little negotiation is needed but again blasting obamacare as a "disaster." hosting a picnic for members of congress, president trump giving a grilling. >> some really great people, i have to say. mostly. mostly. couple of bad ones, but that's okay. >> reporter: days after calling the house health care bill mean, tweeting, i'm very supportive of the senate version. but even after legislative surgery, senate republicans long-awaited obamacare replacement already flat lining. >> we promised to repeal obamacare. the current bill looks like we're keeping large parts of obamacare. >> reporter: four gop senators immediately arguing as is, it falls short. mr. trump telling fox news he hopes those senators will come around. >> well, they're also four good guys and they're four friends of mine and i think that they'll probably get there. we'll have to see. you know, health care is a very difficult situation. >> reporter: but the president's party can only afford to lose two votes or it fails. >> i can not support all

millions of people losing their health insurance. >> reporter: so, what's in the bill? while it keeps key republican promises like ending a mandate to buy insurance and defunding plan t parenthood, the senate plan slashes health care subsidies for low and middle class americans. as for giving states money to expand medicaid, that would gradually end, beginning in 2020 and the cuts would be even deeper than in the house plan. and opioid addiction, $2 billion. just a fraction of what some republicans wanted to cover a growing national crisis. the senate's bill does include protections for those with preexisting conditions, but no longer mandates states to require coverage for maternity care, mental health treatment, and e.r. visits. >> keep it off the senate floor. >> reporter: late thursday, protesters confronting lawmakers

and earlier on capitol hill, more than 40 people, some in wheelchairs, arrested and dragged from outside the office of the senate's republican leader. democrats defiant. >> these cuts are blood money. people will die. >> reporter: the senate plan even drawing a fierce rebuke from president obama. the senate bill unveiled today is not a health care bill, he wrote on facebook. "it's a massive transfer of wealth from middle class and poor families to the richest people in america. simply put, if there's a chance you might get sick, get old, or start a family, this bill will do you harm." to be clear, supporters argue this bill will help fix a failing health care system while lowering premiums for many americans despite the president's early praise, the republicans' plan notably does not line up with one of candidate trump's major promises, that he would not cut medicaid. bottom line, one way

mitch mcconnell looking for a vote on this next week. let's turn to republican senator rand paul who's with us from washington. good morning to you. you are one of four republicans who oppose this bill because you think essentially it's obamacare lite. it's not going far enough. let me quote the rolling stones for you, though. you can't always get what you want. if it comes down to this bill or no bill at all, would you really rather do nothing? >> well, i don't think the choices are binary. i think the choices are, do they want our votes or they don't want our votes. they have to have at least two of the four of us and so that means the bill has to get better and it has to get more to our liking. the current bill keeps the fundamental flaw of obamacare. the fundamental flaw of obamacare is that if you can get insurance after you get sick, you will, and without the individual mandate, that sort of adverse selection, the death spiral, the elevated premiums, all of that that's going on gets worse under this bill, and so what this bill does is it d

stabilization fund and says, oh, we'll have cheaper insurance if we subsidize it. well, you could have cheaper cars if you have a stabilization fund for cars or iphones or education. that typically has not been a republican idea just to empty the treasury to lower prices. >> but the reality -- >> particularly because we have a $500 billion deficit already this year. >> but the reality of it, senator, is if you and your conservative colleagues get what you want, in this bill, then moderates are not going to get what they want. so, how is mitch mcconnell supposed to navigate that catch-22 in seven days? >> well, i think we ought to evaluate what we were for and what we have been for. for six years, we've run on repealing obamacare. we didn't run on keeping obamacare. so, right now, as the bill stands, the obamacare subsidies that the democrats saying everybody's going to die because we don't have enough subsidies, we have equal subsidies or exceeding obamacare subsidies, even jonathanr

yesterday, it looks like they're keeping it. we have more government subsidies in our bill, perhaps, than obamacare has. our bill may cost more in the first two years than obamacare cost. that's not repeal. >> let me ask you about essential benefits. under this plan that coverage for existing conditions stays, but states have the right to waive many of the essential benefits mandated by the aca, preventive care, maternity care, prescription drug coverage, substance abuse and mental health treatment. when you look at that list, isn't that the very essence of health care coverage? >> well, here's the problem. and i think president obama had a big heart and many democrats want to help people, but when you add mandates to insurance, you make it more expensive. so, let's say i make $30,000 a year and you add 12 mandates, my insurance has to include 12 things that you think are good for me. what if my insurance now costs $10,000 and i say, what the heck, i can't afford

also because you tell me, you know what, if you get leukemia, you can just buy in later. we add regulatory mandates that elevate the cost so poor people can't buy it and healthy young people won't buy it but then we say to everyone, it's okay, you can get it after you're sick. that is a terrible sort of situation. that is perverse incentives are what are destroying the insurance market. >> senator, you've talked about that. you just said that this republican plan keeps all those subsidies, continues to poor federal government money into health care, and yet you have president trump, who has promised insurance for everybody. he promised on the campaign, everyone will be beautifully covered. that is a quote. >> i don't disagree with the president. i'm actually for insurance for everyone. my goal is the least expensive insurance to the most people. >> does this bill do that? >> but you know what does that better than any government program? when supply and demand meet, you get the most goods distributed to the most amount of people at the least

that's when you have freedom in the marketplace to let prices go up and down. you let the consumer choose based on price. and i'll give you an example of where it works. lasik surgery. that's a surgery that i did to help people get rid of their glasses. the price has gone down by 75% over the last 15 years because consumers pay for it and they shop according to price. >> real quickly, makes sense, but pre-obamacare, didn't we have essentially a market system? >> not really. >> we didn't have insurance for everybody. >> this is sort of the misunderstanding. a lot of people, and we were part of this, we blamed everything on obamacare, but really the system was failing before obamacare. obamacare didn't make it better. i think it got worse. but the thing is, we're keeping fundamentally the problems. we had a fork in the road. before obamacare, the system was failing. insurance rates were going through the roof. under obamacare, it continued. what you really want is you want the consumer to be connected to the product. when the consumer cares about the price, there's competition,

if we have a sufficient belief in the market system that has made all, you know, has given america her greatness, we can make health care great in this country but you have to embrace freedom and capitalism. >> two seconds, is this going to pass. >> the bill has a chance and i'm still open to it but it has to be drug in the direction of free markets, capitalism, choice, and you got to get rid of the regulations that are causing the prices to go up too much. >> senator rand paul, thank you so much. we got to jump. but thank you. appreciate it. >> good to see you. thanks. chuck, good morning to you. you just heard senator paul's reservations. how's this going to play out over the next seven days. >> look, i think you're going to hear -- you've got moderates that are not happy with it. susan collins, a moderate from maine, a moderate from alaska, you have the conservative angst here. i think rand paul has set a high bar for his support and i think mitch mcconnell, the senate majority leader, is almost trying to find a path to enough

so i don't think this bill's going to get more conservative. if anything, i think it's possible this bill somehow gets more generous on the medicaid front, because you're going to have a couple of key governors, ohio, nevada, republican governors that have expanded medicaid, who have republican senators in their states who are sort of on the fence on this. i think that's the path that happens here. but i tell you this. mitch mcconnell, he's doing this in a week on purpose. it's sort of shock and awe. you either get it done in a week or it goes away in a week. >> lot to watch over the next seven days. chuck, thank you very much. of course he's going to have much more on the new health care fight this sunday on meet t"mee press." the president making some controversial claims in a new interview. this after he finally acknowledged, no, he did not make secret recordings of his meetings with the former fbi director, james comey. nbc's chief white house correspondent hallie jackson's got that part of the story this morning. hi, hallie. good morning.

missile over the pacific ocean. tens of millions across the eastern half of the country are facing a day of heavy rain as the remnants of tropical storm cindy are pushing inland. that massive system has already caused major problems in the south, widespread flooding, even powerful tornados. we're going to get al's forecast in just a moment. but let's start with the weather channel's reynolds wolf. he's in alabama this morning. reynolds, good morning. we can see the destruction behind you. >> reporter: absolutely. and as you can see from high above, the sheer randomness of the damage, some places it is just obliterated but other places, you can even see bottles in this liquor store, still in perfect formation. 11,000 people called this community home and it is amazing that with this coming through, with the confirmed ef-2 winds, there was no loss of life but four injuries. all this spawned from a tropical system that made landfall hundreds of miles from this spot. this morning, the fast-moving storm, what's left of tropical storm cindy, is

clean-up, as you can tell, is right behind me. they've got a long way to go. problem is the people that call this community home and many others across the south, we've got another round of severe weather possible today for parts of tennessee and, yes, back here in the great state of alabama. mr. roker, what's left of cindy? where's she headed? >> she's heading east and it's going to interact with another system and that's going to cause the big problems. we've got the remnants of cindy smack dab in the center of arkansas. we are looking today at a slight risk for birmingham, tupelo, all the way up to charleston, 11 million people at risk. isolated tornados, damaging wind, so the remnants of cindy hook up with this frontal system and push in strong storms, especially by later this evening on into parts of pennsylvania all the way down into atlanta, through saturday. the showers and thunderstorms will linger through the coast. we right now have flash flood threats from warnings to

ruled that his confession was improperly contained. he was sentenced to prison ten years ago after. that happened back in 2005. and more than 600 employees at a carrier plant in indianapolis will bracing for layoffs, that news just six months after then president-elect trump announced a deal that he said would save nearly all jobs at that plant and keep them from going to mexico. a union president says, once those layoffs are complete later this year, just a few hundred jobs will actually remain at that plant. breaking news overnight in the otto warmbier case. north korea is again denying that it cruelly treated oratortur or tortured the detainee. in fact, the regime says it is the biggest victim in his death. this all happened just hours after warmbier was laid to rest. nbc's katie beck is in his hometown of wyoming, ohio. katie, good morning

cycle of drug abuse and how he managed to overcome it and that painful, personal, deeply personal story has become a run-away best seller. have you been surprised by how successful it's been? >> yes. how could i not be? >> why do you think? >> i'm sitting here talking to megyn kelly. this is great. >> when i finished the book, i felt a little worried about you. >> why? >> i wondered if you had really dealt with everything. >> that's a really good question. i've never been asked this. i think that the -- the honest answer is that i probably haven't dealt with everything. fwh but that that's part of growing up and living your life is you're constantly dealing with this stuff and you're constantly working through it. the book is not an effort to sort of finally work through all of these things that happened when i was a kid. it's the beginning of an effort that will probably take me for the rest of my life and okay i'm with that.

back now with today food. if you follow me on instagram, you notice i've been on a bit of a scallop kick lately and usually on the grill. those were scallops and greater number of witnesses -- grits i did. i'm going to pair it with a recipe that i stole from melissa clark of the "new york times" for a lemon mint potato salad. so, do you like to cook? >> i don't, man. not that i don't like it. i can't find the time for it. some people think it's relaxing. >> my daughter preps for me and i just have to cook it. scallops, if you can get great day scallops, there's nothing better on the grill. so you'll get them.

your fishmonger. and you just cut that off. and get rid of it. save it for a fish stock or something like that. and this is about as simple as it gets. basically, here's the clean version of it. you basically going to put a little olive oil on this. >> do they have to be dry before you dress them? >> yes. you want them to be as dry as possible. pat them down because you basically want the sizzle. you don't want that extra moisture because that actually causes them to steam more than grill. and then all you're going to do is just a little salt. a little pepper on both sides. and then you're going to put them on the grill. and the great thing about scallops is they cool about as quickly as you want. i mean, really, it's going to be about 2 minutes a side. maybe. depending on the side of the scallops. a lot of people say, oh, geez, but i don't know if they're done or not. well, maybe they're overcooked. all you have to do, take a toothpick, tina, one of our prep chefs told me this. i'm just going to put that on yor

>> one more time. still a little cold. >> so then you let -- >> that's how you do it. >> and once you know that it cooks on the other side. >> can you double dip the toothpick? >> that's why you have more than one. they're not that expensive. so, you -- you grill them up, you put them on -- the great thing about this, you think there's some sort of sauce. it's just lemon. that's what creates the grill marks. the sweet is literally in the scallop and it bring it out. do you like potato salad? >> yes. >> come on. i've got a great potato salad. >> i like eating all these things. just trying to work this out. >> small, yellow potatoes. i like the yukon cold. you're going to start with a pop of cold water, heavily salted. it should actually be as salty as the sea. so you're going to put that in there and let that -- yeah. >> the dead sea? >> the dead sea. you should -- the potatoes will float. no. you just put it in because it's not going to absorb all

much but it will flavor it just a little bit. you're going to put your potatoes in here and they basically are going to be covered by about an inch of water. turn this up. let it boil for about 15 to 20 minutes. you want them to basically be about fork tender so once they boil, you put them in, peel and all, you take them out, you're now going to -- as soon as they're cool enough for you to handle, but still warm, you're going to cut them in quarters or halves depending on the size. here's the beauty of this. >> can you put them before you boil them. >> you can, but i like to -- the recipe calls for them to be whole and i think it keeps them from getting mushy too quickly. so you're basically going to take some olive oil and the juice of one lemon. that's about two pounds of potatoes right there. and you're basically just going to whisk this. and you whisk, just keep whisking and you notice it emulsifies pretty quickly. literally all you have to do. now you can also add a little mo

pepper. i've actually added some cilantro to i had when i've done this and then take about a half a cup to a cup of shredded fresh mint. >> i would never think mint and potatoes go together. they compliment each other so much. >> drizzle this on top. and then just toss it. get your hands a little in there. get a little handsy with the potato salad. all right. and then that's it. and this is -- and the great part about it, there's no mayo so it's not going to go bad. you can take it to a picnic. in fact, it's actually a little better when it's a little warm. so you can dig in. >> my wife would be so happy if i did this. >> how great would that be if you did that. you can do that. >> and it's so quick. >> yeah, that doesn't look difficult. >> probably this recipe you can try. >> you're a big potato salad fan. >> i'm a big potato salad fan. this is a totally different spin on potato salad. it's fresh. you can actually taste the
