bowie state remembering a slain college student. students at the university of maryland share stories of racism on campus. we know 19 people are dead. dozens more injured. >> that explosion happened outside an ariana grande concert as it was letting out. let's go to chris lawrence at our live desk. >> reporter: it's 4:00 in the morning and officials have been briefed by their u.s. counterparts. investigators have tentatively identified the suicide bomber. we believe that off in the

outside the manchester arena. it went off just after she left the stage and the concert ended. investigators say the blast caught families as they were le leaving. witnesses say it rocked the building and set off a panic inside. about 21,000 people were there and cell phone video posted to social media show some of them screaming, crying, scrambling to get out. investigators say they have discovered forensic evidence indicating a suicide attack. witnesses report seeing nuts, bolts and other pieces of shrapnel. >> we're treating this as a terrorist incident until we have further information. we're working closely with national counterterrorism police network and uk intelligence partners. >> reporter: mns ago fans heain he

one of the speakers said about him to his last hour he stood firm in what he believed in. through the heaviness of their grief, students, alum and faculty spontaneously rose to their feet in tribute to the personal strength that richard collins iii is said to have given freely to anyone who asked for his help. he was with two friends standing at a bus stop at the university of maryland in college park. according to court documents obtained by news 4, the three watched sean christopher, a 22-year-old maryland student approach them screaming step left, step left if you know what's best for you. no, collins reportedly replied and that's when he pulled out a knife and stabbed him. university of maryland police sought help from the fbi after learning he's a member of facebook group called alt-right.

collins was a member of the reserves and had last thursday been commissioned a as second lieutenant in the u.s. army. screams showed his speech from that day. >> i could talk a lot about richard because he was simply a good person, great leader. the one thing i want to highlight most is his character. >> reporter: former naacp ben jealous said he attended as a private citizen and a father. >> we are in a position to do more and we need to do more. mixed with the grief here a strong sense of anger among many at the loss of this young man who has what so many here tonight described

potential. >> thank you. his father called him the life of the party and child of god who took time in the rotc. richard collins junior spoke exclusively with nbc news today. we'll have all 11 minutes in our nbc washington app. just search bowie state father. >> the suspect is behind bars without bars. a prince county judge denied the request of sean's parents to take their son home today. the judge called him an absolute threat to the community and it's likely he'll stay in jail until his trial. a lot of people are weighing in on this story but one man's comments got his suspended from work. he's a civilian employee of the police who goes by the user name of whale ber gone. he was a former police acad chee recruit. he commented on the post that used racial slurs and he mocked the murder of richard

accountable for his actions. fear the turtle is normally a rallying cry on the maryland campus but the hashtag took on a very different tone. students of color tweeting their experiences of racism at umd. news 4 spoke to one of them. he's on campus tonight with our story. >> reporter: some students tell me that they feel unwilliam elc. she fears of a backlash here. >> i feel very uncomfortable. i kind of feel unwelcomed at the university of maryland. >> reporter: in a phone interview, a university of maryland student describes how she feels on campus after richard collins iii was murdered in an unprovoked, possible hate crime. >> i'm very sad this happened.

as a minority student and there isn't a lot of us on campus, it's frightening to know this is happening right in front of us. >> reporter: she and several other students shared experiences with the hashtag fear the turtle. last year she said. >> someone sprathere was this cl male, he asked a latina student if she was going back to mexico if trump was elected. >> reporter: there's been 13 reported hate incidents this year. a noose was discovered in a fraternity house about three weeks ago. police are investigating. after richard collins iii was killed university of maryland released a written statement saying we must all do more to nurture a climate on campus and beyond where we stand against hate. we fight against hate crimes and reaffirm the values that define us as a university and as

democracy. >> reporter: now despite what happened this woman says she's going to continue to attend school here at the university of maryland. she ss it's a good school academically. in all fairness, i did talk to off camera some african-american students who tell me they like going to school here at university of maryland. they feel welcome and they haven't had any problems. two 16-year-old boys have been charged now with d distributing xanax to students. police tell us the students shared a drink mixed with xanax with as many as seven 8th graders at nearby riverbend middle school. no one was hurt. police say they won't charge any of the middle schoolers. it's now illegal to smoke or vape at an out door bar or

violators could be ticketed by police and fined up to $1,000. their city council passed the ban tonight. they brought up concerns that smokers will move down the street in front of other businesses. as the president makes his rounds abroad the russia investigation keeps grabbing headlines here at home. new reports of the president's interactions with top intelligence officers. according to the washington post today, president trump asked two top intelligence officials to push back against reports about a possible link between his campaign and russia. the post says president trump separately asked the director of the national intelligence and the director of the nsa to publicly deny any existence of evidence of collusion. the post says both men refused and deemed the request inappropriate. at least one of the conversations was documented in a memo. president trump's former national security advisor

exercising his right to avoid self-incrimination and rebuffing a congressional subpoena. there's word from a top democrat in congress that flynn may have lied to investigators about money he received from russia. while he's overseas, the president's team is working hard here to push his domestic agenda. they'll release his budget proposal tomorrow. it calls for deep cuts to medica medicaid. $800 million over ten years and 190 billion this cuts in food stamps over a decade. health officials are warning feem that a patient admitted to a local hospital has been diagnosed with measles. the patient was admitted on may 13th and has been in isolation since then. the patient contracted it outside the u.s. but didn't start developing symptoms until they were back in the country. the person did spend time in public places before b

there's concern this summer that we'll see a huge surge in ticks in our area. that worries scientists and doctors who are bracing for a bad summer for lyme disease. it's already a tough disease to diagnose and treat, but a new treatment that we've never seen before might make it easier to cope with the symptoms. >> this just goes into there like a flashlight. you can see the light into the passing by the blood. >> neck pain, joint pain, muscle aches, muscle fatigue and a lot of fatigue just in general. >> reporter: that's part of what it feels like to

disease. kathy has struggled with some of lyme's most serious symptoms for years. she's tried all the treatment. some have helped. some have been waste of time. she's been getting reality relief from this, laser light injected directly into her veins. it's called intravenous laser therapy. it was developed by a german doctor ten years ago. andrew block does accupuncture. he went to germany last year to learn more. >> they wanted to come up with other ways to utilize different type of light into the body. mostly blue, yellow and green light. those lights don't penetrate through the skin. they german dr. weber came up with the system where you can introduce light underneath the skin. >> reporter: block started offering the new treatment in his clinic a few months ago. this light therapy has been approved by the fda but only for

for things like muscle pain and arthritis. this is an off label use. there are four different lights. each with a different application. >> red will have more of a atp cellular regeneration. more of a stimulating of the immune system. green light will up oxygen intake. yellow is more of vitamin d and blue is more like a cold pack. more of a cooling effect, anti-inflammatory. >> reporter: the lights are administered dividually, each one for about ten minutes. he uses all four lasers with his patient who is have lyme and other hard to treat diseases. >> i think this is probably my 16th or 17th treatment. >> reporter: heidi foster has an autoimmune illness. >> i have pain all over and each day it could radiate somewhere else. like one day it could be in my wrist or my k

lower back. >> reporter: andrew says there's no known side effects with this treatment and it's making a real difference for some of his patient who is have seen their pain levels come way down. >> prior i was walking around with about an eight or a nine. it was pretty bad. i would say now it's probably about a two or a three. i definitely have more energy. i do feel like i've gotten a bit of myself back. >> light therapy can also be used for other conditions including depression or insomnia. it's about $140 a treatment and it's best to check with your insurance company to see if it's covered as an alternative therapy. it's something new. some patients are getting real relief from it. we're not going to get much relief from the rainy weather? >> no sunlight. no sun for us any time soon. this whole

dreary and a couple of chances of rain out there too. we saw some early this morning. we saw a few showers this afternoon and most of the day has been dry. just seen the cloud cover. temperatures outside still quite mild. 67 degrees at the airport. winds out of east at 5 miles an hour. that east wind that tends to keep things really cool during the day. right now 62. 66 over towards cambridge. look at these temperatures. we may not move up much at all from this during the day tomorrow with the clouds and that easterly flow. radar showing not much. we're not going to see rain tonight. here is the first system that we saw this morning come through. gave us a pretty good amount of rain. some locations picking up quarter to half an inch of rain. we have a big trough of low pressure here. numerous storms. little pieces of energy all coming through. this huge circulation here and you can see it moving out of the g

this is the next storm that will be affecting us. this cool pattern, high temperatures only in the 60s and 70s. last week we 80s and 90s across this region. the cool air remains all week. here is friday. we start to see the warmer air come closer. we're still trapped in the cooler than average temperatures. below average, not much. below average. clouds and showers will become likely. take a look at future weather. through tomorrow 7:00 a.m. the clouds are here. we'll have clouds all day tomorrow. here is a couple of showers around noon. a good idea to keep the umbrella handy. notice around 4:00, i-66 south ward, best chance of rain tomorrow. you may not see much at all but the areas to the south a better chance of that rain and tomorrow night i think everybody gets in on that action. maybe around the time a lot of people are heading home for the evening rush. by 7:00 a.m. wednesday it's out of here but notice the cloud cover kind of remains. we may get a bit of
