schools. the news 4 i-team goes under koev to show you how neighbors are accused of making money from students. news 4 begins now with storm team 4. >> we start tonight with the rain outside your window and on our radar. it's here and it is not going away for a while. >> this is our window. it is going to be a very messy commute for a lot of us tomorrow morning. let's get right to the forecast and chief meteorologist doug kammerer. how messy are we talking? >> tomorrow morning is really going to be a mess out there. the heaviest rain coming just as the morning commute gets started. take a look right now already seeing heavy rain across the area on storm team 4 radar. the rain around the district here is heavy rain in through loudoun county back towards

warrenton. this area is prone to flash flooding. we will have to watch this very closely because there is a lot more rain to come. i think we will get a bit of a break tonight. look to the south here is where heavy rain is, storms to the south. all of this is moving our way. flood watch in effect in southwestern zones areas to the south and west for potential of two to three inches of rain. i will show you the timing of this, when it moves out and what is coming next. this storm really is a game changer for us as we head into next week. >> thank you, doug. news 4 today will get you through the messy commute tomorrow. get started at 4:26 a.m. a woman scared to return home after waking up to an attacker inside her apartment. >> she managed to escape but now is worried the man was watching her for some time before the

>> reporter: good evening. this woman believes this man was stalking her watching her every move leading up to when he allegedly broke into her house. tonight she is very concerned, worried. she fears he is in her neighborhood so much she refuses to return back to the apartment. >> violated, stressed. >> reporter: this woman is too terrified to show you her face on camera after she says a man attacked her inside her apartment. >> he choked me as i was laying in my bed. >> reporter: she lives on good hope road. the trouble started two weeks ago when she said someone left sexually explicit notes under her front door. >> asking for sexual favors. >> reporter: she filed a police report and then tells me a masked man broke in. she says the man climbed on to her second story balcony. once he got inside her ame

top of her, allegedly started choking her and said don't scream. >> am i going to die? i don't want to die today. >> reporter: that is what she was thinking during the attack. >> i was forced to fight and defend myself against this masked man and i was able to get him to stop attacking me and he got away. >> reporter: police searched the area. they didn't find the man. >> i am hoping that they actually are trying to locate the person cht. >> reporter: police tell me they are continuing to investigate. >> i think i just want to be sure that people are aware. >> reporter: detectives urge anyone with information about this assault to give them a call at the d.c. police department. as to the apartments we called them five hours ago and left a voice mail message and no one returned our calls. live here in northwest d.c. outside of d.c. police headquarters i'm shomari stone, news

morning. newly sworn president of american university student government association is a member. >> woke up on monday morning to see the story about the bananas and the fact that it was very apparent that she was targeted and stunned us. >> reporter: earlier she took part in a capitol hill press conference with members of congress who are also alpha kappa alphas. >> i am asking u.s. department of education to investigate. >> reporter: images of a possible suspect were captured but they are blurry and little help in creating a detailed description of the man. we asked the university's vice president of communications whether there are plans to improve the security camera system. >> i understand the resolution isn't great and i am looking at all of our resources to be able to identify. >> reporter: and we learned tonight that there

of support event i'm not sure if it is a rally but it is scheduled for 2:00 p.m. friday in front of the art center here on campus. jackie bensen news 4. fresh off the heels of house republicans passing a new health care bill president trump is back home in manhattan for the first time since taking office and hundreds of protesters were there to greet him. demonstrators on the streets shouting shame, shame, shame, shame. some of them waved signs reading putin's puppet. a lot of them were protesting the bill backed by the president, it barely passed the house and less with room in the senate. several republicans say senators could make sweeping changes to the bill, removing a lot of amendments that initially won over

one maryland democrat says moderate house republicans are gambling that it can quote get fixed in the other chamber. >> i'm sure a number of them were thinking that the senate would bail them out. here is what i worry about. what i worry about is that you have a lot of folks from around the country, republican, freedom caucus types whoever it may be, donald trump beginning to put pressure on the senate. >> we are breaking down how coverage may change for you and your family especially when it comes to preexisting conditions. open the nbc washington app and search health plan coverage. if your taxes are going up you call alexandria home. the city council adopted a new budget that raises the local property tax 5.7 cents and increases your water and sewer fees combined. that means almost $7

every year for the average homeowner. >> i'm not the wealthiest person in alexandria but raise my taxes to make sure we have affordable housing. >> i feel that this is too much and that we had options that were presented to us that we could have taken a different course. >> the vote passed 6-1. the mayor was the only no vote. average property taxes will increase by $356 a year. the rest of the increases come from fees from storm water management and sewer line maintenance increasing by $350 a year. the council says that money is needed to deal with overcrowded schools, outdated sewers and to fund metro. a man who runs a youth soccer team faces charges for allegedly sexually abusing a player. officers tell us the victim was

according to charging documents the girl says he would touch her under her shirt and told her to keep a secret. authorities think there may be more victims and they want anyone who may have information on the case to get in touch. a new study suggests racial bias could play a role in who gets hired to teach in fairfax county schools. researchers at george mason university looked at applicant data from 2012 and found white teachers made up 70% of applicants but received 77% of all jobs while black teachers made up 13% of applicants but received only six percent of job offers. even though black teachers had more advanced degrees and more experience. the school system tells us it was not provided an opportunity to review that study and can't confirm its conclusions. the wizards and celtics just took the series to a

crowded local schools creating a new problem, a parking crunch led to a slew of new parking violations. >> now as scott macfarlane tells us local officials are looking into whether some homeowners are profiting from parking problems. >> when the bell rings the race begins. >> demand is exceeding supply. >> reporter: for those lucky enough to score parking spots to their cars. >> this is technically a fire lane. >> reporter: does everybody get a parking permit that wants one? >> no. >> reporter: at some public schools parking lot spaces are limited to only seniors and those with high gpas so students say it is common to see high schoolers cars snaking

spots in the neighborhoods. what the news 4 i team found is not common according to county officials. home drive ways that look like parking lots. we saw the same students parking each day in the same spots day after day, month after month. two of them told our under cover producer these spots cost hundreds of dollars a year. in the drive way next door we saw the same car driven by the same students day after day, month after month. >> we can't have all of those cars coming in and out. >> reporter: spokes woman for montgomery county's department of permitting services. that agency began its own review of the drive ways saying it had been tipped to do so. the county said what they found was violation of county ordinance that bans homeowners from renting parking spaces on private drive ways. >> it is a neighborhood. to violate that brings in additional cars and it is

impactful. it is pedestrian safety, children safety, pet safety. >> the county says it found those two homeowners broke the rules by charbging money for drive way space and issued a warning. they were issues a formal citation and $500 fine. >> the citation was issued means the warning didn't work. >> correct. >> reporter: we found the same cars in the same spots. the man we met at the door of this home asked we leave. no one answered the door or responded to our note at the second home. the i-team found other rule breakers at other schools but found them breaking different kinds of rules. outside wallet whitman high student cars line the road behind campus. the county spokes woman confirms student cars aren't allowed. in other neighborhoods the county council president says he

using parking permits observed for homeowners. >> we heard the stories. there are abuses. >> reporter: i-team found students parking at those permit spaces. >> we can't have the traffic that comes down the pike into our neighborhoods. >> the county says solution is electronic parking system makes it harder for there to be a black market. scott macfarlane news 4 i-team. they have 36 olympic medals between them. tonight team usa swimmers michael phelps and allison schmidt got new hardware to add to their collection for their work changing minds. they were in d.c. to be honored by the substance abuse and mental health services administration as part of national children's mental health awareness day. both have talked

their battles with depression. allison shared her story with news 4 last year. she told us the conversation she had with phelps two years ago was a turning point for her. >> mental illness is something we deal with every day. doesn't mean that you are healed. >> a great journey and i found myself in a couple of states of depression. for me it took me a long time to really realize it is okay to ask for help. >> several experts join the discussion tonight moderated by aaron gilchrist. >> making quite a difference. >> good role models. so we are in the rain for quite a while. >> look at that wind. it's nasty out there. we are seeing winds 10 to 15 miles per hour combined with temperatures in the 50s and the rain nasty is the word for tonight and tomorrow morning. this is a quick hng

change comes over the next week or so. some of the rain coming down fairly heavily -- gusts up to 15 to 20. heads up again this evening. it is rain tonight. look at the rain. it is encompassing the entire area. moderate rain. look back to the west where we are seeing areas of heavy rain right through 66th. right around marshall over towards middleburg around route 7 and leesburg seeing heavy rain. we will continue to see this right through midnight tonight. i think we will see a break. if you widen down you will see the first round of rain making its way in. coming in from the atlantic first and then you see that little bit of break right here. we are going to get into that. tomorrow we are back into the moisture moving

pressure continues to spin. look at the area of low pressure. this is a monster of a storm. here is spin. we have rain from canada towards southern portions of florida and a couple of tornado warnings. this whole system moving our way. so let's time it out for you. 11:00 tonight rain to the west. look at 5:00 a.m. notice all the yellow, oranges and red. that is the very heavy rain. this is on set of morning commute. just nasty. 7:00 look at the heavy rain. right along i-95 here back to the west areas of red towards the mountains why we had the flood watch in effect. most areas picking up over an iench of rain easily. by 9:00 a.m. starting to see this pull out off to the east still dealing with shower activity. most rain is over. it does move out of here around 1:00. we could see a couple of showers m
