at a metro station, a man pepper sprayed in the face after he was pinned down to the ground, hear metro's response. and how a health care bill became even tougher for republicans. news 4 at 11:00 starts now. they can take over a street in minutes putting you at risk in your car or on bike or on foot. and last night atv riders wreaked all kinds of problems at location after location. we showed you the video first from national harbor. the motorbikes not only in the streets but up on busy sidewalks, too. now you sent us video from at least four other places. >> news 4's shomari stone has more. >> reporter: good evening, it was motorcycle mayhem here in northeast d.c.,

prince george's county at national harbor. i talked to people who say they want police to stop illegal bikers. >> crazy to me, so intense i just started pulling out my camera. >> reporter: shawn pulled out his cell phone to show the riders on 5:00, sunday evening. >> the anxiety, not only myself, i think people around me are nervous. you can see the looks on the drivers around them pulling up on curbs sometimes. >> reporter: drivers are forced to slow down, pull back as the atv rider stands on one leg, just feet away from a d.c. police officer who was getting video. >> you see police rushing out. and not really doing anything, i don't think they really can. >> reporter: about an hour and a half later, 6:40 p.m., a viewer shot video from his balcony, showing dozens of dirt bike and atv riders on his

northeast, popping wheel yies a dangerously close to other bikers. and take a look here, 15 minutes later, 7:30, pennsylvania avenue southeast. and last, 8:00, about 100 atvs, dirt bikes and other motorcycles are on the sidewalk at national harbor weaving in and out of traffic on the street, in the wrong direction. prince george's county police tried to stop the riders but they got away. >> dangerous, absolutely dangerous. >> reporter: now prince george's county police tell us they are going to put more resources and -- into stopping illegal bikers and also they plan to stop them. we also reached out to d.c. police to get answers and asked them the steps the department would take to stop the illegal atv riders and dirt bike riders,

an investigation on the others. some scary scenes there, shomari, thank you. police say they can't confirm if the atv riders at all four locations were the same people but we have a time line now to appears to show it's possible they could be the same group. take a look as shomari mentioned they were first spotted at 5:00, dupont circle, then at 8:15, then, 15 minutes later on pennsylvania avenue southeast and 30 minutes later again at national harbor. now, we've reported on police response to these riders before, even though what they're doing is illegal, officers generally don't pursue them out of fear it could cause injury or worse. tonight, prince george's county police told us we are aware of this video and are investigating the incident in national harbor. the drivers' brazen and careless bevi

roads and they need to understand it could lead to injury. for the second time since friday police in our area are being accused to a heavy-handed response to crimes involving a young black man, one incident involved the metro station this morning and pepper spray. more on this story. >> reporter: well, the cell phone video we're going to show you begins as police attempt to cuff the man, but we do not know what happened immediately beforehand. >> hands behind your back. >> reporter: he was yelling as if he was in pain. >> and i felt like it was my duty to at least hold the policeableabpolice accountable. >> reporter: the woman who took the cell phone video came on the scene as it was

gallery metro station. >> i asked if the man could have water, the police said no, he will get water, we're going to take him to the hospital. no jail would take him in this condition. >> reporter: in a statement, the spokesperson for metro said they were trying to arrest the man for fare evasion, when he quote, failed to comply with the police officers repeated instructions and became combative. tracy red of "black lives matter" says that he sees parallels between this incident and one last friday where a group of young black men suspected of selling water without a vending permit were cuffed by the park police. they were not arrested. >> i have seen white people not paid for the fare on metro and be treated nicely, as if oh, i

forgot, and the station manager and/or the transit officers being more careful and understanding with them, but when it's a black person, they pepper spray this person. >> reporter: we're trying to get more information on exactly what charges the man arrested faces this morning. and we're told a facebook group is being set up to help pay for his legal expenses. live at metro headquarters, jackie benson, news 4. right now, democrats are blasting the senate health care bill. and republicans just lost another vote on their side, all this after the congressional budget office released a scoring that did not help republicans' case. the cbo report says the bill will leave 22 million more americans uninsured over the next ten years that compared with the current law. the white house blasted the cbo report, saying the agency has a history of inaccuracy reporting coverage. the democrats are announcing the

having second thoughts about it. >> if you're on the fence and not so sure this report helps you much. >> well, obviously, it's not good news so it will have to be a factor. >> this cbo report should be the end of the road for trump care. republicans would be wise to read it like a giant stop sign. >> reporter: now john mccain and others didn't say they would go, but one said she would vote now. now she joins at least one other moderate republican and four conservatives who oppose the bill. and vice president mike pence will meet to try to sway votes. senate republicans hope to have a vote on it this week, we'll be watching. the go ahead tonight from the supreme court for the trump administration to move forward with a limited version of its travel ban. today, the high court agreed to hear arguments on the ban this october.

will take effect on thursday, the order mandates a 90-day ban on issuing visas to six mainly muslim countries, now, the order says it can't deny entry for relatives from the u.s. and two deadly accidents on northern virginia highways in the past two days, a woman was killed near van doren street, her car hit from behind, she got out to check the damage and was hit by another car. the other crash happened when another man stepped out of his car at the mixing bowl on saturday. safety experts say if something happens to you on a busy highway do everything you can to get off the road. >> get off the interstate. try to get at least to an exit ramp. it's not a parking lot. or at least a road where the speed limit is not at highway speeds

basic rules to follow if you have an interstate breakdown, a flat tire or crash. first of all get to the safest place possible and then call for help. in most cases stay in your car and turn on your flashers. if you have to get out of the vehicle exit away from the traffic. two fishermen fell into the potomac river while passing through rapids this evening. here around potomac at sundown, the montgomery fire rescue tells us the four men fell out near seneca breaks. people in another boat pulled the pair from the water safely. crews recovered the stranded boat. and developing now a record-breaking heat wave fuelling 21 large wildfires across several states this evening. the biggest is in utah, 1500 people have been forced out of their homes. at least 1300

press secretary sean spicer says they just received information hours ago, he says the information shows it is similar to the earlier chemical attack. there are missile strikes shown from the deadly attack blame on assad. spicer warns if there is another attack using chemical weapons, assad and his military will quote, pay a heavy price. the white house now has not said exactly what evidence they have of this potential attack. u.s. ambassador to the united nations is weighs in on this, however, nikki haley just tweeted that russia and iran will be blamed for any attacks supported by assad. all right, leon, thank you. more fallout from grade fixing from prince george's county. also, the new report on maryland blue crabs and what

two days after saturday's deadly apartment fire, residents are still waiting to get into inspect their homes. they were told the building on peabody street was structurally sound but fire investigators are the only ones allowed inside so far. a man was found dead in the apartment where the firefighters believe the fire began. it's not clear if the fire or something else killed that man. crews are still trying to find the cause of the flames. a call for a

allegations of corruptioni iowin the prince george's county school system, whistle-blowers say they have evidence of changes in the graduation rates. maryland's governor is asking the state board of education to look into the issue. and the chair for the maryland house says he wants the prince george's county ceo kevin maxwell to appear at a hearing. >> these kids deserve to graduate, then you should be able to show us the evidence. if the assignments were turned in late, you should be able to show it to us. >> dr. maxwell denies the allegations, saying the u.s. department of education cleared the district of the same allegations earlier this year. another wawa store will open again, the second store moving into georgetown, right at the intersection of wisconsin and prospect street. the store is expected to have everything a typical wawa will

in the simpliy 70s by 8:00 am, temperatures in the 80s at 4:00, looking good, next couple of days though, the heat moves back in talking 82 on wednesday, still beautiful. 91 on thursday, and then we really get into heat. 93 on friday, 30% chance of sto storms. 95 on saturday. 90, could get rather stormy on sunday as well. and then even more heat comes in, just in time for the fourth of july. looks like we could and a fourth of july temperature of 96 degrees on tuesday. with a chance for afternoon showers and thunderstorms. those storms if they develop on a day like that would come during the evening hours and of course we don't want them after 9:00. >> no, we don't. >> doreen and i are glad we'll be working. >> we'll make the most of
