now on midday the clock is ticking for congress to pass a budget to avoid a government shutdown. >> lawmakers saying they're heading in the right direction. a man lost his life in an early morning fire at this condo unit. i just spoke with the neighbor who said she heard the fire alarms and called 911. and we have rain on the radar, even more rain on the way as we go through the day. news 4 midday starts now. thank you for joining us this morning. i'm aaron

>> and i'm melissa mola. we'll see the sun as we go through part of your day tomorrow. quite a bit shower activity on it currently. you see the green, where we have the lighter rain. we're looking down 95 toward fredericsburg. the yellow, more moderate rainfall. mostly the light rain in parts of virginia and loudon county, and across 66. if you take a wider view, lot of this moisture coming in from the atlantic. as we go through the rest of the day today you can expect the showers to stay in the forecast. 2:00 p.m., pretty widespread rain around 5:00. some of this could start to tapper off. overall a chilly day. summerlike temperatures straight ahead. the apartment fire where a man was found dead in prince

we're live at the scene on sherbrook circle. >> yes, there are many questions still unanswered about what happened in unit 202 here this morning. now, a resident who lived just below told me a few moments ago that an investigator asked him if he heard gun shots last night. and we have found blood stains in the hallway here and on the steps leading out. that resident told me he didn't hear gunshots, only the fire alarm. at first glance, it doesn't look like a fire broke out inside the second floor unit at these condos in lake ridge. this woman said she heard the fire alarm sound. >> at 1:00 in the morning we heard a fire alarm go off and everybody on my level came out to see what was going on and we

pretty quick. they were able to recognize the fire and get things going. >> reporter: she didn't see the fire but smelled smoke in the ha hallway. a man found unconscious inside. katie moved in here a couple months ago. she didn't know the man. >> my prayers are with the family. >> reporter: fire investigators look for clues in this death investigation and fire coming through every piece of evidence and gather what they can with the ck-9 units. >> we saw the police officer leave here just before we came on the air here and at this point, all they're saying is this a death investigation. the victim has been taken to the medical examiner's office, once his identity is confirmed, the next of kin notified they'll release his name.

>> thank you, molette. firefighters are still on the scene at the fire in college park. more on what's next for the response and the investigation. >> reporter: the fire response continues here at the 427 development. firefighters continuing to douse hot spots and potential flare-up points from above. and they've been doing that throughout the overnight and into the morning. the response now entering a second day on the ground. perhaps you can see, heavily scorched wood framing. we're told that's part of a potential problem here, all the water damage, fire damage, this largely wood interior puts this building at risk of a potential collapse. throughout the morning, we have seen the firefighters do outside site surveys and pointing o

building here set to open at some point this summer. but fire officials saying this is on track to be one of their largest fire responses in county history. the damage here closing in to $40 million. now, down here on the scene, this area where the development continues to be closed this morning as fire crews continue to assess and knock out potential hot spots here at this development. we know in the immediate area there were some evacuations but many of those people have returned to their homes. no major injuries to report. inspectors will be here to continue their investigation into the cause of this fire. i'm justin finch, news 4. >> all right, thanks, justin. while

there was a drone. now this man was charged with flying into restricted air space. he flew his drone into the flight of a police helicopter. fortunately the pilot was able to avoid the drone and no one was hurt. this electrical fire in ft. washington was an accident. sunday morning at the glen rock landing apartments. no one was seriously hurt here. . but 30 people lost their homes. the prince george's county fire department said there's about $250,000 in damages here. he's accused of going on a dangerous shooting spree in maryland last year, today he's expected to plead guilty. the state says that was before he killed two others at a mall and a grocery store in montgomery county.

first-degree murder there. lawmakers could be getting closer to avoiding a government shutdown. it comes after president trump appears to be backing away from his demand of money for the border wall news 4's tracey potts has the details. >> reporter: a white house official tells nbc that president trump will drop his demand for $1 billion now to build a border wall with mexico and deal with that during the regular budget process this fall to prevent a government shutdown friday. >> we feel very confident that the government isn't going to shut down. >> reporter: democrats oppose the wall and key republicans are skeptical. >> at 2200 mile wall doesn't make a lot of sense. >> reporter: with no down payment on the wall president trump approaches his 100th day without a big win. the white house is turning to plan b, health care, although final action is

plus a major announcement on tax reform tomorrow. analysis cysts said that president trump is e treating it like a reality show. his approval rating 40%. a record low this early in the presidency. that came from our nbc wall street journal poll which also showed the president still has a strong base of support. tracey potts, nbc news, washington. >> that poll looks at several can key issues facing the country right now. starting with health care, half of americans said they have little or no confidence that gop efforts to repeal the affordable care act would be better. still 47% believe the law

including police. record breaking rain in north carolina caused damage and power outages. take a look at that. more than 5 inches of rain fell at raleigh-durham airport. it was all caused by storms that moved into the region starting sunday. a flood watch remains in effect for many counties and more than 13,000 people are still without power there. >> thankfully nothing like that happening in this area. >> a look at the forecast now. >> we have seen rain again today. still a cool day. heavy rain in north carolina we were watching it this morning. the good news is that heavy rain while still moving through the state of north carolina it's staying farther to our south. we're looking at that, the radar showing waves of light to moderate rain, yellow is the moderate .

emton john is cancelling his shows at caesars palace in las vegas through the end of may after picking up an unusual b k bacterial infection. he became violently ill from the flight chile. he's expected to resume his schedule in june. an autopsy of erin moran showed she probably died of stage 4 cancer. they say she quote, likely succumbed to stage 4 cancer. they didn't say what type of cancer she had. moran was 56 years old. samsung tries again with its latest release. details in this morning's business repo
