of a bowie man. brown was there working at a food vendor for the miami gardens jazz festival. police say brown was robbed before he was shot to death. he either opened the door for someone or they followed him into his hotel room. his family wants answers. >> i want to know why they -- why? i mean, he -- if they wanted money or anything he would have given them money. he's that kind hearted. >> now, brown's family tells news4 there may be a suspect in custody in miami. right now they're working on getting his body back here. developing this morning two people are dead and two others are in critical condition after a shooting in waldorf. >> a child is among those killed in the shooting on west dale court just off of western parkway last night. the charles county sheriff's office says the male shooter is also dead. news4's justin finch is live in that neighborhood with more on how the neighbors are reacting to this

justin, good morning. >> reporter: eun, good morning. neighbors are struggling to make sense of all this but charles county sheriff's office has an early idea of what may have happened here. what we know so far is that officers, rather officials believe the man whom they found dead on the townhouse steps of this community neighborhood here was likely the shooter and investigators believe that this is likely a domestic shooting that left him dead and that toddler aged girl as well. also, an apparent teen girl and a woman with several gunshot wounds too. now, this investigation shut down this area for hours and then came that upsetting update for neighbors. >> i have a great granddaughter and it would absolutely kill me if i knew that something like this happened to her. so it's really shocking. i'm -- i'm upset. it's -- it's -- nothing goes on over here. it's usually quiet. >> reporter: now, none of those victims have been named athi

many years ago and i went oh, antique stores and they had like grandfather clocks and 600-year-old bed posts and i'm like wow. this is old stuff right here. so mid century modern? i don't know. i guess it's a new classic by comparison. we are dealing with a dry start right now, but you need to be ready. there's at least a chance for a couple of rain drops to impact the front half of your friday. little ripple of rain here out near pittsburgh, pennsylvania, now. it's racing down to the southeast. hasn't made it to western maryland yet but it's not all that far away. the morgantown, pittsburgh getting in on the rain drops for now. it's cold outside so there could be a pocket or two of freezing rain across far northern maryland into the panhandle of west virginia. those deep sheltered valleys are the only places i'm worried about. future weather carries that chance for rain between about 7:00 or 8:30 this morning. still probably dry here inside the

morning. a look at the roads and the rails with melissa coming your way in just a minute. first though chuck and sheena are ready with a look at that forecast. things are going to warm up nicely. >> they are going to warm up but this just in literally. >> i was actually busy. i was not turning my back to you. i was busy putting it together. we have a freezing rain advisory for part of the area. this is washington county and points west. this is going to go until 9:00 a.m. so this just came in. we've been talking about the rain that's going to be moving in for the morning hours mostly before noon today. it's going to be the first half of the day. we don't have it around just yet but temperatures are cold enough in these county to support some rain freezing on contact. so with that rain moving in early enough we could see some freezing rain near martinsburg, winchester and areas off to the west that does include washington county here, but these are the only counties that we're looking at so far. the rain is off to the west, moving in shortly. temperature wise we are in the 30s but freezing in martinsburg. a closer look at your forecast ac

meals' murder. erika gonzalez is in the news room with the latest. >> a person of interest in this killing and we've got video to show you. the man seen on surveillance cam are, police are also looking for her blue toyota prius that you see here in the picture. investigators believe that could lead them to her killer. her body was found tuesday in a basement apartment near h street northeast. friends of hers from the cincinnati area say they just cannot understand why somebody would hurt her. >> she was someone that brought people together in a positive, constructive way that -- for the good of people. i think that would be the way she wanted to be remembered. >> reporter: those friends say she was a loving person. want you to take

today. officer christopher brown clipped the back of a tractor trailer thursday morning on the beltway near pennsylvania avenue. he lost control of the car and hit a guardrail. brown was offduty at the time and sources tell news4 he left the scene and returned about 34 minutes later. no one was hurt. the chief says he was gravely troubled and promised transparency saying quote, as always, when i have the facts i will take appropriate action to remedy this and i will make the facts known to the public. officer brown pled guilty to dui in 2012 after another crash in his cruiser. 5:36 right now. a northern virginia restaurant says parking problems are forcing it to go to court. jackson's mighty food and lucky lounge is filing a lawsuit against the parking company boston properties. the restaurant claims it struck a deal with the company to allow guests and employees to fapark r free, but the restaurant says the parking validation system is too confusing.

blossoms out. we still have some that are clamped close. those are all going to pop this weekend and we are going to go into peak bloom. it is always wonderful when that peak bloom period coincides for the weekend. you can expect things to be very busy down here at the tidal basin as people come down with their cameras and families and take it all in. just a gorgeous sight down here and perfect weather to go along with it. so finally it looks like we're getting a break here. something to keep in mind because of the crowds you're going to want to take metro or a bus, public transportation. there's very limited parking around this general area, so that's the best way to keep things pleasant is to take metro if you can. now, of course there are lots of festivities, the festival and the like. coming up a little later in the show around 6:30 we'll talk to the folks with the cherry blossom festival and they'll tell us about some of the events and how things are going. we'll have that later on in the show. back to you guys. >> all right.

theater parking lot leaves a man in critical condition. this happened outside of phoenix theaters last night. a man was found shot inside his car. police do not believe this was a random shooting. happening today, the family of a democratic national committee staffer killed near his home in d.c. is asking for the public's help. police don't know who killed seth rich last july. his family wants to continue its own investigation. tomorrow they will dedicate an arlington office to solving his murder. >> the investigation hasn't gone as fast as i had hoped. we're doing everything possible but now we want to move to a 24 hour day approach. we're going to have just a rapid attack, rapid response, 24 hour day forensics until this is solved. >> now, d.c. police think that rich was shot and killed during a robbery attempt although his wallet was not taken. some think he was tied to the release of dnc

vote on their plan to replace the affordable care act. they're expected to vote on it this afternoon. more on that in a moment. first though, local families are watching this debate very closely. they are concerned about how changes to the health care system could impact them. they include christine farley. her son was born with cystic fibrosis. he's 19 years old now and he takes 30 pills a day and the rest of his life will depend on costly medical supplies and drugs. his mother is hoping that lawmakers can strike the right balance. >> i'd like to see those things that are working very well in the affordable care act stay, and i'd love to see a discussion about how to make health care in the united states even better. >> farley is thankful for good health insurance from her employer but she wonders about her son's future coverage as he gets older. the debate centers on whether the house republicans have the votes to pass a replacement bill. >> tracie p

capitol hill for us. where do things stand right now? >> reporter: 32 republicans now opposed, likely no votes, but all night long again, republican leaders tried to flip at least eight of them to try to get this passed. and frankly, after the conversations at the white house yesterday, after the president's ultimatum to vote today or move on from this issue, some of them are waivering. so while our official count is 32, it's not clear if all 32 of those will vote no. >> and republican leaders unveiled some changes to the bill overnight that are designed to get more people to back it. what are those about. >> reporter: they want to extend the medicare tax that amounts to just under 1%. and the big one here, conservatives want to get rid of what's called essential benefits. the guarantee that if you have an insurance plan it will cover things like maternity care, if you have a baby, mental health, emergency room visits if something happens that's

they say if you get rid of it, you can actually give people more options. not everyone agrees with that. the president did agree to let states deal with that, but what he wouldn't budge on is keeping young adults up to age 26 on their parents' insurance and making sure that all plans cover preexisting conditions. >> all right. thank you. we have some breaking news that could impact your commute. >> some big backups on the beltway. >> big problem here. this is just really getting started. a three-mile backup. outer loop, we have one crash blocking the right lane and in backups a second crash blocking the left side so chopper 4 on the way to this to show us what is going on. it is way too early to see something like that. this looks like how it should look around 6:45 in the morning. the rest of the beltway is okay right now. we'll keep on eye on that as well of course. remember we had that crash in the express

have a crash also in the main lanes. 95 north at prince william parkway. it's on the left side there. you can see blocking two left lanes. edge hill road and again, still have that accident, that looks like a serious crash. several people taken out of there this morning in charles county as well. so a lot going on. more on this in just a couple minutes. a week away from the start of april and we're still talking about freezing, below freezing temperatures around here. >> through part of the area this morning, yeah. it's a concern. we have some rain approaching. rain honestly for most of the area is not going to be a big deal. hagerstown, you feel like 30 degrees. actual temperature in some of those locations is below freezing so that's what we'll be watching as this rain gets closer p i'll show you that in a second. rest of the area feeling like the upper 20s as a cold start to the day. here's the freezing rain advisory. washington county, including martinsburg, winchester and points off to the west a

9:00 a.m. so that means icy conditions are possible with the approach of rain. temperatures below freezing now. it's going to be brief so if we do see it it's not going to be lasting long. there's that rain off to our west. still pretty far away. the pink shaded area shows you the potential for that icy mix which is occurring in parts of pennsylvania. here's a look at future weather. i think between about 7:00 and 9:00 a.m. our best shot of seeing some of that developing north and west. otherwise the rain starts to break up as it gets closer to the district and temperatures will be right around i would say the low 60s as we go through the afternoon, but again, that rain is going to stay in the forecast. as we go through tonight though, dry conditions and then for your saturday we have a warmer day coming up in just a bit. chuck has a closer look at your extended forecast. a wisconsin high school student is being praised for his quick thinking and calmness under pressure. take a look at this video here. you can see he was eating lunch wednesday when his

for breaking news on the beltway. >> big problem on the beltway and chopper 4 just got over this. we're talking about two different problems here today. right now, outer loop at colesville road. one crash just after colesville road and another one just before colesville road in all of those backups. so a big issue for people, about a three and a half to four-mile backup there at the top of the beltway. a lot of pain there this morning because of that. taking a look elsewhere, here's another look from a different vantage point and you can just see how slow it is. 95 north at prince william parkway here, you can see we still have that problem on the left side of the roadway in the main lanes. still also have that crash in the express lanes on the right side of the roadway here this morning so very slow. in charles county, edge hill road at popes creek, have that crash there this morning and the southwest freeway before the 11th street bridge, a crash blocking the left lane. another newbl
