i'm storm team4 meteorologist chuck bell. after a morning of heavy rain, we're still under the gun for more rain showers and thunderstorms later on this afternoon. flood watches and some warnings have been posted. i'll show you where they are issued for and how long they last coming right up. america and europe have suffered one terror attack after another. >> president trump's message to the people of poland and the reaction from the crowd of thousands. and we are learning more about the two young men killed early this morning in district heights, neighbors say one leaves behind a large family. we'll hear from some of those neighbors.

good morning, everyone. i'm molette green. >> and i'm adam tuss. thank you so much for being with us. we're going to start with the messy weather. we have flood watches and warnings all across the area. >> oh, just look at that. the rain has already brought down some trees and closed roads. storm team4 meteorologist chuck bell starts us off with how much more rain we can expect today, chuck. >> still two or three more chances for rain between now and the weekend when things start to improve. the bigger picture, wave of low pressure near cincinnati, warm, humid, and unstable air across central virginia will continue to develop into more rain chances as we go through the day. the heaviest of the rain is in southern parts of the fairfax county moving southbound, back into parts of charles and southern pyongyarince george's over the next little bit. heavy rain across parts of southern maryland so there's a flood watch out for all of the d.c

until 7:00. we have a flood warning for parts of fairfax and prince william county and a flash flood warning in southern maryland goes until 3:00. i'll show you future weather coming up. new at midday, the mother of two children who disappeared in 2014 is still not competent to stand trial. a judge made the ruling during a hearing for catherine this morning. montgomery county police say she was the last person seen with her daughter and son two years ago. the children were never found. today's court hearing comes the same week as jacob's fifth birthday, which was july 3. another hearing is scheduled for the end of august. we turn to a developing story out of district heights. >> two men were fatally shot in the parking lot of an apartment complex. justin finch is live near the scene on atwood street with the very latest. >> reporter: good morning. all morning, lots ofck

were gunned down just behind us here in the hour since it has become a place for those who knew those victims to pay their respects. one has been identified as a man named a.j. we are told her had six daughters who lived in this complex. they are saddened to hear that his life and another were lost in this parking lot. behind flashing police lights and crime tape, a loss so sudden, a grief so strong, it knocked loved ones to their knees. >> that's real sad. >> it's strange. strange. very strange. >> just before 1:00 a.m., district heights in prince george's county police got the call. on scene, they found two men shot several times. minutes later, both were pronounced dead. both just in their 20s. >> haven't even got their life together yet. >> i just heard gunshots last night and it just woke me up because i thought it was firewor fireworks. >> reporter: what it was, a deadly double shooting in progress. markers pinpointing where

of bullet shell casings fell. the complex shut down for hours as crime scene investigators searched for clues before packing away several bags of evidence. neighbors hope the surveillance system can help the investigation. >> this is a pretty good neighborhood. you don't see or hear too much anything about that. >> reporter: later in the morning, those who knew one of the victims came to pay respects where they say he lost his life. falling, shot and wounded, between two parked cars. off the camera, the woman in that black jacket says that was her boyfriend and that his family and his friends miss him dearly. >> and that extends to neighbors as well who tell us that this is not normal and they will not get kw used to it. tonight at 7:00 p.m. at the city municipal center, they will have a neighbors meeting with the mayor, vice mayor and chief of police to keep the neighborhood safe. we are live here in district heights. i'm justin finch, 4.

prompted a d.c. police officer to shoot a man last night in northwest. d.c. police chief peter told us an officer came across a man with a gun on park road. this is in the park view neighborhood. the officer fired his weapon, hitting the man. he was taken to the hospital and is expected to be okay. the chief said his officers recovered a gun from the scene but are still piecing together what happened. time right now is 11:05. virginia is scheduled to execute william tonight. he was convicted for the 2006 killings of a hospital security guard and a sheriff's deputy. his attorney, some lawmakers and mental health advocates are urging the governor to commute his sentence to life in prison instead. they argue his krielz were the result of a severe mental illness that makes it impossible for him to distinguish between delusions and reality. one of the victim's daughters is even asking for clemency. the governor's office says the clemency petition is under review. developing this morning, we're

steve scalise today. he was readmitted to the icu at washington hospital center last night. doctors say there are new concerns about infection. scalise and several others were injured in that shooting at a congressional baseball practice last month. he's in serious condition. scalise had been moved out of icu june 23. president trump has arrived in germany for the g20 summit. he's expected to meet with chancellor angular merkel in about an hour from now. this all comes after he delivered what the white house called a major speech to the polish people. news4's tracie potts has a look at that. >> reporter: president trump addressed cheering crowds in warsaw this morning. his speech, heavy on history and polish pride. >> the story of a people who have never lost hope, who have never been broken, and who have never, ever forgotten who they are. >> reporter: he denounced terror. >> we a

some military leaders say it's getting harder to see a way out of this without military action. from washington, tracie potts, nbc news. well, we are learning more details about how an illegal immigrant was able to return to northern virginia. app alias helped the man slip back into the united states after being deported to el salvador five times. known as marlon revis mendez was before a judge yesterday. he's accused of hitting an immigration officer after he was picked up monday on charges of being drunk in public. charles county parents will soon have a chance to question school leaders. >> police say carlos bell abused boys at benjamin stoddard middle school and that wasn't the only place he had access to children. he worked for the department of community services in 2008. in 2015, he worked for a government contractor that provided care for two elementary

he also worked as an assistant track coach in 2016. investigators believe there are at least ten victims, and there could be more. the meeting for parents is set for friday, july 28, at the benjamin stoddart middle school. friends and family set up a memorial outside of a police station to mourn the loss of new york city police officer miosotis familia. she was gunned down yesterday morning in what police are called an unprovoked attack on cops. a surveillance camera at a nearby business captured the shooting scene. police say bonds walked up to the police vehicle that officer familia was in and shot her. bonds was shot and killed by police. well, police are asking for help again to help solve the murder of a man on the beltway. the clues that investigators are now focusing on. breathe that clean, fresh air into your lungs. >>

happened near the pennsylvania avenue exit. he was in a white mercury with the words "skins fan for life". no detail is too small so if you remember seeing anything near there that night, please do give them a call. well, we have some heartbreaking information about a deadly shooting that we brought you as breaking news yesterday morning. a suitland mother is grieving after losing a second son to gun violence. >> the worst nightmare happening again when i haven't even finished grieving for my first son. >> wednesday morning, someone shot and killed 18-year-old tyrek walker. his mother says that he was visiting a friend that morning in suitland. four years ago, his older brother, cj, was murdered at a bus stop. his killer was sentenced to 65 years in prison. there's a $25,000 reward for information leading to his killer. it's been two years since a gunman opened fire in a charleston, south carolina,

one survivor made a special visit to washington recently. polly shepherd sells touring the national museum of african-american history and culture was therapeutic. the visit was the last stop of her family reunion in june of 2015. she came face-to-face with the charleston shooter. she survived by hiding under a table and praying. >> the lord leaves certain people to do certain thing. i don't know exactly what it is, but he left me. the rest of them were ready to go. so he took them with him. >> news4's kristen wright also spoke to shepherd about her time inside the museum and how it's impacting her. you can see more of that interview tonight on news4 at 6:00. their home went up in flames while they were out of town. but they couldn't be more grateful this morning. >> kind of an interesting juxtaposition here. the murphys ar

welcome back. at 11:22, we have some breaking news from hanscomb air force base near boston. u.s. air force officials say a truck tested positive for explosives at the gate of the base there. evacuations are taking place and we are monitoring the situation. we're going to update you as we learn more details. in other news now, the national park service wants your input about a proposed desert storm war memorial. it's holding a public hearing later this month. two gulf war veterans from arkansas are leading this campaign for the memorial. a design for the memorial

includes the names of veterans who lost their lives in battle. funding for the monument has already started and construction is estimated to cost $25 million. emergency crews are conducting recovery efforts for a 9-year-old boy and a 73-year-old woman. they were each swept away this week by rising waters and flood waters in tennessee. you're looking at rescue efforts at the creek. it's where the elderly woman went missing yesterday. now, emergency officials say that the water started to swell at an alarming rate. >> i've never seen the water rise that quick here. the water's really swift. lot of debaris coming down. the footing's not good anyway. there was a few that had life jackets on. it's just swift water. they can't maneuver. >> emergency officials say close to 40 people had to be rescued at the state park. >> devastating there. looking

same air mass that's generating that heavy rain here generated the heavy rain around here earlier this morning and we're not completely out of the woods yet for any more possible heavy rain. >> why isn't the humidity going away? >> it will. >> i thought it was supposed to go. >> it is going to do away. you just have to be patient, adam. by the time we get to saturday, humidity is going to be falling and saturday and sunday afternoons are looking quite nice. between now and then, we are stuck in the soup. a picture is worth 1,000 words and the first word for this picture would be yuck. cloudy and foggy and drizzly and wet all over the area today. there is a lot of high standing water in the areas that have been hardest hit. temperature is soupy 76 degrees in washington. with the light rain continuing to fall. storm team4 radar around the area, alexandria, mt. vernon down towards wood bridge, i-95, all getting moderate rain at this point in time. most showers are going southbound towards charles county so be on the lookout. that is the showers likely to come back in and

the areas, charles, st. mary's, some of the areas hardest hit by heavy, he have rain between about 5:00 and 9:00 a.m. still light rain showers scattered about. haven't seen quite the amount of heavy rain across northern maryland but you're picking it up at a pretty good clip already. look at all the breaks in the clouds now in central virginia. that is going to lead to an enormous amount of daytime heating. that will destabilize things and we're likely going to have to deal with more rain, maybe rumbles of thunder later on today. future weather, the daytime heating, the bubbling up by 4:00, 5:00 today, likely to have rain showers and thunderstorms into the area again so the ride home may not be a whole lot prettier than the ride in this morning. temperatures now, 70s. quick update there. that flood warning, fairfax, prince william until 2:00. flash flood warning down in southern maryland until 3:00 p.m. a look at the weekend forecast which includes lower humidity coming up. time to talk about

>> highly anticipated tesla model 3 is set to roll off the production line tomorrow. >> all right. the electric car maker is hoping this more affordable vehicle will charge up demand for the brand. nbc's joe fryer roorts. >> reporter: it's hard to imagine anything with a price tag starting at $35,000 could be considered a bargain. but that's the case with tesla's much-anticipated, much cheaper model 3. ceo elon musk took to twitter, declaring the model 3 passed all regulatory requirements for production two weeks ahead of schedule, which means the first one will roll off the production line friday with 100 cars expected in august, 1,500 in september and plans to make 20,000 a month in december. the model 3 is a huge test for tesla, which is now entering the world of mass production. amanda, whose twitter hand is @tesla model 3 fan is one of several customers on the waiting list.

as far as north korea's concerned, i don't know. we'll see what happens. i don't like to talk about what i have planned. but i have some pretty severe things that we're thinking about. that doesn't mean we're going to do them. i don't draw red lines. >> president trump there earlier this morning in poland talking about the possible u.s. response to north korea after that country's latest missile test and with the president calling on nations to confront north korea, we wanted to take a closer look at the options for the u.s. and their impact. matt lauer spoke to nbc news senior national security counterterrorism analyst michael liter earlier on "today." >> well, this is really hard but you could go after a number of sights. you can go after mobile missile launchers or nuclear facilities but the problem is they are very deeply hidden and we are very vulnerable to count attacks. >> and as you talk about

enormous risks associated with any military strike we conduct. >> that's right. within 50 miles of the border, you have 26 million koreans, 130,000 americans, you've got japan within range of numerous missile systems. this is really hard. >> let's say military strike is a bad option at the moment. >> terrible. >> let's talk about sanctions. we've imposed sanctions for years, and yet kim jong un continues to act badly. why aren't they working? >> mostly they're not working because 85% to 90% of north korea's trade is through china and china has not clamped down and until we get china to do that on oil and other critical matters, it probably woenlt affect them. and remember, they already have the materials to fight a conventional war and build additional weapons and we've seen them be aggressive on the cyber front as well in the u.s. and the region so sanctions keep us vulnerable as well. >> people say, these are bad options. so what about diplomacy? and they'll say, why don't we

north koreans, and talk about these issues. but isn't that what kim jong un is looking for? >> he probably is. but we're getting closer and closer to be willing to. but i think at this point we can't give in to his provocation. >> and we also want to take a closer look this morning at why president trump picked poland as his first stop in this overseas trip. >> let's be clear about one of the reasons why the president may have chosen poland for this first stop. the right-wing government here has a lot of similarities to president trump's own positions. they are viewed from folks in western europe, perhaps, as being too anti-immigrant, anti-european union, as well. poland obviously, this is a conservative government here, one that has been opposed to the, as they describe it, the sort of invasion of refugees. they have similar interests in things like coal mining. they have concerns or perhaps less interest in topics like climate change and global warming, all of which are la

>> the president is now in germany for the g20 summit. he is being greeted by protesters there. a train carrying close to 1 ,000 anti-g20 protesters arrived in amburg ahead to have the summit. security is in high demand there in the area with more demonstrations expected. and we can see similar scenes like that in 21 states today. several organizations are planning sit-ins at the offices of republican senators. they're demanding lawmakers vote against the senate republican health care plan. republican leaders have said that they'll bring their plan up for a vote some time after the current recess. president trump using his paycheck to preserve history. his first quarter salary going toward two restoration projects at antetum national battle field in maryland. during the campaign, mr. trump promised that if elected, he would donate his white house

the president's first quarter salary is just over $78,000. well, folks living close to route p and the dulles toll road should prepare for some noise there. news4's megan mcgrath has more on what you need to know to prepare your ears for some bridge work. >> reporter: people who live and work in this part of town are going to be dealing with noise issues for weeks to come. if you look behind me here, you can see the route 7 bridge. this is where it crosses over the dulles toll road. it is in the process of being demolished. the project started last night and will continue for several weeks. crews are going to be breaking up the concrete and tearing the bridge down, and it's going to be very, very noisy. they did get a noise waiver. this allows the work to happen only during specified hours. take a look. monday through thursday, the work can begin as early as 7:00 a.m. and go until 11:00 p.m. friday, 7:00 a.m. to 9:00 p.m.

saturday, 9:00 to 9:00, sunday, 9:00 a.m. to 11:00 p.m. the work crews are going to be using heavy equipment and it is expected to cause issues in terms of noise. now the whole project is expected to be done by august 30. in tysons, megan mcgrath, news4. there was supposed to be fighting a fire, but they were battling each other instead. now an investigation is underway after an alleged assault at the scene of a house fire. news4's chris gordon reports on the feud between career and volunteer firefighters. >> reporter: neighbors along this street took video sunday afternoon. after the house fire was extinguished, a hyattsville volunteer firefighter complained that he was allegedly assault bid a career officer. a neighbor tells me what she saw. >> kind of like that kind of stuff, just like little nudges and stuff. not, like, punching and kicking or anything like that. >> reporter: the volunteer

to investigate his allegations against the career officer. the police chief tells me it is too early to determine if a criminal charge will be filed or not. >> allegation at this time is a second degree assault, which is a misdemeanor, and we will investigate that. >> reporter: for years, there have been tensions between career and volunteer firefighters in prince george's county. this past may, two volunteer firefighters faced criminal charges in a trial for hitting a career officer at a burning house near hyattsville, maryland, and blocking them at the doorway so career firefighters couldn't enter before the volunteers. those two defendants were found not guilty. i asked if the new complaint arising from the fire this past sunday is part of the ongoing feud between careers and volunteers. >> i'm not going to label that -- this particular incident, career/volunteer. this was something that occurred between two firefighters on the scenf

are cleaning up after a rare earthquake left behind a mess. according to the u.s. geological survey, a 5.8 quake struck right near lincoln overnight. it was strong enough to knock food off store shelves, wipe out some power and even cause a gas leak in helena. the earthquake's tremors were strong enough that it was felt all the way in washington. there are no reports of injuries but it was montana's largest shaker in a dozen years. yikes. shaking things up here in the weather. >> shaking things up with the weather. >> little shaking and a little baking around here for rainfall amounts, some places have had over 3 inches of rain already today and so the ground is getting a little saturated. any additional rain could cause a little bit more of a glad concern. the weather services that issued a flood watch for the d.c. metro area. it goes until 7:00. there are isolated spots that have flood warnings in place. one of those locations here in fairfax and southern prince

that flood warning goes until 2:00 in the afternoon and there's still some pretty heavy rain falling. here's the bottom of the beltway and the woodrow wilson bridge, all covered up in rain now. there's joint base andrews on the right side of your screen so this is drifting south and eastbound back into charles county which was one of the places that had the most rain earlier this morning. and there's the flood warning. that flood warning goes until 3:00. always remember, avoid high or fast-moving waters. if you have kids out from school today, don't let them go play in the little creeks and streams. future weather, off and on rain chances are likely to come back. a chance for a few thunderstorms as well. any more rainfall could cause some flooding issues so remain aware of that. then for tomorrow, another chance for some showers in the early parts of the day, and then maybe one more brief chance late after 8:00 or 9:00 as the cold front comes through. that, adam tuss, is going to be

asking you to confirm information like that is likely fake. story a lot of people are talking about this morning, a mother receiving a voucher now from united airlines. she bought a ticket for her son, but take a look at where he ended up. sitting in her lap. on her lap. the toddler had to sit, you know, on the mom's lap, on a flight from houston to boston last week. the mother said she paid for her son's seat, but a flight attendant said the flight was full. >> i was very uncomfortable. my hand, my arm, my left arm was smashed up against the wall. i lost feeling in my legs and my left arm. >> united said gate agents inaccurately scanned the boy's boarding pass, showing that he was not on the flight. well, whether it's by plane, car, or cruise ship, americans don't seem to mind spending money on a great vacation. >> reporter: americans are on track to spend more than $100 billion on vacations th
