including word of key to come from fired fbi director, james comey. we're covering all of it for you. we'll start with kristen welker. good morning. >> good morning to you. this morning an administration tells nbc news later today in the rose garden the president is expected to announce that he's pulling out of the landmark paris climate agreement. but there will also likely be caveats. the official stresses nothing is final until it comes out of the president's mouth. >> i'm hearing from a lot of people both ways. >> everyone from the pope to the president's daughter, and his secretary of state. a former oil executive. want president trump to stay in the 2015 paris climate agreement. but top strategists want the epa out. and with almost a fifth of the world's emissions, could

withdrawal make it go up in smoke? the european commission president said not everything in international agreements is fake news. we have to comply with it. and this morning the president is hearing from these big american brands arguing the paris deal is good for business with even oil companies including exxon mobil and bp offering their support. warning the earth had its hottest year on record. a trend they say will only worsen if president pulls out. squh. >> when we talk about heat waves and major storms, we're talking about people losing their lives in boston. >> reporter: the only other parents who aren't a part of the deal, syria and nicaragua. the move would be a campaign promise kept and would overturn one of former president obama's biggest environmental achievements. >> kristen welker leading us off. nbc news already

afternoon on most of the nbc stations. let's talk about new developments on the russia investigation. fired fbi director james comey has been cleared to testify on capitol hill. and lawmakers are now issuing new subpoenas to some key figures tied to the trump campaign. peter alexander has more on that. good morning. >> reporter: good morning. the russia questions are mounting just as the white house says it's done answering them. ahead of james comey's upcoming testimony, the press secretary said he's referring all questions about russia to the president's newly appointed outside counsel. james comey is ready to tell his story. comey has been, quote, cleared for takeoff by robert mueller getting the go ahead to testify before congress as early as next week. where he's certain to be asked what president trump said to him about the

nbc news has previously learned comey told friends he felt pressured by the president to back off the investigation. it comes as the russia inquiry grows. subpoenas also sent from the republican-led house intelligence related to possible improper unmasking of trump voeshts. the committee seeking information on requests made from three top obama officials, susan rice, john brennan, and samantha power. rice has denied any wrong doing. >> i leaked nothing to nobody, and never have and never would. >> reporter: this morning "the washington post" reporting the trump administration is considering giving russia back a couple of luxury retreats. diplomatic compounds, the obama administration said we're being used for intelligence-related

december to punish russia for interfering in the election. a state department spokesman says the u.s. and russia have reached no agreements. and a former top national security adviser tweeting what possible explanation could there be for this? it only enables russian spying on the united states? last week the russian embassy wrote russia is seeking to return the diplomatic property in the united states otherwise we will have to take countermeasures. on a separate topic for the tweet from the president about 24 hours ago with the made up word, covfefe , sean spicer had a comment on it. this was his cryptic explanation. >> why did it stay up so long? is no one watching this? >> the president and a small group of people know exactly what he

america first and wouldn't be what's best for america before what's best for others. is pulling us out of the climate accord best for others. >> i hope he doesn't pull us out of it. on the other hand, i think it's important that we have something that we can point to that would fulfill our obligations under the accord rather than walking away from it. i have proposed to the white house a carbon dividends proposal where we would impose a carbon tax but rebait it all to the american people. it's conservative free market, limited government, and internationally competitive. that would put us in compliance with that accord. >> tom, mitt romney tweeted yesterday, he said affirmation of the paris agreement is not only about climate. it's about america remaining a global leader. do you think we have to stay in to change the future of the world? >> i feel strongly about the reality of global claimant change. i think we have to acknowledge

that. jim has an idea with merit. not just have the white house make the decision. we talked earlier this morning about pumping it over to the senate. this is a treaty. maybe it ought to have ratification and a national debate. >> i think president obama didn't submit it to the senate because he was afraid he wouldn't get approval. he called it an executive agreement. why not submit it to the senate. if the senate ratifies it as a treaty, we know the american people are behind it. i'm not sure it would get through the senate. >> interesting. the senate is control bid republicans. i have to talk about james comey. the fired fbi director set to testify perhaps as early as next week. if you had been in the white house, i mean, comey has his detractors on all sides, but would you have advised the president to fire the fbi director in these circumstances or did he make the situation worse for himself? >> i don't know if answer to that, because i don't know everything that was going on at the

i think the director comey made a huge mistake back in july when he stepped down and held the press conference saying we've seen a lot of bad activity here on the part of hillary clinton but nothing that would result in her being charged. he assumed usurped unto himself the prosecutor discretion that should rest in justice department. you can say loretta lynch met with bill clinton on her airplane, but there was a deputy attorney general who should have made that decision. the fbi is an investigative agency. >> should trump have fire him on day one if it's a fireable offense? >> again, i don't know everything that happened. but the president has absolute power to fire the fbi director any time he wants to. >> you are often seen as the gold standard when it comes to white house chiefs of staff. serving in that position twice. when you look at what's going on in the white house right ow

running the show? is it the right person and tr r there too many competing interests. >> i said in an interview, the one thing that worries me about the way they're set up is that there are five or six competing power centers with broad overlapping authority and maybe responsibility. and that's not a good recipe, because that's contributed to all the fighting that's going on. he needs to empower a one person, make sure everybody understands that's the guy, or that's the lady, and give them the authority to run the white house. and make it a strong chief of staff. he needs that. they badly need also a message discipline in that white house. you can't run something as big as the government unless everybody is singing from the sam

to arrest the suspect. when they approached him a scuffle led to a shootout right in front of employees and customers. a terrifying and deadly shootout caught on camera. new cell phone video released shows the chaotic moments when two bounty hunters approached a fugitive at a texas car dealership. the suspect opened fire sparking a gun battle that sent customers and working diving for cover. >> oh, my gosh. where is he? >> greenville, 9-1-1, what's going on? >> i don't know where he is. >> reporter: police say two investigators tried to arrest 49-year-old ramon michael hutchinson. the fugitive from minnesota had a warrant out for his arrest. as he sat inside an office at the dealership, the bounty hunters approached with guns drawn. huntington tried to pull a pistol from his waste band. then

20 shots for fired in six seconds. the bullets shattering glass and sending terrified customers running for their lives. >> get down. hold on. >> what's the address of the emergency? >> jesus, in geneville at the nissan dealership, there's been a shooting. i'm hiding in a bathroom. please hurry. >> reporter: all three men died at the scene. no one else was hurt in that shootout. you may wonder how often bounty hunters get involved in cases like this. 90% of the people who jump bail in the u.s. are picked up by a bounty hunter. ramon michael hutchinson had an outstanding drug charge in minneapolis. >> way out of hand. thank you. this morning chilling new video taken by police inside the pulse nightclub on the night of

we're back, 7:40, russian president vladimir putin making headlines insisting during a meeting with journalists that the russian state has never been involved in hacking. he added that no hackers could influence an election in any country. >> we are going to be hearing a lot from putin in the coming days as he hosts an international economic forum. nbc's megyn kelly is in st. petersburg where she will make with mr. putin. this is her first appearance as an nbc news anchor. so we say good morning. >> good morning. >> and welcome. >> great to have you here, megyn kel kelly. >> it gat with you. as part of this forum, president putin will be taking part in a panel. i was asked to moderate that. this will be the first time he's taking questions from an american journalist since the special council was appointed to

why not use ground corn meal to get the flavor. if you're using tomatoes in june, go with a small tomato. we'll make the corn meal pancakes first. start with the dry ingredients. we have corn meal, flour, baking soda, a little bit of salt. corn meal with egg white. take the wet and then gold it into the dry. milk and then the egg and the egg white. >> wait. show us your folding technique. >> take your spatula. you want to be lileor aggressive. just kind of fold it around. >> that's what matt is always saying to me. be more aggressive. >> exactly. let that go for a while. >> and then we have our johnny cakes. the thing about these johnny cakes is they don't need to be perfect in terms of shape. if you look at some of the ones i've made here, some
