for breaking news on the beltway. >> big problem on the beltway and chopper 4 just got over this. we're talking about two different problems here today. right now, outer loop at colesville road. one crash just after colesville road and another one just before colesville road in all of those backups. so a big issue for people, about a three and a half to four-mile backup there at the top of the beltway. a lot of pain there this morning because of that. taking a look elsewhere, here's another look from a different vantage point and you can just see how slow it is. 95 north at prince william parkway here, you can see we still have that problem on the left side of the roadway in the main lanes. still also have that crash in the express lanes on the right side of the roadway here this morning so very slow. in charles county, edge hill road at popes creek, have that crash there this morning and the southwest freeway before the 11th street bridge, a crash blocking the left lane. another newbl

beltway, and we'll talk about that coming up. all right. thank you melissa. we are also dealing with a little bit of cold and a little bit of a chance for some freezing rain here early this morning. there's the batch of rain coming out of pittsburgh and there are -- in some of our deep sheltered valleys along the i-81 corridor there are pockets where you could have a little bit of freezing rain so keep that in mind. not expecting any trouble here in and around the beltway. so the freezing rain advisory does include washington county and right down through martinsburg and winchester. right along i-81 there and points out to the west, so boons burough down to falling waters, west virginia, this shouldn't be a big issue but isolated pockets of freezing rain. be extra careful for that. temperatures will gradually get above freezing. we'll be in the 60s by later on today. more about the temperatures. let's go over to sheena parveen who have also got a dog walking forecast with a

>> i'll show you that in just a second. temperatures are cold, feeling like the upper 20s across the area right now. feels like 28 degrees in the district. so a warm jacket before you head outside and we are watching the approach of that rain. if you are walking your dog today or if you need a dog you can head to their website for more information. this morning by 8:00 a.m. chance of a sprinkle mostly north and west but some of that could come in the form of freezing rain. for the rest of the area it's mostly going to be rain around the district and to the north and west between 8:00 a.m. and noon. 51 degrees by 5:00 p.m. today. temperatures in the low 60s. a bigger warmup as we go into tomorrow. chuck and i are back in just a bit to show you a closer look at that. thank you. it is now 6:02. developing this morning two people are dead and two others are in critical condition after a shooting in waldorf. >> a child is among those killed in that

the charles county sheriff's office says the male shooter is also dead. justin finch is live in waldorf now with more on the motive behind this tragic shooting. >> reporter: aaron, good morning. at first the charles county sheriff's office rolled out their tactical team prepared here for an active shooter but in the end that was not the case. they now believe this appears to be a domestic related shooting, one that left a little girl dead. looking now at video from the investigation overnight, just after 8:00 on thursday evening, officers found a man dead on a townhouse staircase with a gun near his side. investigators say he may have shot and killed that toddler aged girl and shot a teen girl and woman several times, both air lifted to a nearby hospital and are now fighting for their lives and all found at that west dale court townhouse. >> it's very emotional for everybody here, especially our officers because when they first arrived on the scene, they thought perhaps

newburg so again, a very serious crash there. multiple serious injuries is what we're told from investigators there on the scene. again, two people having to be flown to the hospital. another medi vac requested for another patient there so very serious crash in newburg. back to you. another breaking story from the district this morning. we're working to learn more about a deadly shooting. police say they found a man shot and killed on naylor road at fair lawn avenue in southeast. we don't know how old he was or how this happened. police are looking for a suspect. right now house republican leaders are in the same spot they were in yesterday. they're still trying to get enough votes to pass their bill to replace the affordable care act. that vote is expected to happen today. their latest effort involved making some changes to the bill to entice moderates and conservatives. it involves keeping

stabbed a police officer. friends are mourning an american who was killed in wednesday's attack. curt cochran was from you cause. he was in england with his wife, melissa. they were celebrating their 25th anniversary. curt was killed and melissa was seriously hurt there. he was a musician. his friends told nbc news he was a warm guy, someone who drew people to him. he was 54 years old. a hearing will be held that could bring d.c. one step closer to securing its next police chief. more than 80 people are signed up to speak at the public hearing for acting chief peter newsham. mayor bowser will speak in support of the nomination. others including members of the black lives matter movement plan to voice why he should not be confirmed. newsham himself will be the last to speak and take questions from the d.c. council. meanwhile a local nonprofit says newsham should not be confirmed until public records about inauguration day protests are released. the partnership for civil justice fund says when officers e

chopper 4 over the outer loop here. left side of the roadway right now is shut down as chopper 4 zooms out, you can see we have a four-mile backup there on the outer loop. we had a second crash in the same area. look like that has cleared but we are still seeing major delays there all the way back to 95.

crash blocking the left lane this morning and travel times, 270 not bad. top of the beltway you can see the pain people are feeling there. 47 minutes to get from 95 over to 270. eastbound on 66 is fine and then 95 northbound quantico to the beltway, still very slow because of that crash at prince william parkway. going to take you a heck of a lot longer than it should. remember to listen to wtop when you hop in your car right now. looking at a great weekend. >> yeah, a beautiful weekend, but speaking of the roads we have some rain approaching the area for part of the area it could be freezing rain. a freezing rain advisory that includes martinsburg and winchester so it's mostly washington county an points off to the west. this is going to go until 9:00 a.m. so temperatures could be below freezing. that would be giving some icy conditions as a possibility for a brief period of time. there's the rain out to our north and west right now. temperature wise though, most of the area in the 30

we'll be warmer this afternoon, even warmer tomorrow. chuck is back with a look at your weekend forecast. >> thank you. the suspect in a wave of threats against jewish community centers has been arrested. his name is under seal but we know he is 19 years old and was arrested in southern israel yesterday. we're told he has dual u.s. citizenship. at a brief court appearance his public defender says he has the brain tumor that affects his cognitive functions. authorities say the suspect made the threats from his bedroom and masked the origin with sophisticated technology, some of which he built himself. >> we are learning more about a deadly attack on a man in new york. police say baltimore man james jackson went to new york because he thought it would be a good -- would be good practice for a larger attack in times square. police say he stabbed timothy coughman in the back with a sword. jackson turned himself in after he

jackson said he's hated black men for a decade. right now he's charged with second degree murder but could also be charged with a hate crime. a maryland family is devastated by the murder of a u bowie man. police say brown was robbed before he was shot to death. they believe he either opened the door for someone or someone followed him into his hotel room. either way, his family wants answers. >> i want to know why. i mean, if they wanted money or anything he would have given them money. he's that kind hearted. >> brown's family tells news4 there may be a suspect in custody in miami right now. they are working on getting his body back here. at this time yesterday we were telling you about a crash on the beltway involving a prince george's county police officer. well, now we know the officer has been suspended and accused of

county police say officer christopher brown was not on duty when he clipped the back of a tractor trailer. he crashed into a guardrail. sources tell news4 he left the scene and returned about 34 minutes later. officer brown pled guilty to dui in 2012 after another crash in his cruiser. i had the honor with helping out with the prince william county valor awards yesterday afternoon. it recognizes local heroes in police, fire and rescue. one of those recognized was officer ashley gwendon. she was shot and killed on her first day on the street a couple of years ago. you saw some of the officers honored for lots of different things they've done across the county in the past year or so. investigations and the firefighters who have done amazing rescues, so a big tip of the hat to the folks there at the valor awards there in prince william county. >> good work. some d.c.

vac'd out. we have a crash blocking the left lane inbound suitland parkway at naylor, crash in the left lane as well. a couple of other issues we're following. all of that coming up. good morning. yes, indeed. tracking a chance for some rain drops which could come down in frozen form here up to our north and west. not expecting any real issues here in and around the city, but there's storm team 4 radar. pockets in mainly these deep valleys out here. some pockets of freezing rain there so over the next couple of hours we do have a freezing rain advisory for hagerstown, and points out to the west there. so just be real careful over the next little bit. here comes the moisture on our high resolution computer model bringing it into the valley between 7:00 and 8:00 this morning. most areas, especially the close you are you get to town, close to freezing mark. rain drops on the capital

you'll also have to wait longer for trains. it will cost an extra 25 cents to ride the bus and several routes are going to be shut down. virginia governor terry mcauliffe is calling for a full review of metro. he's called for an independent assessment to figure out how much it will cost to fix problems. that report should be issued in november. this morning a maryland family is mourning the loss of an 8 month old baby who died after being attacked by a dog. this happened yesterday afternoon. calvert county sheriff's deputies had to shoot the dog to stop the attack. a family friend was watch the baby at the time. the baby died at home. if you take a look at your tv screen right now, there is a search for this man police are calling a person of interest in corrina meal's death. her body was found on tuesday in a basement apartment. an ar

if you're heading out tonight, a warmer day tomorrow and that's all coming up in just a bit. georgetown university is looking for a new head basketball coach. john thompson, iii was let go yesterday. he is the son of legendary basketball coach john thompson, jr. he led georgetown for the last 13 seasons. the team hasn't made it past the first weekend of the ncaa tournament since a final four appearance back in 2007. howard university is teaming up with google. >> they want to get more people of color involved in dputer scien -- computer science. the campus will serve as a three-month residency for juniors and seniors in howard's computer science program. google says it hopes bringing the students into silicon valley will get them directly involved. only 2% of google's overall work force is black. almost 60% is white. more

fr area movie theater. this happened in the parking lot outside of phoenix theaters. the man was found shot inside his car. he is in critical condition. police don't believe this was a random shooting. today members of the community are opening an office in an effort to solve a young man's murder. seth rich was killed in northeast washington last july. d.c. police still don't know who killed him. rich worked for the democratic national committee. his family is hoping to raise $200,000 for the investigation. >> the investigation hasn't gone as fast as i had hoped. we're doing everything possible but now we want to move to a 24-hour a day approach. >> police think that rich was shot and killed during a robbery attempt although his wallet was not taken. some think he was tied to the release of dnc e-mails by wikileaks. today could be make or break in the republican battle to replace the affordable care act after delaying the vote on their plan yesterday, they are

expected to vote on the matter this afternoon. >> joining us now senior political editor mark murray. what are the odds that republicans bring this bill to the floor, risking a loss from president trump and for speaker ryan? >> it's a huge gamble that's going on right now and as we know from yesterday the votes aren't there to pass it. now, what president trump has essentially done is to dare republican to say you guys are going to vote on it, i'm going to be watching the vote and maybe that's enough motivation to get some of these lawmakers to say i'm going to go vote for it. the problem that he ends up facing is there's this divide between conservatives who are used to saying no and never getting yes from the get go and now moderates feeling alienated because the bill is so conservative. and how you pass that, it's very possible this passes today but it's also possible it goes down and even bigger than people might expect. >> what are the main sticking

is this divide where house con certaintives actually think the legislation doesn't go far enough. they want to rip apart all of obamacare's architecture. this legislation leaves some of that there. you end up having subsidies, insurance regulations that go down. the preexisting conditions provision, but then there are moderates who think this legislation goes way too far and one of the things that has upset some people and democrats want to pounce on on these essential health services. like maternity care, hospital care, outpatient care that now, you know, those are ripped away, you could have insurance plans that don't end up giving those types of services. >> and then there's the senate. i mean, if this bill passes in the house today is there a bigger battle many the senate. >> ablusolutely and the questio is are republicans going to do what they can to pass legislation that's not going to pass in t
