manchester, england, time last night. sheer panic. a reported sold out crowd at a 21,000 capacity site with thousands running for their lives. we now know at least 22 people have died. some we have learned are children, another 59 injured. confusion and chaos caught on camera. they say they weren't sure what was happening at first. >> no, it didn't sound loud enough to be what it is suspected to be. we made it out, everybody was going every directions. we thought, we're not going to run where everybody else is so we hit under a bridge. >> reporter: and there is now evidence this morning supporting the fact that this was perhaps carried out by a suicide bomber perhaps. it is unclear if that person was acting alone. at homeland security they say

400 police officers were involved in the operations through the night and many paramedics, doctors and nurses have worked valiantly amid traumatic and terrible scenes to save lives and care for the wounded. significant resources have been deployed to the police investigation and there continue to be visible patrols around manchester, which include the deployment of armed officers. so people who live and work in manchester, there remains a large core doning in place which will be in place for some time. the station is closed and will remain closed while a detailed forensic search is underway. we know that many friends and relatives of people caught up in the attack are still trying to find out what has happened to their children, brothers,

experiencing unimaginable worry. if you have any information at all relating to the attack, please contact greater manchester police. the threat level remains at severe. that means that a terrorist attack remains highly likely, but the independent joint terrorism analysis center which sets the threat level on the basis of the intelligence available to them will assess this today and in the days ahead. later today i will travel to manchester to meet the chief constable of greater manchester police, ian hawkins, andy burnham and members of the emergency services who have come to manchester in need. as i announced last night, the general election campaign has been suspended. i will chair another meeting later today. at terrible moments like these, it is customary for leaders, politicians and others to

o.j. simpson could soon be a freeman. >> he's been in a nevada prison on burglary and kidnapping charges since 2008. now we're learning a parole hearing has been scheduled in july. he's been convicted of armed robbery of memorabilia. charges unrelated to the murder of his wife and ron goldman. he was acquitted by a civil court found him liable. >> he may very well get paroled just based on the merits of conduct in this case. previously they ranked him as low risk. >> simpson was denied parole in 2013. if he is denied again this summer, his next chance for freedom would be in 2020. three of the six baltimore police officers involved in the arrest of freddie gray could lose their jobs. >> internal investigation reveals five of them violated police

arrest leading up to gray's death. criminal charges against all of them were dropped last year. the attorney who originally brought the charges said she is hopeful about this internal investigation. >> i'm relieved that administratively a majority of these officers will be held accountable and i hope that this brings closure to the loved ones of freddie gray, city of baltimore and most importantly the dedicated police of baltimore city. now the officers face charges ranging from second degree murder to manslaughter. the appeals process could take several months. >> reporter: angie goff here at the live desk with this developing story out of howard county. we have a new picture of a house fire in ellicott city. smoke is coming out of the roof. this is believed to have started

arena. now this morning we do have word there is still search for missing people there and that prime minister may will make her way to manchester later today. back in to you. >> justin finch live at the british embassy for us. thank you. back here at home, the russia investigation continues to cast a cloud over the trump administration. >> we're now learning that former national security adviser michael flynn plans to plead the fifth. he is invoking his right against self-incrimination after a senate subpoena for personal documents in the russia documentation. a source close to flynn tells nbc news it would be, quote, highly imprudent to comply. meanwhile, the white house will unveil the president's 2018 budget proposal today. $4.1 trillion and calls for deep cuts to several entitlement programs. that includes cuts to medicaid and the federal food stamps program over the next ten years. there are no cuts to medicare and social security retirement benefits. the proposal also calls for the
