news 4 crews have come across flooded roads in northern virginia looking at the scenes, drivers there doing what rescue crews can ever do. >> they directed traffic around a fallen tree at northwest. they slice the branches up with a chainsaw before moving that tree away. >> we've got team coverage for you on all of this heavy rain. >> amelia who is in the storm center, how much did we get. >> in general, we saw anywhere from about half an inch to inch and a half of rain fall. areas down in southern maryland close to three inches in parts of st. mary's county. everybody is under a flash flood watch. this is going to go until 2:00 a.m. on your friday. then the right breeze here are flood warning. fairfax and prince william county until 6:00 this evening and saint mary's county until 7:00 p.m. this evening. here is the latest onst

4 radar, still tracking rain north and east of washington, parts of montgomery county and out around the baltimore metro area. but northern virginia, the district getting a bit of a break. here is the thing as we look further to the west, more moisture will be moving in during the evening and overnight hours. not as heavy as we have seen, we can see some isolated pockets, the nationals game, delay is possible, i think cancellation tonight would be unlikely. 79 degrees, again, we continue to track scattered showers throughout the evening. the potential for some pockets of heavy rain continuing and then as we look to tomorrow, some rain around tomorrow morning. more on the timing for tomorrow's rain coming up. we'll send it out to david live with breaking news. david, what are you seeing? >> amelia, we're following that breaking news. i can hear some of the sirens we're going on. the reason we brought it because of some flooding that's

is possibly underway. it's a rescue for two children going on along. as we pull back out here, you can see, there's a bahhalian chief that pulled up in the past three minutes. the road closures is further up. he's keeping an eye on what's going on up there. you can see some of the flooded road behind him. there's actually a sign that measures how far it submerged. one of the things that we heard from a resident who pulled up and said there's a lot of activity going on not too far from where we are and i'm going to try to get there to see what exactly we can find out what's going on. let me take you to fairfax county, we mentioned flooded roads, you can see a lot of the vehicles pulling up along berkeley road. they see some of the flooded water, this is happening between ox road and fairfax county

woodland springs apartments in district heights. residents arrived to crime scene tape here on at wood street, two men in their 20s died. they called the fatal shooting atypical for the county. >> these are interpersonal shootings, long-standing, known parties that have evolved tragically into solving a problem with a gun. >> he said some of the shooting stems from petty disputes, suspects using weapons to settle their differences. there have been 42 homicides so far this year, compared to 48 this time last year, more than 12% decrease. that doesn't include the murders in district heights where residents are frustrated. >> last night was just one of them unfortunate things that happened and i'm grieving for the family and the person that did this. >> so far police have not

in this early morning shooting. reporting live, spencer, news 4. >> thank you, dorsey. we learned today that the mother of two children who disappeared in 2014 is still not competent to stand trial. a judge called katherine dangerous but restorable during the competency hearing this morning. that was the last person seen with her son jacob and daughter sarah, two years ago. children were never found. today's hearing comes the same week of jacob's fifth birthday, which was july 3rd. another hearing is set for the end of august. we now know the name of the man who was shot last night by dc police. officers say they came across on park road near georgia avenue northwest. they told them to drop the gun he was carrying. 28-year-old ignored the order and when the officers fired, he is expected to survive. charges against him include assault with a police officer. >> right now the charles county school board is

door meeting to talk about the disturbing allegations of sex abuse involving a former teacher's aide. he was hiv positive, molested seven boys at the middle school where he worked. we're also learning more about them. let's go right to tracee wilkins. >> reporter: we've been able to confirm through a number of people who knew bell that long before his career here at the charles county school system, he was actually a reality tv star. let's look at the pictures that were taken for the former show known as the job that has since been cancelled back in 2013. bell was a contestant hoping to get a position with cosmopolitan magazine. what's interesting about this is that people who knew him and spoke with one classmate who went to college with him said he was interested in fashion, that he was part of the fashion club back in 2005 and it appeared he then went ob to reality

competed for a position with cosmopolitan mall soogazine. on that web site, he also said that he had worked for kanye west and had styled him in a video as well. now, that is something we have not been able to confirm through kanye west people. we did send questions about this and production company that put this show together. but here now, from one of the students who trained under bell when he was a track coach. >> he said that he just like kanye west to pick out outfits and stuff like that. >> went on to tell me she thought it was a joke and very unusual for track coach to be involved in these kind of things for folks who know him well, they tell me this is something he almost had an interest in. it almost seemed like

fall. hagerstown close to an inch, as well. all of this rain is causing some issues across the area, we needed some rain since the beginning of june we were down about 2 and a half inches it chipped away with this event right now. because of how much rain is falling, flash flood watch for everybody and flood warnings for parts of prince williams, and down around st. mary's through the evening hours. we'll be in weather alert through the evening shows tonight. we'll continue up to date it. here is what we're both seeing right now. this steady batch of rain slowly pushing out of the area, still up around the baltimore area, light showers out that way. we look further back towards the west where we're starting to see this rain intensive somewhat and much more on the map back to the west. all of this is going to be moving through the area at times this evening over night tonight and on into tomorrow morning. right now we're at

african-american population, we did see similar break downs by ward in the city, as well. while east, we're at 7 and 8, we saw low, 12% participation in protest there were higher in northwest dc where it's one in three. >> take that to mean that the protesters who are parachuting in from out of town. >> i think some were out of town. there's some convenience here if you live in the district. it's a lot easier to get out there and protest if it's right down the street. >> what did your poll find out about men and women and how they think about the way the president has changed washington? >> we asked how much people think that washington has changed because of trump's president. # 54% said it's changed at least some and when we look at who said it changed a lot, women were twice as likely than men
