men who were handcuffed on the mall. the siefd a high dollar presidential fund raiser. >> announcer: news4 at 11:00 starts now. a family was walking on the tracks when a train started barrelling toward them. two people were able to get out of the way but one didn't make it in time. she was just 13 years old and that vre train struck and killed her this afternoon. this happened on bull run bridge near manassas. with a warning tonight from police and more on just what went wrong. jackie? >> reporter: jim, we are told that the location, the trestle where the 13-year-old is struck is a popular and very dangerous place for young people to hike in the summertime. the scene from chopper 4 shows frantic efforts to help the 13-year-old girl in

train about 3:00 p.m. the victim was walking -- she was hiking with family and she was with two of her family members, a 13-year-old boy and 22-year-old man. the 13-year-old girl was not able to get off the tracks in time and she was struck by the train. >> reporter: the section of the tracks is surrounded by a thickly wooded area that was challenging for first responders. a staging area was set up at a local golf course. >> we have a meter back in there and there's no room to stand. >> there's a lot of people that like to go walking and everything and that's just a place where a lot of teenagers go to have fun. >> reporter: police stress that walking on the tracks is not only dangerous. it's a crime. >> it is private property. you can be charged with trespassing. >> reporter: the 13-year-old has not been identified but there is definitely a spreading sense of shock and grief here as people

live in clifton, jackie benson, news4. >> thank you. police in prince george's county are combing through this apartment complex after a man was discovered dead. this is just off pennsylvania avenue in district heights. police tell news4 the victim was shot. they have not released any information about a suspect or a motive. also new tonight an infant is recovering after falling out after a window in southwest d.c. this is on third street. police tell us the fall was less than ten feet. the baby was taken to the hospital but was conscious, breathing and is expected to be okay. nearly a week after those three teenagers were placed in handcuffs on a national wall for selling water a d.c. councilman is trying to get answers about why. >> the pictures prompted a backlash on social media, many asking if these young men were treated differently because of the color of their skin, including councilmember charles

alan. shomari stone spoke to him about this. >> reporter: d.c. councilmember says he spoke with the u.s. park police chief. he says that the chief is investigating what happened out here on the national mall and he's expected to get back to him by friday. >> it angered me, frustrated me. >> reporter: d.c. councilmember is outraged after sheeg these photos. u.s. park police officers handcuffed and detained three black teenagers for selling bottled water without a permit on the national mall. >> it didn't make sense. >> reporter: the officers who were not in uniform eventually let them go way warning. witnesses believe the teens were racially profiled. council meb alan wrote a leb to robert mcclain demanding answers. >> i'm pretty sure if my daughter were out there she wouldn't have ended up in handcuffs and i think that's what upsets so many people. >> reporter: the chief is not doing on camera interviews. last week when we told you a

us officers placed the teens in handcuffs for the officer's safety. the chief did respond to councilmember alan after he sent the letter. >> i feel like he understood why i and so many other people were disturbed. >> reporter: they buy bottles water from those teenagers because they don't like using the drinking fountain. it's not clear and warm and the dishes are dirty. some don't work. others have birds hanging out in them and some contain bird droppings. >> kind of nasty on the inside. >> reporter: the national park service blames the aging infrastructure and $850 million worth of deferred maintenance projects for the drinking fountain issues. now the national park service spokesperson sent me an e-mail moments ago stating that a custodial maintenance crew wipes down the drinking fountain. how of

daughter-in-law or silk in the u.s. already which means that fiancees, grandparents, grandchildren, aunts, umpgles, nieces, nephews are no longer to be considered as close relationships. the travel ban's expected to be implemented starting tomorrow. at the live desk, i'm leon harris, doreen. new calls for changes at the top of prince george's county schools tonight. the county chapter of the naacp is not calling for schools ceo kevin maxwell to resign but they say his title should be changed to interim ceo until the investigation into grade tampering to boost graduation rates is complete. in a letter to county executive, the naacp says maxwell new contract was based in part on his success at improving graduation rates and that his raise should be put on hold until the investigation is complete. two exrailroad employees were killed last night while

with the wheel. they received an alert that instructed them to stop and check part of the train. authorities tell us they accidently stepped on the active amtrak tracks and were struck and killed by a train outside union station. our transportation reporter adam tuss asked investigators today how amtrak and csx communicate with each other when someone is on the tracks. >> that scenario is going to be taking a close look at, what notification was made from csx to amtrak. there are four tracks together, two belong to csx and two belong to amtrak. >> it will assess all conditions on the tracks to see what went wrong. it was coming from boston and new york. a segment of the red line on metro will be closed for four weekends in an attempt to repair a leaking tunnel. adam tuss first reported on the possibility of shutdowns nearly

metro says it'll test out a new pilot program that uses a curtain grouting technique to add a waterproof membrane to the outside of the tunnel walls. there will be no train service between grof ner and friendship heights during these four weekends in july and august. in addition, red line trains will single track on weeknights between friendship heights and medical center. new tonight, a montgomery county liquor control employee gets busted for helping himself to the county stash. eugene snowden junior worked for the department of liquor control. he's been fire today. police arrested snowden and jean agust accusing them of stashing liquor in bushes, more than $21,000 worth dating back at least to february. we've reported on these problems with dlc in the past back in 2014, i-team cameras caught two members drinking on-the-job and reported on all

it's been almost a year since a young man from fairfax county lost his foot in an explosion in new york city's central park. >> police are issuing a public plea tonight help solve the mystery behind that blast that involved a substance often used by isis and now the reward is up to $40,000 for information that leads to an arrest. nbc stephanie gosk has the latest. >> reporter: the explosion in central park on july 3rd last year was devastating and baffling. 18-year-old college freshman visited the park with friends jumped off some rocks and landed on a plastic bag filled with explosives. his parents got the terrifying call. >> they put him on the line and he was conscious at the time and told us that he had stepped on a

bo bomb. >> reporter: golden's left leg was amputated below the knee. today nearly a full year later new york city police are stumped and increasing the reward to $40,000 for information that leads to an arrest. >> we need phone calls and leads and that's why we're here. >> reporter: investigators believe the homemade explosives could have been there for days. a white powder called tapt. >> these components are commercially attainable. you have to know what you're doing to put this together. >> reporter: it has become a favorite among terrorists including isis used in the bombing of that grande concert as well as the attacks in brusles and paris. the nypd says there are no terror link in this case. visitors climb these rocks all the time. they take lots of photos and videos here. there could be someone walking around with a case breaking lead on their phone without even realizing it. >> i know there are people out
