a conspiracy theory about a child sex ring connected to the hillary clinton campaign. prosecutors are asking for a 4 1/2 year prison sentence. this morning, a committee will hold a public hearing in d.c. and we expect it to be emotional. judiciary and public safety committee members will listen to residents talk about sexual assault and they'll be considering three bills that deal with the rights of sex assault victims. one of the measures would bring the district into compliance with federal requirements who says a child who has been a sex trafficking victim will be considered a victim of neglect and sexual abuse. prince william county is beefing up nondiscrimination protections for lgbtq students and staff. >> dvoted five yeas, three noes -- >> as you just heard, they banned discrimination in count

night. the new policy bans discrimination on the basis of sexual orientation or gender identity. critics worried the policy will allow students to use bathrooms that correspond with their gender identity. but supporters argue fairfax county and other districts passed similar protections and each school would be able to adopt bathroom policies. a man went missing in rockville last night. this morning, his family is still trying to find him. greg gernert is 53 years old. we're told he doesn't have his medication and lives on bradley avenue in rockville. he went missing back in september. in that case, he was gone seven days before he got back home. you may notice a crowd at the jackson graham building in metro's largest labor union will hold a symbolic funeral. they plan to eulogize their status as a middle class workforce at metro. the

>> tracie, let's talk about the votes. will republican leaders be able to get their caucus on board here? >> it's razor-thin. they've got 52 votes. they lose three it's a done deal for this republican plan. president trump has acknowledged it's a razor-thin margin. you were just talking about him wanting to get democrats on board and making changes to balance that. you get democrats on board but may alienate some of the conservative republicans who, for example, don't want to see funding for planned parenthood, whereas democrats and moderate republicans do. you gain some, you lose some. it's a numbers game at this point. they don't really have a lot to lose. they can't afford to lose any republicans beyond those two. >> tracie potts live on capitol hill for us. tracie, thank you. a new government study estimates more than half of teens have had sex by the time they turn 18. about 80% of them say they used some form of contraception during their first sexual experience. meanwhile, the most commonly used method of birth control was condoms. more than half of sexually active females said they were on birth control pills. a new study suggests legalizing recreational marijuana is not only -- car crashes. according to the study releezed today, legalizing it in colorado, oregon and washington state has resulted in more collision claims. how much more frequently? well, about 3% higher overall. that's compared to states where they did not legalize marijuana. >> our study was designed to compare states that had legalized recreational use of marijuana with nearby states that had not done so. >> you're going to hear more about the study from the president of the insurance institute for
