temperatures up and down, 70s to 60s, maybe near 80 thursday afternoon, then 60s next weekend. that's the way it looks. >> tom, thanks. all right. time to join for this week's reporter's notebook which is up next. >> in 15 minutes, we'll be right back. good morning, i'm pat lawson news. scores of federal workers in our region are on edge after a memo telling all agencies to submit plans to restructure their work forces. the office of management and budget set a june 30 lt deadline for agencies to submit plans to reduce their civilian staff. this is a smarter, more strategic, more surgical approach to reigning in federal spending. tom sherwood and david culliver are with us this morning. david, talk about the impact in the washington region and why people are so on edge about this. >> good morning, pat. one of the things i noticed as soon as this story was put online on the nbc washington facebook page, it got more than 300 is their shares. clearly folks are concerned as you me
6:15 am
that they're looking at is prince george's county. why prince george's county? well, while they're making these leaner cuts so to speak. they're going to be focussed on state department. dpa, health and human services. sure, you've got employees that live across the region. specifically in prince george's county. telling our megan fitzgerald this past week that he thinks this is going to make the economy worse, not better. his plan of action to work with area governors, congress, and try to do something to stop this. >> tom, this is not a done deal, but the trump administration came in saying we've got to, you know, shrink the size of government. what has to happen first? >> you're correct, about 15% of the federal work force lives in the washington region. and this is like other issues with trump started out to do, they said we're going to have a freeze and stop everything. and then, the details are always much harder. then they find out they really can't stop all the hiring. the government is living, breathing thing, now they're saying to each agent,
6:16 am
can hire people, but you've got to come back with the plan to save money. president trump says there are billions and billions of dollars to be saved. but again, it gets into the details. you can't just go in and say, all right, you're fired, you're out, you're going to work over there. there are union rules, there are management rights, there are all kinds of things. as the trump administration is finding out on foreign and all kinds of issues, running the size of this federal government, the details of the federal government are a lot more difficult than the campaign rhetoric is. >> and all of the agencies aren't being cut to sense and veterans departments will see an increase in their stuff? >> which certainly boeds well for the folks who work in the pentagon or parts of northern virginia. they're seeing as boosting in defense. the bigger concern here is the lack of specifics, the unknowns. and that's what you see being shared. >> that's why people are worried. >> and that's one of the things they're pushing for. they're talking about maximizing performance by june 30th. that's the deadline that's
6:17 am
and then by september, they need to see the federal government with the longer term plan, nobody knows quite what that's going to look like. >> original question, this is just not the trump administration, congress has a huge say in this. barbara in northern virginia, the tenth district, very solid republican. she's very glad that this across the board sfreez gone, but she also says, you're going to have to be very careful when you start eliminating jobs in any particular agency. >> maryland senator chris van hol learn is one of the many speaking out, outraged over the dragging of a passenger off a united airlines plane. van hollen is introducing the customers not cargo act. so he's asking his senate colleagues to sign on to this bill which would address the overbooking issue and require airlines to appropriate incentives before people get on to the plane. why is he getting into it? >> i don't think you can avoid th

been seen hundreds of millions of times, not only in this country, but of course now across asia as well. and people feel like they have to come forward with something. what does this do in specifics? well he says he wants to prvt sufficient incentives, airlines that would be to those passengers to voluntarily get off a plane. ideally do it before they even get on the plane. >> in this case, they offered up to 800 people and dent want to get off. >> that wasn't adequate. then the head of the united airlines apologized. but you know it's very difficult. once you get on the plane -- unless you can make everybody get off. someone said to me, why didn't they announce, we're not taking off until you get out. what complicates this is, the four people they were trying to accommodate were employees of the united airlines. so it just on every level seems
6:19 am
to be a bad public relations move by united airlines and i can't imagine what they did -- i don't to want fly that airline for a while because of this terrible treatment of this one passenger. >> but there'll be some good coming out of this. people will learn their rights and maybe the airlines will have to be more specific about what the rights are. >> that was one of the things the "today" show did a piece this past week with kerry sanders, actually going through what is the terms and conditions that we often check and move on when we're buying the tickets. now people are realizing in more detail what exactly that mieg mean. >> hearing on this type of thing. it's got have address by congressional. it is difficult to manage all these planes, but you have to treat the people humanely. in maryland, the governor signed more than 100 bills on wednesday after the general assembly adjourned. those bills include some of his most important priorities. tom, one of the them is the job's bill. and money for major road, highway, and bridge repairs in every county in the state.
6:20 am
in political context, the governor, republican governor of the blue state of maryland got mostly what he wanted this time. and he even said that, you know, the democrats were trying to tie me to trump and hurt my reelection chances next year and the democrats failed miserably. so he was able to hold off the democrats who controlled the house and the senate to get most what have he wanted to do. one big issue unresolved is very upset is the medical marijuana issue. maryland is dragging behind all of these other states and medical marijuana and they threw out a terribly bad program that's not geographically based. it's not diversified. and so there may have to be a special stoegs address that. >> and issue that's not resolved is paid sick leave. the general assembly passed this. the bill reached the governor's desk, he didn't sign it but didn't detail it. >> my understanding now it stands that businesses are 15 or more employees would get or mandate five d

another issue that comes up with amber's law. that was something i was talking to darcy spencer about, and this is an interesting one in that it would field directly with those victims of sexual assault or some sort of sex crime. and the victims would be able to track those who may have assaulted them and using a smart phone or some sort of device. that person would have to wear a gps monitoring. >> and maryland first in the country to pass a law that says that the federal government cuts planned parenthood funding, maryland will step in and pay the difference. t and let's

6:24 am
hundreds of people in our immediate region are just civilians who die and have no one to care for them and take care of them. there are laws across the country about what happens to the body and often they are just cremated. >> and david, in this case, who pays the costs? who paid for those services in prince william's county? >> some is going to come from the budget of the sheriff's office when it comes to the escort and providing some or so of dignified transport for the remains. missing in america project helps pay for some of this. some of these cases, the deceased may have had property, may have actually had some money or assets and able to recoop some of the loss, but for the most majority, the departments who really look forward to doing this in a way of giving back. >> it's been ten years, but the tragedy's still very painful for students, faculty, and families affected by the massacre at virginia tech. april 15, 2007, student

killed 32 people and wounded 25 others before killing himself. this weekend, friday the university planned what is called a day of remembrance that will in fact spanned several days. >> today, april 16th marks that tenth anniversary and so started on friday as you mentioned and began with a gathering on campus there and they had a memorial walk and run candle light vigils and tonight they will -- to the final exting bishing of the flame down there. julie kerry, she's down there covering several of the events that are going on. what stands out to me about virginia tech though is when you look at where we've come as far as social media and this is shortly after facebook was launched in 2004 and 2005, and came open to the colleges and universities and just university students. that was one of the first moments where you had a massacre and people reaching tout one another through social media, ug

were on campus posting, saying, i'm okay, don't try to contact me, but know that i'm okay. >> that standard when people overseas or wherever, you can let people know that you're all right or something happens. >> i know. >> what other lessons though are there to glean from virginia tech? this is still happening. >> well, whether it virginia tech or sandy hook or charleston or any place, the country is not yet resolved the issue of gun violence of what can be done. such hard competitor issues on the right about the second amendment and on the left about guns are a danger to the country. but we will continue to have the battle wave not yet resolved, president obama said that any number of times he to make a statement to the nation about some horrific tragedies that we need to address this issue. whatever your position is, we need to address it. and that's the lesson is that we haven't learned our lesson. >> word for d.c. council member brandon todd denies
6:27 am
disclosed he's unable to account for more than $100,000 in campaign spending. the delegation spins to replace the mayor. tom, what is todd saying about this? >> the new member of the council, he really didn't need this. but the office of campaign finance went back and looked at his 2015 special election. he was elected mayor in 2014, he took office in january 2015 with and somehow in that short period of time, brandon todd andboyar raised close to $400,000 and got over $100,000 of it. >> what is the mayor saying? anything about it? is there any blowback? >> the mayor selected him to replace her, gave him her full support what have they call the green team campaign group. same people, same treasurer. and todd talking to news 4 this week said look,
6:28 am
find all the documentation, the credit card records and all that stuff, we're going to clear it up. the problem, it shouldn't be a problem to begin with. the council had a number that have gotten in to trouble mixing up federal money, local money, and private money, the campaign money. everybody's surprised that todd allowed this to happen. he's got to clean it up or face some disciplinary issues or possibly if it's bad enough, criminal investigation. if it's not there yet, but it's all open until he cleans up this records. >> all right. on another note. can you tell us what's going to happen, what might happen at st. mary's church with their 100-year-old pipe organ? >> this is 50-year-old church. it dates back to the late 1800s. they have 100-year-old organ. it's worth over a half million dollar, but needs like $300,000 in repairs because of roof leaking water into it and all of that. more than 1,000 pipes. it sounds beautiful, but there's a lot of work
6:29 am
it was the first church in washington. they don't have the money to fix this. they're spending $100 thours to fix their roof. they have a lot of issues there. and people to want save the organ, but they need help. >> that org season playing muse ig right now. . >> the organ is julius tillman who lives in baltimore. he takes the train down every week from baltimore. the train, couple times a week on wednesdays and sunday. he played that since 1973. and michael hart who's a cure rater and actually builds new ones is trying to help them figure out what they're going to do with it. >> we hope they work that out. >> folks can find that story on nbcwashington.com. >> thank you. give you a little plug there. tom sherwood. >> tom sherwood, david culliver. >> thank you both. same to you. thank you for being with us. stay with us news 4 today continues.

coming up on 6:30 here on is thund morning. maryland state police say two people are dead after this crash in the area. it happened just before 11:00 on leonard town road at crackling town road. and this footage, you can just see how bad that crash was. two other adults and one child got hurt. tears and plenty of emotion are expected today on the campus of virginia tech. the school will mark ten years since the mass shooting that killed 32 students and faculty. news 4's julie kerry will be live in blackberg starting at 9:00 this morning with a look at remembrance ceremonies. north korea had an unsuccessful missile launch this morning. the launch happened less than a day after this. what was a huge parade of it's latest missiles and other military hardware. u.s. military says the missile blew up shortly after it took off.
