investigators try to figure out how this happened. it is july 1st. that means new laws are going into effect today. so take a look. in maryland, the minimum wage is up from $8.75 to $9.25 an hour. the state legislature also passed a new law which requires public schools to have specific education for opioid addiction. maryland first responders are getting a new tax break. the first $15,000 of their retirement income is now exempt from state taxes. >> all right, meagan, from maryland to my home state, commonwealth, virginia, show you new laws there. two of them, by the way, aimed at curbing growing opioid crisis. one of them allows for a new needle exchange program. the other makes it easier for new moms to get treatment if they are addicted to drugs. also look at this law. this will make ridinhe

doctor at bronx lebanon henry bello opened fire using assault rifle. he shot seven people killing one. police say he killed himself after trying to light himself on fire. detectives say bello was forced out of the hospital two years ago following sexual harassment allegations. detectives say he then threatened his colleagues and said he would kill them. to the district now. police there need your help right now finding a driver. this story is developing out of southeast. let's take you to the scene along erie street last night. police say a driver hit a bicyclist and took off. they don't have a lot to go on or a description of the vehicle. that's why they need you. if you saw the crash, give them a call. we're working to figure out how padly that cyclist got hurt. police investigating whether patrol officers struck a boy and left him. this according to "washington

park view neighborhood in northwest. the boy is 11-year-old and his mother tells the post her son was carrying fireworks. the boy says the officer's cruiser struck the back of his bicycle. they checked the fireworks, gave them back and drove off. his bike was damaged but he's okay. we're piecing together this morning new details in what was a bizarre murder out of springfield, virginia. it was a backally killing that turned into pet store burglary. let's take you back to friday morning. fairfax county police say this man got into a heated argument with hart at a billiards bar. both were regulars there. around 2:00 a.m. the argument spilled into alley behind the plaza. that's when they say he stabbed him leaving him to die. moments later he broke into the pet value store. a friend of the victim says a vigil is planned starting at 5:30 tonight at that shopping center. two police agencies are teaming up and fighting back

297, i lost my right engine. >> i can't imagine so this dramatic plane crash video. it happened yesterday morning on a busy freeway in southern california. believe it or not only two people were injured in this fiery crash there. the pilot toward air traffic controllers he lost one of his two engines. he tried to make it back to john wayne airport but couldn't do it. an off duty firefighter just happened to be in the right place at the right time. >> the plane was on fire almost immediately as soon as it hit the median. i surprised the wife. she wasn't a very big lady. she was really trying to pull her husband out of the plane as well. i was really amazed, they weren't burned. >> incredible.

there today. but also on the muggy side. i've got to tell you, we're not looking too shabby for fourth of july. that's good news. remember last year when it was foggy and temperatures around 70 degrees? big changes. temperatures, up to 80 degrees. you know we hit 80 after 9:00 we're going to be warm. we're going to take those temperatures into low 90s. we're going to have more clouds build in. scattered afternoon thunderstorms. some will be strong. if you're headed to the pool, keep an eye in the sky. any time in the d.c. area after 3:00. strong storms, heavy rain. also lots of lightning we're talking about and even some pretty gusty winds. nothing is happening on storm team 4 radar now. once we get that heat and humidity building, we start to see storms blossom. they will be coming west to east. again, here is 10:00 a.m. even a little bit of sunshine. that's only going to put fuel to the fire for some of these storms to really amp up. again, watch for flooding threats. i do believe some could go

cleaning up a mess from an uninvited guest. >> bureau chief shares wild encounter with the black bear. >> reporter: maybe the bear considered this the appetizer. when the video started rolling suet on the menu. once that cleaned out, the bear moved to big bird feeder. tom and his wife watched it all from their dining room window. just missed the first part when he pulled it to the ground. >> he moved his body a little bit pulling it down, like a linebacker making a tackle. the suet feeder, somehow he tore this up. actually, this my be salvageable. there's a front grate that fits in. he pulled it right out. that actually i don't have to replace that one. >> took it apart. >> he kind of knew what he was doing. >> bird food consumed, you can see standing near a tree to see if there was more grub to be had.

tom said he and his wife had very different reactions to this uninvited guest. >> my wife thought he was cute. i was on the phone with west fringefield police and inland fisheries and animal control and 911. >> police told him unless the bear was aggressive they wouldn't need to come. wildlife folks gave some advice saying you can help bear proof removing bird feeders, pick up pet food, secure food in the garbage, pick up fruit from the ground. >> definitely will try to keep the mood sources to a minimum back there. bear won't like it but keep the bear out. >> this bear felt right at home. at one point settling in for a nap. when the bear left he came to this back corner of the yard and climbed over the fence. the family hoping he won't be making a return. in fairfax station i'm julie carey. news 4. pref looked so cute, doesn't he? 9:26 the time.

schultz was killed as he he tried to secure a boat to the back of a pickup truck on the side of the road last saturday. his nephew was in critical condition. funeral services began at 10:00 a.m. at veienna presbyterian church. >> this morning there's a new virginia law in effect. this is to protect your kids. this was sparked by an investigation by our news 4 iteam, their way of working for you. the law requires all public school districts in the commonwealth to immediately and thoroughly investigate any teacher suspected of engaging in misconduct with children. it requires a prompt formal hearing for those teachers. last winter iteam found fairfax county waited years before ensuring some teaching licenses were revoked from educators who sexually assaulted students. one of those students later found another job out of state and assaulted another student. there's a fascinating pack story to all of this. you can f

stories on this case by opening up nbc washington app. a family thought they would be celebrating the summer it and high school graduation but instead -- >> i'm very, very sorry someone had to die for this. >> remorse from the family of 18-year-old kyla jones. she was sentenced to six years in prison for fatal dolly stabbing kaelia minor. jones addressed the court moments before she was carried away to prison. >> her sentiment and what she expressed to the mother of the decedent was so heartfelt, she wished she could take it back. in that moment of heated anger, the incident happened. >> police say jones got into a fight with minor on a metrobus just as she was leaving coolidge high school. it was over a cell phone and spilled out into the streets.

near the intersection of kansas and emerson in northwest. police say jones pulled out a knife stabbing minor once before taking her cell phone back and leaving the scene. jones and minor had a history of fighting. jones tearfully told the judge she never intended on killing anyone. >> she's going to do all she can to fulfill what the other young lady is not able to fulfill. >> but minor's family is angry. they walked out of court feeling as though six years in prison wasn't enough, and that justice wasn't serve. her mother said, quote, she killed my daughter and got away with it. there's no words that will bring minor back but jones seemingly did what she could to describe her sorrow. >> from her heart she cried out to the family to forgive me, and i'm going to show you all that that child who passed is going to be part of me.

saturday. it was brand-new and near opening. now demolition crews are tearing down what's left of an apartment building in college park. the complex was under construction when it went up in flames back in april. look at the aftermath there. it was the largest firefighting effort in prince george's county history. you can see why. massive flames. more than 200 firefighters had to respond to that. we still don't know what caused it but we do know there are plans to rebuild it. nordstrom is clogs its doors. at the dulles town center july 8th. the store has been in the community for 15 years. nordstrom says it can better serve shoppers at other area stores and online. customers aren't too happy about the news. >> i love the store. so what we going to do? i don't like shopping online, honestly, bee
