inside a parked car. somebody had shot the man which caused them to shut down the road to investigate. the area since re-opened. police are still trying to figure out how it happened and they are asking anybody who may have seen something to call police. and then out of the al alexandria county, a man was killed after being hit from crossing the highway. about a minute and a half ago they tweeted they re-opened the section of richmond highway, and as we get details we will put them out through the nbc washington app. and then county police are investigating a gun battle that broke out in brandy wine. two suspects broke in around 12:30

at the people inside and they fired back. one of the intruders was killed and the other got away. a person inside the home was hurt and taken to the hospital. that person is expected to be okay. police do not think it was a random incident. want to bring you up to speed on the developing story out of little rock, arkansas. that community spending the night gathering for a prayer vigil. two people are in critical condition after a mass shooting at the power ultra lounge. it's shutting the club's doors for good. >> one moment people were having a good time listening to music, the next, gunshots, screams and panic. people tried to escape any way they could. in all police say 25 people w

grilling out. stay hydrated. it's going to be a great pool day because of that, temperatures climbing in the low 90s. if you are driving to the beach, it's smooth sailing as far as weather goes. i won't be able to say the same if we are talking about traffic. and then pushing towards the afternoon, notice how dry and also the lack of cloud cover. going to be a beautiful day around lunchtime with the sunshine moving in. and then spotty clouds making their way in to a couple neighborhoods. we are heading into monday and staying dry. i think the worst part of the holiday forecast is saturday. as we head into monday afternoon, we will see clouds billowing in. there's a slight chance for an afterno afternoon thundershower. here's a look at the july fourth forecast. waking up on

fourth festivities. tom, let's start with you. what should folks who are planning to go to the mall expect to see this year, anything different? >> first of all, happy fourth of july week. it's the birthday of the nation, and the land of the free and the home of the brave but every since 9/11, we have more security around the national mall, and you can't take alcohol, and people used to take refrigerators but now because of the incidents around the country, and even in alexandria, it used to be snow fences that would push over, and now it's chain-link fences, and i can see the fireworks from the top of my apartment building, and big crowds come and the city does traffic control. >> while authorities are preparing, because they are very aware of the risks and people e

is to have people go about their daily lives. >> you know, i think it's going to be interested to see whether going about their daily lives means going to some of the smaller community gatherings. in northern virginia, there are a lot of festivities in some of the small communities, and so people can look at the fireworks there rather than down where the security is ramped up. >> and people think once i am in here i'm safe, and that's fine, and you have to put up with transportation. the district of columbia, they have had record tourism in the last few years. >> i was just going to ask you about that. >> every time i interviewed tourists, they were saying this is part of our live now that we expect these lone persons or groups to do something, but we

hover in fear, we have to live our lives. that's a great expression of american character. >> what we are more worried about is the weather. is it going to be cloudy again and drown out the fireworks like last year? >> yeah. it was terrible. >> it's supposed to be better. dozens of riders on the atvs and terrorizing people from washington, d.c. to maryland. there were similar scenes in arlington and alexandria. police were called but could not catch them. julie, these incidents are certainly extremely dangerous and disruptive. frustrating to police because they can't catch them. >> very frustrating, because their policy is a no-chase policy because of the danger that would occur in that case not only to the riders themselves but to the

that they might mow down in their path. this weekend's incident where they came in to arlington and alexandria, that was not the first time, and there was a few months ago where they went into arlington, and again, they did not chase or make arrests. and they did not chase, and police were not able to apprehend anybody. >> d.c. made them illegal. is that the solution? >> all terrain vehicles are not legal. the police in the district have posted pictures of these various machines to try and get the public to report them and say where they are, because they also don't chase. chasing an atv that is acting crazy and then cause some kind of death or other kind of destruction with the police

this takes a regional approach. whether it's in maryland, virginia or d.c., these vehicles scare the hell out of people, if i can say it as clearly as that, and they have to get them and corral them and keep them off the street. d.c. becomes the first in the nation to offer a gender-neutral driver's license. if you don't identify with a gender, you covered this. >> it's called nonbinary, and they don't consider themselves male or female. this aspect of human life dates back thousands of years, and in

says the head of the dmv was telling me this week that we need to respect people no matter who they are, and you don't have to have this specific gender, and x covers a whole range of people that don't identify with male or female. in the past the city had daone this, but you had to have a doctor's execute, and they are wiping it out and saying we want to respect all human beings. >> how significant is it that d.c. is the first? >> it's the first jurisdiction in the nation to do this, although oregon will do it later this week, and california is looking at it. states are moving along to recognize there's a whole wide range of human beings on the planet and we are trying to include everybody in a nondiscriminatory way. >> these licenses will be recognized in other ways? >> you can go to california or some other place or a football

turning now to the virginia governor's race, debates. democrats criticize republican ed gillespie saying he won't take a stand on the health care reform bill and the gop is

criticizing northrom. >> both of the candidates are staking out ground on some things that won't be big issues, at least in terms of the debate that they are having right now. the gillespie campaign is trying to make noise about not accepting debates for nor thrupl. the campaign has said it accepted three debates, and they are up to ten and they continue to hash those things out. ed gillespie at every turn is being confronted with what he thinks about the health

reform plan -- >> and president trump in general. >> yeah, and in the appearance in alexandria, it was supposed to be a low profile meet and greet at a barbecue restaurant, and some of the people were protesting outside and they came inside and tried to get a position on the bill working through the senate, and he's trying to stay as far as way as he can, and he does say that he thinks pre-existing conditions need to be covered and he will talk about a few other specifics. that's difficult ground for him. >> national republicans and democrats are making this a national race and a reflection on the democrats and republicans, and everybody thought ralph

easily. barely, the very conservative -- i was trump before trump candidate, and the whole campaign is going to be a virginia race and not a national race. at least in my view. >> and gillespie has called for party unity, and what is it going to take for cory stewart and the trump supporters -- >> well, they are making noises about continuing his political career, and yet over the weekend, last weekend we saw him at a pro trump rally alongside the face of the alt right richard spencer, and that's not a picture gillespie wants to project in virginia. >> and we're going to see obama on the stump for

>> president trump very unpopular in virginia, and obama a far more popular figure and they will call on him in the fall. >> the campaign said he agreed to do something, and i think you will see that later in the campaign and not in this quiet period in the summer. >> c ofpomstock's race. >> that's a hotly contested democratic race next year. her campaign tecontinues to say they feel she's in good shape, and she out performed donald trump by 16 points when she was re-elected, and she continues to keep her distanc

winchester. she has done a balancing act of trying to be the congress person of this area, and she's starting to follow in that footsteps. >> it's a changing district and that's a problem for her. >> there are several new laws in maryland and virginia. tom, did the maryland general assembly do an end run around republicans there? >> several states and including the district said if the republican-controlled house and senate and the predicate back on planned parent hood funding, and maryland voting to put $2.7 million that would go to planned parent hood, to carry on all of the work it does, not just

of health care. if the feds cut back on the money. they have not done it yet. >> no bill yet. in virginia, if you have overdo court fees do you loose your license? >> there's a couple significant changes and it boils down to you can't be a productive law-abi law-abiding citizen if you don't have a job. if your court fees are overdo then they pull your license, and the fees wrack up, and pay some people have ten-figure fees, and they wanted to get rid of that and that has finally happened. you know, the people will be allowed to keep their driver's license and the court will help work out a payment plan so people won't get into circumstances, and similar thing with driver's license. they were being yanked in that case, too, and

have more latitude with community service except when the marijuana position comes and somebody is behind the wheel. >> and in maryland now it's the law that schools teach students about addiction. >> yeah, and it's a long-term way of looking at epidemics taking over the country. students will need to know more about drug addiction. we don't need an opioid crisis to have our schools be much more progressive and informative about a great number of issues about drug abuse. this is a good step and i wish we would have had it in the 80s and 90s when we had crack cocaine epidemics when people were being locked up rather than help. that's it for this morning. i am lpat lawson muse.

your time is 6:30 on this sunday. we are going to start you off in prince georges county where police are trying to track down witnesses who may know anything about a homicide on the outer loop of the beltway. this was a bizarre situation. an officer found a man's body inside a stopped car just before midnight on pennsylvania avenue. he had been shot. police are asking for anybody with information to give them a call. a shooting suspect on the loose after a home invasion in brandy wine. two instraouders bursts into a home and started shooting. somebody inside the home fired back. one intruder died and the other fled and a person inside the home was injured. breaking within the last few minutes, the u.s. marshal service confirming the arrest of at least one suspect in the little rock mass shooting. this is ricky hampton. 28 people got hurt in the shooting. the city is forcing that club to

90s. isolated storm chances do follow us as we head into your july fourth. back to you. a candlelight vigil is planned tonight to honor the life of a father of four that was killed in a motorcycle crash. he lost control of his motorcycle in brandy wine. it happened on thursday on ranch avenue and moore road. tonight's vigil is set for 7:00 at the crash site. a boy hit while riding his bike. the driver allegedly taking off. if true, here's what is most disturbing. there are claims the car that hit him was a police cruiser. d.c. police are investigating the claims. police say the boy ran off the road and struck a wall in an alley,

reports. >> they are saying the driver, the officer, drove away. >> was he chasing you? >> yes. >> why was he chasing you? >> because he thought i had a weapon. >> did you have a weapon? >> no. >> but you had fireworks, firecrackers are something? >> yes. >> and the incident happened in this alley between otis place and newton street in northwest d.c. police said in a state the boy ran off the roadway and struck the wall in an alley, but he and his mom said it did not happen that way. >> i almost hit the wall but i stopped but the officer hit me on the back of the wheel. >> they are concerned officers drove off without helping the boy who has a cut on his leg and it's still sore. he said the officer wanted to know what

showed him and it was fireworks and the officer returned them and drove away. >> you clearly believe police hit your son on his bike? >> yes. i do. >> do you feel that it was an accident or what do you think happened? >> i don't think it was an accident. >> a police statement says while we are glad the juvenile was not seriously injured in the incident we are take the allegations involving one of our officers extremely seriously. they are conducting a full investigation to determine what happened and whether proper procedures were followed. she said it made her son fear the police. a dozen people were hurt after an uber driver passed out behind the wheel and slammed into pedestrians in harlem. you can see the black suv there mangled on the sidewalk outside a wendy's with some of the injured people getting

medical condition behind the wheel that caused him to slam into a city bus and lose control. this was around noon on wednesday. people on the sidewalk tried to get out of the way. >> you grab him to go this way, and he says, you know, like, everybody just kind of -- i know i went against the wall, and it seems very cold. >> the driver, a passenger and the uber -- a passenger in the uber and the police officer were among those taken to the hospital. two people in critical but stable condition. just before 1:00 this morning, donald trump sent out his latest tweet in it. he honored the military veterans. he delivered the speech last night during the first freedom rally.

overnight. this happened on the outer loop of the beltway. we know just before midnight an officer found a man shot to death inside his car near pennsylvania avenue. they are now investigating this as a homicimom homicide. a shooting suspect on the loose after a home invasion in brandy wine. two intruders bursts into a home and started shooting. somebody inside the home fired back and one intruder died and the other fled and a person inside the home was hurt. the little rock, arkansas, community coming together after a mass shooting at a nightclub. a prayer vigil held overnight for the victims. 22 people in critical condition this morning. the city is forcing that club to shut down. we know of one confirmed arrest by the u.s. marshal service this morning. welcome back on this sunday morning to "news4 today."

planned to honor the life of a father of four killed in a motorcycle crash. he lost control of his motorcycle in brandy wine. the cause of the crash is still under investigation. tonight's vigil is set for 7:00 at the crash site. a young boy hit while riding his bike and the driver allegedly took off. there are claims the car that hit him was a police cruiser. this happened on thursday evening on otis place in northwest. police say the boy ran off the road and struck a wall in an alley, but as tkaudarcy spencer reports, it's being investigated. >> reporter: was he chasing you?
