tomorrow. i have new information on timing and impact coming up in the forecast. >> reporter: live in largo, police released the name of a man who died in a motorcycle crash tonight. a live report. and we got news just trickling into the news room. congress has struck a trillion-dollar deal to avert a government shutdown. news 4 at 11:00 starts now. off the top at 11:00, tornados or flooding kills at least 12 people in the south and midwest, and the word is that number could rise. looking here at just some of the damage left behind in texas. >> i don't know how we got out of the house. >> here in missouri, the flooding, that's the main issue there, rushing water sweeping away one car, drowning a woman, and the flooding closed major highways in this state and others. as part of the system that caused

it's headed our way. thank you for joining us tonight. >> we have a lot to be concerned about here. facing a storm team 4 weather alert tomorrow. >> amelia has what's the biggest threat we face tomorrow. >> look at the impact map here as we look to tomorrow, we are dry in the morning, midday, and potentially even the afternoon hours, but that line of thunderstorms moves through the area during the evening, mainly between 7:00 p.m. and midnight. biggest concerns here is gusty, damaging winds. thankfully, the weather we are talking about in other parts of the country are not as strong in any sense in our area, but, again, we have a moderate to high risk for damaging wind. the next threat i see is heavy rainfall, but any rain moves through quickly that flash needing is a low concern, but can't rule out hail or isolated weak tornado. take a look. this is the system on the storm team 4 radar. this is storm reports from today

this is winds, flooding, and reports of tornados, and, still, even at this hour, a blizzard warning in effect for parts of western kansas overnight tonight, they could see 6-14 inches of snow there. winter weather to summer weather all with the same storm system, and reports of severe thunderstorms triggering heavy flooding over the weekend as nbc's jay gray shows us the same storms, again, spawning tornados, leaving more than a dozen people dead. >> reporter: look at this thing. a monster tornado. one of more than a dozen to strike this weekend in a storm system. that in other areas deliver the flooding rains, soaking and swallowing entire communities. >> the power of water is something people underestimate, and so it is scary, you know, when it's taking people's homes. >> reporter: and taking lives. the storms claimed more than a dozen victims across 16 states. >>

on the ramp to central avenue. police are telling us 32-year-old of washington lost control of his bike, skidded, hit the guardrail, and then went off the roadway, and it happened just before 7:00 this evening. he was taken to the hospital where he was later pronounced dead. his family has been notified. now, the ramp here was closed for a couple hours. everything has been reopened. now, police are also telling me that he was out riding with a group of other people on motorcycles, but no other bikes were involved. now, again, police say they are seeing more of these sorts of accidents involving motorcycles and are warning drivers as well as people on motorcycles, de definitely be safe and watch your speed. >> thank you. to the district now where police look for two teenage girls who disappeared this weekend. officers say they hope you'll recognize their pictures. take a look here. this is baya

on clay street. this picture is williams, 16, and police say the teen was seen yesterday on cald place in southern avenue and southeast d.c. we track missing teen cases like this in the district, and there's an updated map with all 14 of the current cases in our d.c. -- our nbc washington app, search "missing teens map" there. new at 11:00, tacoma police say a man walked to the hospital after changing his mind to be committed for evaluation. police say he ran over an officer's foot. fortunately, the officer is okay, and police caught up with the man in a home in northwest d.c. man could be charged with assault on an officer and eluding police. well, he escaped from police custody friday, and tonight inmate did

the lamb. police are working with the u.s. service and state police to find him. he's serving time for attempted murder. if he's seen, call 911. new tonight, a man and woman are behind bars charged in the series of seemingly random shootings. one man died, three other people hurt. police in l.a. say the violence spread in several cities yesterday afternoon when the couple carjacked a green suv. anthony espinosa, a victim, you see where a bullet went through the back of the headrest. >> scary to think if i were driving a mile an hour slower or faster, that would have been in my neck. >> police arrested the suspects early this morning after reports of another shooting at a motel. officers are working to determine a motive for the violation. we now know the name of the man who police say intentionally hit a police officer

car this afternoon. he's identified as brian williams. someone called police to report a fight, possibly involving a gun. arriving officers found the suspect in a car on 2nd road north, and williams hit the gas when the police got there and struck a female officer and drove away from the scene. the officers was not hurt, police caught up with williams on columbia pike, and now he's facing a slew of charges including felony hit-and-run, and driving with a suspended license. a training exercise turned into a real life rescue this weekend. fire and rescue units pulled two people who were in distress out of the river saturday. happened near locks island. a third person was pulled from the water from someone nearby. in total, crews helped six people to safety. nobody was hurt on a scare in metro this afternoon. the agency said an arcing insulator sent smoke into the

that's a good thing. you don't want the commute -- >> the morning commute is safe. >> no storms in the heat of the afternoon. we want them later, and we'll have plenty of clouds in place tomorrow, so that's always going to help limit severe weather potential. here's the thing. breezy throughout the day, winds in place for the potential of gusty damaging winds i talked about earlier. take a look, first weather headlines, late day thunderstorms, continuing to suggest the timing is after the evening commute, but don't linger at work tomorrow. you have an excuse to leave earlier, at least on time to miss the weather. after that, it's gorgeous on tuesday and wednesday. wednesday, perfection. you can turn off the air, open up the windows, let the fresh air in, low humidity, breezy as well. take a look, though, at the third weather headline, rain in the forecast thursday on into friday, and more steady, though, soaking rain with cloudy skies, cooler temperatures. after tomorrow, it's feeling like spring around here

and take a look at the current temperatures. we're still mainly in the 70s, 71 in washington. we're closing out april as the warmest april on record here in the district by two degrees fahrenheit. your monday planner, starts off 7:00 a.m., partly sunny, upper 60s, clouds in place in the midday and afternoon hours. remember, it is going to be breezy tomorrow, 84 for the high, and then 7:00 p.m., we notice the thunderstorms moving through the area. we're going to be watching the winds for any severe potential. 81 degrees at 7:00. the latest timing, we're still mainly dry at noon. if any storms fire in the afternoon, they also have the potential to be strong to severe, but it's really this line we track with the cold front at 7:00 p.m. in frederick, cole pepper counties, prince william county, 8:00 in the metro area, the district as well, and at 9:00, notice the line of potentially severe thunderstorms lined up right with the 95,
