news 4's molette green has more on how robert collins iii is being remembered there. molette, good morning. >> reporter: good morning to you. we expect a lot of tears to be shed at bowie state university graduation here in college park with the murder of one of their own weighing heavily on their hearts throughout the ceremony. depending on your route, you'll go by the bus center where richard collins iii was stabbed. we saw an emotional vigil at the historically black college bowie state not far from here to remember this young man who many describe as brilliant. >> richard put in work. he worked hard. he wasn't afraid of work. and he achieved. he achieved success on many levels. >> reporter: and richard was actually celebrating the recent

army when he was attacked here on the university of maryland campus following in the footsteps of his father and his grandfather and his father spoke with nbc news telling us that richard was always the kind of guy who just wanted to help people. >> he was just competitive at heart and had a loving and giving heart. he'd go out of his way sometimes to my chagrin to try and help others. >> reporter: now in just a few hours the graduates will start to arrive here at the xfinity center. this is where the bowie state university graduation was originally planned to be held. one of the faculty members told me -- one of the faculty members told me that the african-american men have been having an especially tough time handling this, seeing one of r

cap and gown. back to you. >> molette green live today in college park. thank you. the 22-year-old university of maryland student accused of killing collins will likely stay in jail until his trial. a judge denied shaun urbansky's plea to be on house arrest. they learned he is a member of a facebook group called alt-reich. anne arundel company employee was suspended. the post appeared to mock the army lieutenant's death. it was part of a threat of racially motivated comments, the thread of racially motivated comments that have since been removed. he's a former police academy recruit. he works as a civilian employee in the police's communication department. it's not clear how long the suspension will last. developing this morning, d.c. pol a

with pope francis. that's the latest from the live desk. thank you. back here at home the white house will unveil president trump's 2018 budget proposal today. here are four things to know about it. the $4.1 trillion proposal calls for deep cuts to several entitlement programs, including cuts to medicaid and the federal food stamp program over the next ten years. there are no cuts to medicare and social security retirement benefits but it could have an effect on student loans. this gets rid of federal subsidies while putting in place a new income driven program. congress ultimately decides the budget and does not have to follow the president's outline. coming up, we'll go live to capitol hill where news 4's tracie potts will have more on the russia investigation. that includes details from a new washington post report that the president asked top intelligence officials to say in public that they saw no evidence of collusion between russia and his

this morning. two 16-year-old boys have been charged with distributing xanax to students. both of those boys are students at potomac falls in loudoun county. the sheriff's office said the students shared a drink mixed with xanax with seven middle school students. no one was harmed. it is illegal to smoke or vape at an outdoor bar or restaurant in rockville. they could be ticketed or fined up to $1,000. the city council passed the ban by a vote of 4-1. the opposing council member said smokers will move down the street in front of other businesses. 11 minutes after the hour. you might not need your wipers on the drive to work. the ride home, well -- >> that's right, aaron. completely agree with you. cloudy and dry but later on today you see the rain at the bottom of your screen, that will be moving in later this afternoon, late this evening. watching that closely. timing of that and you

we are get thissing new information on what the british prime minister is calling an appalling terrorist attack. >> we now know that children are among the 22 killed in that attack outside an arianna grande concert in manchester, england. another 59 people reported injured there. we also know from the police agency in that area that this was a suicide attack. that blast happened right outside the concert as people were leaving. ariana grande had finished her last song when the explosion was set off sending everyone into a panic running for safety. storm team 4 meteorologist chuck bell is telling us more about what we can expect in the day ahead. >> cloudy start here in the day ahead and rain becoming more likely in the day ahead. headed out to work and school this morning, grab the

at what's after what they say may have been a north korea drone that crossed over the border into southern territory. it's believed that the south korean military fired at least 90 shots, dozens of rounds -- or machine gun rounds into the air towards the northern territory. this as a warning. now we know tensions between the two countries have been escalating especially after the latest missile launch over the weekend. aaron? >> angie, thank you. 5:17. three of the six baltimore city police officers involved in the arrest of freddie gray could lose their jobs. all of them were suspended until criminal charges against them were dropped last year. now internal investigation reveals five of them violated protocol during that 2015 arrest leading up to gray's death. the appeals process could take several months. o.j. simpson could soon be a freeman again. >> he's been in a nevada prison on burglary and kidnapping chargesin

hearing is scheduled for july. simpson was convicted of the armed robbery of two memorabilia dealers in las vegas. charges unrelated to the 1994 murder of ex-wife nicole brown and friend ron goldman. simpson was convicted. >> he may very well get paroled just based on the merits of conduct in this case. previously they ranked him as low risk. >> simpson was denied parole in 2013. if he is denied again this summer, his next chance for freedom would be in 25020. starting today, the redskins can officially start training for this season. organized team activity, otas, are the first time during the off season that coaches and players practice together before training camp. >> much of the attention is still on quarterback kirk cousins and whether he's any closer to signing a long-term deal.

a man died after the attack at 11th and k streets southeast around 5:00. this happened near the approach to the 11th street bridge north of the southeast freeway. a moment of silence will be held during bowie straight's graduation. the man who was stopped was supposed to receive his degree today. the alleged killer was denied bond today. news 4's molette green will have a tribute to richard collins iii and an exclusive interview with his father. a national debate is taking place at a high school. it's over whether symbols and names should be removed. tonight at 7:00 the fairfax county school board will hold another meeting at the school to discuss the issue.

school's name would cost nearly $1 million. a sentencing date is scheduled in the case of the teacher's aide who pled guilty to sexually exploiting students to create child pornography. the sentencing is set for august 21st at the u.s. district court house in green belt. a young is asking prosecutors and attorneys to submit a list of witnesses who will testify at that sentencing hearing. caraway's trial is set for mid july you police are hoping you're going to rob a dispensary. they tried to force their way in. surveillance video shows them firing shots at a worker who tried to keep him out. he was not hurt and the men did not get away with anything. anyone with information should call d.c. police. police in northern
