judge's rationale. >> reporter: the victims were shot at random in parking lots, going to school, mowing the lawn, gripping washington area in fear in the fall of 2002. during three terrifying weeks ten people were killed, three more were wounded including a 13-year-old boy. snipers turned out to be a mentally disturbed man who planned to kill his ex wife and wanted it to look like she was another random victim. he was executed seven years later. the other was lemalvowho said he was brainwashed. after separate trials he was twice sentenced to life without parole. then came a u.s. supreme court decision declaring life without parole sentences for juveniles unconstitutional and last year the court said that ruling should apply to cases on appeal. today a federal judge in virginia said because of those rulings he must get new nt

but police say comments weren't just anti-muslim. when by standers tried to step in the man attacked them with a knife. two died and one victim is expected to survive. the suspect ran away but police did catch up with him. we are just a few hours into ramadan and some muslims are fearful that during a time that should be about prayer an advocacy group is warning mosques of possible arson and vandalism attacks. jackie bensen joins us from northwest washington with a look at what led to this alert. what are you hearing about this? >> reporter: good evening. the alert comes from concerns that world events such as bombing in manchester, england could encourage people with bad intentions to act on them. safety is on the minds of those at the all dulles area muslim society in loudoun county as the observance of ramadan begins. >> it is
