custody. the fbi working to see if it qualifies as a hate crime or not. collins was set to graduate bowie state university on tuesday. his family accepted his degree in his place. an rotc graduate he was commissioned to army lieutenant just on thursday. in the wake of his death the university of maryland has rolled out an anti-hate crime rapid response team and increase education on annual hate-bias reporting. improved policies at athletic venues and a task force and remembering collins, his professors said he was a young man of great potential. >> richard definitely had character. he was trustworthy and he always loved to help others so that's -- i guess that's one of those things that don't always stand out
