let's start with a big story. president trump revealing the tax reform plan today. how is it going to change the way you calculate your returns? we have full coverage with peter alexander at the white house. peter, good morning. >> reporter: good morning. white house aides say today's reveal will be more of a rough draft, an outline of tax priorities and principles. the treasury secretary also the president's top economic adviser expected to roll out the details this afternoon. the proposed slashing of the business tax rates to 15%. that applies to big corporations, small businesses, even to real estate firms like trump's. aides this morning say the plan is also going to include a increase in deductions americans can claim going higher than the $7300 standard and $12,600 for couples. also noted, removing the tax br f

retirement plans. this morning critics are pouncing on the fact that the public has yet to see the president's own tax returns questioning how president trump would stand to benefit from his own plan. >> all right. peter, thank you. what is the bottom line for you, the market? jim kramer is the host of "mad money". jim, good to see you. let's start with the individual. the proposal looks to be the increase in the standard deduction. is that good for the economy? >> i think it is. people have more money in their pocket, it tends to mean they'll spend more. it's good news, and it would make it so our tax returns easier to make out. >> there's the question of paying for it. already we're seeing some proposals floated. maybe reducing how much you can deduct from your 401 k, perhaps cushing the mortgage deduction. >> i think

something that americans would hate. it's just the best way we save. why would you take that away? >> i guess the idea is what revenue is going down and you have to make up for it somewhere. >> later on in life you would do well. this is the great tax break, so let's save money. i think people would not regard it as a tax break because it wouldn't happen up front. >> the biggest break in terms of business goes to business. right now the corporate tax rate is 35%. slashing it to 15%. do most corporations pay 35%? >> no. the average is about 19% in f. t a lot of retailers, and several industrialers that are big winners, but no. >> the idea is corporations have more money in their pockets so they plow it back into the economy and create more jobs. is that likely to happen? >> i think many of them would buy back more stock and increase dividends.

some job creation. there would be businesses that want to do business here and not overseas. we're not competitive. it's a good idea. >> we're talking about a huge tax cut, and the question is how you pay for it if at all. if you don't pay for it, in other words, if you don't raise spending or taxes somewhere else, you go into deficit spending. does that bother you? >> i have kids. anybody who has kids or grandchildren, yes, it's going to fall on them. i believe if we repatriot the assets from overseas, we get a one-time gain that might be able to make it so the president gets something through. it's viegts we lower our corporate taxes, but we don't want to blow a hole in the deficit. >> thank you, jim. thank you, jim. there are some new issues. the white house plans to cut funding for so-called sanctuary cities.

done fighting after it's taken a hit from a judge. >> reporter: good morning. president trump is lashing out at the latest court to block him tweeting just moments ago first the ninth circuit rules against the ban, and now it hits again on sanctuary cities. both ridiculous rulings. see you in the supreme court. it is yet another controversy with that 100-day benchmark looming. this morning the trump administration is reeling after being dealt a major blow by another federal judge. this time over the white house withholding federal funds from so-called sanctuary cities. where they limit police cooperation with immigration authorities. the judge out of san francisco calling the the president's january 25th executive order unconstitutional. late tuesday the white house fired back. the chief of staff saying it's the ninth circuit going bananas adding we'll

court at some point. this is the third immigration order stopped by federal courts in the president's first 100 days. as that deadline approaches, a new cloud of controversy over ousted national security adviser michael flynn now facing scrutiny over his foreign business dealings. >> personally, i see no data to support the notion that general flynn complied with the law. the house oversight committee says by flynn not disclosing that in 2015 he was paid nearly $34,000 to attend this dinner. and his firm was paid more than half a million to lobby for the turkish government. before and after it happened, not good enough for congressional leaders. they're also questioning the white house this morning

turning over information about flynn's business ties to congress. >> the white house has refused to provide this committee with a single piece of paper in response to our bipartisan requests and that is unacceptable. >> reporter: but the white house insists the obama administration was responsible for most of the requested documents including flynn's security clearance. >> right now to ask the white house to produce documents that were not in the possession of the white house is ridiculous. >> reporter: the latest questions about flynn adding another layer to the investigation into russia's mettling in the u.s. election. a meeting here at the white house. all u.s. senators invited to get briefed by top officials about the latest developments out of north korea tonight. >> all right. kristen welker, thank you. ivanka trump is wrapping up her first official overseas trip as a member of her father's administration.

north korea. the u.s. military has now started moving parts of an anti-missile defense system to a deployment site in south korea. the move triggered protests by hundreds of local residents. also today the u.s. and south korean militaries held a combined firing drill featuring dozens of tanks and fighter jets. that exercise coming a day after north korea held its own major live fire drill. now to troubling findings when it comes to your safety on the nation's roads. a report just out this morning. raising alarms now about drugged driving. miguel almaguer with that story. >> reporter: good morning. the research compiled shows a disturbing trend. fatal accidents on the road now involve more drivers using drugs than alcohol. the problem is only getting worse. the numbers are sobering. they call it drugged driving. and ad

this morning, in 2015 drugs were present in 43% of fatally injured drivers. >> for the first time, there are more dead drivers showing positive for drugs than for alcohol. >> reporter: while the study includes all category of drugs, both illegal and prescription, the numbers are especially concerning say experts in the 29 states in washington d.c. where at least some form of marijuana is now legalized. mary knows those statistics have real people attached to them. her son was killed in 2015 by a driver high on medical marijuana. >> there is no corresponding attention being paid to the consequences of the fact that we've chosen as a society to legalize marijuana. >> reporter: the study found with drivers combining substances, the danger on the road may be more prevalent. nea
