father of her drummer are speaking out. >> how are you feeling right now as a father? >> blessed in every way. >> reporter: kenneth spears thanks god his son aaron wasn't killed in the manchester terror attack. >> when i first heard it my heart just jumped. i said my goodness. >> reporter: the blast happened at the end of the ariana grande concert leaving at least 22 dead. aaron spears had just walked off stage. >> he called me and said i'm all right. >> reporter: on instagram aaron says we finished the show and were walking back to dressing rooms. it is heartbreaking because so many little ones aattend our shows. this painful memory and the weight associated with the lives lost will live with us all forever. i am still just in disbelief. it is so surreal. during our interview

imminent. she activated an emergency plan that allows british troops. up to 5,000 soldiers could replace police officers to patrol key events. investigators say they knew the young man who blew himself up outside the manchester arena. salman abedi came from libya. agents are questioning his brother. we learned the bomb that went off didn't produce a lot of smoke suggesting the main charge was a home made explosive. three of the victims have been identified and another 59 people are still in the hospital being treated for various wounds and injuries. thank you. turning to our weather right now. and a lot of green still on storm team 4 radar. the rain impacting just about everybody tonight. >> stick around until morning? >> i think the wet roads will stick around until morning. you can see the radar showing the rain.

this morning's plumbing failure in the cafeteria forcing staff to dispose of school and scramble to order pizza was the last straw for many parents. >> this is the third time this year. >> reporter: in a statement a spokesperson told news 4 d.c. public schools strives to meet the highest standard for food preparation and safety. we are investigating the meals served today and are equipped to have boxed lunches prepared offsite if needed. the plumbing breaks are part of general deterioration at these very old schools including noise from window units that must be run all year round and a mouse problem. >> teachers have caught 13 mice over the past two years. >> reporter: the district's $2 billion school renovation schedule is one of the

high schools and education campuses like capital montessori are last on the list. that means renovation here is several years away. parents we spoke to say they believe the district has the money to accelerate the entire schedule and that doing so is vital to the city's future. >> for them to not want to give us modernization until 2021, 2022 or 2023 is unacceptable. >> our children are first priority. >> reporter: we are told that a special work will be done this summer trying to fix that plumbing problem in the cafeteria. live in northeast washington, jackie bensen. the parents of murdered democratic national committee staffer seth rich call their son's death a nightmare. in an op-ed they asked people to stop politicizing their son's murder. they say they

to mourn their son's death because they are too busy responding to questions about conspiracy theories and whether their son died after allegedly giving dnc e-mails over to wiki leaks. calls the theories baseless and unspeakably cruel. fox news retracted a story saying it did not reach the ethical standards. the statement did say that fox would continue to investigate the story. it is the biggest fire in the history of prince georges county. new tonight the hundreds of first responders who helped put this blaze out were recognized by the college park city council. you may remember it took days to put out the flames at this apartment building on burr win house road. no one was seriously hurt but the fire did about $40 million in damage. at first glance it looks pretty authentic but police tell us thieves are using fake money to buy things from unsusp

a maryland college student thought a man she met online paid her $500 cash for her old iphone. he gave her an envelope full of movie money. the fake cash used in film shoots. many police departments suggest doing handoffs outside police stations. a bittersweet day for class of 2017. while mourning the violent murder of one of their classmates they were also celebrating a milestone. despite overwhelming grief the family of richard collins iii celebrated his final accomplishment. today collins' father accepted his son's diploma days after the young man was stabbed and killed in a random attack at the university of maryland. the young army

a new spike in fare evasion, nearly 80% jump in citations, arrests and warnings for unpaid fares in just one year. >> it puts the operator in catch 22 situation. >> reporter: carol thomas drove a bus. >> you either can hold the bus up or keep the buse moving. >> reporter: fare evasion is nothing new to transit systems nationwide so why the new spike in violations? we found a crack down and we found brazen riders who don't care about the crack down and skip paying the fare. our cameras followed as police deployed a team of officers in northeast d.c. we quickly saw a string of passengers flowing past the fare. >>

still walk past and not pay. >> reporter: we heard bus drivers frustrated by how often it happens. >> she says she is experiencing them. >> reporter: we didn't see what metro says happens to so many drivers, assaults. some are punched. this video in d.c. court a passenger seen arguing with the driver after being accused of not paying the fare. the passenger pulls a three inch knife and slashed the driver on the face. police arrested the passenger who was charged with assault and deemed mentally unfit for trial. at least four drivers are on medical leave right now. metro installed shields on many buses. >> reporter: has this stopped the assaults? >> some.

western fairfax county through loudoun county, montgomery county and points to the west. that is moving back into the district. we have a little bit of a bubble here right around the d.c. area where we are not seeing much. a little bit of drizzle and shower activity. the bulk is to the west. look at this little area. this is a storm in the mid levels of the atmosphere coming through roanoke. that is going to move right over our region over the next couple of hours. the rain will move back in. if you are not hearing rain on the trees or roof top you will probably start to hear it around 1:00 in the morning. look at the temperatures down to 59. temperatures cool quickly once the rain started to fall and move in. the rain will continue this evening and watch what happens back to the west. we are looking at more shower activity to the south. and as we widen out more here is thursday's system. this system will drop down and then right on int
