expect rushern baker also has name recognition and political machine. and then doug gansler who tried and failed before and really thinks that he could have beaten larry hogan had he been the democratic nominee back then. >> all right. three weeks from today, we'll see some big changes at metro beginning on the 25th, fare hikes and service cuts will be the new order of the day. the changes will have the biggest impact on riders who use the system late at night and on the weekends. so adam, how will this change the trips for metro riders? >> first thing everyone should know is that the hours are changing. on the weekends, you will have service go until 1:00 in the morning on friday and saturday nights. this is actually an increase of an hour as compared to what is out there right now. since safetrack started, the system has been shutting down at midnight every night. so the weekends, you will get an ho

that used to be in place for the much more late night service. so it's a scaled back late night service. here's where it gets really interesting. during the week, it will close at 11:30 at night. our metro system will not be open until midnight. and then on the weekends, specifically on sunday mornings, it won't open until 8:00 in the morning and it will close at 11:00 p.m. so all of the hours are changing and it's a lot to keep track of. so if you're not aware, you really need to familiarize yourself with it. and all of this is happening so that basically a new maintenance plan can get rolled out. we've gone through the safetrack delays, but now there is a new maintenance machine saying this is basically a continuation of all of that and more hours back to where you can do maintenance. and so in addition to the fact that it will cost 10 to 25 cents more depending upon when you ride. >> a lot to digest and a lot of changes in a town that needs to

the morning. >> exactly. so on sundays, that will be a big change. particularly people who go to church on sundays, you rely on mitt troh, a lot of people who live in washington or around the area don't have a car and people don't necessarily want a car because of the commute that is so bad around here. so that will be a change for a lot of people. and supplemental business service will be put in place, but, yes, this is just another continuation of a general manager who quite frankly is making some tough decisions that other general managers wouldn't do in the past. >> so these changes take place just before the 4th of july. just before the big krecelebrat. >> and they wanted to roll it out consistently so it wasn't like one weekend one thing is happen and another week another thing happening. so the fiscal year starts july 1st and they wanted to make sure that they had one consolidated date do that. so yes, june 25th, a lot is changing and we still have many more years of maintenance to go. we'll see what happens. >> ready or not, here

changes come. metro finally getting brand new cars? about. >> yes. if you've ever ridden on them, they are very nice, shiny, new. and most importantly, they are supposed to be more reliable, not break down as much as the old cars. and in the event of a crash god forbid they are more crash worthy, they are stronger than a lot of the older metrorail cars. so when the silver line opened, a lot of people were wondering why hadn't the new rail cars been on the silver line. and now for the first time, the new 7,000 series cars will be on the silver line. so they will be spread out across the entire fleet. so a good thing for metro riders. >> so let's stick with transit. a federal judge has ruled that the purple line will not violate federal protections of endangered species. the same judge created a hurdle by requiring maryland to on

maryland is expected to appeal. meantime the state is halting some work on the purple line. >> what can i tell you? almost my entire life the purple line has been on the drawing board. more than 30 years this thing has been planned. and it looked like it was -- >> it was four days away from them sticking a shovel in the ground before the judge decided that they needed to reevaluate. >> and now we're seeing the ripple effect from that judge's decision.y saying that we have to put the brakes on further expenditures, a hiring freeze, construction. so who knows. but it is again frustrating and i think we'll continue to see the yard signs, it's a continuous battle between neighbors on two different sides. >> is it going to be an election issue? >> without a date. >> ben jealous, when he announced in baltimore, he

talked about the transit line and he talked about the line in baltimore that needed to be funded and he mentioned the purple line as well. so it is already an issue in the upupcoming election season. >> i remember being at an event with martin o'malley, former governor, where he couldn't have been more sxwit excited to anno that the purple line was coming from bethesda to new carrollton and that was years ago and look where we are now. there has been a bit more movement as far as how the funding would come together, but not everybody wants this. but you also have to remember, this is why this judge has held it up because a group basically said look, you have to take into account metro's falling ridership, metro is down 100,000 trips per workday on the system. and they are saying that that could negatively impact the ridership of the purple line which then you start to question whether it's needed or not. remember the purple line is not metro project,

sta by the state of maryland, it's a light car system, but it does connect to the metro folks. and a loft people at of people d to use to transfer. so that's why this group is successful to get the judge to order a new impact

from the purple line we go to the transit center in still injury spring. montgomery county has settled in the fight in the cost over overruns. the county wanted up to $47 million to address structural flaws plus $20 million this damages. so adam, they didn't get that much. but they got a pretty substantial chunk. >> they got less than half of what they actually

million. and i think some of the money has to go to one of the construction companies. $3 million actually goes to a construction company. so they settled and what ike leggett said is that he wasie m attorney costs and he figured it was better to cut the losses, get the best deal he could and move forward and that's what they did. so the good news is that as france its projects go in the state, this is behind us and we can move forward. but it is certainly a far cry for the taxpayers. you know, you could argue they ended up losing tens of millions. >> and there was supposed to be so much redevelopment around that transit center that was already kind of fast forwarded to where we are today and that hasn't necessarily happened because it was years late and overbudget. so it was a night married.

center getting it up and running and have it serve its purpose was such a drama and saga that it's almost great to just have it settled and move on and go with it. and i will say with all the issues, i mean i basically -- i heard tom sherwood say that i moved into that transits center. i did. i was there like every single day when this whole situation surrounded it was going on with theintegrity. but i expected more issues and so that's good. let's focus to getting people moving. >> and getting people out of the cars and off the road. >> absolutely. >> and in the district there is a debate over tax cuts. the city council has agreed to proceed with tax cuts approved three years ago. despite arguments by members who now say that the cuts should now be delayed and that the money saved should be spent on things like schools and social

programs. the new budget includes less for various agencies and programs. so layout for us the arguments for and against approving tax cuts. >> the tax cuts originally the district had this commission that tony williams was the head of to recommend changes to the entire tax code that the district of columbia had to keep it competitive with the neighboring jurisdictions. because there was always this sense whether it was true or false that if you live the ed i the district, you paid more taxes than if you lived in maryland or virginia. that wasn't actually the case, but they made these recommendations and they have been phased in over the past three years. this is the last set due to phase in. it was a cap or reduction to the estate tax which would benefit obviously people who have are larger estates. and also it was a cut to the business tax i think from like

there were three council members # who said we shouldn't be doing tax cuts because there is an unknown about what the trudge bun trump budget will do to the district of columbia which is heavily depend ernent upon the federal government and mayor bower's proposal did not have as much money for homeless services and public be schools. so that was the fight.progressives were saying that they were giving tax cuts to the rich. but that got washed out where they ended up giving more money to schools, almost twice more than what bowser had wanted for per pupil funding and they got more money for homeless and preservipre pre-pre preserved tax cuts. >> sas

again any against the poor? >> that is how the council members framed it. but the district of columbia is in a unique situation from other big injure you ris dikss around the country in that it has a projected $400 million surplus coming into this fiscal. so they had a lot of money go around. so this was a little easier for the legislators to kind of wheel and deal and get what everybody wanted. now, what they didn't get and what the mayor is upset about is that this budget the council to preserve some of the social service programs, they did make some cuts to d.c. police, d.c. fire fleets and to improvements to the 911 system. and we just saw-meagan fitzgerald we reported incidence safely on the fail irs of tures 911 system. so there could be more tweaking, but you can bet that if these cuts stay in place, this will be a big issue as d.c. as l

wife were overheard on a wiretap phone plotting to flush $100,000 down the toilet as well as stashing more than $79,000 in her underwear. johnson was county executive from 2002 to 2010. a beloved d.c. swim teacher is being remembered for his kindness and love of the water. he survived a robbery, but died just weeks after it happened. darcy spencer shows us how family and friends are honoring him. >> all the love and support is keeping me going. >> reporter: she was looking forward to becoming a bride with a big wedding. instead she gathered with friends and family at a d.c. pool. it's where are her fiance was a popular swim instructor. they are here to mourn his loss. >> how do you want him to be remembered? >> as honest, as a

>> that was darcy spencer reporting. we are told that scott worked for d.c. parks starting in 2014, he was planning to getting married next january. police are still investigating, but have not made any arrests. police are telling a heartbroken family that they did nothing wrong when their 2-year-old boy wandered off a playground and drowned in a nearby lake. he got and you were from hway f friday night. and police were immediately called, but six minutes later, the boy was found unresponsive in the water. despite rescue efforts, they couldn't save him. >> even when with family members are doing everything right, how easily a young can go person, and malik was not quite two years old, can owander off and end up in this type of tragedy.e wi

case. and there are solid leads in the death of 26-year-old matthew murray. officers attended a memorial service for the 26-year-old yesterday. they came to offer condolences to the family and update them about the investigation. the young man was stabbed to death in his hyattsville area apartment. >> may seem innocuous to other people who interacted with matt, but it mibl veit might be very to us. so we are looking for additional information that will help us solidify the leads that we have are. >> he was killed after he spent time in d.c. at the black gay pride week independent. however prince george's police are not calling it a hate crime. they came from all over to bid farewell to michael walter. his funeral was held yesterday. and this is a large auditorium that was just packed. you can see it from corner

corner. special agent walter was shot during a traffic stop last week. and convicted felon was a passenger in the car that walter stopped. ball has been charged with his murder. virginia governor mcauliffe says that the common wellth wealth i indebted to the family. we are learning new details about a crash on interstate 95 in howard county. that video coming up. it happened yesterday morning just before 9:00. it caused southbound lanes on the major interstate to shut down for hours. there you go with the video. witnesses told police that the woman driving an 1u6 may hasifs have hit the truck. four people are being treated for injuries. we're working to learn how badly injured those people are. fairfax county police are reaching out to the immigrant community saying we want to help you, not deport you.

his trip over in europe, his relationship with nato. how does it all shake out? >> well, i think he hurt himself by calling it a travel ban and by trying to kenkt the two. no doubt that i think there will be concern. we don't though what happened yet. so you struggle hear speculating too much. but if the pattern holds, it's likely some group of british citizens, so this idea that somehow -- this is the part that, you know, it didn't actually make a lot of policy sense. this is a case where they are dialing with people who are writ tes british citizens who on maybe were recruited, maybe this is homegrown. a lot of ways that this -- and of course none of that would somehow be as impacted on what he should have called it if he wanted to get it legally through extreme vetting. the fact that he's calling it a

argument before the supreme court moot now. he may have just up heheld uphe all the reasons against that were made in blocking his ability to put in this temporary ban. >> so switching gears now, everyone will be watching on thursday when james comey testifies before the senate committee over the accusations that trump pressured him to end the investigation into his national security adviser. could this be blocked by trump, does he have that authority? if. >> he might have that authority. it's a question does it fall under the idea of him invoking executive privilege where i can essentially pre-ventsd an employee of the executive branch from testifying. the problem that he has is that jim comey is no longer an employee. so it may not be -- if he wanted executive privilege, the best way to have invoked it would have been no
