custody. the fbi working to see if it qualifies as a hate crime or not. collins was set to graduate bowie state university on tuesday. his family accepted his degree in his place. an rotc graduate he was commissioned to army lieutenant just on thursday. in the wake of his death the university of maryland has rolled out an anti-hate crime rapid response team and increase education on annual hate-bias reporting. improved policies at athletic venues and a task force and remembering collins, his professors said he was a young man of great potential. >> richard definitely had character. he was trustworthy and he always loved to help others so that's -- i guess that's one of those things that don't always stand out

broke this news for you on news 4 yesterday. a man was killed in this fiery crash after a police chase. officers rescued two children, a woman who escaped by jumping from that rv is in critical condition right now. police say the woman inside texted 911 and told them she was kidnapped. the cops spiked the rv's wheels to slow it down. a new law is now on the books in maryland that aims to keep domestic violence survivors alive. maryland governor larry hogan signed amber's law yesterday. the bill is named for amber chenault who was killed by her ex-boyfriend in 2012 despite having a protective order against him. they want to order domestic violence suspects to wear a gps monitoring device that warns victims. a sad day for working families and children of maryland. that's whari

attack. during a time when many families are gathering to celebrate graduation, collins is gathering to say their final good-bye. news 4's justin finch is live in upper marlboro. justin? >> reporter: aaron, over the past week we have seen vigils and today a final farewell. a tribute to the life of richard collins iii. over at bowie state university we also saw mourning as well. vigils held in his honor there. students carrying candles and balloons mourning collins who was just 23 years old and days away from graduating before he was killed. he was also an rotc graduate. he was just 23 years old when he was stabbed on the campus of the university of maryland college park. college park student in custody in that case. though the attack was first called unprovoked, the fbi's looking into whether or not this qualifies as a hate crime.
