in just the past hour, new information in metro's general manager. the plan he's laying out could make a dramatic difference. a live look at the u.s. capitol at noon today. a group will be handing out joints. the message the group wants congress to see and hear. temperatures are warming up. here's a nice look outside. we do have some more rain in the forecast though for later on this afternoon, everyon the cha for thunderstorms. i'll show you the timing of that coming up. good morning.

news4 midday. metro needs even more money to keep the system up and running for the next decade. >> the breakdown looks a bit like this. metro wants $15.5 billion over the next ten years. that's 1.5 billion a year. it also wants dedicated funding to the tune of 500 million every year. for d.c. and virginia, you'll likely pay some kind of tax. the cap increases at 3% a year. just a few minutes ago, wiedefeld was asked if he thinks this proposal will become a reality. he says he remains positive. >> the system cannot fail. we've got to get this right. the future of this region is dependent upon it, and we have to do what it takes to get there. >> for workers, wiedefeld wants changes

let's turn to the weather now. a much warmer day ahead after some morning rain. sun's out. >> you see on the right hand side of your screen temperatures close to 70 degrees. as we go through the rest of the afternoon, we're talking about temperatures in the low 80s. currently 68 degrees in the district. we had that morning rain, but now those clouds starting to clear out for part of the area. as we go into the afternoon, 80s return, low 80s. then we see a bit of a dip by about 5:00 p.m. that's because we also expect scattered showers, maybe even some thunderstorms. right now we're nice and dry. off to our west, you still notice some showers flaring up. we're still in this unsettled weather pattern. more rain though as we go into yourwe

forecast coming up. a metro car is getting transformed, and there's a chance you can see it again in montgomery county. a sculptor is returning the retired car into benches and industrial art. we are live at his warehouse in brookville, maryland. what does it look like? >> reporter: this is really a cool project. just take a look behind me here. we've been hearing for sometime about how the metro is decommissioning the 4,000 series rail cars. five squares development has teamed up with new york artists and they are literally slicing up an 80,000-pound metro rail car. take a look at the video of some of the work they're doing here. they're going to turn some pieces of the main body of the car into

they're slicing the car up into seven different directions. then they'll be using pretty much everything they can. the goal is to recycle and reuse as much as possible. they'll take the shell of the car and make those kiosks. they'll be taking the seats and the benches we're familiar with. those will be outdoor seating. >> it's art. it's sculpture. it's entertaining the public. it's recycling. it's bringing back history. when you walk into one of these cars, you just get a feeling of going back in time. >> reporter: and the old rail car, where will it be found? you'll see it at the grove metro station.

november. authorities are investigating an alleged stalker who they say turned up at malia obama's workplace in manhattan on three separate occasions this month alone. our sister station wnbc cite law enforcement sources saying the man had a sign with a marriage proposal. he was turned over to the hospital for a psychological evaluation. the secret service is not commenting at this time. it is april 20th or 4/20. this year marijuana supporters are taking their call for legalization directly to capitol hill. advocates for legalized pot plan to hand out free joints to members of congress and congressional staffers. it's part of a protest that starts in just about an hour against federal

states that have legalized marijuana use. it will take place at first street and constitutional avenue northeast. former president george h.w. bush is still in a houston hospital this morning, but he could be heading home soon. he is recovering from a mild case of pneumonia. bush is regaining his strength and his spirit. you might remember that bush spent 16 days in the hospital for treatment of pneumonia back in january. today a multimillion dollar project to repair or reconstruct eight alleys in d.c. gets under way. we have video from last year's alleypalooza. those sustainable materials will capture and filter storm water runoff before polluting rivers and streams. it will take about eight weeks to complete. his murder dominated the news in recent days. we're going to show you the new tribute to the 74-year-old whose

wants his murder conviction overturned because the appeals process wasn't done, but the mother of the victim, odin lloyd, is pushing forward with a wrongful death lawsuit. all that's left to decide is the amount of damages that should be awarded to the family. maryland's emergency management agency is partnering up with a popular app. it will announce details of its affiliation with nextdoor. it's helped people across maryland, d.c., and virginia provide information to their neighbors about safety concerns. lots of other cool stuff you can do there as well. it's even helped police solve a couple of crimes. maryland will be the first state to connect its emergency management agency with the app. well, there's a push in montgomery and prince george's county to do something about zombie

seminars. mr. trump never admitted any wrongdoing. juan manuel says back in february he was arrested and deported from a southern california city for no reason. when he tried to reenter the country again, he was deported back to mexico again. he has dhaak daca status. in an interview overnight, his lawyer wouldn't respond to the flap over the judge, but stressed her client will be vindicated. >> to this day, he doesn't understand why he was deported even though he had permission to be in the country. >> reporter: a case that's a leag legal flash point. >> how did judge curiel wind up

known dreamer to get deported? according to california southern district court, it was random. simply the luck of the draw. bill o'reilly out at fox news. the network's parent company announced the decision yesterday. it comes after five women had been paid $13 million in settlements involving sexual harassment claims against o'reilly. dozens of advertisers drop their commercials from his show. mr. o'reilly released a statement yesterday reading in part, quote, it is tremendously disheartening that we part ways due to completely unfounded claims. a memorial service planned tomorrow to remember specialist jeremy tomlin. the 22-year-old died in a military helicopter crash in st. mary's county monday. he grew up in chapel hill, tennessee, and his mother said he always knew

right now in the district the police are looking for the same man in two separate sexual assault cases. the first happened just before 10:00 in the morning. that was on april 6th. police say a woman was groped by a man twice. that second incident happened a week later on 34th street around 6:30 in the morning. in this case the woman said the man had a knife. the description of the suspect is similar in both cases. he was wearing a black jacket with green on the sleeves. now police are also looking for information from parents in montgomery county after a man tried to abduct two boys from a playground and exposed himself to a young girl. on easter sunday, montgomery county police say he tried to pull the boys into his apartment in white oak. they were able to get away, but that happened after police say he exposed himself to a teen girl.

person was able to talk my son into texting. >> reporter: this mom, who does not want to be identified to protect her son, says the chat filters which were able to block curse words couldn't stop the man from sending his phone number. for one month, they sent each other thousands of text messages. >> texts with this person were very dark and sexual and violent. >> reporter: because her son deleted all the messages, she couldn't read them right away, but through a private investigator they recovered many of them and they were able to trace his phone number. >> the person told him he was 15. he was a 56-year-old man in virginia. >> reporter: after the texts were discovered, the boy contacted his so-called friend to warn him. his friend wrote, if they want to clear up the whole predator thing, they only need to call.
