coming up on the "today" show. that breaking news, something that could really impact the morning commute for a lot of you. a crash on the inner loop of the beltway involving what looks like two cars and a truck. take a look. here's the scene live from chopper 4. this is in greenbelt near the greenbelt metro station. good morning everyone. i'm eun yang. >> i'm chris lawrence in for aaron this morning. a crew is headed to the scene of the crash. let's start with melissa and how it could impact your morning. >> good morning. we still have some lanes closed and we had these rolling closures happening. taking a look from the chopper. you can see the ikea in the foreground. they're trying to slow folks down so they can get the stuff out of the way, including the tractor-trailer and off of the highway right now. we're seeing delays, especially as things are temporarily, temporarily blocked here right now. inner loop and outer loop of the beltway. no major issues when you're lo

it doesn't look terrible. we'll keep you updated on that. another live picture in a couple of minutes. >> thank you, melissa. we're following that breaking news in greenbelt maryland. near the scene of a very serious crash. justi justin. >> reporter: chris, we had to get out of the way so crews could tow that tractor-trailer away from the scene as melissa has been mentioned here. this wreck involves a truck and a tractor-trailer. let get you to video from the roadway here. we can tell that you this is the inner loop by the greenbelt station. maryland state police arrived about 3:00 or so this morning. that tractor-trailer was moved to the side of the road. that's why we now have the two lanes open on the left-hand side. however, as has been mentioned, you may see intermittent delays out there. because crews don't have to maneuver the truck the wrong way to get it off of the roadway. after that, they ha

maroon toyota tacoma. almost 20 years old there. with license plate vwa 4004. again, if you see kimberly or joel long, take a look at their pictures again. call police as soon as you can. it's 5:04. family and friends of a university of virginia student will remember him as a promising young man whose life was cut short. otto warmbier died monday. his funeral is ohio. the 22-year-old just returned to the u.s. after spending more than a year in a north korea pris prison. when he arrived homee he was in a coma. north korean officials say he contracted botulism. but they have not found traces of the illness in his system. a shining example of kindness and openness is how nabra hassanen's friends choose to remember her. not the brutal way she died. >> nabra was caring.

>> nabra was compassionate. >> this is video from a vigil last night at lake end plaza in reston. more than 5,000 people attended her funeral in sterling. at one point mourners left their cars on the road and started walking more than a mile toward the mosque. people from all different faiths came to support the family. she was beaten with a baseball bat sunday morning in what police are calling a road rage incident. last night her little sister delivered a message from the family. >> i just want to thank everybody for your love and support and i want to say to nabra, i love you and i will always miss you. >> fairfax county police are looking into the possibility that she was sexually assaulted by the suspect. as of now, they can't conclusively say that she was assaulted until the medical examiner's office completes its investigation. meanwhile, the memorial set up

been vandalized. park police charged a man from south carolina for the vandal m vandalism. it's not clear whether he knew the significance of the items or the gathering. they say he collected things found around dupont circle tuesday night and lit them on fire in the mounta fountain. you want to keep an eye on capitol hill today where we are expecting senate republicans to release their plan to repeal and replace.affordable care act. this was erika gonzalez at the live desk. >> good morning, chris and eun. this could have a big impact on families, especially their wallets according to the associated press. the plan would cut and revamp medicaid and penalties on people not buying health coverage. eliminate funding for planned parenthood. subsidies to help people buy insurance. health republicans passed their health care bill and called for tax credit based on age to

tracie potts takes a look at how the plan could divide republicans. that's coming up. back to you. >> erika, thank you. it's 5:07. sentencing is expect north dakota -- expected in the so-called pizza gate. edgar welch brought a gun in the pizza place and started shooting. >> we got a look at new photos from the night of that shooting. megan mcgrath has more. >> reporter: it unfolded here in december. we have never before seen photos just released by prosecutors taken inside the restaurant. take a look here. the photos show a bullet hole in a wall from one of the shots that was fired inside. you also see an assault rifle resting on a beer keg. that's where edgar welch set it down. there's a handgun sitting on top of a ping-pong table. edgar welch came here

he opened fire inside the restaurant but no one has hurt. he's apologized and entered a guilty plea. he's going to be sentenced later today. prosecutors are asking for a 4.5-year term. that's happening later on today. we'll be following that and bring you that sentence as soon as it's handed out. this morning, a committee will hold a public hearing in d.c. we expect it to be emotional. judiciary and public safety committee members will listen to residents talk about sexual assault and be considering three bills that deal with the rights of sex assault victims. one of the measures would bring the district into compliance with the federal requirement that says a child who has been a sex trafficking victim will be considered a victim of neglect and sexual abuse. >> covering northern virginia this morning, prince william county is beefing up nocr

>> the vote is 5 yes, 3 no. motion passed. >> and as you just heard, school board members officially banned discrimination in county schools with a 5-3 vote last night. the new policy bans discrimination on the basis of sex annuual orientation or gend identity. supporters argue fairfax county and other virginia districts pass paed similar protections and each school could adopt bathroom policies. a man missing in rockville. his family says he does not have his medication with him. montgomery county police want you to call them if you see gregory gernert. he has disappeared before. he was last seen yesterday morning in rockville. he went missing back in september. that time for about seven days. you may notice a c

d.c. this morning. met metro's largest labor union will hold a symbolic funeral. they plan to eulogize their status as a middle class workforce in metro. it will involve a casket, tombstone and speaker to deliver a eulogy. the union represents more than 9200 employees and 3,000 retirees. you may want to start to plan ahead now for sunday. metro is making major changes to its operating hours. monday through thursday trains will run between 5:00 a.m. and 11:30 p.m. on friday and saturday, metro will close at 1:00 a.m. cuts on sunday or more significant. metro is adding bus options for riders after the rail system closes. covering the district, a live look from our city cam. as we learn mayor muriel bowser is about to announce a plan to get rid of the rats in d.c. it starts with finding a better way to eliminate trash. up to 60 businesses will be able believe to

couple of days. while they haven't exactly said what they have found, they have said that they have four people that they have detained in one of their latest raids. if you'll remember, on tuesday, a man went into the brussels central station and blew up a device that didn't fully detonate. soldiers shot and killed him. nobody else, thankfully, was injured in this attack. from the live desk, i'm erika gonzalez. >> thank you, erika. second floor inside the terminal. we got an officer down. >> this was a dispatcher calling for help after a man stabbed and airport police officer yesterday in flint, michigan. the fbi says 50-year-old -- a canadian, entered the u.s. on tuesday and made his way to flint yesterday where he targeted lieutenant neville. the stabbing is being investigated as an act of terrorism. lieutenant neville is in satisfactory co

defendant dominick keegan brown not guilty. >> a former police officer has been found not guilty in the death of a man he was chasing. the jury found the officer was justified for shooting him. he ran away from a traffic stop last year. smith is black and his death marked violent protests in milwaukee. he shot smith after he tossed his gun away making it reckless homicide. the jurors disagreed. this morning, at least four deaths are being blamed on the sweltering heat. people are feeling it out west. two of the deaths happened here at new mexico's carlsbad taverns national park. p p p p high temperatures have topped 100 degrees for nearly a week there. a father and son from texas died while trying to hike in the area. family members say they were experienced hikers. the deaths are under investigation.

it is going to be a rough few days for people down south. tropical storm cindy is slamming multiple states, dumping rain, bringing flooding and thunderstorms. it's already being blamed for one death. >> nbc's jay gray joins us live from new orleans right now. jay, what are you seeing out there? >> reporter: hey there, chris, i'm thankfully getting a break from the rain right now. it's been moving through in waves. not only here but all along the central gulf coast. really, it's been since early yesterday a lot of communities dealing with the flooding rains, tornadoes have been a problem as well. this storm, as it's now made landfall, will continue to push to the north and east and bring with it the possibility of more flooding rain and those tornadoes. we know that some areas hardest hit will see a foot of rain or even more. the storm turning deay

clarence jacobs' apartment on 51st street northeast. the mom had left bible study at a nearby church. jacobs said he and his brother aaron had an argument. at some point during the fight, his brother pulled a gun and shot through a wall accidentally hitting fitzgerald who was in the next room. fitzgerald died at the hospital. aaron jacobs has been charged with her murder. we're learning more about the shooter in last week's congressional baseball practice in alexandria. the fbi now says james hodgk hodgkinson acted alone and had no ties to terrorism. he was under financial and mental duress. had a deep animus towards president trump and republicans. he shot several people, including steve scalise. he is in fair condition this morning. cheers all around for capitol police special agent crystal griner as she threw out the first pitch at the congressional women's baseball game in southeast d.c. she was one of the people injured in the shooting last week. the softball game pitted congresswoman of both parties on the same team against the female members of the press corps. it raised money for breast cancer research. the bad news babes won the game. nba draft is tonight. a basketball star from right along route 4 is expected to go number 1 overall. news 4's sports reporter shane buries is here with a. >> the nba draft marquel fults, the projected first overall pick. kevin durant hales from prince george's county but remember, he was a number two pick. if fults goes first, he could be the top pick in the draft. lots of mention on the

there is a new public safety training academy so police don't need just power anymore. you've probably seen it if you've driven on the highway in montgomery county. county police demolished that tower yesterday. a lot of recruits ran up and down it. more than 100 people have shared the video online. the new public training academy is on snaufr school road. improvements coming to the park. >> building a clubhouse, indoor batting tunnels and a covered outdoor batting cage at tucker field. the george washington university baseball team uses that field. the university is going to pay for the improvements. the board extended its partnership with the university for another ten years. and it's going to get a little warm today. yesterday we made it to around 90 degrees. lowmi

changes from what we're expecting will be announced today. it's a numbers game at this point, eun. if they get democrats on board, they could alienate the conservatives who don't want to see planned parenthood funded. moderate republicans who want to see it funded. as they get more democrats, they could lose more republicans. with a razor-thin margin of only able to lose two out of their majority. it's very much a numbers game. >> tracie, let's talk about this bill. what do we know about what's in it or and importantly, how it's going to impact families? >> the big thing in terms much impacting families, working families, is medicaid. what are they going to do about rolling back medicaid. we know republicans want to roll back the expansion from obamacare. how quickly will they do it, how will they do it, what money will and won't go to states, that could impact the wallets of americans. the other thi

he came here to investigate false internet rumors of a child sex ring. he did fire in the restaurant but no one was hurt. he has apologized for his actions and he is due in court for sentencing today. prosecutors are asking for a 4.5-year prison term. that sentencing due to take place at 10:30 this morning. we'll, of course, follow it and let you know what the sentence is as soon as it's handed down. back to you. >> megan x thank you. a pennsylvania man arrested at trump international hotel in downtown washington with weapons and ammunition is due back in court today. he was ordered back behind bars last week after prosecutors say he ignored a judge's order to stay out of d.c. until his trial date. a judge also ordered that he undergo a mental evaluation. moles is facing federal gun possession charges. a lot of us won't soon forget the sights and

protests on inauguration day. the aclu filed a lawsuit against d.c. police now. the organization says officers improperly used pepper spray and flash-bang grenades without warning. demonstrators were held without food and water. hundreds of people were arrested that day. d.c. police released a statement saying, all instances of use of force by officers and allegations of misconduct will be fully investigated. this morning, a committee will hold a public hearing in d.c. and we expect it to be emotional. judiciary and public safety committee members consider three bills that deal with the rights of sexual assault victims. one of the measures would bring the district into compliance with a federal requirement that says a child who has been a sex trafficking victim will also be considered a victim of neglect and sexual abuse. >> prince william county is beefing up nondiscrimination protections for lgbtq students and staff. >> the vote
