we clean up from a messy storm, i'm going to be here in the weather center with doug and amelia to bring you up to date. and i'm leon harris at the live desk with startling new details about a local man's arrest. plus, a change behind the scenes at the white house is getting lots of attention. news4 at 4:00 starts now. first at 4:00, charges dropped. prosecutors say evidence does not support a 14-year-old girl's claim that she was raped at rockville hoop. henry sanchez milan and 17-year-old jose mon tannio face lesser charges related to the same accuser. chris gordon has the details. chris? >> reporter: well, pat, defense lawyers discovered graphic videos that the 14-year-old girl had sent to one of the two teenage boys. prosecutors today dropped the rape ca

charges against the teenagers, charging them with possessing pornography. prosecutors say they conducted an exhaustive investigation. they reviewed security video from inside rockville high school. they interviewed many witnesses, including the 14-year-old girl who claimed she was dragged into a school rest room and attacked in mid march. prosecutor john mccarthy, accompanied by montgomery county leaders, concluded the evidence does not support the charges of rape and sex assault against the two teenage boys. >> after a complete and thorough assessment of the facts, our duty is to determine whether sufficient evidence exists to support criminal violations, in violation of maryland law, regardless of public opinion or political pressure.

to go to public school. that's coming up at 5:00. that's the latest live at rockville high school. chris gordon, news4. and now to breaking news coming in from the district where a man has been arrested for buying an kemak-47 from an informant. according to court documents, clark callaway wanted to start a race war against white people. he supported isis and posted violent messages on facebook. he's a former marine and had explosives training and wanted to attack law enforcement officers and a police station in d.c. he just made his first court appearance and our mark segraves was there. he'll have more coming up later this hour. we've been tracking the storm, it's created driving hazards and brought down some

northwest, debris. the storm team told us this was coming. we got a real soaking today, and all that rain is creating pretty dangerous driving conditions as well. one driver ran into trouble trying to plow through this troubled road. firefighters had to be called in to rescue them. if you know doug and amelia, you know nothing gets them riled up like people plowing through standing water. your skin is crawling. >> we talk about it all the time, turn around, don't drown. fortunately we only heard when that one water rescue, even though it's coming down. >> and it's easily preventable. if you see water on road, don't drive through it. we saw one to two inches. flood warnings and potentially

activity in through the panhandle of west virginia, and look at these down around the fredericksburg area. up to winchester, martinsburg, right now, here's martinsburg. i'm going to do this differently and go a little bit wider, so we can go in. some heavy rain around 45 and 11, and down to the south, look at these storms, all firing up over the last few minutes. thunderstorm activity, lightning to the west of richmond. these are moving up in towards northern virginia. and look back to the south, the upper level low, it's in the 40s right now, into northern alabama and georgia, and that upper low is moving our way. so yes, we'll have more rain during the day. saturday, not the best day. more showers coming, a cool weekend. chilly next week and another one of these storms, my complete forecast in t

white supremacist. meagan fitzgerald is there. what's happening now? >> reporter: there's a protest happening right now, and it's because students say they're still concerned about the way in which the university handled these latest incidents. more than two dozen student protesters marched on campus. you'll see where that police car is, he's blocking traffic, because students are beyond that. they blocked off the tunnel and they are calling for changes. they are calling for a safer environment, because they say something has to happen. >> last night, it just felt different. i was definitely watching my back and making sure i'm okay. >> reporter: there's no doubt about it, the vibe on campus has changed for many students since monday, but concerns are growing after sga president taylor dumpson was targeted boo i a white supremacist online. a letter from the university says in part, quote, the author encouraged followers to troll the presi

taylor dumpson. the university immediately dispatched law enforcement to her home to provide her and her family with additional security. it's an issue for many students on campus and it's part of the reason they've decided to protest again today. >> basically asking for administration to give students of color extensions on their finals, as well as any exams or any tests that they have taken after the first banana incident occurred if they could be revisited for people of color. >> reporter: these students say they've lost a lot of sleep in the middle of finals or trying to study for finals. they are asking the university if they will accommodate them. we reachedute to the universi oy for a statement, and are waiting to hear back from them. you may not recognize her name or know what she does, but it's got a lot of people talking, at least what happened to her does. the white house

chief usher. angela reared, the first woman, and the second african american to hold that post. she was hired back in 2011 during the obama administration. "the washington post" reported her dismissal and said that no reason was given. despite the title, the chief usher has a variety of responsibilities. they manage the large white house staff, the cooks, butlers, florists and other people in the west wing, and they work very closely with the first family on things like decorations for the mang mansions and making sure state dinners run snoothly. according to "the washington post" it's unusual for an administration to fire its chief usher. in object fact, it's so rare, t have only been nine people holding that post since the beginning of the 20th century. they said she left on very good terms. but she's not

sunshine. currently at 74 degrees. winds out of the south at 23 miles an hour. so the wind has been helping to push temperatures up out of the south. temperatures around the rest of the region, 67 in martinsburg, a shower there, but notice 78 down towards culpeper, sunshine has developed. with this instability, creating more showers and thunderstorms. inch and a half in d.c., two inches towards charlottesville, inch and a half in fredericksburg. it was coming down early this morning, ending by 9/10:00 in most locations. still tracking some showers. between martinsburg and hagerstown. down to the south, this line north of fredericksburg and southern fauquier county, moving to the north, around warrenton and manassas, be there in the next hour or

it extends down to the south. there's been lightning with these two. they're not expected to be too strong, but could have very heavy downpours. right now, this one along route 15, as you make your way towards fredericksburg. you can see the storms, moving out, and then you see the ones developing in parts of northern virginia. as we widen out, look at this low pressure. i mean, this is just an amazing area of low pressure. this is a massive storm. the cold air dipping all the way down to florida. temperatures only in the upper 40s in alabama and georgia. again, ahead of this, we're in the 70s, but the cold air is coming down. so we have some cooler air making its way in time for the weekend. and also some showers. if you're heading out tonight for dinner, take the umbrella. see a few showers. 9:00, some shower activity around the d.c./metro area and the beltway. a break tonight, 7:00 a.m., no rain. and watch what happens. the rain moves back in, shower activity during the morning and

letter that aaron hernandez wrote to his fiance before he killed himself last month. in this note, he appears to make reference to his decision to take his own life. he wrote, you have always been my soul mate and i'm always with you. i told you what was coming indirectly. look after my boys. and he ended with, you're rich. investigators say that he left several hand-written notes in his prison cell before he hanged himself. he told his fiancee to tell his story fully. hernandez was serving a life sentence for murder and had been acquitted in two other killings just days before his death inside that massachusetts prison. prosecutors now are fighting a move by hernandez's lawyers to dismiss his murder conviction. at the live desk, leon harris, news4. >> thank you, leon. federal prosecutors charged a local man they say was threatening to attack a police station in downtown d.c. >> that

and he appeared before a judge today. mark segraves was in court and has more on how this investigation has been unfolding. >> reporter: in this 30-page indictment prosecutors allege the construction worker from washington, d.c. was trying to buy an automatic rifle, so he could attack a police station. 38-year-old clark callaway was polite and reserved as he appeared before a federal judge, facing two gun charges. he has not been charged with terrorism or making threats. but the charging documents reveal callaway bought an ak-47 from an fbi informant, after posting pro-isis messages on facebook pages. prosecutors say callaway had threatened to attack the first district police station in southwest, d.c., near nationals park. callaway did not enter a plea today. he's being held until a preliminary hearing next week. at u.s. district court, mark segraves, news4.

one-year anniversary. since we launched a year ago, the nbc4 responds team has recovered nearly $1.2 million for our viewers. >> wow! consumer reporter susan hogan joins us to celebrate the year and tell us the top four splane complaints from the past year. >> we've received over 7,000 complaints in total since launching nbc4 responds a year ago today. it includes everything from airlines to insurance issues. the number one complaint is utility bills. high water bills to be exact. so when we did one of these stories, it opened up floodgates. while many were due to incorrect meter readings, many more were due to toilet leaks. in fact, just this week, we showed you how you can easily detect a toilet leak and fix it at very little cost. number two

washing machine that viewers couldn't get fixed or replaced. our number three complaint, cable and cell phone companies, a lot of these complaints were about customer service problems with the providers. the majority of our viewers said they either couldn't get through to the company in a timely manner or they were passed from one customer service rep to another without ever getting their problem resolved. and the number four most complained about issue, car problems. mostly used cars. our viewers are having a horrible time when they buy a used car that breaks down shortly after. nbc4 responds, that the lack of laws to protect the buyers from unscrupulous sellers and private party sellers and contacting us, helps give all our viewers a voice when they feel they're not being heard. we're so happy to be that voice for them.
