weederfeld has been working on a proposal. justin finch has more on what we can expect. justin, good morning. >> reporter: eun, good morning. if not today, by weekend, gm paul weederfeld could roll out that plan. he's said before that metro is not currently running a sustainable financial model and per our sources at wtop, he would allow d.c., virginia and maryland to fine-tune a fund-raising plan for their jurisdiction. and metro said consistent funding would lead state and local budgets. that's why metro has called for a dedicated funding plan with that money potentially raising sales tax, property tax or a business tax. now, it's also worth noting here that no major changes can be made to operations without a signoff on participating jurisdictions. we're live o

take a look here, police in pennsylvania say that stephens in that white car, with officers right behind him. he's spotted at a mcdonald's in erie, pennsylvania. state police say employees there tried to stall them while he called 911. after that chase, they say stephens killed himself. a violent explosion rocked oklahoma city 22 years ago today. 168 people were killed including 19 children at the federal building there. this morning, their lives will be honored at a memorial ceremony. housing and urban development secretary ben carson is set to speak at the event. the department lost 35 people in that terrorist explosion. timothy mcveigh was executed for carrying out the bombing and terry nichols is serving his life sentence for conspiracy. it was an e-mail that many people called insensitive and now adidas is apologizing for it. the company e-mailed

but there are areas of mist and drizzle and sprinkles and light rain showers out here now. hit and miss in nature. right along u.s. 15, cutting through the middle of loudoun county. and a few sprinkles and showers towards winchester. they're generally coming off to the east. the air around us is relatively dry. not all of the rain drops are hitting the ground just yet. nonetheless, take your umbrella to be safe. high resolution brings that rain chance sprinkles into the d.c. metro between now and 7:00. 9:00 a.m., hit or miss. by 11:00, lunch hour, things should be drying out a good bit. and in the mountains of west virginia. by 3:30, 4:00, our model is trying to hint. but there could be breaks of sunshine, northern maryland and the shenandoah valley. i don't know how much sunshine in d.c. for tomorrow, sunshine back a

front yard. police can't get too far into the investigation until they know her name. police in manassas has made an arrest in a deadly attack outside of a diner. luis sanchez was taken into custody. sanchez drove an suv to the seen consider guardado was shut sunday morning. well, she was found dead in the hudson river and now the new york police department says that judge sheila abdus-salaam's death is suspicious. abdus-salaam was the first black woman to serve on the new york high skorcourt. she was born and raised right here in d.c. she was found dead last week and investigator, don't know how she died. until they figure that out, they're considering her death as suspicious. the supreme court will hear arguments in what could be one of the most important case of the term. it's a claim

metro has not been going smoothly. >> the general manager could approve a plan to help save the system. news4's justin finch with details on this. justin. >> reporter: aaron, good morning. this could be a major and lasting boost for metro. one that would open a bevy full of cash to keep the system up and running. before, paul wiedefeld called the system as being pretty unsustainable. and that could change with the new plans. our news partners at wtop are reporting he plans to call for creating a funding stream dedicated to metro. and would allow, d.c., maryland and virginia options on how to raise that money. the most likely options appear through taxes of some kind. whether it's business, property or a sales tax. also important to note, that any major changes to metro operations require signoffs from all participating jurisdictions. and if we don't see that plan today, we could see it by the end of this week. aaro

>> justin, thank you. if you're headed downtown for an event like the march for science this weekend you'll need to plan ahead if you want to take metro. the blue, orange and silver line track will be shut down between foggy bottom and federal triangle. this is happening on saturday and sunday. metro will run shuttle buses. this is in addition to the ongoing space track work on the green line. president trump raised $107 million for this inauguration festivities. that's nearly double the previous record set by president obama eight years ago. the trump inaugural committee said the event was, quote, one of the most accessible and affordable in recent history. meanwhile, we're getting to a key milestone for president trump's term in office, his first 100 days. >> as president trump moves towards that marker, he's making changes for health care and tax reform. trie
