d.c. police need your help finding this missing man. he was last seen on wisconsin avenue near vaness street northwest on monday. if you see him, call d.c. police. new video from a large gaithersburg townhouse fire. look at that. we first told you about the fire on news 4 yesterday morning. the cell phone video shows how intense the flames were after a grilling mishap sparked the fire on bloomberg terrace. they believe the homeowner may have used charcoal in a propane grill. that caused at least $550,000 in damage. parking your car in bethesda is going to cost more than before the holiday. new prices go into effect today. it will cost $2.25 an hour for street parking surface lats $1.50 an hour and garages are more, too, depending on which you use. newla

in virginia, police can fine you for driving too slowly. derrick ward is live this morning to explain what it all means for you. hey, derrick. >> reporter: hey! you know the sponsors of this legislation think it means more safety. it will help outlaw enforcement and lessen the chances of road rage. they are talking driving in the left lane, too slowly. back in the horse and buggy, we were taught driving in the left lane is for pass zing. you could be fined, up to $250. there is an exception if you are making a left turn, and you should signal and slow down. otherwise, leave that lane for passing. this went into effect july 1st. with the holiday, this is the first a lot of people will

>> we could see new developments in this investigation. news 4s, justice finch is tracking the case from the news room. >> that's right. it's a case we have been following since the indictment last week. more charges against 30-year-old carlos bell could come down. he's facing assault charges. bell was most recently a school aide at the middle school. investigators say they have identified at least seven victims in this case, all young boys. video captured on his cell phone shows him engaging in sex acts with those boys. even more troubling, bell is hiv positive. the victims are being tested. news 4 stopped at his home no one answered the door. neighbors were disturbed to hear the abuse took place in his house. >> i was s

year-long war. it comes as the trump administration works to prepare for a new war strategy. there's a pitch. perfect job, sending him out of control. >> police in california say that was the only way to stop a high-speed chase before someone else got hurt. officials in l.a. used a pit maneuver to force the car off the road. it spun around and slammed into a pole last night. the weather will determine whether space x can launch. the air force approved a potential lift off at 7:35 p.m. on monday, the launch was shut down by computers with less than ten seconds to lift off. the company has not said just why that happened.

the case of a missing exchange student will be in federal court for a bond hearing. brent christianson was arrested in the disappearance of the student. this has police fearing the worst. >> she was a chinese scholar, is a chinese scholar at the university of illinois when she vanished in broad daylight. she has not been seen since. security video shows her catching a bus to go sign a new apartment lease. when she missed her transfer bus, brent christianson rolled up to help out. according to a criminal complaint, christianson was recorded showing how he kidnapped the girl and held her in his apartment. her family and friends will keep searching. >> the father, the aunt

they have been hailed as heroes for actions when a gunman opened fire at a congressional baseball practice last month. this morning, we are hearing from one of the two capital police officers for the first time.
