest president trump and his transition were part of a quote, incidental collection. this apparently happened for three months between the election and the president's inauguration. n nunes spoke to reporters after meeting on wednesday. while none of the reports have anything to do with russia, some of the findings appear to be inappropriate. president trump said he feels somewhat vind indicated. >> president trump's pick for the supreme court is back on capitol hill. witnesses testifying at neil gorsuch's hearing in the senate judiciary committee there. today leader chuck schumer siz he's refusing to vote in favor

starbucks is going on a hiring spree, the coffee chain plans to add 440,000 nationwide and 65,000 in the u.s. of those 68,000, starbucks will hire around 25,000 veterans and military spouses and this move comes as a company plans to open 12,000 new stores by 2021. johnson & johnson's ver size zon at&t are pulling all ads off the youtube amidst the growing controversy over extremist content on the site. the company spent a combined $4.5 billion on digital ads in the u.s. each year. others are upset that their ads have popped up ahead of video promoting hate and violence and terrorism. i'm susan lee with your cnbc morning report.
