freshman from our area who was gunned down while home on spring break. and we're hearing from a close friend of the utah man who was killed in the london terror attack. why the victim's last words are hitting home. news 4 at 11:00 starts now. the blame game continues tonight as republicans struggle to figure out where they went wrong in the health care battle. >> democrats are mocking the gop with the house minority leader accusing the republican-controlled congress of having no accomplishments. house speaker paul ryan admitted that being forced to pull the health care bill was a setback, a big one. president trump is calling out democrats for not supporting the bill, and there's even a fight over online ads for the affordable care act. the trump administration has pulled back advertising for health care.gov. and the democrats are calling that sabotage. >> chris

grateful. >> reporter: hundreds packed into the largo school gym to mourn the girl who was shot and killed. she was there with others recording a rap music video. she was home for spring break from st. augustine's university in raleigh. it happened in the 4300 block of benning road around 8:30 monday night. the shooter is still on the loose. >> i am forgiving whoever killed my baby, because it's not going to bring her back. but what i am saying, if you're dealing with guns, if you've got a shady lifestyle, i'm going to need to you do something with your life. >> reporter: this is the second shooting death in the family in recent months. her cousin was killed in capitol heights in december. e her parents are saying that they are being helped in their healing process and are

strong. new at 11:00, friends and family are seeking closure in the death of this woman. in march 2011, the human remains of 25 year old erica mainer were found in a dumpster that was on fire at the bay view apartments in woodbridge. the autopsy shows that she was likely dead before the dumpster fire started. if you know anything, call prince william county police. right now, the d.c. council still hearing testimony on whether peter newsham should become the permanent chief of police. more than 80 people signed up to speak. he did testify before the council a few hours ago. he says he's committed to providing fair, constitutional policing to everyone in the district. >> i've gone out of my way in my career to be empathetic. nobody wants to see no victims of violent crime in our c

surveillance cameras show him wearing a mickey mouse tee shirt. he's linked to four robberies in prince georges county and two in the district. in five of these cases he used a gun to commit the crime. and now, your storm team 4 forecast. and that forecast, a warm one. out there right now, unbelievable temperatures. we're still in the 50s and 60s, and temperatures have actually gone up the last two hours. up to 57 degrees. look at this, 68 in morgantown, west virginia. hagerstown still at 58 degrees. that means a very warm day tomorrow. chance of showers this weekend. i'm going to break that dow jones f-- down for you. not a washout at all. but staying on the warmer side through most of the ten-day forecast. most, a lot of 70s.

it's tough to imagine the pain a mother is in tonight. she's the sole survivor of a shooting rampage in her own home. the killer, a man she once trusted. investigators still don't know what went wrong inside their house in waldorf. he killed his 17-year-old daughter and 4-year-old daughter. then he killed himself. his wife was shot too but managed to get out and call for help. police say goodwin didn't have a criminal record or a history of domestic violence. more details tonight on a story that's getting a lot of attention lately. missing girls in d.c. and there's some inaccurate information out there. when we posted the story on twitter, d.c. police and mayor bowser retweeted. the mariyor unva a

frees up firefighters to respond to more emergencies. >> shomari stone explains. >> reporter: as tears fall down robin dickerson's face, she feels helpless in her bathroom. it loo -- bedroom. it looks like a hospital room. she had two knee replacements last november, and they became infected. >> it's like my life's been taken away. >> reporter: she came home about a month ago and says her insurance company won't pay for a nurse's aide. so she called 911 emergency 15 times over the past month when she fell down or needed help to get up her front steps when her husband was at work. >> they had to get in the house and pick me up. >> reporter: fire official kevin hickey says robin is one of 38 people who have repeatedly called 911. >> some people call for stubbed toes. >> reporter: they launched a new

we have more in our nbc washington app. search "emergency resources." dozens of people, dozens of people gathered outside the white house to protest the keystone xl pipeline. this came hours after president trump approved the state department's permit, allowing the project to move forward. the trump administration promises the project will create jobs and help the country's energy costs. opponents say it will hurt the environment. larry hogan vows to veto an education bill. it's called the protect our schools act, and it sets limits for identifying low-performing schools. it prohibits the state from taking a number of actions to reform low-performing schools, including trying to convert them to private charter schools or giving students vouchers for private schools. hogan says the bill gets in the way of improving failing schools. metro's

look at these numbers. really incredible. 62 manassas. look at cumberland, maryland. 72 degrees at 11:00 at night. some of these numbers are warmer than we were today. look at hunting town. no rain now, and most of the weekend is going to be dry. i don't think you'll need the umbrellas, but this is a ridge of high pressure. this storm is moving way up and around. we call it a dirty ridge, though, look at all the cloud cover in the middle. normally under high pressure you get nice blue skies. that's not going to be the case here. look at this temperatures today. chicago, a record-setting 82 degrees. 78 in lexington, 74 atlanta, we hit 63 in the district. so an incredibly warm day, tomorrow even warmer across our region, and we do get to 76. mostly cloudy. an afternoon shower will be possible. best chance will be to the north and west of washington, but still, it is possible. but a nice day. i wouldot

areas came close to 80 degrees tomorrow, especially into parts of northern virginia. how about future weather? not much tonight. here come the clouds i'm talking about. we'll still see sunshine tomorrow, but off and on cloud cover. 2:00 in the afternoon, a lot of cloud cover. these are mid-level clouds. we see a couple showers developing around 5:00, 6:00. if you're out, you may want to take the umbrella, but you shouldn't really need it. these will be very light if they make their way inland at all. by 8:00 sunday morning they're all gone, and sunday afternoon another chance of showers. some of the latest indications on sunday, i'm still going for a high temperature of 66. but some of the latest numbers are in the 50s on sunday, a little back door cold front trying to work in. we'll have the latest on that tomorrow morning. but 76 on saturday. 74 monday and tuesday. a better chance of shower activity both monday and tuesday. so that's something to watch
