"the washington post" reports that car win martinez torrez was accused of sexually assaulting a woman in days before the murder. that woman told investigators she did not want to press charges, she feared he was an ms-13 gang member. he is charged with abducting and killing her. police need help identifying the man in a dark shirt. a person of interest in a child sex abuse incident. happened at north carolina avenue south ease monday. if you know who this person is, you're asked to contact police. now to allegations of grade tampering at prince george's schools. they voted for external review of the school system. the board will hire an independent investo

that person will report to the state superintendent of schools. whistleblowers say over three years teachers changed grades to boost graduation rates. >> one teacher who spoke exclusively with news4 said investigators won't find a paper trail to change grades. only see this on news4. the school system denies any organized effort to boost graduation rates with grades students didn't earn and teachers we spoke with say instead of written orders, teachers used pressure and innuendo to get kids over the line. she asked we not identify her. >> if you don't change the grade, don't give the work, your principal has the authority to do what's called administrative override and can change the grade for you. >> teachers union says it is impossible to change grades once published. the superintendent

investigation. new video this morning of armed robbery suspects who hit in broad daylight. take a look. video was taken in the metro pcs store on georgia avenue monday afternoon. you can see the suspect walking staff and customers to a back room. he took valuables from everyone before taking store merchandise and leaving. also learned this store was hit three times in the past two years. police have identified the man killed in a massive apartment fire in northwest. edwin romero's body was found sunday. 11 others hurt, including 5 firefighters. more than 200 residents that live there now have to find another place to live. the cause of that fire is still under investigation. 4:34. nearly five years since free-lance journalist and georgia town mall student austin pieks disappeared, he is held captive in

welcome back. 4:42. here's a look at four things to know to get your morning started. sacramento sheriff's deputies arrested a man accused of shooting a transit deputy in the face. the incident happened at a light rail station yesterday after two men had an argument. the suspect was taken into custody after a s.w.a.t. team searched room by room for him at a motel where he was hiding. the deputy is in stable condition. today, the suspected terrorist charged with attacking a michigan airport worker will be in court. prosecutors say the 49-year-old canadian man was arrested last week in flint after stabbing an

plan is on hold. >> thiseral republican senators came out against that bill. news4 tracy potts is live on capitol hill. will there be a vote after july 4 recess, if so, will senate leaders get the vote they need? >> reporter: we have nine republicans said they wouldn't support this. after the recess we could see a vote. this for now is a delay, republicans insist they'll continue to work within their party to try to bring both sides to the middle. what's the compromise. is there a compromise that's moderate and conservative. conservatives are concerned this is obamacare light. it is not going close to far enough to rolling back the affordable care act. moderates don't like deep cuts in medicaid, don't like the fact that planned parenthood is defunded. that was part of the sit down at the white house to hash all that

including house majority whip steve scalise earlier this month. the house is adding $25,000 to the office budget of all 435 members. money would be used to bolster office security or personal security when they're outside the capitol building. security upgrades to montgomery county high school will be costly. board of education voted yesterday in favor of spending at least $1.5 million on these changes. upgrades include addition of security gates at some buildings and door locks at others. also security vest tib uls to protect trespassers or attackers. only three newly renovated high schools will be untouched. these upgrades were triggered by a rape accusation at a high school that captured the nation's attenti

year. the criminal case since dropped. district officials tell news4 they will undertake security review of montgomery county middle and elementary schools as well. an update to a story we broke yesterday on news4 today. the man that died in a bad crash in district heights had just stolen that car from a couple in upper marlboro. prince georgia police followed the car and chased it briefly. officers lost sight of the car when derrick foster turned off his lights and sped away. the car crashed into two utility poles and caught fire on silver hill road. police pulled foster out of the burning car but he was pronounced dead at the scene. police also found a gun in the car. new details in the lyon sisters case. a piece of evidence in the case is missing. news partners learned bedford county virginia sheriff's office lost a tooth. that

lloyd welch with the murders. it was found in a remote area of virginia where police believe he burned the sisters' bodies. they disappeared before it could be tested. if convicted, he could face the death penalty. police looking for the vandal that targeted a cemetery. they knocked over several headstones. police say the suspect entered through the unlocked gate and knocked over 24 headstones. church leaders estimate damage around $12,000. generations of families have been buried at the sem degree since the 1700s, including soldiers from revolutionary and civil war. the fight to save one of the last pieces of a church cemetery in bethesda continues.
