>> the video shows metro police officers surrounding a man and using pepper spray on him. we don't know what happened before the video started but a black lives matter activist says it's similar to what happened on the national mall where a group of young black men were handcuffed for selling water without a permit. the man ignored officers' repeated instructions and then became combative. this summer, you might be getting a refund from metro. the agency discovered in some cases riders were paying wrong fare for at least the last three years. up to 5% of riders were overcharged or undercharged about $.05. metro discovered the error when they updated new fares this week. any customers overcharged more than $2 since 2015 will notice a refund on their register card. year-long maintenance program ended other the

it's now 4:32. want to turn things over to capitol hill where passing the senate health care plan became a little tougher. this comes after the congressional budget office released an analysis of the republican plan. the cbo says 15 million more people would be uninsured while 22 million would not have kofrmg in a decade. however, the bill would reduce the deficit. edward lawrence will have a look at how this impacts the bill's chances of passing. the latest on the graduat n graduation -- wheef been staying on top of this story every step of the way. the investigation will move forward when the state board of education comes together in baltimore. they'll discuss with what's next after governor larry hogan sent a letter asking for an investigation. members of the county school board say they have proof grades were changed to boost the county's graduation rates. one maryland

welcome back. at 4:41. four things to know before you head out the door. castillo's family reached a settlement. the city will pay him $3 million for his death. former officer shot and killed him last year and castillo's girlfriend screened the aftermath on facebook live. earlier this month, he was acquitted of manslaughter, then fired by his department. plus, two weeks after a mistrial declared in bill cosby's sex assault trial, he is facing another lawsuit. that lawsuit in california accuses him of sexually assaulting a teen at the playboy mansion more than 40 years ago. a trial date could be set at a hearing today. people in california have taken the first step to recalling a city judge because they think he goes easy on suspects accused of rape. a couple years ago judge aaron persky sentenced brock turner to six months in jail for

assaulting an unconscious woman. if they get 58,000 signatures, the recall will be on the ballot next year. this woman just made history. can you see her? she's the first female infantry officer to be a queens guard in englan england. they were not allowed in the british military until last july. way to go. we know the feeling of watching your team lose is so tough and can be crushing. a family in virginia says that feeling was with one man until the very end. patrick killebrew passed away last week and in his obituary his son concluded it happened after the national blew a big leeld. he asked for donations, nationals bullpen fund. it was in the richmond times dispatch. he said that his father would have loved that idea. >> i actually read this owe bit. the first

what to know before stocking up on popular probiotic products. it's now 4:46. the congressional budget office put a new wrinkle in the effort to pass a senate health care plan. >> yes. but as of now, republican leaders are still pushing for a vote this week. news 4's edward lawrence is live on capitol hill. according to the cbo score, how would this plan affect our health care? >> the cbo came out with big numbers actually. by 2026, 22 million more people would lose insurance according to the cbo. in fact, more than half of those people would lose it next year alone. the congressional budget office did find that it would save $321 billion and would reduce federal spending by that amount. still, the big numbers is a tough pill for senators to swallow. >> how is the estimate affecting the votes of republican lawmakers? >> eun, it's making it a little more difficult, increasing that uphill battle. we hav

saying they can't support it. senator rand paul, senator ted cruz, ron johnson, dean helen and susan collins say they cannot support the bill as written. they will be the focus of intense lobbying today. vice president mike pence will be on the hill. he'll start with a lobby lunch and meet one-on-one with certain senators and finish it all off with a dinner tonight in order to try and get this bill moving forward and passed by friday. they can only afford to lose two. got to get the numbers down. thanks, eddie. president trump is going after former president obama on russia's interference in the election. a series of tweets yesterday, mr. trump claimed that mr. obama "clued or obstructed by not more forcibly speaking out against russia's attempts to interfere in last year's election." . the president's accusations in the

to develop a response to russia. the white house decided not to retaliate against russia until after the election. guilty across the board. admitted yesterday to shooting and killing his estranged wife outside of high point high school last year. the crime spree continued the next day when he shot four people in parking lots at montgomery mall and in aspen hill. two people died. he entered guilty pleas in those cases as well. it was a breaking story yesterday morning. a woman was killed on the inner loop of the beltway near van dorn street in alexandria. her car was hit from behind and then police say she was out and was hit by another car. here are four things you can do to stay safe if you have a crash on the interstate or you break down on the highway. first, get to a safe place and call for help. in most cases stay inside your car and turn on your flashers. if you have to get out of your vehicle ait

county to push that plan forward. council members are meeting today to talk about whether the county should fund this kind of project. starting today, you can get a gender neutral driver's license in d.c. people who live in the city will have the option of choosing x instead of male or female on their license or i.d. card. officials say they hope this benefits the transgender community. tonight the stafford county school board is going to vote on whether to start school after labor day. this is would take effect next fall for the 2018 school year. it comes after survey shows parents prefer starting school after the holiday. this was the second time they surveyed parents. the initial one led to a heated debate with some moms and dads claiming the questions were slanted in favor of a pre-labor day start. summer isn't complete without a crab feast. including mine. put putting off the tradition could cost you money. a study shows that chesapeake
