between pope francis and the president and the first lady. >> first, major developments in the investigation of the deadly attack at a concert in manchester england. we learn more about the suicide bombers, ties to terrorist. we have full coverage beginning with richard engel. richard, good morning to you. >> reporter: good morning, matt. the race is onto find and arrest anyone connected to the bomber. british authorities said this morning that they detained three people connected to the bomber in the same neighborhood where the bomber lived, and a u.s. intelligence official told nbc news that yesterday the 23-year-old bombers was arrested his where abouts unknown. >> the first look this morning of the suicide bombing suspect who killed

the concert. a neighbor confirmed that the identified by the bomber 22 years old, born in manchester, of libyan dissent. france's prime minister said he has known connections to isis, and it's believed to have traveled to syria. isis claimed responsibility for the attack, but offered no proof. a u.s. intelligence official said abedi also traveled to libya in the past 12 months and likely received training from terrorists overseas. but that his allegiances remain unclear. also unclear? was he part of a cell planning more? taking no chances, prime minister theresa may upped the threat level in the uk to critical. meaning, another attack could be imminent. >> military personnel may be deployed at events. helping the police to

>> reporter: today there was a strong police presence at the changing of the guard ceremony that was cancelled. the bomb exploded at 10:30 on monday outside the security perimeter in an area where vendors were selling t shirts. it blew it as fans were starting to pass through on their way home. now the hunt is on for others linked to the bomber and with the higher threat level, the uk is clearly concerned that the worst may not be over. >> u.s. intelligence officials told me that the bomber was identified by a bank card that he left in his pocket. he was later -- his identity was later confirmed by facial recognition. >> and richard, obviously isis has claimed responsibility for this, but as you've been reporting, there are potential ties to other terrorist organizations. >> that is one of the most confusing and potentially alarming parts of this. today the french interior

to isis, that he traveled to syria, the isis stronghold, but u.s. intelligence officials also told me that he has ties to al qaeda as well. this is the question. which group was he part of? was he part of both groups? his alliances, his association? at this stage it remains unclear which is way there's an effort now to round up as many people associated with him because they don't know how big this cell might have been, and exactly where the cell leads back to. >> all right. richard starting us off. thank you. >> jeremy bash is a national security analyst. jeremy, good morning to you. >> good morning. >> let me start where richard left off. the possibility that this suspected suicide bomber had ties to both isis and al qaeda, a kind of hybrid, if you will. how troubling would that be? >> the bomber looked like isis, but the bomb looked like al

british born. acting alone. that is a classic isis mo, but the device appeared to be powerful. al qaeda has been known for its sophisticated bomb making abilities. this device may trace back to somebody else. >> would it be unusual for an individual to have allegiances to al qaeda and isis. we've heard there's competition. >> the organizations are definitely rivals, but closer to the front lines, these groups mix and mingle and interact, and different aspects of his network could have ties to both organizations. that's something we don't know yet. >> i want to ask about the arrest that had just been made. we had one arrest made yesterday of a brother of the suspected suicide bomber. they are still looking, apparently, for another brother, and three arrests made overnight, our time. we're starting to see that this, perhaps, is a

>> yeah. if you look at three aspects, the bomb, the bomber, and the network, these family member arrests are groik to be part of that network. who did he talk to in the community? who did he talk to online? who are his other ties. it's important to note his travel potentially to libya. if you go back and look in january 2017 the air force conducted a b 2 strike on a training camp in libya killing about 80 isis terrorists who fled the city of sert. there has been a lot of concern at the time the secretary of defense said the reason we struck the training camp was because isis was plotting attacks in europe. i want to put an image on the screen. this is a live shot. they are outside the home of the suspect in manchester as we speak. they're headed back there. what significance do you make of that, going back to the home, and secondly what

that the uk has raised the terror level to critical? is that something you do with caution or does that signal something more significant? >> i think it signals something for significant. if you look at the bomb and also the possibility of other attacks in england, this was a prudent step. they don't do this lightly. as part raid a the the home, they're looking for laptops, cell phones, anything else to exploit. >> theresa may's words were specific. she said it is now concluded based on today's investigations that the threat level should be raised to critical. so it's about information they just learned. >> yeah. jeremy, thank you so much. >> thank you. there are also remarkable stories of kindness emerging from this fraj di, and we're learning more about the victims. bill neely has more on that part of the story. bill, good morning. >> reporter: good morning. the very center of this heart breg

parents and children. a mom and dad confirmed dead this morning. they've been waiting to collect their daughter, a 14-year-old girl so desperate to go to the concert she went on crutches. she is missing and dozens of children and teens still in the hospital. victims, all of them, of a massacre without mercy. this attack was deliberately targeted as thousands of teenagers and children attending an arianna grande concert. the distraught artist in florida. among the many faces of the dead and the missing, one stands out, the youngest victim, saffie rose roussos, just eight. described by his teacher as simply beautiful. loved by everyone. her mother and sister were injured. georgina calendar was 18. she tweeted her tweeted her excitement at seeing

president trump giving praise. according to vatican the two leaders discussed a range of topics including immigration, health care and the persecution of christians. president trump's next stop, brussels for the nato summit. now back to the video of a tanker truck exploding. this happened tuesday in california. you can see a wall of fire and smoke shooting into the sky right next to a gas station. officials telling us the tanker was carrying about 9,000 gallons of fuel when it overturned on an off ramp. the driver was killed in the accident. no one else was hurt. the explosion sent workers and customers at a fast food restaurant running for safety. nearby businesses were evacuated. officials say it could be a couple of days before people are allowed to return to that area. >> awful to see that.

mr. roker. what do you have on your maps over there? >> a lot going on. first, let's start out taking a look in california. a mud slide, big one. closing off about a quarter mile section of highway 1 around big sur. it may be a long time before that section gets reopened. it's a real mess. as you can see from these aerial shots. there's a lot of debris and mud to clear. closer to home in the east, we are looking a lot of wet weather, and, in fact, severe weather down in florida. tornado watches in effect until 3:00 from the panhandle all the way into central florida. just to the north of orlando. we have 38 million people at risk for severe weather from nashville, raleigh, all the way down to north of miami for strong storms, damaging winds. this big push of moisture coming through with this cold front is going to cause scattered strong storms for florida. another day of heavy rain. that rain

and our first look at the suspect, 22-year-old salman abedi. they believe me travelled to syria and libya. . >> and a meeting between president trump and the pope. they spoke privately for about 30 minutes. after that the pope greeted other members of the delegation including the first lady, ivanka trump and her husband. and passengers on board a united airlines plane, a flight was about to take off when the control tower saw flames shooting from the right engine. passengers were evacuated using the emergency chutes. five people suffered minor injuries. newark airport was shut down but reopened at about 11:00. the faa is investigating that situation. all right. and now back to this concert attack. we're getting new information about the suspected bomber this morning.

keira simmons is outside his home. good morning. >> reporter: that's right. good morning. we've been piecing together the background of the suspected suicide bomber in the community where he lived. the home behind me is the home where his brother was arrested. what we found here in manchester are connections to al qaeda and isis going back years. they are now causing international concern. the suspected suicide bomber who caused carnage at a concert killing 22 innocent young fans came from the same suburb as a group of teenagers who travelled to syria to join isis. nbc has learned. this morning british police working to track down associates of salman abedi, and to establish how his bomb was made. a u.s. official says abedi traveled to multiple countries including libya. his parents of libyan dissent. the university student abedi lived with his family in a middle class manchester suburb. they worshipped

first of all, obi. >> first tip is do some type of physical activity. whether it's walking to the grocery store. if you don't have time to get a decent workout, get basic knee lifts to work the core. we can do this. al, you can do this. lunges for ten seconds. it's better to do something as opposed to nothing. >> park the car a little further away. >> start small? >> start small. it's okay. second goal is write down your fitness goals on a piece of paper to make yourself accountable. when you can visually see your dwo goals, you'll hold yourself accountable. the visual thing is important. number three, if you have time to brush your teeth and take a shower, you have time to work out. it's your daily hygiene. and if you look at it that way, it will make it easier for you to put in 15 to 20 minutes a day. >>
