community say they're scared. they tell us there's a lot of kids that play around here and they're always at this playground behind me. parents never thought twice about it until sundays. it was during the evening on easter sunday when police say geda was watching kids play on a playground steps away from his apartment. investigators say first he exposed himself to children playing outside. not long after, they say he tried to lure two boys just 8 and 9 years old to his apartment by offering them food and drinks. investigators say he grabbed their wrists but the boys managed to break-free and run for help. she lives in the complex and took these pictures of geeda moments after he was arrested. >> it's sad that these kids can't play because of what's going on in the back of our yards. >> reporter: she's worried about the safety of her kids and others in the neighborhood and hopes that geeda never returns. >> yes, i'm concerned because i don't want him back around here

kids play on the playground every single day. every day. and he lives right in the back of us. >> reporter: police are very concerned that there could be more victims so they're asking parents to have a conversation with their kids. if they suspect that they were harmed by this man they're asking them to contact police right away. jim. >> thanks megan. a sad story with no winners is how some people are describing the death of aaron hernandez. he used to play for the new england patriots. he was found in his jail cell early this morning. jay gray is at the correction center in massachusetts now with more. jay? >> reporter: it's a shocking end to what his former head coach called a traj rick life. hernandez found dead inside his prison cell here just hours before belichick and some of his former teammates celebrated their latest super bowl win at the white house. less than a week after an emotional celebration

charges, former new england patriot aaron hernandez is now dead. found early this morning inside his prison cell after an apparent suicide. >> it was my understanding that he was in solitary confinement. >> reporter: behind bars since 2013 when he was arrested then eventually convicted in the shooting death of his friend and football player owe din lloyd. prison officials say they tried to block his cell from the inside before hanging himself with the bed sheet. >> within a jail cell, it's a more shocking because you would think that there would be people paying attention, watching what's happening. >> reporter: his family and legal team say they're shocked and surprised by his death ashl as hernandez began the appeal of his murder conviction. his attorney in a written statement saying, aaron was looking forward to an opportunity for a second chance to prove his innocence. hernandez played his last game as a patriot in 2013.

teammates were at the white house celebrating their super bowl championship. >> sad story with a sad ending and really no winners. >> reporter: tonight his attorneys are calling for a transparent and thorough investigation into hernandez's death. and prison officials do say that their investigation into the circumstances surrounding hernandez's death is continuing right now. doreen. >> thank you, jay. we're hearing from bill o'reilly tonight on the sex assault allegations that drove him off of the fox news channel today. he just released a statement saying that it is in his words, tremendously disheartening that he and fox are parting ways due to what he calls completely unfounded claim. the o'reilly factor has been a fox flagship for 20 years. his downfall began april 1st. the "the new york times" reported o'reilly and fox news have paid nearly

settle harassment complaints from five women. o'reilly's ratings remained high but dozens of advertisers abandoned the show. fox news channel parent company announced o'reilly's departure. >> we asked you on our nbc washington facebook page if you agree with fox news channel decision to part ways with bill o'reilly and so far most of you say you support the network's decision to cut ties with the long time host. >> a significant foreign policy development to report tonight. late this afternoon, secretary of state rex tillerson issued a stern warning to iran. he said president trump's administration is rethinking the nuclear deal, especially in light of a long list of what tillerson called provocative actions. blayne alexander is on capitol hill now with our report. >> and jim, this is just the latest in a string of foreign policy decisions by a president who is still within his first 100 days of

the secret service says no additional barriers will be installed. right now as the news4 i-team first reported they're in the process of adding security, new fencing to the north side of the white house. planning to build a higher fence with a higher base in an attempt to keep jumpers off white house property, doreen. >> thank you, scott. president trump's job approval rating climbed this week although it's still in negative territory. the university just released a new poll say 40% approve of the job mr. trump is doing while 56% say they do into the proved. two weeks ago mr. trump's approval rating was five points lower. mr. trump's numbers appear to have been helped by his decision to order missile strikes after the chemical attack on civilians in syria. american voters support the strike by a two to one margin.

compared to 31% who do not think it was the right move. most polls have a margin of area of plus or minus 3 percentage points. >> looking at weather now. we're all concerned about all this pollen out here. doug tells us that might be a problem that's about to go away, right doug? >> that's right. especially coming up later this weekend when we have a lot of rain in store for at least part of the weekend. today we saw a couple of showers. temperatures below average and below where they were yesterday. yesterday into the 70s, today only in the 60s. 61 in hagerstown. look at roanoke only 568 degrees. back to the west thoerks, temperatures close to 80 and those 80 degrees temperatures will move our way tomorrow. what else we're going to be seeing, some shower activity across our region today. most of that out of here but i'm tracking showers and thunderstorms right around cleveland. these are going to move down across and into our region during the morning hours tomorrow. so much warmer tomorrow with a chance for some showers, maybe even a

april 19th 1995, the nation was horrified by the deadly act of domestic terrorism in u.s. history. a truck bomb exploded at the alfred b. murray building in oklahoma city. 168 people were killed that day. 19 were children. timothy mcveigh was executed for the attack today as they have every year since that bombing 22 years ago. people in oklahoma city held a remembrance ceremony. 35 of the victims worked for the housing and urban development. today the current hud secretary dr. ben carson spoke at the service. >> timothy mcveigh a

because of the fiery wako standoff that ended on that date two years earlier. it was back in february of 1993 that federal authorities attempted to raid a ranch in texas looking for alleges weapons violation by a religious group known as the branch davidians. a gun battle erupted, four federal agents and six branch davidians were killed. on april 19th, the fbi launched an assault in an effort to end a 51 day standoff. a massive fire broke out possibly set by the branch davidians themselves. 76 people were killed including the leader of their group. >> a few thousand high school students in louden county took class outside today. >> their subject was suicide prevention. david culver joined some of them and explained why one's

>> reporter: a path gym wood grove high school students going for a midday walk. >> i'm walking, it's cold outside but i'm walking for a purpose. >> reporter: for some walking for a certain anxiety written on a piece of paper. what do you think stresses people out today? >> i think the main thing is school. all the work and everything that gets piled on. every year in high school there's a major jump in work and stress but then there's also things like sports, friends, relationships, so i think everything just piles up and just gets too much for some people. >> reporter: it was all too much for ryan bartel. 2014 he took his own life during his senior year at wood drove. >> it's absolutely his legacy. we want to make sure he's never forgotten. >> reporter: following the students lead

this effort and you can go on the walk from a student's perspective, just open the nbc washington app and search "suicide prevention". >> several religious group got together to rally outside the supreme court today. the justices heard oral arguments in a case from missouri that pits a lutheran church against the state. the court will decide whether states can prohibit spending tax dollars to support churches. this began when trinity lutheran church applied for money from a state program that fixes playgrounds. officials in missouri rejected the claim. officials at trinity say the decision infringes on their religious liberty. >> first on news4, changes within the d.c. police force that you may notice. >> we broke this story on twitter. the police chief laying out exactly what to expect. >> reporter: zack police respond ll

across the city. the new plan by new chief roughly divides the city in half with a new patrol chief in the south and north sections of the district. >> the division of labor was close enough. it's almost 50/50 so i think that was a logical place to draw the boundary. it'll give the community more direct access. >> we need more police presence in the community. this is the only way you're going to bridge that gap between the residents and the police officers. >> reporter: retiring assistant chief diane grooms under the new plan beginning sunday lamar green will oversee the north district and robert conti the south. both officers native of the districts and veteran police officers. >> one of the things we want to continue on doing is just continue to build those relationships with the community. >> repor

community meetings will be held next week to introduce the new system of patrol commands. in the district tom sherwood, news4. >> and update tonight on the health of former president george h.w. bush. his recovering in a hospital in houston, texas. the president is feeling better but that he'll stay at the hospital again tonight. bad cough kept him from sleeping well last week and mr. bush was admitted to the houston methodist hospital on friday. he is 92 years old now. he was in that same hospital in january battling another case of pneumonia. >> we're keeping an eye on the radar this evening. doug's tracking some showers and even some storms that are on the way. >> reporter: there are countless abandoned, vacant and foreclosed properties in

you know what? the pollen, you mentioned that it's been so high. when i say so high, sunday was the peak and it's been the highest since four years. if you're a pollen sufferer or allergy sufferer. out there right now plenty of cloud cover across our region and we've seen some showers at times. no rain right now and not a bad evening but again it's a little cool for this time of year. if this was last month and we're talking 62 at night this is a rather nice night. temperatures around -- winds out of the south at about 7-mile-per-hour. much cooler down to the south. charlottesville only 57 right now and most of the showers are out of here and it will stay there for the next 12 hours or so. we've seen the clouds and again some showers rolling on through. most of them very light. i'm tracking this system right here

thunderstorms here. some severe weather now into portions of ohio, around cleveland. this whole area will migrate down to our region and it'll be here by early tomorrow morning. something else coming our way, nice warm temperatures. 49 in new york but look what's coming. 80 in lexington. these are the numbers we'll move into the day tomorrow and on friday. temperatures in the upper 70s. i mention that rain up to the north. here it is. watch it, it moves our way and then gets here right around 7:00, 8:00, 9:00 tomorrow. we could see some wet roadways out there. some heavier downpours. notice where they are just to the west of i-95 around 8:00 coming through the area and we get a little bit of a break. the more sunshine we get the better chance for more showers and maybe even a couple rum bells of thunder during the afternoon hour. not a washout at all and most of the area stays dry for most of the afternoon. a good ideao

>> announcer: you're watching news4 at 6:00. >> first at 6:30. the future of i-270. one of the busiest and most congested highways in our region. >> we heard details of a multi-million dollar plan and when construction will begin. chris gordon is along 270 with a look at how long it's going to take to see benefits of the project. chris? >> reporter: gym and doreen, engineers literally just got the green light for this project. they're designing an automated smart system that features realtime traffic sign and they're going to add an express lain to break up one of the biggest bottle necks. >> sometimes i-270 can seem like a nightmare. >> right where 495 and 270 come together it's impossible during rush hour. >> reporter: what do you do about it? >> i drive around other ways if

>> reporter: relief is coming. today maryland governor larry hogan unvaild the state's $100 million plan to relief congestion. the state will add express lanes, install traffic signals at entrance ramps and build a new interchange at watkins mill road to serve gaithersburg. the governor acknowledges that more needs to be done to fix all the problems with 270. but he says the state is spending as much as it can right now. >> this is an immediate solution that perhaps a matter of months can cut a half hour off your drive time. >> reporter: montgomery county says the $100 million investment say good start. >> we need traffic relief now and this plan starts to relieve the traffic. >> construction on i-270 improvements could begin by late summer or fall. >> some of them are several months. things like signals are much quicker but you should start seeing

this time next year. >> reporter: the amalgated transit union wants to play a part in transportation planning. >> with designated bus lanes, there are smarter solutions to transportation as well and we'd like to be a part of that process. >> reporter: drivers will be getting 23 new lane miles and intelligence signaling designed to keep traffic flowing. that's the latest along i-270. back to you. >> getting to virginia from downtown d.c. is about to get a whole lot easier. after two years of construction and detours the massachusetts avenue ramp to 395 southbound will open on saturday. that new ramp will allow traffic to drive directly on to the highway instead of using the third street ramp. this is good news for people going east but those driving westbound on massachusetts avenue will see new delays. it's all part of that capital crossing pro t

2019. >> there's a push in montgomery and prince george's countys to do something about zombie foreclosures. they are foreclosed and neglected properties often in dis repair. residents say they're driving down their property value. news4 darcy spencer is talking with homeowners. >> reporter: neighbors say no one has lived in this house for years. they haven't seen the owner in sometime. they've grown frustrated as the house has continued to deteriorate. no one is there to fix it. >> the house has been abandoned for at least a decade. and it's just crumbling and following apart and it's hard to get the owner to respond because we don't know where she's gone. >> reporter: montgomery county councilmember is trying to deal with vacant and abandoned properties and properties in foreclosure. he proposed legislation that just passed the council that allows the county to fined hedge

mortgages up to a thousand dollars a day if they don't register with the state. >> their targets for arson and fires. utility problems. there's drug parties that go on in some of these. there's also crime associated with vacant properties left to rot. >> reporter: the county is going after vacant property owners with threats of big fines if they don't make improvements. this is another house in silver spring that neighbors say hasn't been lived in in some time. they support the county taking action. >> that house has been an eyesore for a very long time and it makes the neighborhood look bad. >> reporter: here in prince george's county they're also dealing with vacant, abandoned and foreclosed properties. the council is mrs. taken action to hold banks accountable counsel member is proposing a package of bills to go after banks and others to better maintain zombie foreclosures. >> it's not a complete foreclosure but the form homeown

limbo. >> reporter: in prince george's county, darcy spencer. >> utah congressman jason chaffetz is not running for reelection. he is a republican. he's also the chairman of the powerful house oversight and government reform committee. he doggedly pursued investigations of hillary clinton but has been less inclined to investigate president trump's conflicts of interest. he plans to return to the private sector and may run for public office in the future but not in 2018. chairman chaffetz has had a direct impact on people here in the district. he led the congressional challenge against d.c.'s death with dignity assisted suicide law. back in january he said he was sympathetic to the district's lack of full representation in congress. the fix he suggested is to retro cede or transfer the residential areas of the district into maryland. chaffetz has also been the driving force between a resolution that asserts it is unnecessary to

agencies in the district. he and other republicans have argued this economic benefits associated with government jobs should be spread around the country. >> good news for seafood lovers, there's a lot -- about to be a lot of blue crabs in the chesapeake bay. marine officials told us today that they're seeing a record number of female crabs. the highest ever in the 28 years they've been surveying the population. you might remember there was so few female crabs back in 2014 that officials enacted harvesting caps to protect the crabs. this year's harvest should be quite substantial. >> listen to this, nasa says an astroid is closer to earth right now than any other time in the last 400 years. we'll tell you how close it could get. >> also the battle over balcony banners at take d.c. apartment building got so much attention on line that the builders owners are reacting in a big

but i guess it's not going to happen which is disappointing. >> residents have until may 1st to take the signs down or risk fines or eviction. management declined to comment. >> we're happy about that. nasa says there is a huge astroid speeding by earth right now and it's close enough that you just might be able to see it if you've got a really good telescope. nasa's radar picked up these grainy images earlier today. it's 2,000 feet wide. if it hit us it would leave a crater more than 6 miles wide and that doesn't even begin to talk about the problems that come from that. nasa says it will not hit us, but it is very close by astronomical standards at roughly 1.1 million miles away.

businesses. an investigation by scott macfarlane and our news4 i-team. reveals a fast rising number of bars and restaurants that say they're the punching bags on fight night. >> reporter: when derek williams and his wife opened their first restaurant called infused they face aid lot of hurdles. >> our property is very small. >> reporter: but he says they never expected this kind of challenger, a battle that started with a letter in the mail. >> i was being sued for $50,000. >> reporter: did that figure just jump out at you, the dollar figure and the lawsuit even jumped more. >> reporter: sued for allegedly showing a floyd/may weather fight. >> you pay about $100 and turn on the tv. >> reporter: if you want to show it at a bar and show a crowd you must pay

investigator sat inside his restaurant too taking notes according to an affidavit she filed saying she saw the fight on six screens so a crowd of 135 people even wrote down the license plates of the cars outside. she worked for attorneys for joe gagliardi and his company jay and jay sports companies which owns the licensing right of those fights. >> we've got to protect the customers. >> reporter: and sues restaurant owners who show the fights. they say you were showing the fights at night? >> absolutely night. didn't have any kind of fight whatsoever and didn't really know who the people were. >> reporter: they only tell one side of a story. their side. and they know their caught. >> reporter: the restaurant's he sues often deny the accusations so his attorneys have a network of undercover investigators nationwide who often record videos from

this one at a california bar jay and jay sued. >> still people denied that they showed the fight. >> reporter: attorneys for the businesses jay and jay sports production sued takes deep pocketed heavyweight beating up on lightweights tiny restaurants to fight a long federal court battle. restaurants that can be jabbed into settling the suits for quick cash. says it's manager walter. >> how bad is $150,000 lawsuit. >> killing us. >> reporter: court records show they settled for an undisclosed amount. the i-team found more than 100 suits filed by jay and jay against bars and restaurants in maryland alone since 2009 and found nearly all of them were against restaurants or bars in either prince george's county, silver spring or baltimore. even though only 25% of maryland's restaurants

those areas. suits reviewed by the i-team show a wide range of local businesses accused not just traditional sports bar. the fights were being showed on tv that were just 20 inches away. it was being shown at an art gal requirement in another coffee shop. derek williams said suit could cripple his restaurant. if he was showing the fight without paying, why didn't jay and jay's investigator tell him to turn it off. >> they just sued me. no communication whatsoever. >> reporter: no warnings? >> no warnings. >> reporter: no heads up you can't show this? >> no heads up. >> reporter: we found hundreds of these lawsuits and a tiny handful only ever go to trial. they are handled by one small law firm in baltimore which declined to comment. you can read more about this story including in spanish at nbc in
