to the russia investigation. coming up news 4's tracie potts will explain why the fbi is looking at kushner and the possibility he could face criminal charges. this morning secretary of state rex tillerson travels to london to pay tribute to the 22 people killed in monday's bombing in manchester, england. while he's there, he will also work to smooth out the relationship between british and american law enforcement. leaders angrily stopped exchanging information earlier this week after details appeared in american media. here's what we know about the investigation this morning. for the first time we're seeing suspect salam abedi outside his home. the bomber's sister told "the wall street journal" that he wanted revenge for the u.s. bombing in syria. another person has been arrested as well. ten people have been arrested including two of the suspect's brothers and their father.

gather today to say good-bye to army lieutenant richard collins iii. he is remembered as an exceptional man and friend. flowers were placed at the place the 23-year-old was killed in an unprovoked attack last saturday. he was at the university of maryland visiting friends when he was stabbed. he was a student at bowie state and he was supposed to graduate this week. instead, his gown draped over a chair in his honor at tuesday's ceremony. the accused killer is a maryland student. shawn christopher urbansky. he is charged with murder and assault. they're investigating whether this is a hate crime. they have launched an action plan to deal with hate and bias incidents on campus. d.c. rapper london dior will be laid to rest today. her grandmother tells news 4 she was on her way home after a recording

her funeral starts at 10:00 at the way of the cross church of kleist in capital heights. her birth name was dasha red was one of three people killed. no license, no problem. that was what dozens, possibly hundreds of people thought. it wasn't okay with police. they say ko wyn didn't have a license to operate his make shift blood bank. he's accused of setting up shop in an abandoned apartment and paying people $30 each for blood samples. >> it was illegal, unsanitary, unsafe. >> people for $30 say, you know, $30, people going to go and do it. >> nguyen said he worked for boston biosource. they research

officials. the ambassador and a russian banker and that is something that jared kushner has said he's willing to talk about. he told the senate intelligence committee he's willing to come in and speak and now his attorney says he will cooperate with any other investigation which of course would include the fbi investigation now under a special counsel. >> tracie, i want to turn to the president's travel ban for a second here. an appeals court in virginia upheld the decision by a federal judge in maryland to block that ban. where does the fight go from here? >> reporter: it's headed straight to the supreme court. not necessarily soon. they probably won't hear the case until next term. this travel ban, the revised travel order is still on hold. the majority writing in this case -- in this appeals court case that it was what president trump said on the campaign trail originally about banning muslims and then more about muslims that makes this religious discrimination and unconstitutional. so now the u.s. supreme court is the only

that order. keep in mind, these are parallel cases. there's the maryland order that's now been ratified by the virginia court. there's a separate case going on in california. remember the hawaii court struck down the ban and the appeals court, that ninth circuit court of appeals that president trump has talked about personally, they're going to be hearing that case as well. >> tracie potts on the hill this morning. thank you. 4:47. a sad day for working families and children of maryland. that's what prince george's county said about the governor's veto of the earned sick leave legislation. the bill would have required employers with more than 15 workers to allow them to earn paid sick leave. governor larry hogan calls it a job killing bill. hogan supported a different bill that relied on tax incentives to coax employers into offering sick leave benefits. the governor did sign some bills yesterday, one of them was amber's law. that bill was named for amber

chenault killed by her boyfriend in 2012. she lived in prince george's county. the bill allows courts to order a domestic violence suspect to wear a gps monitoring device. that alerts victims if their abusers are in the area. covering prince george's county this morning, police tell us a man killed in fort washington wednesday likely knew the man who pulled the trigger. 19-year-old xavier johnson is accused of killing timothy harris on asbury drive. they got into an argument before that shooting. county police are also questioning a relative about the murder of an elderly man. officers went to the victim's home on mill street in fort washington to do a welfare check. that's when they found him slumped over with signs of trauma to his body. no names have been released in this investigation. want to move past this video and go to molette green at the live desk with news out of europe. molette? >> reporter: that's right. we

british police now have a tenth person in custody in the manchester bombing investigation. the man was arrested in a suburb there. now so far here are the numbers. eight men in total in police custody after manchester police released a man and a woman without charges and they are still conducting more raids amid fears that there could be more explosives out there and all of this, of course, following the suicide bombing that left 22 dead at that packed concert. back to you. >> thank you, molette. if you visit arlington national cemetery this weekend, you will see flags beside many of the grave sites. that's because of a special effort just before memorial day. more than 1,000 old guard soldiers placed american flags at each of the head stones. they do this every year going back all the way to 1948. this morning there are flags beside
