will say these are unbelievable charges, we have heard a case like this before. just happening a prince georges county school system last year. this is the first time we've heard of these allegations happening here. let's go right to a picture of the suspect here. charles county police are saying that 30-year-old carlos bell was sexually assaulting students both on school grounds, during school hours and also at his home. they have said that these cases appeared to have taken place at the school where he was a

school here in wall dor f. he also was a track coach. in fact, he was testing with a student there, allegedly, and that's what set off this investigation back in december when a parent saw their child texting forth with them that's what led that parent to bring this case to the sheriff's office. bell's cell phones were retrieved for them to go through them and see if there was anything inappropriate happening there and it took this long for them to find what appears to be child pornography on his phone and that led to the charges last friday that now have him locked up in charles county detention center without bail. here, now, from the sheriff of charles county as well as the superintendent of the school system. >> carlos bell admitted to detectives he is hiv positive. we are asking parents who have children that may have had any contact

down and have a conversation with them regarding this matter. >> it is devastating to us that something like this could take place in a classroom, in a school building where adults are charged with taking care of children. >> reporter: so the charles county school system is working to find out exactly how that happened. police are asking anyone with information that can help them in this investigation or if you can believe your child was a possible victim, to give them a call. they're hoping to hear from the public. as we said, they have identified seven of ten victims they have seen on video. they're looking to identify three more and they believe there may be additional victims out there. if you believe your child has had any contact with him, they are asking you to give the police call. he also was a temporary

elementary here in charles county back in 2014 when he was first hired with the school system and then in 2015 moved on to this middle school where he was a track coach. reporting live in charles county, i'm tracee wilkins back to you all in the studio. a manhunt for a guy who escaped immigration and customs enforcement agent. watching this unfold in louden county. i understand you have an update, what are you hearing. >> we learned an i.c.e. agent have found their escaped prisoner who managed to escape with a handcuff on one hand. take a look at some video from chopper 4, a lot of viewers were calling in to ask what is happening on the dulles toll road. you can see heavily armed federal agents, all of this went down between the louden county parkway. i say they were driving this prisoner to dulles airport for

out of the car and ran off into a wooded area. the escaped prisoner was on the run for a couple of hours, the latest news they got him, at the live desk, chris lawrence, news 4. a cab driver plowed into a crowd and left ten people hurt. the injuries range from minor to serious. it happened near the cab pool near logan international airport. police source says the incident not an act of terrorism, appears to be an accident. it shows the taxi next to a building surrounded by debris and picnic table as emergency crews take people on stretches to ambulances nearby. traffic is inching are crews are working to clean up after a crash. the tractor-trailer lost its load and started leaking fuel there on the road there, as well. this happened between connecticut and georgia avenue accidents. the driver was hurt and taken off to the hospital. no word on his condition at this

first at 4, charles bowen died after being thrown from his boat on saturday. the boat was swerving to avoid another boat heading in its direction. another person on the boat was also ejected but wasn't injured. his boat ran over a toll line that was pulling two children on inner tubes. those children were taken to the hospital. alcohol was involved but it's not clear who may have been under the influence. the latest now in the search for those atv riders around terrorizing drivers and pedestrians in d.c. in prince georges county. we have no word of any arrests right now. there haven't been any oth

we don't want to get caught like some of us did in the golf tournament yesterday, came out of nowhere and completely just drenched us. >> unfortunately there is chance for scattered thunderstorms. the threat again pretty low at 30%. it's like you said, if you get caught under it, it's not fun. you can see some heavy rain and thunderstorms develop, not a threat for severe weather, you can pass the poncho and tough it out if you're going down and you should be okay. the one thing that i'm seeing that can be a concern tomorrow with any storms that do develop, the winds are really light in the atmosphere. when a storm forms in that kind of environment, it might sit in the same area, but, again, the threat is pretty low at 30% and if i were outside going to cancel my outdoor plans tomorrow, i would, but i would have a plan b. as they look wednesday, and thursday, tomorrow is the sixth consecutive day we'll hit

company police have arrested a man accused of sexually assaulting a housekeeper. he assaulted a housekeeper at the hyatt. officers were called to investigate and arrested him just a short time later. sources are telling news 4 amad was scheduled to take part in tomorrow's independence parade. it's not clear what his role is with the police. pat, leon, back to you. >> thanks, chris. >> the summer season and the fourth of july brings droves of people. federal businesses say they're losing money this holiday. >> they're blocking access to the parking lot, that's where derrick ward is live. he's got more details on what's happening down there. what's the word. >> well, leon, if you've been down here you know that big changes were put down here on the southwest waterfront.

if you are debating whether to take a last minute trip this year, your chance to come on wednesday, bay bridge will likely have bumper-to-bumper traffic on it right now, though, things are moving along. doesn't look like any major tie ups, things look good in the left lane. >> for now. >> we've all seen it. and main v maybe you -- maybe you're one of them. you're talking about drivers to go too slowly. >> we asked folks out there to weigh in and tell us what you think about this and what you think about the drivers in the left lane. most of you say that folks there don't keep up with traffic well enough. so, now, those slow drivers can face a big fine in virginia. transportation reporter, adam is going to explain these new rules for us. what's the word. >> hey, leon, yeah, we're talking about

if you drive too slowly in the left lane. now, listen, you're always able to be pulled over in virginia in the past years for driving too slowly in the left lane. but you were never able to be fined and that's where this new law took effect on july 1st. drive too slow in the left lane and you can be pulled over by a police officer now, they're on the look out for this thing. all of this was just introduced in a house bill that was passed. really, people are starting to take notice of this bill and this law that is in effect here in virginia that something that all of us have dealt with at one point or another, whether you're the slow driver or you're the person trying to get around that slow driver, guys. >> all right. adam, how do police determine exactly what's too slow. >> that is the tricky question, right, pat, so this law states that basically what current conditions apply. so if the speed limit is 55 miles an hour, anything over 5 # 5 miles an hour,

let's say you're doing 50, maybe 45 in a 55 then you could get pulled over. listen, if you're only doing about 35 miles an hour because there's traffic out there and you were doing 25 to 30, then you could get pulled over. it's really up to the officer's determination here, what constitutes you holding up traffic. really, this is more of a drive left right, pass left kind of situation here. it will be interesting to see if some of these cases once the fines start being handed out and get disputed in court and we'll see where it goes from there. >> thank you, adam. a new controversy over a mosque that is planning for northern virginia. last week the board voted unanimously to approve the project. but there was a closer vote on whether to allow the mosque to connect to the public sewer system. some members of the board say chairman corey stewart didn't follow the rules when he called for that vote. the mosque is planned for a site alongt

we do need the rain. we just finished driest june. no rain in the forecast tonight and not a lot of rain in the forecast really tomorrow, either. right now, 90 degrees. we'll be around 90 at 7:00 p.m. mid-80s by 9:00, low 80s by -- you can't open up the weather and it's not super muggy and it won't be tomorrow, either. 7:00 a.m., we're at 76 mild degrees. plenty of sunshine, clouds increased around the midday area. mix of clouds and sun. temperatures around noon. a high tomorrow of 93. very similar to today. hit and miss thunderstorms around for the afternoon and early evening hours, 8:00 p.m., we're at 84 degrees at that point. so take a look at how the weather is going to impact your fourth of july plans. barbecues during the afternoon hours, have that backup plan and move in doors quickly. the thing is if we see thunderstorms develop tomorrow, they could be slow moving they might last for about 40 to 50 minutes you want to have
